SO, UH, IN NO NOVEMBER OF 2020, THE DALLAS INDEPENDENT SCHOOL DISTRICT HAD A BOND PACKAGE THAT WENT TO THE VOTERS 75 MILLION TO DESIGN AND BUILD A NEW PRE-K THROUGH 12 VERTICALLY INTEGRATED SCHOOL IN NORTH DALLAS.
UM, IN FY 22 DISD ACTIVELY EVALUATED LOTS OF SITES IN THE VALUE GALLERY AREA.
AND IN THE SUMMER OF 22, THEY CLOSED ON THE PURCHASE OF THE 12 STORY BUILDING AND PARKING GARAGE AT 5 5 0 1 LBJ WITHIN THE MONTFORD UH, SUBDISTRICT.
SO DURING THE SPECIFICITY YEAR, AND I'LL PUT THAT ALL IN BOLD, UH, DISD DID PUT THE PROCESS OF DESIGNING AND CONSTRUCTING, UH, THE OFFICE BUILDINGS CONVERSION INTO A SCHOOL ON HOLD.
AND THIS IS DUE TO DISTRICT WIDE ENROLLMENT DECLINE AND DEMOGRAPHIC SHIFTS.
UM, AND SO DISD IS NOW IN THE PROCESS OF REASSESSING LONG-TERM PROGRAMMATIC AND FACILITY NEEDS TO ASSURE ALIGNMENT WITH FUTURE DEMAND AND FUNDING CAPACITY.
UH, NEXT ITEM IS ABOUT MONTFORD DRIVE COMPLETE STREET PROJECT.
UM, SO THIS IS A VERY IMPORTANT PROJECT FOR THE DISTRICT.
IT IS A PRIMARY NORTH SOUTH ROADWAY IN THE MONTFORD SUBDISTRICT.
UM, THIS PROCESS STARTED EVEN SO FAR BACK AS MAYBE 10 OR 12 YEARS AGO.
BUT ULTIMATELY IN 2018, DALLAS COUNTY, UH, OFFICIALLY COMMITTED TO PARTICIPATE WITH $1.9 MILLION THROUGH A PROJECT SPECIFIC AGREEMENT IN THIS PROJECT.
AND THEN IN JUNE OF 2021, THE CITY COUNCIL APPROVED A CONSTRUCTION SERVICES CONTRACT THAT WAS ORIGINALLY FOR 4.4 MILLION.
UM, THE PROJECT IS, THE GEOGRAPHIC EXTENT OF IT IS FROM LBJ FRONTAGE ROAD NORTH TO ALPHA ROAD.
THE PROJECT INCLUDES IMPROVING ALL, UH, AND REPLACING ALL THE EXISTING STREET PAVEMENT WITH 11 INCH REINFORCED CONCRETE, NEW STORM DRAIN SYSTEM, NEW WATER WASTEWATER LINES, NEW CONCRETE SIDEWALKS AND WIDENED SIDEWALKS.
NEW, UH, NEW SHARED USE PATH, BUFFERED BIKE LANES, STREET PEDESTRIAN LIGHTING, NEW TRAFFIC SIGNALS, NEW PA MARKINGS, NEW SPEED CONTROL TREATMENTS, AND PEDESTRIAN ENHANCEMENTS.
UM, THERE WERE SEVERAL DELAYS, UH, BETWEEN 20 21, 20 23 THAT, UH, WHERE WE WERE WAITING ON ENCORE TO RELOCATE ALL OF THEIR UTILITIES OUT OF THE WAY.
AND THEN EVEN THE, UH, CONTRACTOR, UH, WAS IN A DISPUTE WITH THE CITY AT THE TIME.
'CAUSE ALL THE COSTS HAD GONE UP POST COVID.
ULTIMATELY, THE PROJECT DID START CONSTRUCTION IN MARCH OF 2023.
UH, THIS PAST FISCAL YEAR, CON CONSTRUCTION ON THE PROJECT, UH, SUBSTANTIALLY PROGRESSED.
UH, AND BY THE END OF THE FISCAL YEAR, ALL THE NORTHBOUND LANES WERE OPEN WITH PHASED OPENINGS OF THE SOUTHBOUND LANES AND SOME REMAINING PAVEMENT WORK, UH, LIGHT, UH, LIGHTING AND SIDEWALK WORK TO BE DONE.
UM, THAT IS IN THE PROCESS OF BEING COMPLETED RIGHT NOW.
AND, UH, PROJECT COMPLETION IS ANTICIPATED EARLY 26, WHETHER PERMITTING.

MY UNDERSTANDING THE BOND ISSUE WAS PASSED IN 20, OR THEY CLOSED ON THE PROPERTY IN 2022, THEN BY 2025, THEY THOUGHT THE DEMOGRAPHICS HAD CHANGED.
HOW DOES THAT AFFECT THE 10TH DISTRICT? UM, IT DOESN'T DIRECTLY, BUT ULTIMATELY IT AFFECTS THE ABILITY OF THE PLAN FOR THE OLD WHOLE AREA.
YOU KNOW, THE PLAN FOR THE ENTIRE ENTIRE AREA IS SOMEWHAT DEPENDENT ON THE IDEA THAT THERE WOULD BE A NEW SCHOOL TO SERVICE ALL THE NEW RESIDENTIAL UNITS THAT WOULD BE THERE EVENTUALLY.
THE SCHOOL BUILDING ITSELF WHEN THEY GENERATED TAXES OR MONEY? NO, NO.
IT'S ABOUT, IT'S A SERVICE TO THE PEOPLE THAT WOULD BE LIVING IN THE NEIGHBORHOOD.
THEIR, THEIR WHOLE POINT IN DELAYING IT IS BECAUSE THEY HAVEN'T SEEN ANY DEVELOPMENT OCCUR YET.

OH, THE TIFF DISTRICT, UH, DIDN'T HAVE ANY INPUT INTO THAT DECISION OR NO, NO.

SO THE CITY CLOSED ON THAT ACQUISITION AND TOOK POSSESSION OF THE PROPERTY, UH, MAY 28TH, 2025.
UM, AND SO THIS IS A VERY BIG AND IMPORTANT, UH, YOU KNOW, PIECE OF THE PUZZLE, UH, FOR IMPLEMENTING THE AREA PLAN.

SO GOING DOWN TO THE REDBIRD MALL AREA, UH, IN JANUARY, 2025, COUNCIL APPROVED A RESOLUTION THAT AUTHORIZED AN ENGINEERING CONTRACT WITH GRETCHEN SMITH TO START DOING PRELIMINARY ENGINEERING, ENVIRONMENTAL FINAL ENGINEERING AND DESIGN PLAN SPECS AND ESTIMATES AND CONSTRUCTION DOCUMENTS FOR THE RECONSTRUCTION AND WIDENING OF SIDEWALKS WITH THE INSTALLATION OF NEW PEDESTRIAN STREETLIGHTS AND THE RECONSTRUCTION AND UPGRADE OF ALL THE CROSSWALKS AND ASSOCIATED TRAFFIC SIGNALS ON CAMP WISDOM FROM, UH, FROM US 67 TO WESTERN NORTHERN ROAD.
SO THIS IS THE EAST WEST ARTERIAL ROADWAY JUST NORTH OF REDFORD MALL.
IT'S AT THE, THE NORTHERN PERIMETER OF THE MALL AREA.
UH, AND THIS IS A VERY, UH, BIG AND IMPORTANT PROJECT, UM, BUT IT IS BEING LED BY THE PUBLIC SECTOR.
SO, UM, THE FEDERAL GOVERNMENT HAS WHAT'S CALLED THE CONGESTION MITIGATION AND AIR QUALITY IMPROVEMENT PROGRAM.
AND THAT'S, UH, THROUGH THE US DEPARTMENT OF TRANSPORTATION.
AND AT THE, AT THE STATE LEVEL, TDO IS THE IMPLEMENTING AGENT.
UM, AND SO THIS PROJECT WAS PREVIOUSLY ACCEPTED BY THE CITY COUNCIL AS A FEDERALLY, MOSTLY FEDERALLY FUNDED PROJECT, AND MARKED FOR 2023 AND AS A TOTAL ESTIMATED COST OF $7.8 MILLION, UM, INCLUDING 6 MILLION IN FEDERAL PARTICIPATION AND 1.5 MILLION IN LOCAL PARTICIPATION.
AND SO THE ENGINEERING CONTRACT THE COUNCIL AUTHORIZED, UH, IN JANUARY OF 2025 DOES, UH, ALLOW, UH, GRESHAM SMITH TO START ENGINEERING DESIGN FOR THE IMPROVEMENTS, UH, FOR THIS PROJECT.
SO DESIGN IS ANTICIPATED TO CONCLUDE BY AUGUST OF 2026, AND THEN CONSTRUCTION WOULD COME, UH, IN LATE 2026.
UH, GOING ON PAGE SEVEN, LET'S MOVE TO THE SECOND OR THE FIRST BULLET ON THAT PAGE, WHICH IS KNOWN AS THE CAMP WISDOM ROAD CORRIDOR TRAFFIC STUDY.
UH, A LITTLE BIT OF BACKGROUND ON THIS ONE.
SEPTEMBER OF 2023, COUNCIL APPROVED A DIFFERENT ENGINEERING SERVICES CONTRACT WITH HDR ENGINEERING TO CONDUCT TRAFFIC CORRIDOR STUDIES FOR THREE, THREE ROADWAY SEGMENTS, UH, THAT ARE ON WHAT'S CALLED THE VISION ZERO HIGH INJURY NETWORK.
AND THE, THE VISION ZERO HIGH INJURY NETWORK IS JUST A LIST OF, UM, ROADWAY SEGMENTS AND TRAFFIC, UH, AND, AND, UH, INTERSECTIONS THAT HAVE THE HIGHEST INJURY AND COLLISION, UH, UM, FACTORS.
AND SO THIS SEGMENT OF CAMP ROAD FROM COPPER HILL TO INTERSTATE 35 WAS ONE OF THE THREE ROADWAY SEGMENTS SELECTED, UH, TO BE STUDIED THROUGH THIS, UH, THIS INITIATIVE.
UM, AND IT'S THE TOTAL COST OF 853,000.

DISTRICT'S NOT FUNDING THIS, BUT IT IS IMPORTANT, UH, WORK TO BE, UH, COMPLETED FOR THE BENEFIT OF THE REDBIRD MALL AREA.SO THEY'RE LOOKING AT, UH, WAYS TO REDUCE INSTANCES OF SEVERE CRASHES AND IMPROVE THE QUALITY OF LIFE FOR ALL ROADWAY USERS.
THERE WAS A SERIES OF PUBLIC MEETINGS HELD ONE IN JUNE OF 2024, AND THEN ANOTHER IN DECEMBER OF 2024, 2% EXISTING CONDITIONS OF THE CORRIDOR, UH, LOOK AT DEFICIENCIES IN SIDEWALK CONDITIONS, LOOK AT CRASH ANALYSIS, UM, PROPOSED IMPROVEMENTS, POTENTIAL FUTURE ALTERNATIVES TO ENHANCE TRAFFIC SAFETY.
UH, AND THEN THEY ALSO PUT OUT A PUBLIC SURVEY FOR, UH, TWO MONTHS AND GOT SOME GREAT FEEDBACK ABOUT WAYS TO REDUCE SPEEDING AND CONTROL, UH, INTERSECTION OPERATIONS THROUGH NEW SIGNAL IMPROVEMENTS.
AND BASED ON ALL OF THAT TECHNICAL EVALUATION OF PUBLIC INPUT, UM, WHAT EMERGED WAS WHAT'S CALLED OPTION TWO AS THE PREFERRED LONG-TERM ALTERNATIVE.
THIS ALTERNATIVE INCORPORATES ALL SHORT TERM SAFETY AND ACCESSIBILITY IMPROVEMENTS IN OPTION ONE, WHICH DOES INCLUDE CONTINUOUS SIDEWALKS, TURN LANE ENHANCEMENTS, SIGNAL TIMING CHANGES, NEW TRAFFIC SIGNALS, MEDIAN LANDSCAPING AND CONTINUOUS LIGHTING, WHILE ALSO PROPOSING A LANE REDUCTION IN EACH DIRECTION.
BUT CURRENTLY, CAMP WISDOM IS SIX LANES DIVIDED.
UM, SO PART OF THIS STUDY IS RECOMMENDING REDUCING THAT DOWN TO FOUR LANES AND THE ADDITION OF A SHARED USE TRAIL ALONG ONE SIDE OF THE CORRIDOR, UH, ALL THE WAY FROM AL HILL ROAD TO 35.
SO AT THE END OF THE FISCAL YEAR, THE TRANSPORTATION OF PUBLIC WORKS DEPARTMENT OF THE CITY IS LOOKING AT, UH, AVAILABLE FUNDING SOURCES TO ADVANCE IMPLEMENTATION OF THE RECOMMENDED IMPROVEMENTS TO CONSTRUCTION.
UM, IT IS POSSIBLE THAT TWO DISTRICT MAY BE APPROACHED AT SOME POINT, UH, TO HELP FUND SOME OF THESE IMPROVEMENTS, BUT THERE'S NOTHING IN DISCUSSION AT THE MOMENT.

AND GOAL NUMBER FOUR IN THE WESTMORELAND SUBDISTRICT, UH, HAD A GOAL OF APPROXIMATELY 140,000 SQUARE FEET OF NEW RETAIL, 45,000 SQUARE FEET OF A MOVIE THEATER, 70,000 SQUARE FEET OF NEW OFFICE, 80 NEW HOTEL ROOMS, AND 600, 1620 NEW RESIDENTIAL UNITS.
UM, SO THE ACTUALS THUS FAR IN WESTMORELAND SUBDISTRICT, WE'VE GOT LOTS OF NEW RETAIL, 32,000, 33,000, UH, FOR THE, UH, IN TOTAL OF NEW RETAIL, INCLUDING CHICK-FIL-A, UH, STARBUCKS FOOT LOCKER, AND A NEW MULTI-TENANT RETAIL BUILDING.
SO THAT'S 23.5% OF GOAL FOR THE RETAIL.
UH, THEN THE 300 NEW MULTI-FAMILY, THE RESIDENTIAL UNITS HAVE BEEN COMPLETE REPRESENTING 19 OF THE GOAL, 90% OF THE GOAL FOR MULTI-FAMILY, BUT THERE ARE NO NEW HOTEL ROOMS PLANNED.

THEN THERE'S A SET ASIDE FOR SUBDISTRICT WIDE PUBLIC IMPROVEMENT, PUBLIC INFRASTRUCTURE IMPROVEMENTS OF 10% THAT GOT $107,000 ALLOCATION.
AND THEN THERE'S A SET ASIDE FOR ACQUISITION OF PROPERTY FOR THE CENTRAL OPEN SPACE OF 30%.
SO THAT GOT AN ALLOCATION OF 322,000.
UM, AND SO RIGHT NOW THE NET CASH BALANCE UNCOMMITTED AT THE END OF THE FISCAL YEAR, UM, IS ABOUT 1,000,008 MILLION 75.
