GREAT WAY TO LEARN ABOUT OUR PROGRAMS AND, UM, SEE SOME OF THE THINGS THAT WE'VE DONE AND LOOK FORWARD TO THE THINGS THAT WE'RE GOING TO BE DOING.

UM, THEY, IF WE GO AHEAD AND START WITH, I THINK IT'S ABOUT PAGE FOUR, TAKING A LOOK AT THE TERM OF THE DISTRICT.

I, I THINK IF, IF YOU GUYS PROBABLY READ THROUGH THIS, YOU REALIZE THAT THERE'S ONLY TWO YEARS LEFT IN THIS TIF DISTRICT.

IT'S A 22 YEAR TERM, AND IT, UH, ENDS IN, IN 2027.

BUT SPOILER ALERT, WE'RE PLANNING ON EXPANDING IT INTO A NEW TERRITORY.

AND SO THEREFORE WE THINK THAT WE WILL BE, UH, CONTINUING WITH THE SOUTHWESTERN MEDICAL TIF DISTRICT, ALTHOUGH IT WILL LOOK A LITTLE DIFFERENT AND HAVE SOME DIFFERENT GOALS AND, AND OBJECTIVES.

UM, OKAY.

ARE YOU ABLE TO SHRINK A LITTLE BIT SO I CAN SEE ALL THE CONTENT? IS THAT POSSIBLE? YES.

UM, SO THE, I THINK IT'S IMPORTANT TO NOTE THAT STARTING IN 2020, BOTH THE CITY AND THE COUNTY REDUCED THEIR PARTICIPATION BY ALL STAFF.

SO THAT HAS CERTAINLY IMPACTED OUR INCREMENT COLLECTION.

AND YOU'LL SEE A LITTLE BIT LATER ON DOWN THAT WE ARE ONLY ABOUT HALF OF WHAT WE HAVE PROJECTED.

I THINK IN PART THAT'S DUE TO THIS, THIS DRASTIC DECREASE IN FUNDING, WHICH WAS PLANNED BY THE FOREFATHERS WHEN THEY WROTE THIS PLAN.

SO, UH, THIS IS NO SURPRISE, IT IS, IT WAS PLANNED AND SCHEDULED

INTO THE, UM, IN THE LIFE OF THE TIFF.

MATEO, IF YOU WANNA KEEP GOING, THIS IS A LIST OF THE DISTRICT ACCOMPLISHMENTS.

IT'S IN CHRONOLOGICAL ORDER OF THE DIFFERENT, UM, TYPES OF DEVELOPMENTS THAT HAVE COME ONLINE SINCE THE DISTRICT WAS CREATED.

AND I JUST WANNA HIT THE HIGHLIGHTS OF THE, THE LAST FOUR YEARS WITH YOU.

UH, FIRST THE TEXAS BEHAVIORAL HEALTH, UM, CENTER AT UT SOUTHWESTERN OPEN IN 2022, AND THEY'RE, I, I'M SORRY, THEY'RE, THEY'RE ANTICIPATED TO START ACCEPTING IN PATIENTS THIS YEAR.

AND THEN THE TEXAS INSTRUMENTS BIOMEDICAL ENGINEERING AND SCIENCE BUILDING, UH, COMPLETED CONSTRUCTION DURING 2022 AND 2023 AND OCTOBER, 2024, A HUGE NEW PLAYER BROKE GROUND ON THE, THE 5 BILLION, UH, CHILDREN'S PEDIATRIC CAMPUSES IS COMING AT PERRY HINES IN MOCKINGBIRD.

THAT IS TECHNICALLY OUTSIDE THE BOUNDARY OF UT SOUTH OF THE UT SOUTHWESTERN, I'M SORRY, THE SOUTHWESTERN MEDICAL TIFF DISTRICT BOUNDARY.

BUT, UM, IT'S PART OF THE OVERALL MASTER PLANNED DEVELOPMENT OF SOUTHWESTERN MEDICAL, AND WE ANTICIPATE IT TO HAVE QUITE THE IMPACT ON THE DISTRICT FROM A CATALYTIC PERSPECTIVE, UM, BRINGING IN THE NEED FOR NEW HOUSING, HOTEL, RETAIL, COMMERCIAL SPACE.

SO, UM, THAT'S WHY WE HAVE INCLUDED IT IN THIS REPORT.

AND THEN HOPEFULLY YOU'VE HEARD ABOUT THE TEXAS TREES FOUNDATIONS NEW PLAN TO, UM, TO REDEVELOP TWO MILES OF HARRY HINES, BASICALLY FROM MOCKINGBIRD DOWN TO LUCAS, STRAIGHT IN FRONT OF THE SOUTHWESTERN MEDICAL DISTRICT INTO A PEDESTRIAN FRIENDLY GREEN URBAN CORRIDOR WITH ABOUT A 10 ACRE PARK RIGHT AT THE CLOVER LEAF EXCHANGE AT HARRY HEES AND INWOOD.

SO THAT'S A REALLY EXCITING PROJECT.

WE HAVE A, UH, AN APPLICATION ON FILE TO SUPPORT THAT PROJECT THAT I HOPE YOU BRING TO YOU, UM, FOR YOUR REVIEW HERE IN THE SHORT TERM.

AND IT'S EXPECTED TO, TO COMMENCE CONSTRUCTION IN 2026 AND BE COMPLETED IN 2031, WHICH IS RIGHT ABOUT THE TIME THAT THE CHILDREN'S PEDIATRIC CAMPUS WILL BE COMING ONLINE.

THE NEXT SECTION IS A LIST OF THE DEVELOPMENTS THAT HAVE HAPPENED SINCE THE, THE DISTRICT, UM, CAME ONLINE.

THE FIRST SECTION IS, IF WE CAN POP BACK UP A LITTLE BIT, IS THE, UM, CEDAR BRANCH BRIDGE PROJECT.

I AM, I'M GONNA TALK TO YOU A LITTLE BIT ABOUT THAT, MORE ABOUT THAT, UM, AS WE MOVE DOWN THROUGH THE, THROUGH THE PLAN.

UM, SOMETHING THAT WE'RE, WE'RE NOT MOVING FORWARD WITH IS, IS JUST KIND OF FOOTNOTE THAT, UM, MOVING DOWN, THESE ARE THE PROJECTS THAT HAVE HAPPENED THAT HAVE NOT REQUIRED ANY ASSISTANCE.

IT'S RESULTED IN ABOUT 1,136 MULTIFAMILY RESIDENTIAL UNITS.

115 SINGLE FAMILY, 64,000 SQUARE UNIT, LAUNCHING 5.3 MILLION, UM, SQUARE FEET OF MEDICAL OFFICE AND 45,000 SQUARE FEET OF COMMERCIAL.

AND SO OUR, WE'RE ACTUALLY WE'RE COMMITTED TO THIS 826 5, BUT THAT'S GONNA BE WITHDRAWN HERE SHORTLY.

UM, BUT IT'S RESULTED IN ABOUT 7.2 BILLION IN, UM, VALUE OVERALL.

UM, A LARGE PART OF THAT IS NON NON-TAXABLE, BUT THERE HAS DEFINITELY BEEN GROWTH, UM, AND NEW USES WITHIN THE SOUTHWESTERN MEDICAL DISTRICT.

THEY JUST HAVEN'T NEEDED THE TIP FUNDING THAT WE HAD ANTICIPATED THAT THEY WOULD.

SO MOVING DOWN THROUGH THE REPORT, THE NEXT SECTION IS TAKING A LOOK AT HOW THE DISTRICT HAS DONE OVERALL FROM A FINANCIAL STANDPOINT, FROM OUR GOALS AND OBJECTIONS FOR IT.

UM, IN 2020, THE PLAN WAS AMENDED TO CREATE TWO SUB, TWO SUBDISTRICTS OUT OF ONE, AND WE NOW HAVE THE SOUTHWESTERN MEDICAL SUBDISTRICT TO THE NORTH, AND THEN THE MEDICAL CAMPUS SUBDISTRICT TO SOUTH, AND THEY EACH HAVE THEIR OWN TAX BASE.

SO LOOKING AT THE SOUTHWESTERN MEDICAL SUBDISTRICT FIRST, IT'S ADJUSTED BASE YEAR VALUE WAS 67.4 MILLION, AND IT'S NOW 416.3 MILLION.

SO THE, THE VALUE HAS CERTAINLY INCREASED AS WE HAVE ANTICIPATED OVER THE 20 YEARS WE'VE BEEN IN BUSINESS, UH, TO THE TUNE OF 517%.

UM, THEN THE IT YEAR OVER YEAR, HOWEVER, IT WENT DOWN ABOUT 3%.

UM, I'M, IT HASN'T GONE DOWN IN THE LAST FIVE YEARS, SO I THINK THIS MIGHT BE JUST A, A SIGN OF THE TIME FOR THE ECONOMY.

RIGHT NOW.

EACH ONE OF THE MULTIFAMILY PROJECTS DECREASED ITS VALUE, SO MAYBE IT'S HITTING THOSE PROPERTIES ESPECIALLY, BUT WE'RE, WE'RE KEEPING AN EYE ON THAT AND LOOKING AT THAT FROM OUR INCREMENT PROJECTION STANDPOINT.

UM, OVERALL, WE ANTICIPATE TO COLLECT ABOUT 1.3 MILLION IN REVENUE, UM, FOR THIS LAST FISCAL YEAR.

THE MEDICAL CAMPUS SUBDISTRICT, UM, WAS CREATED IN ANTICIPATION OF A BIG PROJECT, UM, THAT WAS CONTEMPLATED BACK IN 20, I GUESS

THAT WAS WHEN YOU WERE ON THE BOARD, MICHAEL, YOU SAID THAT WAS BACK WHEN 2018 FIRST CAME ON? YES.

UM, IT WAS A, A HUGE MASTER PLAN, UM, MIXED USE DEVELOPMENT THAT HAD, UM, CONFERENCE CENTER AND OFFICE SPACE AND RETAIL AND HOTEL, UM, WAS, WAS GONNA BE QUITE AN ASSET, BUT FOR A VARIETY OF DIFFERENT REASONS IT DID NOT COME TO FRUITION.

AND SO THAT THE CA THE MEDICAL CAMPUS SUBDISTRICT HAS NOT PERFORMED, UM, AT ALL BASICALLY FROM A TAXABLE PERSPECTIVE.

AND SO WE, WE HAVE A PLAN FOR WHAT TO, HOW TO HANDLE THAT AS WE MOVE THROUGH.

UM, I'LL, I'LL GIVE YOU MORE ABOUT THAT IN A MINUTE HERE.

THE NEXT SECTION IS THE, THE OBJECTIVES AND, UM, GOALS, SO TO SPEAK OF THE, OF THE DISTRICT FROM WHEN IT WAS FIRST CREATED.

UM, THE, THE EXPECTATION WAS THERE WOULD BE AN ADDITIONAL TAXABLE VALUE OF 280 MILLION, AND WE HAVE MET AND EXCEEDED THAT BY ABOUT 8%.

UM, AT THIS STAGE IN THE, THE LIFE CYCLE, WE SHOULD BE AT ABOUT 90% ACCOMPLISHMENT ON OUR GOALS, AND WE'RE AT 98% ON THAT ONE.

SECOND ONE, UM, HIGH ON SOME LOW ON THE OTHER.

UH, WE HAVE DEFINITELY EXCEEDED THE EXPECTATION OF 300,000 SQUARE FEET OF RETAIL OFFICE SPACE WITH ALL OF THE MEDICAL DEVELOPMENT WITHIN THE DISTRICT, NOT SO MUCH ON THE RETAIL SIDE AND NOT SO MUCH ON THE RESIDENTIAL SIDE.

UM, THEY, I THINK THAT THE, THE, THE PLAN MIGHT AVAILABLE TOO AMBITIOUS, UM, WHEN IT WAS ORIGINALLY WRITTEN, BUT WE DO NOT ANTICIPATE THAT WE WILL MEET THE, THAT GOAL, UM, ON, FOR THE RETAIL AND THE RESIDENTIAL COMPONENT IN ITS CURRENT BOUNDARY STATUS, THEN CONTINUE TO MOVE DOWN.

UM, AND THEN WE WOULD INCLUDE THE PEGASUS PARK DEVELOPMENT.

WE'RE STILL LOOKING AT THE, THE, THE ACTUAL, UM, FOOTPRINT OF THAT TO MAKE SURE WE CAPTURE ALL OF THE VISION OF WHAT PEGASUS PARK IS LOOKING AT.

AND SO THE, THE RESOLUTION WE ARE ANTICIPATING WILL BE THAT WE MAKE THE DEVELOPER MAKE THE DEVELOPER DEVELOPER WHOLE, UM, BY REIMBURSING THEM FOR THE EXPENSES THAT THEY'VE INCURRED SO FAR FOR DESIGN.
