UM, AND TODAY I DON'T HAVE MUCH TO SAY EXCEPT THAT I, UH, WANTED TO CONTINUE, UH, ALLOW, UH, DR.

LACKMAN, COMMISSIONER LACKMAN, UH, TO ASK ME, UH, WHO HAD SOME QUESTIONS IF HE WANTED TO, UM, ASK ME AND, AND AGREED.

AND IT'S USUALLY ONE OR TWO, UH, DEATHS, UM, IN THE CITY OF DALLAS.

UM, AND, AND USUALLY FROM COMPROMISED HEALTH INDIVIDUALS.

UH, WHAT I WANTED TO ADD TO THAT IS, UH, I, I'VE ALSO LOOKED UP, UH, THE, UH, SIMILAR STATISTICS FOR CITY OF AUSTIN THAT DOES NOT USE PESTICIDE SPRAY.

AND THEY, THEY HAVE A VERY SIMILAR, UH, DATA POINTS AS WE DO SO, SO I WANTED TO BRING THAT UP JUST, UH, JUST TO SAY THAT, YOU KNOW, THAT'S ANOTHER REASON WHY WE WANNA LOOK AT, UM, SOME OF THE PESS.

I'VE BEEN INVOLVED AS A STAKEHOLDER AND THROUGH VOLUNTEER ACTIVITIES WITH THE CCA SINCE ITS FORMATION.

AND I'M ACTUALLY HERE TO TALK ABOUT THE CCA FIVE YEAR PLAN AND, UM, I THINK I'M A LITTLE LATE 'CAUSE YOU'VE ALREADY HAD SEVERAL MEETINGS, BUT SINCE YOU FOUND THE AGENDA, I FIGURED I TAKE THE OPPORTUNITY.

SO I'VE BEEN, UH, WORKING WITH THE ALL VOLUNTEER NONPROFIT EDUCATION FOCUSED NORTH TEXAS RENEWABLE ENERGY GROUP.

UM, WE WORK WITH THE CCA PEOPLE ON GUIDELINES FOR RENEWABLE ENERGY HUB AND THE BILLING CENTERS.

AND I'M CURRENTLY WORKING WITH A STARTUP NONPROFIT, TRINITY RIVER COMMUNITY SOLAR SYSTEMS. AND WE ALSO DID SOME INPUTS AS A SUBCONTRACTOR ON THE DALLAS SOLAR FIGHTING STUDY.

AND I WENT ON SOME TOURS AS A POTENTIAL BIDDER ON THE DALLAS DEEP BLUE GROUP 12 LANDFILL AND BUCKMAN RECREATION CENTER SOLAR PROJECTS.

I THANK THE ENVIRONMENTAL COMMISSION FOR THIS OPPORTUNITY AND FOR YOUR WORK OVER THE YEARS TO PROVIDE A FORUM FOR PUBLIC INPUT INTO THE CCAP AND OTHER ISSUES.

UM, SO I PROVIDED SOME WRITTEN MATERIALS FOR THE COMMISSIONERS AND HOPEFULLY I'LL GET THROUGH TO THE STAFF AND THAT'S MAINLY WHAT I WANTED TO DO.

SO, JUST BRIEFLY, UM, THERE'S A CCAP GOAL TOO, WHICH HAS A ENERGY GENERATION USE TARGET, AND I HAVE SOME SUGGEST SUGGESTIONS OVER THE NUMBERS, UM, WHAT THE UNIT SHOULD BE AND WHAT THE NUMBERS SHOULD BE.

SINCE THE UNDERLYING, UM, GOOGLE ROOFTOP OR GOOGLE PROJECT ROOFTOP, UH, THE DATA HAS ACTUALLY CHANGED.

AND SO I THINK WE, WE COULD UPDATE THOSE, UM, PARTLY TO BE MORE REALISTIC AND PARTLY TO, UH, LIKE I SAID, REFLECT THE CURRENT DATA.

UM, I THINK THEY'RE ACTUALLY TRYING TO CUT BACK ON THE ACTIONS, SO I'M GONNA SUGGEST ADDING SOME, WHICH MAY NOT GO REAL WELL.

BUT, UM, PART OF THE PROBLEM WITH, UH, ADDING THE SOLAR PHOTOVOLTAIC IN THE CITY IS THAT IT'S, UH, WAY BEHIND WHAT PROJECTIONS SHOULD BE.

SO ONE WAY TO HELP MAKE UP THAT GAP WOULD BE TO ADD AN ACTION TO LOOK AT PUTTING SOLAR PORT VOLTAIC OVER PARKING, SO BASICALLY PARKING CANOPIES.

UM, AND, UH, THE OTHER THING I PUT ON THERE WAS TO TRACK THE NUMBERS OF SOLAR OR PD INSTALLATIONS.

SO THE CITY PUBLISHES SOME PERMITTING REPORTS ON THEIR WEBSITE AND THERE'S BEEN SOME GAPS IN THAT DATA OVER THE, THE YEARS.

AND CURRENTLY THERE'S A PROBLEM WITH IT THAT I GUESS HAS TO DO WITH SOME OF THE UPDATES THEY MADE LAST YEAR TO THE PERMITTING SOFTWARE.

BUT IN ANY CASE, IF, IF THAT COULD BE UPDATED, MAKE IT A LITTLE BIT EASIER, IT WOULD MAKE IT POSSIBLE PART OF THE GOALS THAT SUPPOSED TO BE MEASURABLE.

SO THAT WOULD BE A WAY OF TRYING TO MEASURE THINGS.

I'M SPEAKING TODAY IN STRONG SUPPORT OF THE BIRD FRIENDLY DESIGN RECOMMENDATION FOR THE KAY BAILEY HUTSON CONVENTION CENTER EXPANSION.

I'M ACTUALLY NEW TO DALLAS JUST HERE TWO MONTHS, BUT I'VE BEEN A LONG TIME ENVIRONMENTALIST AND EDUCATOR AND ADVOCATE AND GRASSROOTS ORGANIZER FOCUSED ON ENVIRONMENTAL JUSTICE.

MY WORK HAS ALWAYS, UM, CENTERED ON CONNECTING PEOPLE IN NATURE AND ALSO ON MAKING DECISIONS THAT BALANCE FISCAL RESPONSIBILITY WITH DOING THE RIGHT THING.

I SAT ON AN ENVIRONMENTAL JUSTICE TRANSITION COMMITTEE FOR THE CITY'S MAYOR.

UM, SO I COMMEND YOUR WORK, UM, AS WELL.

AND, UM, I'VE REVIEWED THE PROPOSAL AND SO TO ME, THE BIRD FRIENDLY DESIGN RECOMMENDATION IMMEDIATELY CAUGHT MY ATTENTION.

SO I MENTIONED, UM, BEING IN CHICAGO AND WE ALSO ARE ACTUALLY IN THE LONG, THE SAME FLYWAY AS TEXAS.

UM, AND SO TO ME THIS, UM, FLYWAY, IT'S KIND OF LIKE THE MIGRATION HIGHWAY IN THE SKY FOR BIRDS, RIGHT? WE'RE TALKING ABOUT 2 BILLION BIRDS THAT PASS THROUGH TAXES EVERY YEAR.

UM, AND SO THIS IS, UH, CRITICAL WHEN WE ARE LOOKING AT THESE NUMBERS.

UM, WE'RE ALSO TALKING ABOUT NOT JUST THE BIRDS, BUT TO ME, UM, WE'RE TALKING ABOUT PEOPLE.

I OFTEN DID A LOT OF WORK THAT, UM, TALKS ABOUT MIGRATION FOR PEOPLE, MIGRATION FOR BIRDS, OUR CULTURAL CONNECTIONS, OUR SHARED LANDSCAPES, AND OUR RESPONSIBILITY TO STEWARD THE PLACES WE ALL RELY ON.

YOU MIGHT HAVE HEARD THIS DATA, BUT I'M GONNA SAY IT AGAIN.

UH, HERE'S WHAT THE DATA TELLS US.

UH, DALLAS IS THE THIRD MOST DANGEROUS METRO AREA FOR BIRDS IN THE COUNTRY.

VOLUNTEER, UH, BIRD STRIKE SURVEYS IN DOWNTOWN DALLAS SHOW THAT THE CONVENTION CENTER ALONE IS RESPONSIBLE FOR APPROXIMATELY 30% OF RECORDED BIRD COMMISSION.

THAT'S IS NOT A MINOR ISSUE.

THE GOOD NEWS IS THAT WE KNOW HOW TO FIX THIS.

AT CHICAGO'S MCCORMICK PLACE, ANOTHER MAJOR CONVENTION CENTER, RETROFITTING BIRD FRIENDLY GLASS, REDUCED BIRD COALITIONS BY MORE THAN NINE 90%.

MANY SITTINGS HAVE TAKEN ACTION ONLY AFTER BUILDINGS WERE CONSTRUCTED AND DAMAGE HAD ALREADY OCCURRED.

BUT DALLAS HAS THE OPPORTUNITY TO DO BETTER TO ACT ON THE DATA NOW AND ENSURE THIS REVITALIZED DOWNTOWN LANDMARK NEVER BECOMES A HAZARD FOR BIRDS IN THE FIRST PLACE.

SO, I MEAN, THE SOLUTIONS ARE STRAIGHTFORWARD AND PROVEN, UH, BIRD FRIENDLY, PATTERNED GLASS, AND DARK SKY, UM, COMPLIANT LIGHTING.

THESE ARE STRATEGIES NOT ONLY TO SAVE BIRDS, THEY ALSO REDUCE ENERGY COSTS AND OUR LONG-TERM OPERATIONAL COSTS AS WELL.

UM, I ALSO PREVIOUSLY DIRECTED GREEN INFRASTRUCTURE GRANTS, AND I CAN SAY CONFIDENTLY THAT THESE MEASURES TYPICALLY ACCOUNT FOR AROUND JUST 1% OF A PROJECT'S TOTAL BUDGET.

SO THIS IS SMART POLICY, IT'S PROVEN TECHNOLOGY, AND IT'S THE RIGHT THING TO DO.

SO I RESPECT, RESPECTFULLY URGE YOU TO ADVANCE THIS RECOMMENDATION TO CITY COUNCIL AND I INVITE YOU ALL TO THE TRINITY RIVER AUDUBON CENTER TO LEARN, LEARN MORE ABOUT OUR WORK, UM, PROTECTING BIRDS AND THE PLACES THEY AND WE ALL DEPEND ON FOR TODAY AND TOMORROW.

I MEAN, WE HAVE BIRDS MAKING AN INCREDIBLE JOURNEY FROM THE ARCTIC TO SPEND THE WINTER HERE IN TEXAS, IN DALLAS.

WE HAVE BIRDS MAKING A JOURNEY FROM SOUTH AMERICA TO SPEND THE SUMMERS HERE.

AND I'M SO GRATEFUL WHEN I GET TO SEE THESE BIRDS BECAUSE BIRDS TELL US THEY'RE AN INDICATOR, THEY'RE PART OF THE SAME FOOD, WEB AND ECOSYSTEM AS US HUMANS.

AND SO WE'RE BIRDS THRIVE, PEOPLE PROSPER.

THEY ALSO CONNECT US WITH THESE JOURNEYS.

THE WAY WE TREAT OUR BIRDS IN DALLAS.

AND WHAT HAPPENS TO THE BIRDS HERE IN DALLAS DOESN'T JUST AFFECT OUR ECOSYSTEM.

IT'S AFFECTING THOSE ECOSYSTEMS UP IN THE ARCTIC, DOWN TO SOUTH AMERICA AND ALL THESE PLACES THAT THE BIRDS ARE GOING TO AND COMING, COMING FROM LAST SPRING, THERE WAS A BIRD I REALLY WANTED TO SEE, I DON'T KNOW IF ANY OF Y'ALL HAVE HEARD OF IT, A ROSE BREASTED GROW SPEAK.

I'D NEVER SEEN ONE BEAUTIFUL BIRD.

IT DOESN'T STAY IN DALLAS, BUT IT MIGRATES THROUGH.

AND, UH, I WAS TELLING SOMEONE ABOUT HOW I WANTED TO SEE IT.

GOOD NEWS WAS THE NEXT MORNING I DID SEE IT, BUT THE BAD NEWS WAS IT WAS DEAD.

IT HAD CRASHED INTO THE KAY BAILEY, BAILEY HUTCHERSON CONVENTION CENTER.

AND I PICKED IT UP DURING ONE OF THOSE SURVEYS THAT, UH, MAURICE WAS TALKING ABOUT, AND THAT'S A BUMMER.

BUT I THINK WE'RE SO LUCKY AND SO FORTUNATE WITH THE TIMING OF THINGS HERE IN DALLAS

RIGHT NOW, I THINK WE LUCKED OUT BECAUSE JUST AFTER WE GOT ENOUGH DATA TO KNOW CONFIDENTLY THAT THE CONVENTION CENTER WAS THE BIGGEST KILLER OF BIRDS IN DOWNTOWN, WE GOT THE OPPORTUNITY TO SET IT RIGHT TO REDO THINGS WITH THIS, UM, THIS NEW CONVENTION CENTER WITH BIRD FRIENDLY GLASS, WITH BIRD FRIENDLY LIGHTING, WHICH WOULD SAVE THOUSANDS OF BIRDS ON THEIR JOURNEYS AND HOPEFULLY SERVE AS A MODEL TO PROTECT AND SAVE MORE BIRDS GOING FORWARD.

SO I JUST HUMBLY ASK THAT Y'ALL CAN RECOMMEND THESE CHANGES TO CITY COUNCIL AND, UH, HOPEFULLY DO EVERYTHING YOU CAN TO MAKE IT HAPPEN.

TODAY I'M HERE TO REPRESENT A BROAD COALITION OF INDIVIDUALS AND ORGANIZATIONS WHO URGE YOU TO RECOMMEND BIRD FRIENDLY GLASS AND LIGHTING ON THE KAY BAILEY HUTCHINSON CONVENTION CENTER EXPANSION TO PREVENT BIRD DEATHS.

OUR CORE WORKING GROUP ON THIS EFFORT IS AMERICAN BIRD CONSERVANCY, AUDUBON, TEXAS ENVIRONMENT, TEXAS AND TEXAS CONSERVATION ALLIANCE.

BUT ORGANIZATIONS THAT INCLUDE US AND HAVE L LENT THEIR SUPPORT INCLUDE AUDUBON DALLAS, THE CITY OF CEDAR HILL, DEFENDERS OF WILDLIFE, FRIENDS OF NORTH HAVEN TRAIL, THE GREEN HILL SCHOOL, THE JOHN BUNKER SANDS WETLAND CENTER, LATINO OUTDOORS, THE NATIONAL WILDLIFE FEDERATION, THE NATIVE PRAIRIES ASSOCIATION OF TEXAS, SIERRA CLUB DALLAS, THE NATURE CONSERVANCY IN TEXAS, TRAVIS AUDUBON AND WILD BIRDS UNLIMITED DALLAS.

INDIVIDUALS WHO SUPPORT US INCLUDE DALLAS PHILANTHROPISTS, DD RHODE, WHO WROTE AN OP-ED IN THE DALLAS MORNING NEWS, DAVID MARQUIS GARRETT BOONE, AND AMBASSADOR KAY BAILEY HUTCHINSON, HERSELF, WHO WROTE A LETTER TO THE EDITOR IN THE DALLAS MORNING NEWS IN FAVOR OF BIRD FRIENDLY GLASS ON THE CONVENTION CENTER THAT BEARS HER NAME.

THIS IS IN ADDITION TO NEARLY A THOUSAND PETITION SIGNATURES AND ACTIONS THAT TEXANS HAVE TAKEN TO URGE CITY COUNCIL TO ACT.

AS THE RECOMMENDATION STATES BIRDS ARE IN TROUBLE.

BIRD COLLISIONS WITH BUILDINGS ARE THE SECOND LARGEST PAW, HUMAN RELATED PAWS OF BIRD DEATHS.

AND SINCE DFW IS RANKED AS ONE OF THE MOST DANGEROUS AREAS IN THE COUNTRY FOR BIRDS LOCATED ON ONE OF THE PRIMARY MIGRATORY PATHWAYS, WE HAVE A DUTY TO DO SOMETHING.

THE EXPANSION AND RENOVATION OF THE CAPABILITY HUTCHINSON CONVENTION CENTER GIVES US A ONCE IN A LIFETIME OPPORTUNITY TO FIX THE BUILDING THAT KILLS THE MOST BIRDS IN DALLAS.

PREVENTING THESE DEATHS IS PROBABLY ONE OF THE MOST COST EFFECTIVE CONSERVATION MEASURES THAT WE COULD TAKE AS A CITY.

A ONE-TIME COST THAT WILL BE A VERY SMALL FRACTION OF THE BUILDING'S TOTAL BUDGET, BUT WILL SAVE MANY THOUSANDS OF BIRDS OVER THE DECADES TO COME.

THIS IS AN OPPORTUNITY FOR THE CITY OF DALLAS TO NOT ONLY BE A NATIONAL LEADER IN URBAN CONSERVATION, BUT ALSO TO MEET OUR COMMITMENTS UNDER THE CITY'S COMPREHENSIVE ENVIRONMENTAL AND CLIMATE ACTION PLAN.

SO THE REPORT CAPTURES THE RESULTS OF THE COMMUNITY-WIDE GREENHOUSE GAS INVENTORY FOR CALENDAR YEAR 2023, AS WELL AS THE EMISSIONS INVENTORY FOR THE CITY OF DALLAS GOVERNMENT OPERATIONS FOR CALENDAR YEAR 2023.

UM, AND SO TONIGHT WE'RE GONNA START WITH WHY DALLAS CONDUCTS A GREENHOUSE GAS OR GHG INVENTORY AND SUMMARIZE THE PROTOCOLS USED TO CONDUCT THE COMMUNITY-WIDE AND THE LOCAL GOVERNMENT OPERATIONS INVENTORIES.

THEN WE WILL REVIEW WITH YOU THE PRIMARY HIGHLIGHTS OF THE COMMUNITY-WIDE SECTION OF THE REPORT, THE LOCAL GOVERNMENT OPERATIONS SECTION OF THE REPORT, AND WE'LL SUMMARIZE THE RESULTS OF BOTH INVENTORIES AND SHOW YOU HOW DALLAS COMPARES TO OTHER CITIES.

SO, SO WHY DO ORGANIZATIONS CONDUCT GREENHOUSE GAS INVENTORIES? WELL, IT COULD BE TO QUANTIFY GREENHOUSE GAS EMISSIONS ACROSS AN ORGANIZATION TO SET A BENCHMARK NUMBER FOR THE PURPOSE OF CREATING STRATEGIES AND POLICIES, UH, FOR EMISSION REDUCTIONS, OR IT COULD BE A PERIODIC INVENTORY TO TRACK PROGRESS TOWARDS CLIMATE GOALS.

THE PURPOSE OF THE CITY OF DALLAS 2023 COMMUNITY-WIDE GREENHOUSE GAS INVENTORY IS TO CHECK THE PROGRESS OF OUR CAP TARGETS OF A 43% REDUCTION IN COMMUNITY-WIDE GREENHOUSE GAS EMISSIONS FROM 2015 LEVELS BY 2030 AND NET ZERO GREENHOUSE GAS EMISSIONS BY 2050.

DATA FROM THE REPORT WILL ALSO AID IN DETERMINING WHAT ACTIONS NEED TO BE UPDATED IN THE CA TO MEET THESE MILESTONES.

COMPLETING A COMMUNITY WIDE INVENTORY MAY TAKE CLOSE TO TWO YEARS.

UH, THIS IS WHY YOU MAY SEE A DELAY OF A CALENDAR YEAR GREENHOUSE GAS INVENTORY BEING PUBLISHED A YEAR OR TWO LATER.

UH, THE WHOLE TEAM WORKED TO COLLECT DATA FROM FEDERAL AND STATE DATABASES AND FROM UTILITIES.

WE ALSO TALKED TO THE NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS OR N ENTITY COG TO COLLECT TRANSPORTATION DATA.

AND OUR SISTER DEPARTMENTS WE'RE GREAT AT PROVIDING CITY OPERATIONAL DATA THAT WE NEEDED.

DATA INTEGRITY IS FUNDAMENTAL TO GREENHOUSE GAS INVENTORIES.

UH, MANY QUALITY ASSURANCE AND QUALITY CONTROL PROCESSES WERE APPLIED TO ENSURE THE INVENTORY IS ACCURATE, RELIABLE, AND ALIGNED WITH BEST PRACTICES.

AS WAS DONE IN THE 2015 AND 2019 EMISSION INVENTORIES, WE USED A TOOL FROM ILI LOCAL GOVERNMENTS FOR SUSTAINABILITY CALLED CLEAR PATH TO AID IN CALCULATING EMISSIONS DATA AND REPORTING.

OEQS AND THE CITY HAVE BEEN CONDUCTING EMISSIONS INVENTORIES FOR TWO DECADES.

THE FIRST FEW COMMUNITY WIDE GREENHOUSE GAS INVENTORIES WERE USED TO VERIFY MEETING EMISSIONS REDUCTION GOALS SET BY PREVIOUS MAYORS.

NOW WE CONDUCT THEM TO MAKE SURE WE ARE ON TARGET TO MEET CCAP GREENHOUSE GAS REDUCTION GOALS.

SO, CALCULATING AND REDUCING GREENHOUSE GAS EMISSIONS, THE KEY COMPONENT OF THE COMPREHENSIVE ENVIRONMENTAL IN AND CLIMATE ACTION PLAN OF THE 97 LISTED ACTIONS IN CCAP 45 ACTIONS ARE LINKED TO ADDRESSING GREENHOUSE GAS, BOTH THROUGH CALCULATING AND REDUCTION MEASURES WITHIN THE CCAP OVERALL PLAN.

THE REDUCTION GOALS ARE FOR 43% REDUCTION FROM A 2015 BASELINE BY 2030, AND TO ACHIEVE A HUNDRED PERCENT REDUCTION BY 2050 RESULTS FROM EACH GREENHOUSE GAS INVENTORY IS USED TO EVALUATE THE CITY'S OVERALL PROGRESS TOWARD OUR CLIMATE ACTION

SINCE THE CCAP INCLUDES BOTH COMMUNITY AND CITY GOVERNMENT ACTIONS TO HELP ACHIEVE NET ZERO GREENHOUSE GAS EMISSIONS BY 2050, THIS REPORT HAS TWO MAJOR COMPONENTS.

AN ACCOUNTING OF EMISSIONS ACROSS OUR ENTIRE CITY CALLED A COMMUNITY-WIDE INVENTORY, AND ONE THAT LOOKS AT EMISSIONS FROM MUNICIPAL OPERATIONS REFERRED TO AS LOCAL GOVERNMENT OPERATIONS OR LGO.

THE COMMUNITY-WIDE INVENTORY CAPTURES EMISSIONS FROM ALL ACTIVITIES OCCURRING WITHIN THE CITY OF DALLAS BOUNDARY, WHILE THE LGO INVENTORY IS AN ACCOUNTING OF EMISSIONS FROM CITY OWNED FACILITIES AND OPERATIONS.

FOR GREENHOUSE GAS EMISSIONS REPORTING TO BE CREDIBLE AND COMPARABLE EMISSIONS CALCULATIONS NEED TO BE DONE USING STANDARDIZED INTERNATIONALLY RECOGNIZED PROTOCOLS.

WE USE THE CURRENT IIC E GLOBAL PROTOCOL FOR COMMUNITY SCALE GREENHOUSE GAS EMISSION INVENTORIES TO CALCULATE COMMUNITY-WIDE EMISSIONS DATA.

TO CALCULATE THE EMISSIONS DATA FROM GOVERNMENT OPERATIONS, WE USE THE CURRENT LY LOCAL GOVERNMENT PROTOCOL.

NEXT SLIDE.

CARBON DIOXIDE OR CO2 GAS IS THE MOST ABUNDANT GREENHOUSE GAS ON THE PLANET, BUT WE KNOW OTHER GASES LIKE METHANE AND AIR CONDITIONING REFRIGERANTS CAN BE MORE EFFECTIVE IN TRAPPING HEAT IN THE ATMOSPHERE.

THEREFORE, EACH GREENHOUSE GAS HAS A GLOBAL WARMING POTENTIAL OR GWP VALUE, WHICH REPRESENTS HOW MUCH MORE POTENT IN TRAPPING HEAT IT IS COMPARED TO TO CO2 GAS.

FOR EXAMPLE, METHANE OR CH FOUR HAS A GLOBAL WARMING POTENTIAL OF 28, WHICH MEANS ONE MOLECULE OF CH FOUR IS A 28 TIMES MORE POTENT GREENHOUSE GAS THAN ONE MOLECULE OF CO2.

TO SIMPLIFY THE ACCOUNTING OF THESE VERY GREENHOUSE GASES, THE GWP VALUE IS USED TO CONVERT THE AMOUNT OF ONE GREENHOUSE GAS TO THE EQUIVALENT AMOUNT OF CARBON DIOXIDE GAS.

THAT IS WHY IN THE REPORT YOU WILL SEE EMISSIONS TOTALS AS METRIC TONS OF CARBON DIOXIDE EQUIVALENT OR MT CO2 E AS AN EXAMPLE, USING METHANE'S GLOBAL WARMING POTENTIAL VALUE.

ONE METRIC TON OF METHANE EQUALS ROUGHLY 28 METRIC TONS OF CO2, WHICH WOULD BE WRITTEN DOWN AS 28 MT CO2 E.

AND NEXT SLIDE.

THE EXTENT POSSIBLE.

THIS GREENHOUSE GAS REPORT AIMS TO ENSURE DIRECT COMPARABILITY WITH THE 2015 AND 2019 INVENTORIES.

HOWEVER, DUE TO UPDATED METHODOLOGIES AND DATA AVAILABILITY, THIS INVENTORY INCLUDES A WIDER SCOPE OF EMISSION SOURCES AT A GREATER LEVEL OF PRECISION COMPARED TO PREVIOUS YEARS TO MAINTAIN COMPARABILITY WITH THE 2023 INVENTORY, SEVERAL EMISSIONS ESTIMATES FOR 2015 AND 2019 WERE CAL RECALCULATED TO APPLY THE BEST AVAILABLE DATA AND METHODOLOGIES.

THESE ADJUSTMENTS WERE MADE TO IMPROVE ACCURACY AND COMPARABILITY OVER TIME.

ANY CHANGES MADE TO PREVIOUS INVENTORY ESTIMATES ARE NOTED IN THE REPORTS.

NOW I'LL GO OVER THE RESULTS OF THE COMMUNITY WIDE INVENTORY AND NEXT SLIDE.

A COMMUNITY WIDE EMISSIONS INVENTORY LOOKS AT EMISSIONS FROM A LIST OF CATEGORIES, ALSO CALLED SECTORS DETERMINED BY THE PROTOCOL OR GUIDELINES USED FOR THE COMMUNITY WIDE INVENTORY.

THE SECTORS WE LOOKED AT WERE STATIONARY, ENERGY, TRANSPORTATION, THE WASTE AND WASTEWATER SECTOR, THE INDUSTRIAL PROCESSES AND PRODUCT USE SECTOR, AND THE AGRICULTURAL, SORRY, AGRICULTURE, FORESTRY, AND OTHER LAND USE CATEGORIES.

IN 2023, COMMUNITY-WIDE EMISSIONS WERE APPROXIMATELY 18.6 MILLION METRIC TONS OF CO2 E WITH STATIONARY ENERGY AND TRANSPORTATION CONTINUING TO BE THE SECTORS THAT ARE THE LARGEST SOURCES OF DALLAS' GREENHOUSE GAS EMISSIONS.

WHEN COMPARING 2023 COMMUNITY WIDE EMISSION TOTALS TO PREVIOUS INVENTORIES, THERE WAS AN 11% REDUCTION IN EMISSIONS COMPARED TO THE 2015 BASELINE AND A 1% INCREASE FROM THE 2019 INVENTORY.

THIS INCREASE IS LARGELY ATTRIBUTED TO A RECENT CHANGE IN THE AVIATION EMISSIONS ACCOUNTING STANDARD THAT NOW CONSIDERS EMISSIONS FROM FULL FLIGHTS RATHER THAN ONLY TAKEOFFS AND MANDATES FOR INFORMATIONAL PURPOSES.

IF WE HAD UTILIZED THE OLD AVIATION EMISSION STANDARD FOR THE 2023 CALCULATIONS, TOTAL COMMUNITY-WIDE EMISSIONS DECREASED 6% FROM 2019 AND 70% FROM 2015.

NOW I'LL GO OVER THE EMISSIONS FROM THE DIFFERENT SECTORS OR CATEGORIES OF THE COMMUNITY-WIDE INVENTORY.

STARTING WITH THE STATIONARY ENERGY SECTOR.

THIS SECTOR COVERS EMISSIONS FROM NATURAL GAS USED TO HEAT OUR HOMES AND BUILDINGS EMISSIONS FROM GENERATING ELECTRICITY THAT WE USE.

THE EMISSIONS ASSOCIATED WITH THE TRANSMISSION AND DISTRIBUTION OF ENER OF ELECTRICITY AND FUGITIVE EMISSIONS RELEASED DURING THE DELIVERY OF NATURAL GAS 2023 STATIONARY ENERGY SECTOR EMISSIONS HAVE DECREASED 15% SINCE 2019 AND DECREASED BY 31% BY 2015.

UH, THE GRAPH ON THE SLIDE SHOWS STATIONARY ENERGY EMISSIONS ALLOCATED TO EACH NU SECTOR WITH THE DOTTED ORANGE LINE REPRESENTING TOTAL EMISSIONS FOR THE STATIONARY ENERGY SECTOR.

NEXT IS A TRANSPORTATION SECTOR.

EMISSIONS IN THIS SECTOR INCLUDE EMISSIONS FROM CARS, TRUCKS, BUSES, TRAINS, AND AVIATION.

TRANSPORTATION SECTOR EMISSIONS FOR 2023 WAS 8.5 METRIC TONS OF CO2 E OR AN INCREASE OF 22% FROM 2019 EMISSIONS.

PART OF THE INCREASES DUE TO INCREASED TRAVEL OF CARS AND TRUCKS ON THE ROAD.

UH, MIRRORING OBSERVED NATIONAL TRENDS AND SOME OF THE INCREASE IS A RESULT OF THE UPDATED METHODOLOGY FOR CALCULATING EMISSIONS FROM AIR TRAVEL THAT FACTORS IN FULL FLIGHT EMISSIONS AS OPPOSED TO THE PREVIOUS METHOD THAT ONLY ACCOUNTED FOR AMENDMENT AND TAKEOFFS.

I WOULD LIKE TO MAKE NOTE THAT WITHIN THE AVIATION SUB SECTOR, THE INVENTORY INCLUDES TRANSPORTATION EMISSIONS FROM DALLAS LEFT FIELD DALLAS EXECUTIVE, AND THE HELIPORTS DALLAS-FORT WORTH INTERNATIONAL AIRPORT IS SOME DISTANCE OUTSIDE THE CITY BOUNDARY AND IS EXCLUDED FROM THIS INVENTORY.

ALSO, THE GRAPH ON THE SLIDE DOES NOT SHOW 2015 RAIL AND AVIATION DATA SEPARATED OUT, UH, DUE TO INCOMPLETE DATA AVAILABLE AT THE TIME OF THE 2015 INVENTORY.

INDUSTRIAL PROCESSES.

EMISSIONS INCLUDE ALL EMISSIONS ASSOCIATED WITH MANUFACTURING AND ITEM.

THE METHODOLOGY USED TO CALCULATE EMISSIONS FOR THIS CATEGORY WAS TO USE EMISSIONS DATA FROM THE FACILITIES IN DALLAS THAT ARE FEDERALLY MANDATED TO REPORT THEIR EMISSIONS INTO EPAS FACILITY FACILITY LEVEL INFORMATION ON GREENHOUSE GAS'S TOOL DATABASE OR EPA FLIGHT FOR 2023.

THE FACILITIES WERE TEXAS INSTRUMENTS NORTH CAMPUS DUE TO SOUTHWESTERN MEDICAL CENTER AND WEST ROCK PAPER MILL 2023.

EMISSIONS FROM THIS SECTOR INCREASED BY 17% FROM 2019 EMISSIONS, BUT ONLY INCREASED 5% FROM 2015 EMISSIONS.

THE AGRICULTURE, FORESTRY, AND OTHER LAND USE SECTOR ENCOMPASSES EMISSIONS FROM LIVESTOCK, MANURE MANAGEMENT, FERTILIZER APPLICATIONS, AND AGRICULTURAL SOIL MANAGEMENT, AS WELL AS CARBON SEQUESTRATION FROM TERRESTRIAL SAINTS.

WHILE A CITY DOES NOT HAVE A SIGNIFICANT EMISSION, HAVE SIGNIFICANT EMISSIONS IN THE SECTOR, BIOLOGIC CARBON SEQUESTRATION, UH, BY URBAN TREES WAS ESTIMATED AND REPORTED FOR INFORMATIONAL PURPOSES.

THE CITY'S URBAN FOREST CANOPY WAS ESTIMATED TO SEQUESTER AC 87,072 METRIC TONS OF CO2 E, AN INCREASE OF 11% FROM 2015 TOTAL OF 78,093 METRIC TONS OF CO2 E SEQUESTERED.

THE BUILDINGS OF FACILITIES CATEGORY COVERS EMISSIONS FROM POWERING AND HEATING CITY OF DALLAS BUILDINGS AND FACILITIES LIKE OUR LIBRARIES, REC CENTERS, FIRE STATIONS, CITY HALL, AND THE CONVENTION CENTER.

2023 EMISSIONS FROM THIS SECTOR TOTAL 75,570 METRIC TONS OF CO2, WHICH IS A 19% DECREASE FROM 2019 EMISSIONS AND A 45% DECREASE FROM 2015 EMISSIONS.

AND 2023, WATER AND WASTEWATER FACILITIES PRODUCED 132,154 METRIC TONS OF CO2 E.

NEARLY ALL EMISSIONS 99.9% RESULTED FROM ELECTRICITY USE.

EMISSIONS IN THIS CATEGORY HAVE DECREASED BY 30% SINCE 2019, AND 46% SINCE 2015.

SLIDE FOR THE SOLID WASTE FACILITY SECTOR 477,202.

METRIC TONS OF CO2 E WERE GENERATED FROM MCCOMAS BLUFF AND THE DEEP WOODS LANDFILL.

99.4% OF EMISSIONS IN THIS SECTOR ARE TIED TO THE 1.4 MILLION WET TONS OF WASTE GOING INTO THE MCCOMAS BLUFF LANDFILL.

AND 2023 WITH THE REMAINDER OF THE EMISSIONS BEING FROM GAS FLARING AT BOTH FACILITIES.

OVERALL EMISSIONS DECREASED 11% SINCE 2019, AND 21% FROM 2015.

THE PRIMARY DRIVER FOR THIS REDUCTION WAS FROM LESS WASTE GOING INTO MACOMBS COMPARED TO PRIOR PREVIOUS INVENTORY YEARS.

NEXT, UM, IN 2023, AIRPORT FACILITIES GENERATED A TOTAL OF 16,805 METRIC TONS OF CO2 E, UH, COMPARED TO 2019 EMISSIONS.

UH, THAT'S A 70%, UH, DECLINE.

THIS WAS DUE TO A 21% REDUCTION IN ELECTRICITY CONSUMPTION AND HAVING A CLEANER ELECTRICITY GRID.

ALTHOUGH NATURAL GAS DID RISE SLIGHTLY, UH, DURING THE SITE PERIOD, WE DON'T HAVE A 2015 VALUE TO COMPARE 2023 TOTAL DUE TO THE 2015 INVENTORY NOT HAVING A SPECIFIC AIRPORT FACILITY SECTION.

UH, THEN SO 20 FIFTEENS LGO AIRPORT EMISSIONS OR ACTUALLY ACCOUNTED IN OTHER LGO SECTIONS IN THE 2015 REPORTS.

NEXT IS THE STREETLIGHTS AND TRAFFIC SIGNAL SECTOR EMISSIONS FROM ELECTRICITY USED TO POWER STREETLIGHTS AND TRAFFIC SIGNALS PRODUCED 24,867 METRIC TONS OF CO2 E UH, EMISSIONS IN THIS CATEGORY HAS SLIGHTLY DECLINED DOWN, UH, 15% FROM 2015 AND 24% FROM 2019.

NEXT IS THE FLEET AND EQUIPMENT SECTOR.

IN THIS SECTOR, WE LOOKED AT THE EMISSIONS FROM ALMOST 6,000 VEHICLES AND PIECES OF EQUIPMENT THAT THE CITY OWNS AND RUNS IN 2023.

OUR VEHICLE AND EQUIPMENT FLEET PRODUCED 47,418 METRIC TONS OF CO2 E, UH, WHICH IS A 24% DECREASE FROM 2019 AND A 57% DECREASE FROM 2015 FOR THE LGO INVENTORY.

WE ALSO LOOKED AT SCOPE THREE EMISSIONS.

SCOPE THREE EMISSION SOURCES ARE INDIRECT EMISSIONS INFLUENCED BY CITY OPERATIONS, BUT LOCATED OUTSIDE OF THE CITY GOVERNMENT OPERATIONAL FOOTPRINT.

THIS INCLUDES EMISSIONS FROM ELECTRICITY, TRANSMISSION AND DISTRIBUTION LOSSES, PIPELINE LOSSES FROM PURCHASE NATURAL GAS, AS WELL AS EMISSIONS FROM EMPLOYEE COMMUTES AND BUSINESS TRAVEL EMPLOYEE COMMUTING PRODUCED 19,359 METRIC TONS OF CO2 E.

THIS ESTIMATE WAS DERIVED FROM CITY EMPLOYEES WHO TRACK THEIR COMMUTES IN THE TRI PARKING IT APPLICATION TRI PARKING.

IT IS PART OF NCT COGS, AIR NORTH TEXAS AIR QUALITY OUTREACH PROGRAM.

UH, OEQS LEADS THE EFFORT TO ENCOURAGE ALL CITY EMPLOYEES TO PARTICIPATE IN TRACKING THEIR COMMUTES AND TRI PARKING.

IT.

AS MORE EMPLOYEES PARTICIPATE, TRY PARKING IT DATA, WE'LL PROVIDE A MORE COMPLETE SNAPSHOT OF COMPUTER COMMUTER EMISSIONS FOR FUTURE LGO INVENTORIES.

UH, THIS WAS ALSO THE FIRST YEAR THAT BUSINESS TRAVEL EMISSIONS WERE INCLUDED IN THE LOCAL GOVERNMENT INVENTORY IMPROVING THE CITY'S OVERALL EMISSIONS ACCOUNT.

SO AS WE COME TO THE END OF THIS PRESENTATION, I'LL RECAP THE RESULTS OF THAT 2023 GREENHOUSE GAS AND EMISSIONS INVENTORY REPORTS.

SO IN 2023, COMMUNITY-WIDE EMISSIONS WERE APPROXIMATELY 18.6 MILLION METRIC TONS OF CO2 E.

THAT IS A 1% INCREASE FROM 2019 TOTALS, AND 11% DECREASE FROM 2015 EMISSIONS.

THE MAIN TAKEAWAYS FROM THE COMMUNITY WIDE INVENTORY IS WE SAW THE, THE STRONGEST DECREASE IN EMISSIONS FROM THE STATIONARY AREA, THE STATION STATIONARY ENERGY SECTOR, BUT WE ALSO SAW A SLIGHT RISE IN EMISSIONS FROM THE TRANSPORTATION SECTOR.

THIS WAS A, UH, THIS WAS 'CAUSE OF A RECENT CHANGE IN AVIATION SECTOR EMISSIONS ACCOUNTING, WHICH LED TO THE 2023 COMMUNITY-WIDE EMISSIONS TOTAL BEING HIGHER THAN THE 2019 TOTAL.

AGAIN, IF WE HAD CALCULATED 2323 EMISSIONS USING THE OLD METHODOLOGY, WE WOULD SEE A 6% DECREASE FROM 2019 AND A 17% DECREASE FROM 2015 EMISSIONS.

SO LOOKING AT THE, UH, LOCAL GOVERNMENT OPERATIONS EMISSIONS, THE TOTAL EMISSIONS AGAIN WERE 804,033 METRIC TONS OF CO2 EA, WHICH IS A 17% REDUCTION FROM 2019, AND A 29% REDUCTION FROM 2015 LEVELS.

UM, ALSO, LDO EMISSIONS REPRESENT 4% OF THE COMMUNITY-WIDE EMISSIONS.

2023 SHOWED A LARGE DECREASE IN EMISSIONS RESULTING FROM ELECTRICITY CONSUMPTION, BUT WE ALSO SAW NOTABLE EMISSIONS DECREASE FROM THE WASTE AND FLEET CATEGOR.

SO THE REPORT ALSO SHOWS HOW DALLAS COMPARES TO OTHER CITIES THAT REPORT EMISSIONS AS PART OF THE C 40 CITIES NETWORK, AND WE FOUND THAT DALLAS'S EMISSIONS ARE COMPARABLE IN MAGNITUDE TO OTHER LARGE NORTH AMERICAN CITIES AND REFLECT A SIMILAR SECTOR BREAKDOWN WITH STATIONARY ENERGY AND TRANSPORTATION AT THE MAIN GREENHOUSE GAS EMISSIONS CONTRIBUTORS.

ALTHOUGH NEXT SLIDE, WHEN YOU COMPARE DALLAS WITH OTHER CITIES OF SIMILAR POPULATION AREA AND GDP, OUR GREENHOUSE GAS EMISSIONS NUMBERS ARE HIGHER.

IT MEAN IT JUST MEANS THEY WEREN'T REQUIRED TO REPORT.

AND THOSE PLACES SHOULD BE IN THE FOREFRONT OF PUSHING THE SOLUTIONS.

THEY HAVE A BETTER UNDERSTANDING OF, OF THE REPORTING, UH, PROTOCOL FOR FLIGHT.

YEAH.

AND I'M REFERRING TO THE EMISSIONS THAT ARE REPORTED ON SLIDE 16, INDUSTRIAL PROCESSES AND PRODUCTS.

YEAH.

YEAH, SO THEY ARE TECHNICALLY SELF-REPORTED EMISSIONS, BUT THEY ARE FOR A, A GOVERNMENT MANDATED REPORTING SCHEME THROUGH THE GREENHOUSE GAS REPORTING PROGRAM.

THE ONE THING THAT WE NEED TO KEEP IN MIND WITH IT IS THAT THERE IS A LIMIT TO WHEN REPORTERS NEED TO, ARE, ARE MANDATED TO REPORT.

SO IF A FACILITY HAS LESS THAN 25,000 METRIC TON CO2 E EMISSIONS OVER A YEAR, THEY ARE NOT REQUIRED TO MAN, THEY'RE NOT REQUIRED TO REPORT TO THAT KIND OF FLIGHT PORTAL.

UH, SO BASICALLY THAT'S WHAT WE'RE SEEING.

ONLY A COUPLE OF THESE FACILITIES THAT HAVEN'T REACHED THE LEVEL OF EMISSIONS THAT THEY NEED TO, UH, REPORT TO THE EPA.

BUT THOSE EMISSIONS THAT DO REPORT ARE VERIFIED BY EPA.

SO EVEN THOUGH THEY ARE SELF-REPORTED, THEY ARE CONSIDERED RELIABLE.

AND HAVE WE CONSIDERED HOW POLICY CHANGES TO GRAIN COST GASES EMISSIONS REPORTING IN THE FUTURE IS GOING TO BE FACTORED INTO WHETHER OR NOT WE WOULD BE ABLE TO INCLUDE THESE AGAIN? YEAH, I THINK THAT'S SOMETHING THAT IS A, A BIT OF AN OPEN QUESTION RIGHT NOW, UH, TO SEE WHERE, WHERE THE FINAL RULING ON THE GREENHOUSE GAS REPORTING PROGRAM WILL END UP AND WHAT CHANGES ARE IMPLEMENTED.

UH, THERE IS WORK BEING DONE.

SO WE ARE, WE'RE STILL SEEING THAT WE MIGHT HAVE, UH, DATA FOR THE NEXT COUPLE OF YEARS, BUT FOR DEFINITELY DURING THE NEXT CYCLE OF UPDATING THE GREENHOUSE GAS, UH, INVENTORY FOR DALLAS, THAT WOULD BE A CONSIDERATION TO MAKE.

AND WHERE, WHERE ARE ALTERNATIVE SOURCES FOR POTENTIALLY FINDING THIS INFORMATION AS WELL.

YEAH, I THINK THAT THAT'S, THAT WAS GONNA BE MY NEXT QUESTION IS WHERE DO WE BELIEVE THAT WE COULD POTENTIALLY OBTAIN THIS INFORMATION, IF NOT SELF-REPORTED EMISSIONS? WOULD SOMETHING LIKE PERMITTED EMISSIONS OR POTENTIAL TO EMIT EMISSIONS FROM THOSE INDUSTRIAL SOURCES BE COUNTED? YEAH, THANK, WE HAVE A LOT OF INDUSTRIAL FACILITIES IN DALLAS, AND THAT'S WHY I'M ASKING.

YEAH, I THINK DEFINITELY, UH, PERMITTING STRUCTURES WOULD BE A GOOD WAY TO GO ABOUT IT.

UH, UNFORTUNATELY THEY MAY NOT HAVE DIRECT EMISSIONS DATA, UH, BUT ACTIVITY DATA THAT WE CAN USE, AND THERE ARE, UH, METHODOLOGIES THAT WE CAN IN IMPLEMENT THAT CAN TAKES THE ACTIVITY DATA THAT WE HAVE ACCESS TO THROUGH PERMITTING AND CONVERTS THAT TO EMISSIONS DATA.

UH, IT MAY NOT BE QUITE AS ACCURATE AS KIND OF DIRECT REPORTING.

UH, AND THAT'S ANOTHER POTENTIAL AVENUE IS TO REACH OUT TO DIFFERENT FACILITIES, GET THAT EMISSIONS DATA, LOOK AT SUSTAINABILITY REPORTS FROM COMPANIES, SEE WHAT WE CAN FIND IN TERMS OF WHAT THEY'VE REPORTED, AND THEN FIND, UM, ALTERNATIVE METHODOLOGIES FROM, YOU KNOW, NOT DIRECT EMISSIONS REPORTING, BUT ACTIVITY DATA REPORTING TO GET EMISSIONS DATA FOR THE INDUSTRIAL SECTOR.

AND JUST CANDIDLY, I DON'T KNOW THAT I'VE PUT MUCH WEIGHT IN SELF-REPORTED EMISSIONS JUST TO BEGIN WITH.

SO, UM, WE CAN, WE CAN DISCUSS THAT, UH, I GUESS AS, AS THE REPORT COMES OUT AND WE GET A MORE IN-DEPTH LOOK AT WHAT THOSE ADMISSIONS INCLUDED, UM, I WAS A LITTLE BIT CONFUSED BY THE LAST QUESTION THAT TRACY ASKED, OR CHAIR WALLACE ASKED ABOUT, UH, HOW THIS INFORMATION, UH, TELLS US WHERE WE ARE OR AREN'T

SO SOME OF THOSE INDUSTRIAL EMISSIONS ARE INCLUDED AS PART OF THE BUILDINGS EMISSIONS.

SO THAT WOULD BE KIND OF THE WRAPPING UP OF THE ENTIRE PROCESSES FROM INDUSTRIAL.

SO IT'S REALLY JUST LOOKING AT THOSE FACILITIES, LIKE WHAT ARE THEIR, LIKE DIRECT EMISSIONS, NOT FROM STATIONARY ENERGY USE, NOT FROM, UH, YOU KNOW, ELECTRICITY THAT THEY, UH, ARE CONSUMING.

IT'S LIKE AN ACTUAL, LIKE IF LIKE, YOU KNOW, FOR LIKE TEXAS INSTRUMENTS AS THEY'RE WORKING ON, UH, YOU KNOW, ELECTRONICS, THOSE LIKE SPECIFIC PROCESS EMISSIONS ARE WHAT'S INCLUDED IN THE IPPU, THE INDUSTRIAL PROCESS AND PRODUCT USE CATEGORY.

BUT THERE IS OTHER SOURCES OF INDUSTRIAL EMISSIONS THAT ARE INCLUDED THROUGHOUT THE INVENTORY.

AND I, I THINK IT SHOULD BE CLEAR ONCE YOU HAVE THE REPORT IN FRONT OF YOU, UH, WHERE THOSE OTHER ADDITIONAL SOURCES, SO WE'RE NOT, UM, UNDER COUNTING THE EMISSIONS.

AND I KNOW THAT THE BUILDER'S ASSOCIATION IS FIGHTING COST AT EVERY TURN, BUT THAT'S NOT THE PRINCIPLE COST OF WHAT A HOUSE IS.

UM, AND THAT THE RECIPIENTS OF FEDERAL GRANT FUNDS, LIKE OUR CITY, WOULD BE AT RISK OF LOSING THOSE FUNDS IF THEY DID NOT ACQUIESCE TO THIS EXECUTIVE ORDER.

UM, AND THE CITY HAS DONE SO.

UM, VERY RECENTLY, THEY VOTED TO, UH, RESCIND THE RACIAL EQUITY PLAN THAT FOLKS WORKED REALLY HARD ON, UH, ENVIRONMENTAL JUSTICE REFERENCES HAVE BEEN REMOVED FROM OUR COMPREHENSIVE ENVIRONMENTAL AND CLIMATE ACTION PLAN.

AND SOMETHING TO SAY ABOUT THAT, THAT I THINK IS WORTH NOTING IS THAT THAT PARK BESIDES BEING, YOU KNOW, 10 ACRES OF BEAUTIFUL PARKLAND, THAT WAS REALLY, THAT, THAT THE KIND OF THAT PARK TRUST REPUBLIC LAND DOES A BEAUTIFUL JOB ENGAGING THE, THE COMMUNITY IN THE DESIGN AND THE PRIORITIES ARE INCORPORATED IN THE, IN THE GREEN SPACE.

BUT ALSO THERE WAS RESTORATION WITH COMMUNITY AND WITH THE NATURE CONSERVANCY OF OLD REMNANT PRAIRIE, IT WAS TUCKED INTO THE DESIGN.

AND THEN ALSO GREEN STORMWATER INFRASTRUCTURE THAT IS FUNCTIONING TO CLEAN AND COLLECT AND MINIMIZE STORMWATER RUNOFF.

AND SO I LOVE SUCH A HOLISTIC INTEGRATED PARK THAT'S FEATURED IS THE BEST NEW PARK FOR DALLAS.

AND I DO THINK IT'S IMPORTANT THAT WE RELEASE A REPORT IN DECEMBER HIGHLIGHTING THE AFFORDABILITY CHALLENGES OF ELECTRICITY PRICES FOR RESIDENTS IN THE ERCOT SECTOR, INCLUDING IN ENCORE.

UM, LOOKING FROM 2021 THROUGH 2025, RETAIL RESIDENTIAL ELECTRIC RATES HAVE INCREASED BY 30%.

AND THE FORECAST SHOWS THAT THE 20 20, 25 AND 2030 IT'S FORECAST INCREASED ANOTHER 30%, WHICH IS 59% INCREASE IN RESIDENTIAL ELECTRICITY RATES.

AND THAT'S GONNA REALLY INCREASE ENERGY BURDENS FOR OUR MEMBERS.

SO I JUST WANTED TO PUT THAT ON YOUR RADAR AND I'LL SHARE THAT REPORT.

AND WE NEED TO START PAYING ATTENTION TO THE DRAIN ON OUR RESOURCES.

AND WHAT THIS GONNA DO TO OUR WATER SOURCES, IT'S HUGE.

WELL, THIS IS A PRIMARY ISSUE FOR ALL OF US.

WE ALL NEED TO BE DEEPLY CONCERNED ABOUT USING WATER DATA SUIT AND GOING TO AFFECT US DEEPLY.

SO WE NEED TO BE VERY AWARE OF, UM, THE ISSUE OF PRIVATIZATION OF WATER.

LATE LAST YEAR, UM, ITS FUND MANAGER TRIED TO BUY, UH, THE WATER RIGHTS TO AN AQUIFER IN EAST TEXAS.

HE WAS GOING TO DRILL 22 WELLS INTO IT AND TAKE ALL THE WATER OUT THAT PART OF EAST TEXAS AND SHIP IT AND SELL IT TO OTHER PLACES IN TEXAS.

LUCKILY, CODY HARRIS, REPUBLICAN LEGISLATOR FROM EAST TEXAS SAW WHAT WAS HAPPENING AND STOPPED IT IN THE LEGISLATURE.

SO IT HAT OFF TO KELLY GARRIS, WHO'S A GREAT REPRESENTATIVE OF HIS PEOPLE IN EAST TEXAS, AND IN FACT WON A MAJOR WATER AWARD, TEXAS WATER FOUNDATION THIS YEAR.

FIRST WORK IN CREATING A BIPARTISAN, UM, COALITION IN THE LEGISLATURE DEAL WATER ISSUES.

BUT THIS IS A REALLY CRITICAL ISSUE FOR US AND EVERYBODY KNOW THINGS NEEDS TO KNOW ABOUT THIS.

UM, 'CAUSE THESE DATA CENTERS ARE POPPING UP THE DATA CENTER EVERYWHERE, A HUGE ISSUE FOR THE FUTURE OF TEXAS.

WELL, AND I I'M JUST GONNA ADD TO WHAT DAVID SAID.

THAT PARTICULAR HEDGE FUND MANAGER WOULD BE PULLING AS MUCH AS 15 BILLION GALLONS WITH A B OF WATER.

ONE OF THE DATA CENTERS, UH, THAT I'M WORKING, UH, WITH LOCALS ON IS 1 MILLION GALLONS OF WATER ALONE.

SO MULTIPLY, THAT'S THREE TO FIVE AND OUR AQUIFERS NOT SUSTAIN THAT KIND OF WITHDRAWAL, NOT, AND THEN THERE'S WATER DISCHARGE THAT GOES WITH THAT.

AND THEY'RE HUGE CENTERS.

THE ONE IN AMARILLO IS 6,000 ACRES.

THE ONE I'M DEALING WITH IS 2,900 ACRES.

SO JUST IMAGINE 53 WALMART SIDE BY SIDE.

THAT'S HOW BIG SOME OF THESE INDUSTRIAL FACILITIES ARE.

I WOULD LOVE FOR THE CITY OF DALLAS TO ADOPT, UH, A DATA CENTRAL POLICY, UM, THAT SPECIFICALLY TALKS ABOUT ZONING AND THE CON CONSUMPTION OF WATER RESOURCES, UM, AND AIR EMISSIONS ASSOCIATED WITH THOSE VERY LARGE GAS ENGINES, UM, THAT, UH, POWER THOSE FACILITIES THAT ARE OFTEN BUILT SPECIFICALLY TO POWER THOSE FACILITIES IN THE AIR EMISSIONS THAT COME ALONG WITH THEM.

SO IT'S A TOPIC THAT DESERVES OUR TIME AND ATTENTION.

SO THANKS RITA, UH, FOR BRINGING IT UP THIS EVENING.

THAT THAT'S SOMETHING THAT'S DONE ON LARGE SCHOOL INSTALLATIONS RIGHT NOW.

AND IT'S A THING THAT THAT CAN BE DONE.

IT DOES INCREASE THE COST OF THE BUILDING, BUT IT'S A LONG-TERM ENERGY REDUCTION ON THESE BUILDINGS AND ENERGY CONSUMPTION.

SO I THINK IT'S REALLY CRITICAL, UH, THAT WE ARE NOT BUILDING RIGHT NOW IN GENERAL ACROSS THE BOARD WITH REGARD, ESPECIALLY FOR THESE LARGE DATA CENTERS.

THEY NEED TO BE INCREDIBLY INSULATED WALL SYSTEMS AND USING UM, UH, UM, OR EARTH OR GROUND SOURCE HEATING AND COOLING.

AND IT'S ALL SOMETHING THAT'S READILY AVAILABLE.

SO, UH, THAT REDUCES HUGE WATER CONSUMPTION AS JUST BY BUILDING A TIGHTER BUILDING AND A BETTER BUILDING AND COOLING IT EFFICIENTLY USING GROUND SOURCE AIR CONDITIONING.

THAT THAT'S JUST SOMETHING THAT IS A NO BRAINER.

UH UH, UNFORTUNATELY WE DON'T HAVE A REALLY WEALTH OF THOUGHT WE'RE GOING ON RIGHT NOW AT THE STATE LEVEL.

I'M HOPEFUL TO SEE THAT THAT IS THE CASE.

BUT THERE'S NO REASON THESE BUILDINGS, EVERY DISD, EVERY ISD IN THE STATE IS BUILDING HIGH SCHOOLS, ELEMENTARY SCHOOLS WITH INSULATED CONCRETE FORMS WITH R 50 WALLS USING A GROUND SOURCE HEATING AND COOLING.

THERE'S A HIGH SCHOOL IN GAINESVILLE, TEXAS THAT RIGHT NOW HAS PROBABLY 120 WELLS THAT WHERE THEY'RE COOLING THE ENTIRE HIGH SCHOOL WITH IT.

SO THERE'S, THIS IS NOT TECHNOLOGY THAT'S FOREIGN.

SO ANYWAY, THAT'S MY ALL GOOD THINGS TO KNOW.
