THESE TRUCKS ARE SPECIFICALLY DESIGNED TO PROTECT OFFICERS AND MOTORISTS DURING HIGH SPEED ROADWAY INCIDENTS, INCLUDING FREEWAY CRASHES, STALLED VEHICLES, AND LANE CLOSURES.
SINCE THE PROGRAM'S LAUNCH IN 2023, DPD'S BLOCKER TRUCKS HAVE BEEN DEPLOYED TO OVER 1200 TIMES THROUGHOUT THE CITY, THEY'VE ABSORBED FIVE DIRECT IMPACTS PREVENTING SERIOUS INJURY OR LOSS OF LIFE.
THEY'VE REDUCED RESPONSE TIMES BY 18% IN HIGH RISK FREEWAY ZONES.

THE PROGRAM WAS ESTABLISHED FOLLOWING THE LINE OF DUTY DEATH OF OFFICER PENTON IN 2021, AND DIRECTLY ADDRESSES THE DANGERS OFFICERS FACE WHILE WORKING FREEWAY INCIDENTS. THIS DONATION ALLOWS THE DALLAS POLICE DEPARTMENT TO EXPAND A PROVEN SAFETY PROGRAM WITHOUT ADDITIONAL COST TO TAXPAYERS. HE DEVOTED MANY, MANY DECADES TO CIVIC SERVICE, INCLUDING DALLAS, BOARD OF ADJUSTMENTS, DALLAS PARK AND RECREATION, AND HE SERVED ON THIS BOARD. THIS BODY, DALLAS CITY COUNCIL FROM 2007 TO 2015, REPRESENTING THE LAKEWOOD NEIGHBORHOOD HE CALLED HOME HIS ENTIRE LIFE, AND IN DISTRICT NINE. HE IS A MEMBER. I'M SORRY.

THE HOMEOWNER BRIEFLY CAME OUT TO PUT HER AGGRESSIVE DOG BACK IN HER FENCE.
OUR DOG MEME AFTER TWO MONTHS OF NUMEROUS VETERINARIAN VISITS TO EDGEFIELD ANIMAL CLINIC EQUALING $2,000, HAD TO BE EUTHANIZED AND DIED ON SEPTEMBER 11TH, 2025 DUE TO BLINDNESS, LOSS OF BALANCE, A DIRECT RESULT FROM A TRAUMATIC BRAIN INJURY FROM THIS AGGRESSIVE DOG ATTACK ON JUNE 26TH. ALL THESE DETAILS ARE IN THE DALLAS ANIMAL SERVICES FILES WITH AFFIDAVITS AND EVERYTHING, AND WE SENT THEM IN SEPTEMBER 15TH OF 2025. TEN DAYS AGO, ON FEBRUARY 1ST, 1978, THE FIRST CITY COUNCIL MEETING WAS HELD IN THIS ROOM IN OUR BRAND NEW CITY HALL. I WAS A CITY EMPLOYEE AT THE TIME, A NEWLY PROMOTED FROM A TOOL CARRYING MAINTENANCE GUY TO A BUILDING MANAGER OF THIS BUILDING IN THE BUILDING SERVICES DEPARTMENT. I PUT TOGETHER A COLLECTIVE GROUP OF MAINTENANCE EMPLOYEES TO BUILD A DRAPERY AND A MECHANISM TO COVER THAT CITY HALL IN THAT ENTIRE WALL OF THIS CHAMBER. AND AT THE RIGHT TIME AND THE OPENING CEREMONIES, WE LIFTED THOSE DRAPES UP OVER THAT WALL AND EXPOSED THAT CITY SEAL.
AND IN DOING THAT, WE CELEBRATED THE START OF A NEW CHAPTER IN THE HISTORY OF DALLAS THEN.
AND THAT SEAL CAN BE A SYMBOL OF A NEW CHAPTER OF THE CITY OF DALLAS, NOW A DALLAS THAT CHERISHES THE MONUMENTAL PIECE OF ARCHITECTURE THAT THIS BUILDING IS. THERE'S BEEN MUCH DISCUSSION OVER THE YEARS.

I DON'T KNOW ANYTHING ABOUT THIS CASE, AND BUT I DO KNOW THAT THE 9% DEALS ARE REALLY IMPORTANT TO OUR CITY, AND THAT THEY THEY REALLY PROVIDE THE AFFORDABLE HOUSING THAT WE NEED IN, IN CASES.
AND I CAN'T IMAGINE STAFF WOULD HAVE SUPPORTED THIS WITHOUT SOME JUSTIFICATION.
SO JUST TO EDUCATE MYSELF, I'D LOVE TO HEAR FROM STAFF ON WHY THEY THINK THIS IS VIABLE.
WHEN AN APPLICATION FOR RESOLUTION OF SUPPORT COMES IN, THEY ARE APPLYING TO MEET THE CRITERIA UNDER THE QUALIFIED ACTION PLAN TO SUBMIT THEIR APPLICATION TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS. WE REVIEW IT AS A FAIR HOUSING ASSESSMENT, SO WE LOOK AT IT FROM ITS PLACEMENT, ITS PROXIMITY TO OTHER HIGH TECH PROJECTS, THE POVERTY RATE IN THE AREA AND OUR SUPPORT FOR THIS MEANS THAT MET ALL TECHNICAL CRITERIA, THAT IT WAS NOT IN A HIGH POVERTY AREA.
IT HAD A LOW POSITIVE FAIR HOUSING ASSESSMENT.
THEREFORE MEETS THE TECHNICAL CRITERIA TO MOVE THEIR APPLICATION FORWARD.
THE PROJECT ITSELF IS NOT IN FULL DESIGN BECAUSE IT'S VERY EARLY IN ITS DEVELOPMENT.
SO THIS STEP ALLOWS THEM TO SUBMIT FOR THEIR TAX CREDIT APPLICATION.
THE STATE WILL ONLY AWARD AROUND 23 ACROSS THE STATE THIS YEAR.
MOST OF THE NINE PROJECTS WILL FALL OUT ACROSS THE STATE.
AND SO OUR SUPPORT THIS YEAR WAS JUST TO THAT IT MET TECHNICAL CRITERIA TO APPLY FOR SUPPORT.
IS IS THIS REPLACING EXISTING STOCK OR IS IT BRAND NEW? THIS WOULD BE NEW CONSTRUCTION. NEW CONSTRUCTION. OKAY.
HOW DO YOU HOW DOES THE DEPARTMENT FEEL THIS WOULD RANK ON ON THE STATE LEVEL? IS THIS ONE THAT YOU THINK IS KIND OF LIKE A LONG SHOT, OR DO YOU SEE THIS AS SOMETHING THAT COULD BE VIABLE COMPETING AGAINST THE OTHER 9% ACROSS THE STATE? I THINK EVERY DEVELOPMENT HAS AN OPPORTUNITY.

IF WE KEEP GIVING THE TAX BASE AWAY. WELL, I HAVE A CASE THAT LATER ON TODAY THAT I WILL BE FOLLOWING IN STEP WITH CHAIR GRACEY BECAUSE IT DOES NOT MEET THE CRITERIA THAT THE COMMUNITY AND THE VISION FOR THE DISTRICT THAT HAS BEEN SET FORTH BY OUR STOCKHOLDERS. THAT'S ULTIMATELY WHAT THIS IS. I THINK THAT THESE TAX CREDITS ARE DESIGNED TO ALLOW FOR PROJECTS THAT CAN'T NECESSARILY PENCIL OUT TO BE MADE AFFORDABLE FOR DEVELOPERS, IN PLACES WHERE AFFORDABLE HOUSING IS MOST NEEDED.
SO IF ANY, IF ANY MESSAGE CAN BE GIVEN TO THE DEVELOPMENT COMMUNITY FROM A DENIAL LIKE THIS, IT'S TO STOP MESSING WITH SOUTHERN DALLAS. STOP MESSING WITH THE SOCIOECONOMICS OF OUR CITY.
START BEING A PARTNER IN OUR CITY AND HELPING US GROW TO A PLACE THAT PROMOTES THE SOCIOECONOMIC DIVERSITY THAT'S GOING TO REALLY PUSH OUR COMMUNITIES FORWARD MORE 9% LOW INCOME HOUSING TAX CREDITS IN SOUTHERN DALLAS IS NOT BRINGING US ANY MORE GROCERY STORES.

THIS PROJECT IN PARTICULAR HAS EIGHT UNITS AT UNDER 30%, AMI 31 UNITS BETWEEN 30 AND 50% AMI AND 35 UNITS BETWEEN 51 AND 60% AMI FOR THE TOTAL OF 74 UNITS WITH 45 ONE BEDROOMS AND 29 TWO BEDROOMS. AND WHY DO DEVELOPERS APPLY FOR THIS KIND OF INCENTIVE UNDER THE LATEX PROJECT? WOULD THIS PROJECT BE FINANCIALLY VIABLE WITHOUT THAT KIND OF ASSISTANCE? MOST DEVELOPERS WILL APPLY FOR THIS. EITHER THEY'RE IN THE AFFORDABLE HOUSING DEVELOPMENT AND THEY UNDERSTAND HOW TO SECURE FUNDING FOR THIS TYPE OF PRODUCT, OR SOME WILL TURN TO APPLYING FOR TAX CREDITS BECAUSE THEY HAVE NOT SOURCED PROPER DEBT AND EQUITY THROUGH TRADITIONAL SOURCES.
AND SO THEY APPLY FOR TAX CREDITS TO HELP SUPPLEMENT THAT TYPE OF REVENUE THAT'S NEEDED.
AND WHAT DUE DILIGENCE DOES YOUR DEPARTMENT DO IN LOOKING AT THE FINANCE ABILITY OF A PROJECT OF THIS SORT? AT THIS STAGE, WE DON'T PROVIDE ANY ANALYSIS FOR UNDERWRITING BECAUSE THE PROJECT IS SO PRELIMINARY.
IT'S ONLY AT TYPICALLY A 30% DESIGN PHASE. SO IF AWARDED, THEY WOULD MOVE INTO THE FULL DESIGN DEVELOPMENT, THE FULL PROFORMA PACKAGE. WE HAVE LISTENED FOR MANY YEARS ABOUT WHAT SOUTHERN DALLAS WISHES TO BECOME, AND WE DO NEED TO TALK ABOUT THE CONCENTRATION OF POVERTY IN DIFFERENT AREAS. THAT'S REAL.
ON THE OTHER HAND, SOME OF THE CONVERSATION OF EQUALLY DISTRIBUTING PROJECTS IS NOT POSSIBLE BECAUSE OUR CITY DID NOT DEVELOP EQUALLY. AND WHEN YOU HAVE FULLY DEVELOPED AREAS IN NORTH DALLAS, THERE IS NOT ROOM TO ADD NEW DEVELOPMENTS.
BUT THESE WILL NOT IMPACT THE TODAY REVENUE IF THIS GETS BUILT.
THESE ARE FEDERAL TAX CREDITS. HOWEVER, THE OPPORTUNITY TO CAPTURE THE GROWTH OF THAT PROPERTY, THE INCOMES OF HIGHER EARNING RESIDENTS IS REAL.
IF THIS BECAME A MARKET RATE DEVELOPMENT. SEIPPEL HAS BEEN VERY SPECIFIC THAT IF WE DO NOT BUILD MORE AFFORDABLE HOUSING IN THE CITY, WE ARE GOING TO NOT MEET THE DEMAND AND WE WILL NO LONGER BE ABLE TO ATTRACT THE ECONOMIC DEVELOPMENT.
WE NEED TO BRING THE CORPORATIONS INTO DALLAS BECAUSE WE WON'T BE ABLE TO SUPPORT THE WORKFORCE.
SO FROM MY MY PERSPECTIVE HERE, THERE'S A LOT OF LOW INCOME IN THE SOUTH.
IT'S WE'VE GOT TO USE DATA TO DECIDE WHEN WE APPROVE OR DENY THOSE CASES.
IF IT'S IN A NEGATIVE POVERTY TRACT, THAT'S WHEN WE DENY IT.
IF IT'S IN A HIGH INCOME AREA WITH LOTS OF OPPORTUNITIES, BEAUTIFUL AMENITIES LIKE LAKES AND PARKS, WHY SHOULD WE NOT GIVE OUR WORKFORCE THE OPPORTUNITY TO LIVE WHERE PEOPLE MAKING 100, 150,000 COULD AFFORD TO LIVE? THE EMPLOYMENT BASE OF THIS DISTRICT ALIGNS WITH THE MISSING MIDDLE AFFORDABILITY LEVELS PROVIDED BY THE PFC. DESPITE THE JOB BASE, THIS CENSUS TRACT HAS A HOUSING CRISIS WITH ONLY JUST OVER 1000 HOUSING UNITS.
THE CENSUS TRACT IS LABELED A POVERTY CENSUS TRACT AT 22% PLUS POVERTY INCOME LEVELS, WHICH THE PFC MODEL HAS BEEN DETERMINED TO BE A FIT FOR. THIS PROPOSED NEW CONSTRUCTION PROJECT WOULD INCREASE THE HOUSING STOCK BY THE CENSUS TRACT BY NEARLY 30%.

THIS CLASS, A NEW CONSTRUCTION HOUSING PROJECT THAT WILL INCLUDE BOTH MARKET RATE AND ATTAINABLE HOUSING, WILL PROVIDE MUCH NEEDED HOUSING STOCK AND REVITALIZATION TO THE STRUGGLING CORRIDOR.

AND THEN ONE FINAL THING THAT IS WORTH THIS COUNCIL BEING AWARE OF IS AT THE END OF THIS LEASE TERM, THERE'S TWO ALTERNATIVES. ALTERNATIVE ONE IS YOUR TYPICAL GROUND LEASE WHERE IT EXPIRES AND THE CORPORATION OR THE CITY OWNS THE ENTIRETY OF THE PROPERTY. THE PRIVATE PARTNER INTEREST TURNED TO ZERO AND THE CORPORATION INTEREST TURNED TO 100% OF THE PROPERTY.

98 DAYS AGO, TWO CITIES BEGAN A PROCESS THAT STARTED CASCADING EFFECT THAT ULTIMATELY, NOW SIX CITIES HAVE CALLED FOR WITHDRAWAL ELECTIONS AND MYSELF AND DART, MANY OF YOU ALL IN OUR CITY MANAGER, HAVE BEEN WORKING DAY AND NIGHT AROUND THE CLOCK TO TRY TO BRING SOME COMPROMISE TO WHAT WE'VE ESSENTIALLY HEARD OUR THREE PILLARS TO THE CONCERNS.
ONE IS FUNDING, ONE IS GOVERNANCE AND THE OTHER IS SERVICE.
AT DART, WE'VE BEEN WORKING TO TRY TO FIGURE OUT THE FUNDING SOLUTION WE TOOK A VOTE ON LAST NIGHT THAT PASSED 14 TO 1 THAT WILL PROVIDE REALLOCATION OF DOLLARS BACK TO DALLAS AS WELL AS ALL 13 CITIES.

WHAT WE ARE LOOKING FOR TODAY IS SOME COMPROMISE, JUST AS WE DID WITH DART ON THE FUNDING, BUT SOME COMPROMISE FROM THIS BODY ON GOVERNANCE AT THE TNI COMMITTEE LAST MONTH, YOU ALL INSTRUCTED OUR CITY MANAGER TO GO BACK TO THE CITY MANAGER'S WORKING GROUP, AND WITH SOME GUARDRAILS IN PLACE THAT ALLOWS FOR ONE CITY AND ONE VOTE, ESSENTIALLY TO ALLOW EVERY CITY TO APPOINT AT LEAST ONE MEMBER TO THE BOARD, AS WELL AS SOME GUARDRAILS ON THE PERCENTAGE FOR OUR CITY, IN PARTICULAR, FROM 40 TO 50%. AND SHE'S DONE THAT.WE NEED A CLEAR DIRECTION FROM THE CITY AND FROM DART.
AND JUST AS DART GAVE A CLEAR DIRECTION AND AN INDICATOR ON WHERE THE FUNDING WILL LIE SUBJECT TO RTC APPROVAL, THIS CITY, THIS BODY NEEDS TO GIVE THAT CLEAR DIRECTION TO ALL STAKEHOLDERS AS WELL.

WILL IT REDUCE POPULATION OF THE WILL IT REDUCE THE REPRESENTATION OF OUR MEMBERSHIP ON THE BOARD COMPARED TO THE POPULATION? IT DOES 14.1%. IT'S ALSO WILL DO THE SAME TO PLANO AT 16.1%, IRVING AT 5.6% AND ROWLETT AT 21%. THIS IS THIS IS ABOUT A REGIONAL EFFORT.

SOME CITIES WANTED TO PUT DALLAS IN A MUCH LOWER PERCENTAGE.

SO THANK YOU FOR THE CONFIDENCE THAT THIS BODY HAS PLACED IN THE STAFF.THERE'S BEEN A LOT OF PEOPLE IN THE REGION WHO'VE WORKED WITH US SEVERAL OF THE CITY MANAGERS THAT I'VE HAD THE PLEASURE OF SITTING AROUND THE TABLE WITH HAVE BEEN INDIVIDUALS THAT I EITHER WENT TO SCHOOL WITH AND THAT I KNOW ON A PERSONAL LEVEL, BUT IT REALLY TOOK US GETTING IN A ROOM AND ROLLING UP OUR SLEEVES TO GET HERE.
THE CITY MANAGER WORKING GROUP REALLY BEGAN STARTING WITH JUST WHAT WERE THOSE SHARED GOALS? WHEN IT CAME TO HOW DO WE KEEP THE SYSTEM HEALTHY? AND SO WE ALIGNED THE WORK AROUND THREE PILLARS.
CHAIR RANDALL TALKED ABOUT THE PILLARS AROUND GOVERNANCE, SERVICE AND FUNDING, AND IT REALLY GAVE US AN OPPORTUNITY TO KIND OF DIG DEEP AND REALLY FIND OUT WHAT THE CURRENT PAIN POINTS ARE AND THE WAYS THAT WE WANTED TO REAFFIRM OUR COMMITMENT TO THE SYSTEM.
SO THESE NEGOTIATIONS HAVE DEFINITELY NOT BEEN EASY.
THEY'VE TAKEN A LOT OF TIME, A LOT OF BRAIN POWER AND THE GOVERNANCE DISCUSSION.
I DO KNOW THAT MANY OF YOU HAVE ALSO EXPRESSED THAT THIS IS JUST PART OF THE LARGER WHOLE.
THERE ARE OTHER PIECES THAT WE HAVE TO CONTINUE TO WORK THROUGH.
WE KNOW THAT THE CALL OUT ELECTIONS, THE PULLOUT ELECTIONS, EXCUSE ME HAVE BEEN SOMETHING THAT NONE OF US WANTED TO HAVE TO THINK THROUGH OR HAVE TO FACE, BUT THAT'S WHERE WE HAVE BEEN. THE CITIES, AS WE SIT AROUND THE TABLE, REALLY EXPRESSED AN URGENT NEED FOR REFORM IN HOW WE TRULY LOOK AT THE GOVERNANCE COMPONENT. AND I DO BELIEVE THAT THAT'S WHERE WE SPENT MOST OF OUR TIME IN THESE LAST FEW WEEKS, ESPECIALLY TRYING TO ENSURE THAT WE KNOW EXACTLY WHAT WE WANT TO DO AND HOW WE DO THAT TOGETHER.
AND WE UNDERSTAND THAT ULTIMATELY THOSE DECISIONS WOULD BE MADE AT THE STATE LEVEL.
OVERALL, THE 13 MEMBER CITIES HAVE BEEN AT THE TABLE.
AND SO WHAT THE RESOLUTION DOES AND I DO WANT TO AGAIN THANK CHAIR.
REALLY IT DOES CONFIRM THAT EACH DART MEMBER CITY SHOULD HAVE ONE SEAT ON THE BOARD.
AND THAT GIVES US AN OPPORTUNITY TO ENSURE THAT NO SINGLE CITY HAS A MAJORITY SHARE OF THE VOTE.
THERE HAVE BEEN IDEAS AROUND EXECUTIVE COMMITTEE, BOARD SERVICE REQUIREMENTS.
AT THE SAME TIME, WE DID PROPOSE, WHICH IT WAS WIDELY ACCEPTED AND IT WAS FAVORABLE IN OUR MOST RECENT MEETING, THAT DALLAS SHOULD NOT HAVE NO LESS THAN 45% OF THE VOTE SHARE SEVEN BOARD SEATS, WHICH DOES ENSURE THAT NO VOTES THAT REQUIRE A SUPER MAJORITY CAN PASS WITHOUT THE FULL SUPPORT OF THE DALLAS BOARD OF REPRESENTATIVES.
THOSE SOME OF THOSE ITEMS INCLUDE ISSUING DEBT, APPROVING THE BUDGET, AND ADOPTING ANY MAJOR CHANGES TO THE SERVICE PLAN, WHICH IS REQUIRED BY STATE LAW. SO LASTLY, THIS RESOLUTION DOES MAKE CLEAR THAT THIS GOVERNANCE MODEL IS SUBJECT TO CHANGE.

WHAT DOES DALLAS GET FOR GIVING UP THIS MAJORITY CONTROL OF THE BOARD? AND IT'S DIFFICULT TO POINT TO ANYTHING PARTICULARLY TANGIBLE.

WE ALSO ARE MOTIVATED BY THE SPIRIT OF COOPERATION AND COLLABORATION WITH THE OTHER MEMBER CITIES TO ADDRESS SOME OF THE ISSUES THAT HAVE BEEN RAISED BY THOSE CITIES THAT ARE HOLDING WITHDRAWAL ELECTIONS.AND THAT'S THEIR RIGHT UNDER STATE LAW. AND I THINK AT THE SAME TIME, WE SHOULD ENTER INTO THIS DECISION WITH FULL REALIZATION THAT THIS VOTE BY ITSELF DOES NOT ENSURE THAT THOSE ELECTIONS ARE CANCELED.
AS HAS BEEN POINTED OUT, THERE ARE TWO OTHER SIGNIFICANT ISSUES THAT ARE NOT WITHIN OUR CONTROL THAT HAVE BEEN RAISED BY THOSE CITIES, WHICH ARE THE AMOUNT OF SALES TAX REVENUE THAT THEY CONTRIBUTE TO DART AND SERVICE ISSUES THAT HAVE BEEN RAISED BY MANY CITIES. AND SO DON'T GO INTO THIS VOTE THINKING THAT THIS ONE ACT WILL CALL OFF THOSE ELECTIONS.
IT WILL NOT. IT'S A PACKAGE THAT NEEDS TO BE CONSIDERED BY THE RTC AT ITS WORKSHOP TOMORROW ON THE FINANCING END, AND THE SERVICE ISSUES ARE STILL UNDER DISCUSSION WITH DART AND MEMBER CITIES.
HAVING SAID THAT, THIS IS AN IMPORTANT EXPRESSION OF DALLAS WILLINGNESS TO SHOW THAT WE ARE FLEXIBLE, THAT WE ARE WILLING TO BE COLLABORATIVE WITH OUR NEIGHBORING CITIES IN PRESERVING THE SERVICE AREA OF DART AT THE 13 MEMBER CITIES, AND HOPEFULLY WILL ENCOURAGE NEW CITIES TO JOIN DART IN THE FUTURE.
I DO SUPPORT THIS MOTION. I WOULD LIKE TO REQUEST THAT THE CITY MANAGER IN MY COMMENTS CONTINUE DISCUSSIONS WITH THE MEMBER CITIES ON OTHER IMPORTANT GOVERNANCE ISSUES, SUCH AS THE FORMATION OF AN EXECUTIVE COMMITTEE. THIS REALLOCATION OF VOTING RIGHTS WILL RESULT IN AN INCREASE IN THE SIZE OF THE DART BOARD FROM THE CURRENT 15 TO LIKELY 22, WHICH MAKES IT AN INCREASINGLY UNWIELDY BODY FOR EVERYDAY DECISIONS. AND SO I THINK THAT THERE IS GREAT MERIT IN CONSIDERING THE FORMATION OF AN EXECUTIVE COMMITTEE, WHICH THE CITY MANAGER HAS ALREADY REFERRED TO AS SOMETHING THAT IS ON HER AGENDA, AND I BELIEVE THAT WE SHOULD ALSO LOOK AT TERM LIMITS FOR MEMBERS.
THERE ARE CURRENTLY NO TERM LIMITS FOR BOARD MEMBERS.
SO I DO ENCOURAGE YOU TO VOTE YES ON THIS RESOLUTION.

OUR RESPONSIBILITY IS TO THE DALLAS RESIDENTS AND TAXPAYERS.
IT'S BASIC ACCOUNTABILITY. FOR OVER 40 YEARS, NOT A SINGLE CITY HAS JOINED DART, BUT SOME HAVE LEFT.
I UNDERSTAND THE MOTIVATION BEHIND THIS PROPOSAL.
BUT SAVING SOMETHING REQUIRES AN HONEST DIAGNOSIS.

THAT LEVEL OF INVESTMENT DEMANDS REPRESENTATION THAT REFLECTS REALITY.OVER THE YEARS, WE HAVE SEEN SIGNIFICANT MANAGEMENT ISSUES AND TURNOVER.
WHILE THEY RECEIVE PERFORMANCE BONUSES. WE'VE SEEN DECLINING RIDERSHIP, INCREASED SAFETY AND SECURITY CONCERNS, AND MAJOR SYSTEM INVESTMENTS THAT DO NOT SERVE DALLAS NEEDS WHILE CANCELING THE MAJOR INVESTMENT IN D2.
WE STILL DO NOT HAVE A DIRECT, SEAMLESS TRANSIT CONNECTION BETWEEN OUR AIRPORTS AND OUR CONVENTION CENTER BY BUS OR RAIL IN A MAJOR INTERNATIONAL CITY. AND DESPITE THE SCALE OF OUR INVESTMENT, ONLY 2% OF DALLAS RESIDENTS USE TRANSIT FOR THEIR DAILY COMMUTE TO WORK.
FOR OUR CURRENT FISCAL YEAR, OUR SALES TAX BUDGET, WHICH IS EQUAL TO THE DART CONTRIBUTION, IS $474 MILLION. THESE ARE NOT SMALL ISSUES. THESE ARE THE STRUCTURAL CHANGES AND CHALLENGES.
IF WE'RE GOING TO SAVE DART. THE ANSWER CAN'T BE SIMPLY BY REDUCING DALLAS'S REPRESENTATION WITHOUT SECURING MEASURABLE REFORM, IMPROVE SERVICE DELIVERY AND ACCOUNTABILITY STANDARDS.
DALLAS TAXPAYERS DESERVE GOVERNANCE PROPORTIONAL TO THEIR CONTRIBUTION, AND OUR RIDERS DESERVE A SYSTEM THAT TRULY WORKS NOT JUST REGIONAL IN THEORY, BUT PRACTICALLY FOR ALL THE PEOPLE WHO TRULY DEPEND ON IT.
I BELIEVE IN TRANSIT, AND I THINK IT'S ESSENTIAL FOR DALLAS.
BUT SUCCESS REQUIRES REFORM FIRST, NOT SIMPLY RELINQUISHING OUR RESPONSIBILITY.

BUT I BELIEVE IN THE SAME BREATH OF ONE OF MY COLLEAGUES, WE HEARD THE STATS THAT OVERWHELMINGLY SHOW THIS BEING AN ASSET FOR THE RESIDENTS OF THE CITY THAT WE REPRESENT. I THINK YOU'RE ABSOLUTELY RIGHT, MISS MENDELSOHN.
WE WANT TO SAVE DART, AND I BELIEVE SAVING DART IS THAT CONCESSION.
WE ARE DOING WHAT IT IS IS NEEDED TO PROVIDE THIS REGIONAL ASSET FOR SO MANY DALLASITES, FOR SO MANY PEOPLE IN OUR REGION THAT IS GOING TO CONTINUE TO GROW AT A PACE, QUITE FRANKLY, FASTER THAN WE ARE AS A CITY.
AND A NEGOTIATION MEANS WE HAVE TO BE WILLING TO ACCEPT SOMETHING THAT WE WOULDN'T HAVE ORIGINALLY STATED AS THE PLACE WE WANT TO BE, IF THAT'S WHERE WE WANT TO BE.
I THINK WE WOULD HAVE BEEN DOING A DISSERVICE TO THE RESIDENTS THAT WE REPRESENT.
I THINK IT'S PUTTING US IN A VERY GOOD POSITION TO SEE SEVERAL OF THESE CITIES.
FOR US TO HAVE ALLOWED FOR PERFECT TO BE THE ENEMY OF THE GOOD AND THROW OUR HANDS UP AND SAID THAT WE AREN'T GETTING EVERYTHING THAT WE WANTED, WAS ESSENTIALLY NOT DOING EVERYTHING WE COULD TO SAVE DART.
THIS IS THE GOAL. WE HAVE TO BE THE NINTH LARGEST CITY IN THE COUNTRY.
WE CANNOT BE THE NINTH LARGEST CITY IN THE COUNTRY IF WE DON'T HAVE A RELIABLE FORM OF TRANSPORTATION, IF WE ARE GOING TO HAVE A RELIABLE FORM OF TRANSPORTATION THAT IS BUILT IN A REGIONAL SETTING, THEN WE'VE GOT TO BE THE LEADERS OF THAT REGION LIKE WE ARE AND GET AT THE TABLE WITH ALL OF THESE OTHER MUNICIPALITIES WHO HAVE ISSUE.
THIS IS ACTUALLY WHAT SHOULD HAVE TAKEN PLACE TWO YEARS AGO.

NOT APPROACHING OTHER MEMBER CITIES AND ASKING FOR NEFARIOUS ACTIONS TO BE TAKEN AGAINST THE BEST INTERESTS OF OUR CITY. THAT'S WHAT WE WITNESSED OVER THE PAST TWO YEARS.WE WITNESSED PEOPLE WITH THE FISCAL, I MEAN, FIDUCIARY RESPONSIBILITY OF THE CITY OF DALLAS ADVOCATING AGAINST OUR BEST INTEREST WITH THE DELEGATION DOWN IN AUSTIN DURING THE LEGISLATURE.
THIS IS NOW A NEW DAY. THIS IS NOW TURNING POINT.
THIS IS NOW SHOWING TRUE LEADERSHIP OF WANTING TO SEE THE CHANGE THAT WE'RE GOING TO NEED TO SEE CHANGE INEVITABLY, FOR THIS TO BE A VIABLE ENTITY AS WE MOVE FORWARD, WITHOUT THE UNNECESSARY NOTION OF IT DISSOLVING IN FRONT OF OUR FACE AND US HAVING TO WORK TO BACKTRACK.

SO I THINK THAT WORK IS GOING TO CONTINUE. I THINK TODAY IS JUST THE FIRST STEP.

I DO AGREE WITH CHAIR RIDLEY THAT THOSE CONVERSATIONS WILL BE CONTINUING WITH THE RTC, BUT OVERALL THE WILLINGNESS TO STAY AT THE TABLE, TO CONTINUE TO WORK AND DEAL WITH THESE OTHER ISSUES FOR THE FUTURE.

SO I DO APPRECIATE THAT. I DO BELIEVE, THOUGH, THAT THE SALES TAX PORTION AND I MAY NEED VERIFICATION, THE SALES TAX PORTION, NOT THE WHOLE BUDGET OF DART, IS 49% FROM DALLAS.
IS THAT CORRECT? BECAUSE I KNOW THAT OUR WE DO NOT FUND THE WHOLE BUDGET AT DART.
NO, WE DO NOT. WE HAVE A WE HAVE A CHART THAT ACTUALLY SHOWS THE PERCENTAGE OF OUR SALES TAX CONTRIBUTION, THAT SALES TAX. SO THANK YOU FOR THE QUESTION, JAKE ANDERSON INTERIM DIRECTOR OF GOVERNMENT AFFAIRS.

SO WE MAKE THAT VERY CLEAR. AND THEN AS NEW CITIES MOVE, COME IN HOPEFULLY TOO.
THAT WILL BE ADJUSTED AS WELL. THAT IS ONE OF THE SHARED GOALS THAT THE MEMBER CITIES THAT ARE CURRENTLY IN THE SYSTEM ALL AGREE TO FINDING THOSE WAYS TO ENTICE AND CREATE THE INCENTIVE FOR OTHER CITIES TO WANT TO JOIN. WELL, I DID GO DOWN TO AUSTIN AND HELPED TESTIFY AND TRYING TO MOVE THE DISCUSSIONS, AND I DON'T THINK WE WILL BE SUCCESSFUL AS A REGION IF WE DO THAT AGAIN.
AND I REALLY BELIEVE THAT WE NEED TO GO AS A UNITED WITH A UNITED FRONT, WITH A SHARED COMMITMENT FROM THE REGION TO CHANGE THE STATUTE. WHEN WE GO DOWN THIS, THIS NEXT SESSION.
AND THAT MEANS IF THERE'S 11 CITIES THAT ARE STICKING WITH US OR IF THERE'S ALL 13.
BUT I DO BELIEVE THAT WE NEED TO COME TOGETHER AS A REGION WITH RTC, FIGURING OUT OUR REGIONAL INITIATIVES AND MOVING THIS FORWARD, AND THEN REVISIT IT EVERY TWO YEARS. I MEAN, BECAUSE I DO BELIEVE THAT IF WE'RE GOING TO HAVE A MODERN SYSTEM, IT NEEDS TO CHANGE AND BE MODERN, AND THAT MEANS YOU DON'T LET IT SIT FOR 20 YEARS.
