UH, THIS IS IN ADDITION TO THE PREVIOUS DEDICATION OF 1,000,670 670,700 FOR A TOTAL NOT TO EXCEED 1.9 ISH.I GUESS I COULD READ THIS WHOLE THING OUT FOR A TOTAL NOT TO EXCEED 1,930,700 FOR CONSTRUCTION OF AN EXPANDED SCOPE OF PUBLIC INFRASTRUCTURE IMPROVEMENTS IN THE AREA ADJACENT TO THE 200 BLOCK OF CORN STREETS AND 2200 BLOCK OF RIVERFRONT BOULEVARD TO SUPPLEMENT THE PUBLIC INFRASTRUCTURE COMPONENT OF THE LONGHORN BALLROOM REDEVELOPMENT PROJECTS THAT WAS ASSIGNED TO TPW ON JULY 30TH, 2024.
PURSUANT TO THE SUPPLEMENT AGREEMENT NUMBER ONE BETWEEN THE CITY OF DALLAS AND ISLAND ROCK HOLDINGS, LLC AUTHORIZED ON DECEMBER 13TH, 2023 BY CITY COUNCIL RESOLUTION NUMBER 23 DASH 16.
ALRIGHT, SO, UM, THIS LOOKS MORE COMPLICATED THAN IT ACTUALLY IS.
UM, SO THERE WAS A SUMMARY SHARED WITH THE BOARD AND, UM, I ALSO HAVE SAM, UM, I WOULD WITH, UM, TRANSPORTATION PUBLIC WORKS IF THERE'S ANY SPECIFIC QUESTIONS.
BUT BASICALLY THOSE OF YOU THAT HAVE BEEN ON THE BOARD SINCE UM, AT LEAST 2024, UM, MAY RECALL THAT, YOU KNOW, WE ORIGINALLY HAD A DEVELOPMENT AGREEMENT RELATED TO THE, THE LONGHORN BALLROOM, SPECIFICALLY IN THAT DEVELOPMENT AGREEMENT HAD CONTEMPLATED SOME REALLY SIMPLE INFRASTRUCTURE UPGRADES, SIDEWALK IMPROVEMENTS IMMEDIATELY, UM, ADJACENT TO THE, UM, THE BALLROOM PROPERTY.
AND THEN THROUGH COLLABORATION WITH TRANSPORTATION PUBLIC WORKS, WE REALIZED THAT THAT ENTIRE INTERSECTION AT RIVERFRONT AND CORINTH REALLY NEEDED ATTENTION AND IT DIDN'T REALLY MAKE SENSE TO PUT A NICE SIDEWALK IF THE ENTIRE INTERSECTION DIDN'T HAVE CURB AND GUTTER.
THE SIGNALS WERE NOT, YOU KNOW, WELL LAID OUT.
AND SO THROUGH A COLLABORATIVE EFFORT, UM, BETWEEN THE DEVELOPERS ENGINEERING TEAM AND TRANSPORTATION AND PUBLIC WORKS AND DALLAS WATER UTILITIES, UM, AN EXPANDED SCOPE WAS IDENTIFIED TO, UM, UPGRADE THAT ENTIRE INTERSECTION.
AND THE LIMITS OF THAT ARE IN THE PACKET.
I'M NOT GONNA TRY TO DO ANY VISUALS SINCE OUR WHOLE SYSTEM HERE IS A LITTLE BIT WONKY.
UM, BUT THAT SCOPE WAS EXPANDED AND THEN THROUGH THE COURSE OF, UM, YOU KNOW, ADDITIONAL COST ESTIMATES, UM, WE HAD, UM, DID HAD A RE AN INCREASE OF FUNDING BACK IN 2024.
AND THROUGH THAT COLLABORATIVE PROCESS, UM, TRANSPORTATION AND PUBLIC WORKS TOOK OVER THE CONSTRUCTION OF THE PUBLIC INFRASTRUCTURE.
AND SO THEY HAVE, UM, YOU KNOW, ISSUED A PAVING AND DRAINAGE CONTRACT THAT WORK IS UNDERWAY.
DALLAS WATER UTILITIES HAS BEEN DOING WORK.
UM, THE LIGHTING IMPROVEMENTS HAVE BEEN ORDERED.
UM, THEY JUST RECENTLY LAST FALL, UM, BID OUT THE WORK FOR THE LANDSCAPING PORTION.
UM, WE GOT THOSE BIDS BACK AND SO WE HAVE A LITTLE BIT OF A FUNDING SHORTFALL, BUT WE'RE RECOMMENDING AN ADDITIONAL CONTINGENCY JUST IN THE EVENT THAT, UM, SOMETHING WERE TO COME UP IN THE COURSE OF CONSTRUCTION IN THE NEXT COUPLE MONTHS.
BECAUSE THE GOAL OF EVERYONE REALLY IS TO HAVE THIS INTERSECTION COMPLETELY DONE BEFORE THE WORLD CUP STARTS, UM, THIS SUMMER.
SO EVERYTHING IS TRACKING, BUT WE JUST WANNA MAKE SURE THAT THE PROJECT CAN DELIVER, GET DELIVERED SEAMLESSLY, UM, BETWEEN NOW AND THEN.
AND SO OF COURSE THIS IS ALL, UM, A NOT TO EXCEED AMOUNT, SO IF WE DON'T NEED ALL OF THIS FUNDING, IT WON'T BE UTILIZED.
WE'LL ONLY TRANSFER THE FUNDING THAT'S NEEDED, UM, FOR THE PROJECT.

SO THE ORIGINAL AGREEMENT HAD 2.1 MILLION RELATED TO PUBLIC INFRASTRUCTURE.
THE DEVELOPER INCURRED 450,000 IN, UM, DESIGN COSTS, UM, WILL REPAY THAT WHEN THE PROJECT'S COMPLETE.
UM, THAT NETTED ABOUT 1.65 MILLION TO BE TRANSFERRED TO PUBLIC WORKS TO, UM, MANAGE THE CONSTRUCTION OF THE INFRASTRUCTURE.
AND THEN IN 2024, WE INCREASED THE FUNDING BY 1.67 MILLION BASED ON THIS EXPANDED SCOPE THAT LEFT ABOUT 3.3 MILLION FOR CONSTRUCTION SO FAR TODAY.
UM, THE LIGHTING IMPROVEMENTS HAVE BEEN A LITTLE OVER 200,000.
THE PAVING AND DRAINAGE CONTRACT, UM, A LITTLE OVER 3 MILLION THAT LEFT AN EXISTING BALANCE OF 14,000.
THE LANDSCAPE CONTRACT, UM, BASED ON THE LOWEST RESPONSIBLE BIDDER IS ABOUT 174,000.
THAT LEAVES A DEFICIT OF ONE 60.
UM, WE'RE RECOMMENDING AN ADDITIONAL CONTINGENCY JUST TO MAKE SURE, YOU KNOW, THERE'S NO NEED TO COME BACK TO THE BOARD IN CASE SOMETHING COMES UP.
UM, SO THE FUNDING INCREASE TODAY WOULD BE 260,000 AND THAT WOULD BE A NOT TO EXCEED AMOUNT ONLY IF WE NEED, UM, THOSE FUNDS.
UM, THIS ENTIRE PROJECT WILL GREATLY IMPROVE THIS ENTIRE INTERSECTION OF CORINTH AND RIVERFRONT.
UM, THESE ARE LIKE THE LANDSCAPE IMPROVEMENTS.
IT'S PROBABLY KIND OF HARD TO SEE, UM, BUT IT'S, YOU KNOW, COVERS THIS WHOLE, UH, AREA AND THE, UM, THE SPECIALTY IMPROVEMENTS LIKE THE, THE LANDSCAPING AND SPECIALTY PAVERS THAT ARE ADJACENT TO THE BALLROOM WILL BE MAINTAINED BY THE, THE DEVELOPER.
SOMETHING THAT THEY'VE AGREED TO IS THE YES.
IT'S BASICALLY ALL THE SOFT THINGS THAT ARE BEING INSTALLED ADJACENT TO THE LONGHORN, THEY'LL BE MAINTAINING.
AND THAT ALL MAKES, UH, REALLY GOOD SENSE TO ME.
I JUST, UM, I LIKE TO LOOK AT EVERYTHING
AND THEY'RE DOING, BECAUSE THEY'RE KIND OF DOING THE LITTLE, I DON'T WANNA SAY PLAZAS MAYBE TO NOT THE RIGHT WORD, BUT THEY'RE KIND OF DOING A, A CORNER ENHANCEMENT THAT DOES INVOLVE SPECIALTY PAVING.
'CAUSE THE ENTRANCE IS ROUGH RIGHT NOW.
UM, AND WITH AN AGREEMENT LIKE THIS, WITH THE CITY DOING THE CONTRACTING, UM, DOES THE DEVELOPER END UP HAVING A MAINTENANCE AGREEMENT FORMALLY WITH THE CITY TO YES.
PART, IT STILL CARRIES OVER IN OUR EXISTING TIP AGREEMENT.
SO THEY'RE GONNA BE MAINTAINING ANYTHING THAT'S NON-STANDARD HERE.
THE OTHER STUFF ESSENTIALLY CITY STANDARD, LIKE THE SIGNAL IS STILL GONNA BE THE CITY.
AND THAT'S A ROUGHLY 20 YEAR YES.
SO I HAVE A QUESTION THAT VIADUCT THAT CROSSES OVER CORINTH.
UM, AND I THINK IT'S TO THE EAST OF THE LONGHORN BALLROOM.
DOES THIS PROJECT INCORPORATE THAT OR DOES IT STOP AT THE VIADUCT? UM, IF YOU'RE GOING ALONG RIVERFRONT, IT ESSENTIALLY STOPS, UM, AT THE BALLROOM PROPERTY.
UM, VERY, VERY EARLY ON WHEN THIS PROJECT FIRST CAME FORWARD, WE HAD CONTEMPLATED THE IDEA OF DOING IMPROVEMENTS FURTHER ALONG RIVERFRONT, BUT THERE WAS A LOT OF UNCERTAINTY ABOUT THE CITY'S IN OTHER REGIONAL PARTNERS LONG-TERM PLANS FOR RIVERFRONT BOULEVARD.
SO WE, UM, OPTED TO JUST, YOU KNOW, FOCUS ON ESSENTIALLY SOUTH.
THIS IS THE, I'M I'M TALKING ABOUT THE VIADUCT THAT CROSSES CORINTH.
OH, THE ONE, THE ONE THAT'S TO THE NORTH IF YOU'RE GOING YEAH.
THIS, UM, BY UP, IT DOESN'T GO THAT FAR, RIGHT? NO.
WE END EVERYTHING BEFORE UP R THERE.
IT, EVERYTHING ENDS BEFORE THE UP RAILROAD.

I UNDERSTAND THAT THE IDEA IS TO PROVIDE THAT ADDITIONAL CUSHION SO THAT THEY DON'T HAVE TO COME BACK TO THE BOARD.
MY CONCERN IS THAT BY ADDING THAT CUSHION, THAT EVEN THOUGH IT'S AN UP TO, UM, THAT THAT SORT OF CREATES AN INCENTIVE TO USE THE MONEY.
IF THEY KNOW THAT THEY HAVE UP TO 260,000, WELL WE CAN JUST GO AHEAD AND USE 260,000 'CAUSE IT'S UP TO WELL, YEAH.
WELL I WILL SAY THAT BECAUSE THIS IS BEING MANAGED BY THE CITY, THE, UM, THE $174,000 CONTRACT IS BASED ON BIDS.
THAT WILL BE AWARDED BY COUNCIL.
UM, SO THE CITY WILL BE MANAGING, YOU KNOW, IF THERE'S ANY CHANGE ORDERS REQUESTED BY THAT CONTRACTOR OR THE PAVING AND DRAINAGE DRAINAGE CONTRACTOR, UM, CITY STAFF WILL GO THROUGH THEIR NORMAL COURSE OF SORT OF EVALUATING THE LEGITIMACY OF THAT CHANGE ORDER.
UM, AND THEN, YOU KNOW, OUR PLAN IS TO, WE'RE ONLY GONNA TRANSFER THE FUNDS TO PUBLIC WORKS AS NEEDED.
UM, SO THAT'S, YOU KNOW, ESSENTIALLY THAT PROVIDES SOME, I THINK, CHECKS AND BALANCES.
UM, SO THE DEVELOPER'S NOT MANAGING THIS PART OF IT, IT'S IT'S CITY.
UM, AND I THINK THAT THEY'RE, YOU KNOW, PRETTY EXPERIENCED WITH THESE PROJECTS AND KNOW HOW TO ASK THE RIGHT QUESTIONS OF, YOU KNOW, CHANGE ORDERS.
RIGHT NOW WE'VE ALREADY STARTED THE CONSTRUCTION.
CONSTRUCTION'S ALREADY STARTED, AT LEAST ON THE PAVING AND DRAINAGE PART.
AND THERE ARE A LOT OF UNFORESEEN ISSUES THAT WE ARE ENCOUNTERING AT THIS MOMENT.
SO THAT'S, THAT WOULD HELP WITH THAT.
I DON'T KNOW IF YOU'RE ABLE TO HEAR SAM, BUT SHE WAS SAYING THAT, YOU KNOW, BECAUSE OF THE, JUST THE NATURE OF THIS AREA, THE PAVING AND DRAIN DRAINAGE CONTRACTOR COULD RUN INTO UNFORESEEN ISSUES.
WE JUST WANNA MAKE SURE WE WERE PREPARED FOR THAT.
AND I WAS JUST GONNA SAY, I MEAN, SORI, I TOTALLY UNDERSTAND WHERE YOU'RE COMING FROM.
UM, I, IN A DIFFERENT ROLE, I WORK ON SOME PROJECTS LIKE THIS WITH THE CITY AND THEY ARE, UM, THEY HAVE VERY HIGH STANDARDS AND SUPPORTING REQUIREMENTS FOR CONTRACTORS TO JUSTIFY ANY, I MEAN, LIKE, IT'S, IT'S RIGOROUS.
UM, THEY, SO JUST, JUST MY EXPERIENCE IN WORKING ON SOME SIMILAR PROJECTS OUTSIDE OF THIS TIFF HAS BEEN THAT THE CITY HOLDS PEOPLE VERY ACCOUNTABLE AND PUSHES BACK IF THEY FEEL LIKE COST OVERRUNS ARE, UM, UNNECESSARY OR NOT JUSTIFIABLE.
SO JUST REITERATING WHAT SUE WAS SAYING, THANK YOU.
WELL, I GUESS COULD YOU, COULD YOU CLARIFY IS IT, IS THE CONTINGENCY FOR THE LANDSCAPING OR IS IT FOR EVERYTHING? FOR ANYTHING FOR ANYTHING.

AND WHAT'S THE NORMAL CONTINGENCY THAT THE TPW HOLDS? WE USUALLY 10%.

BUT IT'S THE PAVING AND DRAINAGE THAT'S GONNA BE YES.
WELL THAT'S WHY I WAS WONDERING A HUNDRED THOUSAND IS NOT VERY MUCH IF, IF YOU'RE PAY PAVING AND DRAINAGE CONTRACT IS FOR WHAT, A LITTLE OVER 3 MILLION.
I MEAN, 'CAUSE I'VE RUN INTO THIS ON ONE OF OUR PROJECTS AND IT WAS A SIGNIFICANT COST AND TIME DELAY AND YOU KNOW, YOU JUST DON'T KNOW UNTIL YOU START DIGGING AND YEAH.
THEN IT TURNS OUT OH YEAH, THERE'S STUFF UNDER THERE THAT NOBODY TALKED ABOUT.
WE, WE'VE BEEN GOING OUT TO THE SITE EVERY DAY.
BECAUSE THEY CALL US FOR A LOT OF ISSUES.
WATER, YOU KNOW, LIKE BREAKING UP OF BREAKING UP VALVES AND IT'S JUST EVERY DAY THERE'S ALWAYS AN ISSUE.
SO Y'ALL THINK THAT THIS IS GONNA BE ENOUGH TO COVER EVERYTHING THROUGH THE END OF THE PROJECTS? THERE'S NO MORE BECAUSE YOU HAVE, YOU ALREADY HIT THE 10%? NO, NO, NO.
WE HAVEN'T DONE ANY, ANY EXTRA CODES RIGHT NOW.
UM, SO JUST TO GIVE YOU WHAT WE HAVE DONE SO FAR, WE'VE CONNECTED, SO THERE'S A PROJECT WITH DALLAS COUNTY FROM RIVERFRONT BRIDGE.
SO WE'VE CONNECTED ONE OF THE LANES FROM ONE OF THE BOUNDS, NOT THE LANES FROM, FROM THAT END ALL THE WAY TO THE INTERSECTION.
SO WE, WE, UH, PAVED ALMOST LIKE 300 FEET OF PAVEMENT.
SO THAT'S THE, THE REASON FOR IT IS BECAUSE WE WANT THE, THE OTHER PROJECT, THE COUNTY PROJECT WANTS TO CLOSE THE OTHER, UH, THE OTHER BOUND.
