IT'S UNDER CONSIDERATION BY FIFA, THE MOBILITY PLAN FOR NORTH TEXAS THAT WILL BE RELEASED, WHICH WILL ADDRESS ALL THE ALL THE RECOMMENDATIONS AND INITIATIVES AND PROGRAMS WITH THE FOCUS OF TRANSPORTATION AND MOBILITY FOR THE WORLD CUP, SO THAT PLAN WILL BE RELEASED END OF THIS MONTH. WE ARE ORGANIZING A SORT OF A GREEN AMBASSADOR CERTIFICATION PROGRAM IN PARTNERSHIP WITH A NONPROFIT ORGANIZATION CALLED ONE EARTH ONE CHANCE. THIS IS JUST AN OPPORTUNITY TO EDUCATE PEOPLE ABOUT THE BASIC PRINCIPLES OF SUSTAINABILITY AND THE IMPACTS ON VARIOUS KEY TOPICS LIKE WASTE, WATER, RECYCLING, BIODIVERSITY. THIS IS JUST MORE ABOUT EDUCATION AND AWARENESS. IT'S A TWO DAY CERTIFICATION PROGRAM HOSTED ON APRIL 11TH AND 12TH AT UT DALLAS. CIRCULAR ECONOMY, WASTE MANAGEMENT IS THE BIGGEST PART OF THE SUSTAINABILITY PROGRAMS. AND C3 IS THE CONTRACTOR THAT THE ORGANIZING COMMITTEE HAS HIRED FOR THE FAN FESTIVAL. AND SO WE ARE WORKING VERY CLOSELY WITH THEM TO REDUCE SINGLE USE PLASTIC AND RECOVERY OF FOOD WASTE AND FOOD DONATION. AND THOSE STRATEGIES WILL BE IMPLEMENTED AND PRESENTED VERY SOON AS WELL. THEY ARE IN THE PROCESS OF RFP FOR THEIR VENDORS. OUR BIGGEST IMPACT IS THROUGH COMMUNITY. AND SO WE ARE ORGANIZING A COMMUNITY CLEANUP CHALLENGE. AGAIN, THIS IS IN PARTNERSHIP WITH THE NCT COG. THE CHALLENGE IS OPEN FROM MARCH 1ST THROUGH MAY 31ST, AND WE HAVE 12 TO 14 CITIES ACROSS THE NORTH TEXAS REGION WHO ARE PARTICIPATING IN THAT CHALLENGE, INCLUDING CITY OF DALLAS. AND AT THE END OF THE CHALLENGE, THE NUMBERS FOR HOW MUCH WASTE AND LITTER WAS DIVERTED IS POSTED ON A DASHBOARD WHICH IS HOSTED BY KEEP TEXAS BEAUTIFUL, AND THE WINNING CITY IS GOING TO GET A TROPHY AWARDED ON BEHALF OF THE ORGANIZING COMMITTEE. THE NATURE CHALLENGE IS ANOTHER INITIATIVE THAT WE HAVE BEEN WORKING WITH TRINITY RIVER AUDUBON CENTER. THIS IS TO BRING THE COMMUNITY TOGETHER IN THE AREA OF BIODIVERSITY. SO WE HAVE A CHALLENGE WITH THE FOCUS ON THE INATURALIST AND EBIRD APPS, AND WE HAVE LIKE 7 OR 8 DIFFERENT HOTSPOTS ACROSS THE DFW AREA WHERE PEOPLE CAN GO AND IDENTIFY NATIVE BIRDS AND SPECIES, AND IT WILL ALL BE UPLOADED TO AN APP AND WE WILL RELEASE THE IMPACT OF THAT, THOSE EVENTS AND NATURE CHALLENGE AT THE END OF THE CHALLENGE, WHICH IS MAY 8TH THE LAST ONE. WE ARE WORKING WITH ISDS TO ENGAGE HIGH SCHOOL STUDENTS IN IN THE AREA OF SUSTAINABILITY. AND SO WE ARE HOSTING A SUSTAINABILITY CONFERENCE ON APRIL 21ST IN PARTNERSHIP WITH EARTHX, AND HAVE GIVEN A CHANCE TO THE ISDS TO TO AN EXHIBIT FOR A RECYCLED ART AND A POSTER SESSION AT THE CONFERENCE, JUST TO GIVE THEM AN OPPORTUNITY TO BE PART OF SOMETHING BIGGER. AND THEN WATER CONSERVATION IS INTEGRATED IN EVERYTHING THAT WE DO BUT THE TARRANT REGIONAL WATER DISTRICT HAS A CAMPAIGN CALLED WATER IS AWESOME WHICH IS A SOCIAL MEDIA CAMPAIGN TO EDUCATE THE PEOPLE ABOUT WATER USAGE. AND SO THEY WILL BE HIGHLIGHTING THE FIFA WORLD CUP THROUGH THEIR PROMOTION AND SOCIAL MEDIA CAMPAIGN, THE WATER IS AWESOME CAMPAIGN. NEXT SLIDE PLEASE. BEGINNING IN 2023, STAFF REVIEWED SEVERAL CITY OF DALLAS STRATEGIC PLANS, INCLUDING THE CECCAP, CONNECT DALLAS, AND THE SOLID WASTE MANAGEMENT PLAN, ALL LISTED IN THE BLUE COLUMN TO IDENTIFY ACTIONS OR INITIATIVES ALREADY IN PLACE OR IN DEVELOPMENT THAT COULD ADDRESS FIFA RELATED ENVIRONMENTAL TOPIC AREAS. OVER TIME, OEQS WORKED TO DETERMINE THE MOST FEASIBLE ACTIONS WE COULD LEVERAGE TO MEET THE LISTED REQUIREMENTS ACROSS ALL THE ENVIRONMENTAL TOPICS. THE INTERNAL PROCESS TO DETERMINE THE HOST INITIATIVE REQUIREMENTS WAS AS FOLLOWED IN THE ORANGE COLUMN TITLED HOSTING CRITERIA. THE FIRST CRITERION IS FIFA REQUIREMENTS. THE INITIATIVE MUST ALIGN WITH FIFA'S STATED FOCUS AREAS AND HOSTING OBLIGATIONS. THE SECOND CRITERION IS OPERATIONAL RELEVANCE. ACTIONS AND INITIATIVES MUST BE RECOGNIZED AS A KEY FOCUS OF CITY OPERATIONS AS DEFINED BY POLICY. THE THIRD CRITERION IS STRATEGIC PLANNING ALIGNMENT. ACTIONS OR INITIATIVES SHOULD BE INCLUDED IN OR SUPPORT STRATEGIC ACTION PLANS FOR FY 2026. THE FOURTH CRITERION IS RESOURCE FEASIBILITY. THEY PROVIDED INPUT ON WHICH CECCAP ACTIONS ALIGN DIRECTLY WITH FIFA REQUIREMENTS, AS WELL AS THE FEASIBILITY AND POTENTIAL TO SCALE THOSE INITIATIVES. AT THIS STAGE OF THE PROCESS, OEQS GAINED A CLEARER UNDERSTANDING OF THE CONTRIBUTIONS FIFA WOULD PROVIDE, SUCH AS EXTERNAL FUNDING, CAPACITY, SUPPORT AND GUIDANCE. TWO INITIATIVES SPEARHEADED BY OEQS ARE THE HEAT ADAPTATION RESPONSE PLAN AND AIR QUALITY MONITORING. IN 2023 AND 2024 OEQS CONDUCTED AN URBAN HEAT ISLAND STUDY WITH THE GOAL OF IDENTIFYING HOTSPOTS THROUGHOUT THE CITY, EXPLORING WAYS TO IMPLEMENT COOLING SOLUTIONS WITHIN THE COMMUNITY, TAKING ACTIONS TO REDUCE EXTREME HEAT AND ITS DIRECT HEALTH IMPACTS, AND INFORMING ENVIRONMENTAL POLICY. IN ADDITION TO EXPLORING WAYS TO IMPLEMENT COOLING SOLUTIONS IN OUR COMMUNITIES, THE SPATIAL DATA FROM THIS STUDY ENABLES THE HOST COMMITTEE AND THE NATIONAL COMMITTEE TO REDUCE HEALTH IMPACTS FOR BOTH RESIDENTS AND VISITORS. OEQS HAS DEVELOPED A HEAT INTERVENTION GUIDEBOOK THAT WILL BE PUBLISHED IN THE NEXT FEW WEEKS. THE GUIDEBOOK WILL BE USED AS REFERENCE MATERIAL FOR THE DALLAS HEAT RESPONSE PLAN, AND THE NATIONAL MEDICAL WORKGROUP FOCUSED ON HEAT. MOVING ON TO AIR QUALITY MONITORING. AS PART OF CECCAP, OEQS OPERATES THE DALLAS COMMUNITY AIR MANAGEMENT PLAN, EXCUSE ME, PROGRAM, OR DCAMP, WHICH USES NON-REGULATORY AIR SENSORS IN THE CITY TO MONITOR AIR QUALITY AND PUBLISH LIVE RESULTS TO THE DCAMP DASHBOARD LINK THROUGH SOME OF THE EXISTING AIR SENSORS ARE LOCATED NEAR FIFA ACTIVATION SITES, AND FIFA HAS COMMITTED TO PURCHASING AN ADDITIONAL SENSOR THAT WILL BE LOCATED NEAR THE FAN FESTIVAL AND INTEGRATED INTO DCAMP SYSTEM. FINALLY, FIFA'S COMMUNITY ENGAGEMENT PLAYBOOK OUTLINES OPPORTUNITIES FOR LOCAL BUSINESSES AND VENUES TO PARTICIPATE IN EVENTS AND WATCH PARTIES AS PLANS CONTINUE TO DEVELOP. THE CITY OF DALLAS GREEN BUSINESS CERTIFICATION PROGRAM IS A FREE PROGRAM THAT RECOGNIZES LOCAL BUSINESSES WHO PRIORITIZE GREEN, SUSTAINABLE PRACTICES AND MAKE CONSCIOUS DECISIONS TO HELP PRESERVE AND RESTORE OUR ENVIRONMENT AND BENEFIT OUR COMMUNITIES. AS OF TODAY, OEQS HAS SIX CERTIFIED BUSINESSES. THEY RANGE FROM HOTELS TO LARGE CORPORATIONS. OUR 2026 ANNUAL OPERATING BUDGET IS AT AN ALL TIME HIGH AT 39 MILLION. AND SINCE I'VE BEEN TO THE DALLAS ARBORETUM, WE'VE BEEN ABLE TO PULL THAT BUDGET UP BY $5 MILLION BY DOING A LOT OF REALLY UNIQUE AND INTERESTING THINGS, PARTICULARLY WITH DYNAMIC PRICING THAT YOU ALL HELPED US VOTE ON BACK IN 2024, WHICH HAS BEEN A BIG SUCCESS. THAT'S BEEN A LONG, ALL OF THESE ARE LONG STANDING RELATIONSHIPS WITH THEIR WITH THEIR PUBLIC ENTITIES. AND THEN HERE IN TEXAS, THE SAN ANTONIO BOTANICAL GARDEN, WHICH IS WHERE I WAS FOR FOUR YEARS, RECEIVES IN PERPETUITY $1.2 MILLION IN CITY SUPPORT. BUT WHAT I REALLY LIKED ABOUT THAT ARRANGEMENT WAS, YOU KNOW, ALL OF THESE ARE PUBLIC GARDENS THAT ARE 501C3 PRIVATELY OPERATED, BUT ALSO OWNED BY THEIR CITIES, YOU KNOW, THE LANDS AND THE BUILDINGS. SAME WITH SAN ANTONIO, BUT AT 1.2 MILLION IS NOT ALL CASH ANYMORE. IT RATCHETS A PERCENT EVERY COUPLE YEARS INTO A CAPITAL MAINTENANCE FUND AND IT HOLDS THERE. SO ONE DAY, IF THE CITY IF THE GARDEN NEEDS ANYTHING, THEY CAN GO TO THE CITY AND ASK FOR SOME REPAIRS AND CAPITAL MAINTENANCE, WHICH I THOUGHT WAS KIND OF CLEVER. AND THEN FORT WORTH, OUR FRIENDS JUST OVER THERE THEY JUST PRIVATIZED ABOUT 2 TO 3 YEARS AGO, AND THEY'RE RECEIVING 28%, AND I KNOW MY FRIEND OVER THERE IS DOING EVERYTHING HE CAN TO CONTINUE TO BUILD THAT GARDEN AND HAVE LESS RELIANCE ON THE CITY. SO THAT IS AN OPPORTUNITY OF THE OTHER GARDENS JUST TO SHOW YOU SOME COMPARISONS. SO WE'RE RIGHT ON TARGET THERE. AND WE'RE ALSO ON TARGET WITH YOUNG PEOPLE. WE'VE BEEN DOING PROGRAMS FOR A LONG TIME THAT ATTRACT THOSE YOUNG FOLKS, THE MILLENNIALS. NOW WE HAVE TO GO AFTER ALPHAS. IT JUST KEEPS GOING. WE'VE HAD LONG STANDING RELATIONSHIPS WITH THE LIBRARY, AND OF COURSE, DALLAS COLLEGE COOK COMES EVERY EVERY MONDAY AND DOES WONDERFUL COOKING DEMONSTRATIONS CONNECTING PEOPLE TO THE POWER OF PLANTS THROUGH FOOD. IT'S WORTH NOTING, FOR CONTEXT, THAT THERE ARE FEWER THAN TEN ZOOS IN THE COUNTRY THAT DON'T RECEIVE FUNDING FOR ONLY TEN ZOOS THAT DON'T RECEIVE FUNDING FROM THEIR PUBLIC PARTNER. AND THERE ARE MAJOR ZOOS HERE IN THE UNITED STATES THAT RECEIVE GREATER THAN 50% OF PUBLIC SUPPORT, INCLUDING THE LOS ANGELES ZOO, CLEVELAND METROPARKS ZOO, AND THE NORTH CAROLINA ZOO. IN THIS TABLE, YOU'LL FIND THE ANNUAL ATTENDANCE AND OPERATIONAL REVENUES FOR THE ZOO. I WANT TO CALL YOUR ATTENTION TO THE MIDDLE COLUMN. MIDDLE COLUMNS. IT'S GOOD TO KNOW THAT PEER CITIES OFTEN SUPPORT THEIR ZOOS THROUGH A COMBINATION OF MANAGEMENT FEES AND DIRECT CITY PROVIDED SERVICES, LIKE SOME PROVIDING UTILITIES COVERING CONSTRUCTION COSTS, WAIVING PERMIT FEES AND OTHER SERVICES. THAT SUPPLEMENTAL SUPPORT IS OFTEN NOT REFLECTED IN THE NUMBERS REPORTED OF PUBLIC SUPPORT. WHEN LOOKING OVER THE YEARS, THIS IS ALSO DALLAS ZOO IS THE NEWEST IN TERMS OF PRIVATIZATION. WE HAVE BEEN A PRIVATE PARTNER WITH THE CITY SINCE 2009. FORT WORTH 1991. HOUSTON 2002. AKRON IN 1980. NEXT SLIDE. THIS SLIDE GIVES YOU A LOOK AT THE HISTORICAL AND PROJECTED TRAJECTORY OF OUR MANAGEMENT SERVICE FEE AS A PERCENTAGE OF OUR OPERATIONAL REVENUES. WE'RE CONTINUING TO REDUCE THAT PERCENTAGE. AND WITH THE PROJECTS OF GROWTH BASED ON OUR BUSINESS FEASIBILITY MODELING AROUND SAFARI TRAIL AND BEYOND, WE SEE THIS PERCENTAGE CONTINUE TO DECREASE. THE PROJECTED SAVINGS THROUGH THE LIFE OF OUR CONTRACT IS 74 MILLION. THE PROJECT TOTALS SAVINGS TO THE CITY SINCE FORMING THE PARTNERSHIP THROUGH THE LIFE OF THE CONTRACT IS 324 MILLION. THOSE REPRESENT REAL, TANGIBLE SAVINGS FOR THE CITY AND OUTSIDE OUTSIZED IMPACT BASED ON YEARLY MANAGEMENT SERVICE FEE. NEXT SLIDE. AND NOW A QUICK LOOK AT THE FUTURE. SO THAT'S SPECIFICALLY LOOKING AT THE MANAGEMENT SERVICE FEE. SO WHEN I'M LOOKING AT BEING FISCALLY RESPONSIBLE, YOU GUYS ARE DOING AN EXCELLENT JOB CONCERNING THAT. I'M GONNA BE A BIG ADVOCATE FOR THE ZOO IN MY DISTRICT THAT SERVES THE ENTIRE CITY OF DALLAS. AND I'M, I DO HEAR MY COLLEAGUE, BUT I STRONGLY DISAGREE. AND SO WE'RE GOING TO BE ADVOCATING VERY HARD BECAUSE WE CANNOT CONTINUE TO LOSE INVESTMENTS LIKE THIS IN OUR CITY AND THEN WANT THE CITY TO DO WELL. THANK YOU SO MUCH. OKAY. I'M TRYING TO FIGURE OUT WHERE I WANT TO HEAD WITH MY COMMENTS, UNLESS THERE ARE ANY FURTHER COMMENTS FROM MY COLLEAGUES. OKAY, I JUST WANTED TO ASK ABOUT THE DATA THAT I ASKED IF YOU COULD PLEASE, BECAUSE I THINK THAT IT'S VERY HIGH LEVEL HERE, JUST LIKE WITH THE ARBORETUM. SO I SEE THAT THEY'VE HIGHLIGHTED $18 RETURN. I DON'T KNOW WHERE THAT'S GOING. I DON'T KNOW WHAT THAT DOES TO LOCAL BUSINESSES. I DON'T KNOW WHERE YOU ALL HAVE TRACKED THAT GEOGRAPHICALLY. IF THAT IF, IF THAT'S ALSO WITH HEADS AND BEDS AND WHAT THAT'S DOING REGIONALLY TO BRING PEOPLE HERE. SO I JUST WOULD LIKE TO SEE THAT MORE GRANULAR AND BROKEN DOWN. AND I ALSO WANT TO JUST SAY VERY CLEARLY, THIS IS NOTHING TO DO WITH NOT LIKING THE ZOO OR WHAT YOU ALL HAVE DONE. I'M JUST TALKING ABOUT WE HAVE TO BE FISCALLY RESPONSIBLE AND LOOK TOWARDS THE FUTURE. WHEN WE SEE THAT PARKS, ARTS AND LIBRARIES ARE CONTINUOUSLY GOING TO BE ON THE CHOPPING BLOCK AT ANY BUDGET CUTS, AND WE KNOW WE HAVE SOME VERY TIGHT FISCAL YEARS AHEAD OF US. MY HOPE IS TO LEVERAGE GREAT PARTNERSHIPS WITH GREAT PARTNERS, ONES THAT HAVE THE ABILITY TO RAISE MONEY THAT OTHERS DON'T. MY SKYLINE COMMUNITY POOL CAN'T GO AND RAISE $50 MILLION LIKE YOU CAN IN THE BLINK OF AN EYE. SO THIS ISN'T MEANT TO BE CONTENTIOUS. THIS ISN'T MEANT TO PIN GREAT PARTNERS AGAINST EACH OTHER. THIS IS MEANT FOR US TO HAVE HARDER CONVERSATIONS AND LOOK HOLISTICALLY AT THE CITY AND HOW WE CAN CONTINUE TO HAVE SUCH AN AMAZING ASSET, AS COUNCILMEMBER JOHNSON HAS MENTIONED, BUT AT THE SAME TIME, NOT DO IT AT THE EXPENSE OF ASSETS THAT WE'RE PROVIDING TO NEIGHBORHOODS ACROSS OUR CITY. AND I DO BELIEVE WE CAN GET THERE. SO I'M JUST ASKING FOR THERE TO BE A WILLINGNESS TO WORK TOWARDS THAT, AND ALSO FOR IT NOT TO BE FRAMED AS US VERSUS Y'ALL, OR THAT WE'RE OUT TO GET YOU. THAT'S NOT WHAT THIS IS ABOUT. AND IT SHOULDN'T BE ABOUT I THINK THAT THAT'S A REALLY BAD NARRATIVE. I THINK THAT WE CAN CONTINUE TO OFFER THE CITY OF DALLAS AND THE REGION THE AMAZING ZOO THAT WE HAVE. I WILL TELL YOU RIGHT NOW, I'M VERY PROUD OF THE DALLAS ZOO. I GREW UP IN DESOTO, AND MY MOM REFUSED TO TAKE ME TO THE DALLAS ZOO BECAUSE IT WAS NOT THAT GREAT. AND I'M SO GLAD THAT I AM RAISING THE NEXT GENERATION OF MY FAMILY, AND I HAVEN'T TAKEN HER ONCE TO THE FORT WORTH ZOO. AND THAT'S A HUGE GENERATIONAL CHANGE. SO I'M FULLY SUPPORTIVE AND I DON'T WANT THAT TO BE MISCONSTRUED. BUT I DO BELIEVE THAT WE HAVE SOME HARD CONVERSATIONS AHEAD OF US. THANK YOU, MADAM CHAIR. THANK YOU. AND IF I COULD JUST RESPOND, I UNDERSTAND THE CHALLENGES THAT THE CITY IS UNDER. AND I AND LAST YEAR WE DID TAKE A 3% BUDGET CUT, AND WE WERE WILLING AND ABLE TO SUSTAIN THAT. EVEN THOUGH WE HAVE NEAR A $42 MILLION BUDGET, OUR OPERATING MARGINS ARE RAZOR THIN. AND THAT 3% MARGIN, WHICH IS WHAT WE TYPICALLY AIM FOR, GOES BACK INTO THE MANAGEMENT OF THE, AND OF THE FACILITIES SO THAT WE DON'T HAVE TO COME TO YOU FOR DEFERRED MAINTENANCE AND INFRASTRUCTURE SO THAT WE CONTINUE TO BE A WORLD CLASS ATTRACTION. YOU MENTIONED THAT YOU FOUND IT TROUBLING THAT SINCE BUDGET CUTS WERE MENTIONED, THAT WE HADN'T COME UP WITH A PROACTIVE PLAN. WE'VE BEEN WORKING INTENSIVELY WITH THE DIRECTOR AND ASSISTANT DIRECTOR ON OPPORTUNITIES THAT WAS PRESENTED TO US LAST SEPTEMBER IN A SURPRISE BUDGET AMENDMENT, AND WE HAVE WORKED VERY HARD. THAT WOULD HAVE CRIPPLED US. IT WOULD HAVE CAUSED LAYOFFS. IT WOULD HAVE CAUSED DECREASE OF SERVICE. WHICH I DIDN'T SUPPORT, BY THE WAY. THANK YOU. AND I APPRECIATE THAT. BUT THESE SORTS OF SUBSTANTIAL CHANGES TAKE STRATEGY OVER TIME SO THAT SERVICES TO THIS COMMUNITY AREN'T LOST RIGHT AT A TIME WHEN, WITH THE HALPERIN PARK OPENING AND THE GROWTH WE SEE COMING IN OUR CAMPUS, WE ARE PROJECTING SIGNIFICANT ECONOMIC IMPACT TO THE SOUTHERN SECTOR, OF WHICH DALLAS ZOO IS THE CORE ANCHOR. OKAY, WE'RE REALLY PROBABLY NOT SUPPOSED TO TREAD INTO THAT WATER, SO TO SPEAK. BUT IT'S IT'S BUT IT'S THE PARTS PUN INTENDED, BUT IT'S THE PARTS THAT I WANTED TO REMEMBER. OKAY. A LOT HAS BEEN SAID. I JUST WANT TO ENCOURAGE YOU ALL TO LOOK AT THE NONTRADITIONAL APPROACHES. I SEE SO MUCH SYNERGY COMING BETWEEN HALPERIN PARK AND THE ZOO. IT IS GOING TO BE A DESTINATION.
