AND THEN THE THIRD IS TO, OF COURSE, SERVE IN TRIAL BOARD.

UH, ONE OF THE THINGS THAT, YOU MAY HAVE SEEN THIS BEFORE, ONE OF THE THINGS, AS WE LOOK AT OUR CIVIL SERVICE RULES, AS WE LOOK AT CIVIL SERVICE PROCESSES, HISTORICALLY WE'VE BEEN CHALLENGED WITH MAKING SURE THAT WE'RE AGILE AND RESPONSIVE TO THE ORGANIZATIONAL NEEDS, AND THAT WE ARE, UH, CONTINUING TO GROW AND EVOLVE AND GET BETTER AT WHAT WE DO.
AND SO OUR RULES HAVE TO PROVIDE, I THINK, A LOT OF THOSE OPERATIONAL EXCELLENCE PRINCIPLES.
AND SO WHEN YOU SEE A RULE AMENDMENT CHANGE, UM, AS, AS I'M GONNA HIGHLIGHT IN THE NEXT, IS REALLY AROUND HOW DO WE MAKE OURSELVES MORE EFFECTIVE, MORE EFFICIENT AT WHAT WE DO? OR, YOU KNOW, ADMINISTRATIVELY CLEANING, CLEANING SOMETHING UP.
AND SO WE CARRY THAT SAME PRINCIPLE.
WE CARRY THAT SAME INTENTION INTO OUR RULE REVISION PROCESS AS WE THINK ABOUT REVISING RULES.
I WANTED TO CHRONICLE FOR YOU, UH, REALLY OUR EVOLUTION.

AND SO IN 2023, IN JULY OF 2023, WE SIGNIFICANTLY REDUCED THE NUMBER OF PAGES WITHIN OUR RULES, UM, ELIMINATING, UH, VERBATIM REFERENCES TO THE CITY OF CHARTER THIS TO THE CITY OF DALLAS CHARTER, THE PERSONNEL RULE.
SO THAT WAS OUR MAJOR ADMINISTRATIVE CLEANUP, UM, WHICH HADN'T BEEN DONE IN, IN DECADES.
THEN WE ESTABLISHED IN THAT SAME TIME, NECESSARY CRITERIA FOR

THE GUIDES, OUR HIR ELIGIBILITY HEARING PROCESS.SO WHEN WE HAVE HEARING ITEMS THAT COME BEFORE YOU, THAT FRAMEWORK IS NOW BEEN INTRODUCED INTO OUR RULES TO GIVE US SOME GUIDANCE IN HOW WE SHOULD EVALUATE ELIGIBILITY FOR REHIRE, UM, REQUESTS.
IN JULY OF 23 AND 24, WE UPDATED AND EXPANDED THE MINIMUM QUALIFICATIONS FOR OUR ENTRY LEVEL SWORN POSITIONS IN BOTH DPD AND DFR DALLAS FIRE RESCUE.
AND THAT WAS, AGAIN, AN ATTEMPT TO BE COMPETITIVE TO THE MARKET, AGILE, MAKING SURE THAT WE WERE, UM, POSITIONING OURSELVES TO ACQUIRE THE VERY BEST TALENT IN A COMPETITIVE MARKET SPACE.
WE ALSO UPDATED DPD AND DFR PROMOTIONAL, UH, MINIMUM QUALIFICATIONS IN BOTH JULY, 2023.
IN AUGUST OF 2024 RESPECTIVELY.
UM, WE DID POLICE FIRST ON PROMOTIONS AND FIRE ON ENTRY LEVEL.
AND THEN IN THE NEXT YEAR WE LOOKED AT FIRE PROMOTIONS AND POLICE ENTRY LEVEL AS WE, AS WE MOVED FORWARD.
SO WE ADVERSE THEM AS WE, AS WE WENT DOWN.
WE ALSO ESTABLISHED AN ADDED MEDICAL QUALIFICATIONS THAT HELP FACILITATE, UM, DALLAS FIRE RISK RANK OF A SINGLE FUNCTION PARAMEDIC.
SO NOW THE POLICE DEPARTMENT HAS THE ABILITY TO GO AND RECRUIT INDIVIDUALS WHO DON'T NECESSARILY WANT TO PUT OUT FIRE.
THEY JUST SEE THEY JUST WANT TO BE A SINGLE FUNCTION PARAMEDIC.
AND, AND SO WE'RE ABLE TO PARTNER WITH SOME EDUCATIONAL INSTITUTIONS SUCH AS BROOKHAVEN AND PARAMEDIC PROGRAMS, TO LOOK AT HOW DO WE MAKE SURE WE HAVE ENOUGH PARAMEDICS IN THE FIRE SERVICE TO SUPPORT, UM, THE, THE DEPARTMENT'S NEEDS AND OUR RESIDENTS NEEDS.
WE ALSO HIRE INCORPORATED LATERAL HIRING PROVISIONS, AGAIN TO MAKE DFR MORE COMPETITIVE.
SO LATERAL MEANS THAT AN INDIVIDUAL CAN, WE CAN RECRUIT AN INDIVIDUAL TO THE DEPARTMENT ON A LATERAL BASIS FROM ANOTHER FIRE DEPARTMENT.
AND THEN LAST YEAR, IF YOU RECALL, IN JUNE, MANY OF YOU WERE HERE IN JUNE OF 2025, WE AMENDED THE POLICE TRAINING ENTRY LEVEL REQUIREMENTS TO FACILITATE THE ADDITIONAL PATHWAY TO EMPLOYMENT.
SO WE, WE WERE ABLE TO NOT ONLY TAKE, WE ARE TO TAKE WORK EXPERIENCE, UM, AND, AND, AND K 12 EDUCATION IN ORDER TO QUALIFY INDIVIDUALS IN ORDER TO ENHANCE OUR PIPELINE INTO THE, UH, ENTRY LEVEL POLICE.
SO THIS YEAR I'M GOING TO, WE'RE CONDUCTING BENCHMARKING.
SO I SAID ALL THAT TO SAY, UM, BEGINNING, UH, PERHAPS IN MAY, I WILL BE BACK TO YOU TO SHARE WITH YOU SOME BENCHMARKING RESULTS AND DATA.
WE'VE HAD SOME REQUESTS COME IN FROM BOTH DALLAS FIRE RESCUE TO, UH, TO TAKE A LOOK AT SOME MINOR RULE AMENDMENTS IN TERMS OF PROBATIONARY PERIODS FOR, UH, ENTRY LEVEL HIRES AS WELL AS SWORN.
SO HOW LONG AN INDIVIDUAL'S IN PROBATION, UM, IN ORDER TO FULFILL THEIR TRAINING REQUIREMENTS AND GIVE THE DEPARTMENT AMPLE TIME TO OBSERVE PERFORMANCE.
SOME OF THAT HAS BEEN ADMINISTRATIVE COMPONENT TO IT.
UH, BUT NEVERTHELESS, I WANT TO BRING THAT BENCHMARK DATA BACK TO SUPPORT THAT REQUEST.
SO AS I MOVE FORWARD WITH YOU ALL WITH A RULE RECOMMENDATION AND YOU ALL'S EDITS, IT WOULD BE BASED ON BENCHMARK DATA THAT WE COULD THEN MOVE FORWARD TO OTHER COMMITTEES OF COUNCIL TO EFFECTUATE A CHANGE.

SO I, SO IN, IN YEARS PAST, 'CAUSE WE WERE MAKING A MAJOR OVERHAUL TO RULES, IT TOOK A VERY LONG TIME IN ORDER TO DO IT.
SO THIS YEAR, UH, WITH THESE RULE AMENDMENTS, AND THIS IS NOT ANYTHING THAT WE DO EVERY YEAR OR THAT WE WANT TO DO EVERY YEAR, WE WANT TO MAKE VERY THOUGHTFUL, INTENTIONAL, UH, RULE REVISIONS THAT WILL LAST, UM, OUT THEIR PURPOSE AND, AND, AND WE'RE ABLE TO SEE THE RESULTS THEREOF.

WHEREAS THIS GETS INTO THE OTHER PART OF YOUR DUTY AS A, AS A BOARD MEMBER TO THE, TO THE FULL, TO THE FULL BOARD.
READING QUESTIONS AS IT RELATES TO GRIEVANCES, UM, OF THE FULL BOARD AND HOW THEY ARE DIFFERENT AND DISTINGUISHABLE FROM, UM, ANY OTHER HEARINGS OR GRIEVANCES THAT WE MAY HEAR.

SO THAT'S WHAT, SO IT EITHER, RIGHT, RIGHT.
SO IT'LL EITHER BE THREE OR ALL OF US, UM, AT, AT, AT ANY ONE, AT ANY ONE TIME.

UM, WHEREAS NON-CIVIL SERVICE EMPLOYEES, THEIR GRIEVANCE WITH THEIR GRIEVANCE LINE OF APPEAL WOULD PROBABLY END WITH THE UPPER LEVEL OF MANAGEMENT, IF YOU WILL.
