ON TUESDAY, JANUARY 20TH, THE COMMUNITY DEVELOPMENT COMMISSION MEMBERS RECEIVED THE DRAFT OF THE FY 20 24 26 COMMUNITY DEVELOPMENT COMMISSION ANNUAL REPORT.
THE COMMUNITY DEVELOPMENT COORDINATOR REQUESTED THAT MEMBERS REVIEW THE REPORT BY WEDNESDAY, FEBRUARY 4TH.
COMMISSIONERS HAD 15 DAYS TO PROVIDE FEEDBACK TO THE COORDINATOR.
THE REPORT INCLUDED THE COMMISSION'S 2025 GOALS AND OBJECTIVES PROPOSED 2026 GOALS AND OBJECTIVES AND HIGHLIGHTS OF THE ACCOMPLISHMENTS FROM THE PAST YEAR.
IT ALSO CONTAINED DATA ON THE FY 20 25, 26 HUD CONSOLIDATED PLAN, BUDGET, AND KEY SECTIONS OF THE FY 20 24 25 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT.
TODAY, THE COMMUNITY DEVELOPMENT COMMISSIONERS WILL VOTE TO APPROVE THE REPORT.
NO FEEDBACK WAS RECEIVED BY THE DEADLINE.

I'D LIKE TO REFER YOU TO THE CALENDAR, UM, JUST TO SHOW YOU SOME OF THE PROGRESS AND STEPS THAT WE HAVE AND AS WE MOVE THROUGH THE NEXT, UH, FEW MONTHS.
SO, UM, THE CDBG TIMELY EXPENDITURE OF FUNDS WAS ORIGINALLY PLANNED TO BE BRIEFED TO THE CITY COUNCIL FINANCE COMMITTEE ON JANUARY 26TH.
BUT THAT MEETING WAS CANCELED DUE TO THE STORM.
THE AGENDA ITEM DID PASS ON JANUARY 28TH, AND IN THAT ITEM, CITY COUNCIL APPROVED ADDITIONAL TIME FOR 11 PROJECTS, WHICH WERE THE EXTENSIONS.
AND THEN THAT ITEM ALSO, UH, CALLED PRELIMINARY, APPROVED PRELIMINARY ADOPTION OF A SUBSTANTIAL AMENDMENT TO REPROGRAM APPROXIMATELY $2.5 MILLION OF UNSPENT FUNDS TO OTHER ELIGIBLE USES.
THE ITEM ALSO CALLED FOR A PUBLIC HEARING TO BE HELD ON MARCH 25TH, FOLLOWED BY FINAL ADOPTION ON MARCH 25TH.

ALSO, UM, THE, AS IT RELATES TO THE HUD BUDGET, UM, WE COMPLETED THE, UH, OUR PUBLIC MEETINGS THAT ALL FINISHED UP IN JANUARY.WE HAD A VERY SUCCESSFUL TELE TOWN HALL, BY THE WAY.
UM, NOW THEY'RE GONNA TALK A LITTLE BIT MORE ABOUT THAT, BUT THAT WAS A VERY GOOD EXPERIENCE.
SO THIS MONTH, THE MONTH OF FEBRUARY, WE'VE STARTED GATHERING THAT INFORMATION ALONG WITH FEEDBACK THAT WE'VE HEARD DURING THE MEETINGS.
AND STAFF IS WORKING WITH THE CITY MANAGER TO AND DEPARTMENTS TO DEVELOP THE CITY MANAGER'S PROPOSED BUDGET.
AND THAT BUDGET WILL BE SUBMITTED, PRESENTED TO THIS COMMISSION ON JANUARY 5TH, WHICH IS YOUR NEXT MONTH'S MEETING.

AND AS YOU CAN SEE ON THE, UH, CALENDAR THERE, UM, WE'RE MEETING TONIGHT.

THIS PRESENTATION DETAILS OUR EFFORTS TO INVOLVE THE COMMUNITY IN THE DEVELOPMENT OF THE UPCOMING CONSOLIDATED PLAN BUDGET.
AND THIS PRESENTATION WILL COVER SEVERAL KEY AREAS.
OUR ENGAGEMENT STRATEGY OUTREACH EFFORTS CONDUCTED CITYWIDE A REVIEW OF THE COMMUNITY ENGAGEMENT MEETING SCHEDULE, ATTENDANCE REPORTS FROM THOSE MEETINGS, AND A PRELIMINARY RESULTS FROM OUR COMMUNITY SURVEY.
THE PRIMARY GOAL OF THE STRATEGY IS TO STRENGTHEN COMMUNITY ENGAGEMENT IN THE DECISION MAKING PROCESS.
TO ACHIEVE THIS, THE GRANTS ADMINISTRATION TEAM PROACTIVELY ENGAGED DAS RESIDENTS TO ENSURE BROAD AWARENESS OF THE FY 20 26, 27 ANNUAL CONSOLIDATED PLAN BUDGET.
STARTING IN DECEMBER, WE UTILIZED A MULTI-CHANNEL APPROACH, INCLUDING SOCIAL MEDIA, PROMOTIONAL VIDEOS, PODCASTS, AND TARGETED IN-PERSON OUTREACH IN HIGH IMPACT ZIP CODES.
WE DESIGNED OUR OUTREACH TO ENSURE EVERY RESIDENT HAS A CLEAR PATH TO PARTICIPATE REGARDLESS OF THEIR PRIMARY LANGUAGE OR LOCATION.
WE TRANSLATED READING MATERIALS AND RESOURCES INTO FIVE LANGUAGES, SPANISH, KOREAN, CHINESE, AMERIC, AND VIETNAMESE.
WE ALSO UTILIZE THE LANGUAGE MAP TO DISTRIBUTE FLYERS STRATEGICALLY BASED ON THE PREDOMINANT LANGUAGES SPOKEN IN SPECIFIC ZIP CODES, ALL RESOURCES REMAIN AVAILABLE TO RESIDENTS IN BOOK PRINT AND ONLINE FORMATS.
WE SUCCESSFULLY HELD SIX NEIGHBORHOOD PUBLIC MEETINGS, PUBLIC ENGAGEMENT MEETINGS THROUGHOUT THE MONTH OF JANUARY.
THESE WERE OFFERED IN VARIOUS FORMATS TO MAXIMIZE REACH ON JANUARY 8TH.
A HYBRID MEETING WAS HELD HERE AT DALLAS CITY HALL ON JANUARY 12TH AND 15TH.
IN-PERSON MEETINGS WERE HELD AT MARCUS ANNEX AND HARRIS STONE RECREATION CENTERS.
ON MARCH 13TH, TWO VIRTUAL MEETINGS WERE HELD INCLUDING ONE SPECIFIC DATE WITH A
AND ON JANUARY 22ND, THE VIRTUAL, UM, TOWN HALL MEETING WAS HELD.
AND THEN FACE REPORT A TOTAL ATTENDANCE OF 8,231.
INDIVIDUALS CROSSED THESE MEETINGS.
OUR IN-PERSON HYBRID MEETINGS SAW STEADY PARTICIPATION READ RANGING FROM 29 TO 82 ATTENDEES PER SESSION.
AND OUR TELEPHONE TOWN HALL MEETING ON JANUARY 22ND WAS A MASSIVE, MASSIVE SUCCESS REACHING 7,975 VISITS.
TURNING TO OUR PRELIMINARY DATA, WE ARE VERY ENCOURAGED BY THE STRONG COMMUNITY RESPONSE DATE AS OF JANUARY 23RD, 2026.
A TOTAL OF 905 PARTICIPANTS SUBMITTED THEIR RESPONSES TO THE SURVEY.
HOWEVER, TODAY, AS OF 5:00 PM WE HIT A THOUSAND SURVEYS.
IT'S IMPORTANT TO NOTE THAT THE SURVEY

FOR THE FY 20 26, 27 HUD CONSOLIDATED PLAN BUDGET DEVELOPMENT IS STILL ACTIVE UNTIL FEBRUARY 28TH.WE'LL CONTINUE OUR ENGAGEMENT EFFORTS THROUGH THAT CLOSING DATE AND NEXT MONTH WE LOOK FORWARD TO SHARING THE FINAL RESULTS, WHICH WILL INCLUDE A COMPREHENSIVE ANALYSIS OF THE COMMUNITY FEEDBACK.
AND THIS CONCLUDES A PRELIMINARY, PRELIMINARY OUTCOME SUMMARY FOR FY 20 26 27 OUTREACH EFFORTS.
