UM, WE'RE SUBMITTING THIS, UM, PRESUMABLY FOR, UM, A VOTE FOR ADOPTION, UH, BY THE BOARD. WITH THAT IN MIND, I I'LL START WITH, UM, WHAT HAS WORKED FOR THE PUBLIC FACILITY CORPORATION. UH, CURRENTLY WE HAVE 23 TOTAL PROJECTS THAT ARE EITHER ACTIVELY LEASING OR ARE UNDER CONSTRUCTION. UM, AND OF THOSE 23 PROJECTS, THERE ARE A TOTAL OF 3,778 UNITS. OF THOSE OVER HALF ARE INCOME RESTRICTED. 2014, UM, OF THOSE NEW UNITS ARE INCOME RESTRICTED. NOW TO BE CLEAR, THESE ARE ALL NEW CONSTRUCTION. UM, THESE ARE ALL, UM, ADDITIVE TO HOUSING UNIT PRODUCTION OF THE CITY OF DALLAS. UM, NONE OF THESE ARE ACQUISITIONS. NONE OF THESE WERE ON THE TAX ROLLS AS MULTIFAMILY. UM, THESE ARE ALL BRAND NEW CONSTRUCTION. AND WHETHER IT'S [00:50:01] MARKET OR INCOME RESTRICTED, I THINK WE CAN ALL AGREE THAT, UM, HOUSING UNITS ARE HELPFUL IN THE, UH, THE AFFORDABILITY, UM, OF HOUSING. SO WHEN WE LOOK AT SOMETHING LIKE THAT, YOU SAY, OKAY, WE'VE BEEN SUCCESSFUL. UM, HOW DO WE DO THAT OVER AND OVER AND OVER AGAIN? AND THAT IS, IS ONE OF THE REASONS THAT THERE'S A REAL EMPHASIS ON NEW CONSTRUCTION IN THE PROGRAM STATEMENT. UM, AND I'M, I'M THE ONLY PART OF THE PROGRAM STATEMENT I'M GONNA READ IS JUST A FEW SENTENCES IN THE SECOND PARAGRAPH, UM, WHICH IS, DALLAS PUBLIC FACILITY CORPORATION IS FUNDAMENTALLY TASKED WITH LEVERAGING FUTURE AVALOR TAX REVENUES TO ACCOMPLISH THE PUBLIC GOOD OF CREATING INCOME RESTRICTED AND MARKET RATE HOUSING UNITS. AS SUCH, THE CORPORATION'S INCENTIVE IS TO PARTNER WHERE TAX REVENUE IS NOT CURRENTLY MAXIMIZED. IN MOST CASES, THIS WILL INCLUDE LONG VACANT LAND OR OBSOLETE STRUCTURES. AS A RESULT, PRIORITY IS GIVEN TO NEW CONSTRUCTION PROJECTS ON VACANT OR OTHERWISE UNDERUTILIZED LAND. OKAY. SO AS TO MINIMIZE THE IMPACT OF THE TAX ABATEMENT ON FUTURE A ALARM TAX REVENUES, UM, WE HAVE ONLY APPROVED ONE ACQUISITION, AND IT WASN'T EVEN AN ACQUISITION OF MULTIFAMILY. IT WAS AN ACQUISITION OF A HOTEL, UM, IN, IN OUR FOUR YEARS OF OPERATION. SO IT MAKES SENSE FOR US TO LOOK REALLY AT NEW CONSTRUCTION AS THE, THE LEVERAGE POINT. UM, AS A, A COUPLE EXAMPLES, UH, WHEN YOU TALK ABOUT NEW CONSTRUCTION, YOU, YOU, THERE ARE, THERE ARE OTHER BENEFITS TOO. UM, BLOCKHOUSE IS ONE OF OUR, OUR PROJECTS ALONG SANTA FE TRAIL. SANTA FE, UM, BLOCKHOUSE. AND, UM, THAT WAS NINE INDIVIDUAL PARCELS. THEY WERE VACANT, THEY WEREN'T BEING USED, AND INDIVIDUALLY THEY WERE REALLY SMALL. 4,000 SQUARE FEET HERE, 6,000 SQUARE FEET HERE, JUST NOT ENOUGH TO DO ANYTHING WITH ANY OF THE INDIVIDUAL PARCELS. ALL OF 'EM HAD BEEN VACANT FOR DECADES AND UNTIL THE, THE FOLKS AT BLOCKHOUSE AGGREGATED, UM, ALL OF THOSE LOTS DIDN'T ASSEMBLAGE. UM, WAS THERE ANYTHING THAT WAS EVEN BUILDABLE? ANOTHER EXAMPLE WOULD BE THE POWER AND LIVE RESIDENTIAL. SO IN THAT AREA, UM, YOU KNOW, WE LOOKED AT OUR PUBLIC BENEFITS, UH, BUT ONE OF THE, THE PARTS OF THEIR PLAN IS, UH, ABANDONING ROADS. SO THERE ARE ROADS IN THAT AREA, AND, UH, IT'S OVER IN THE CEDARS. UM, AND THEY'RE, THEY'RE SMALL, I'D CALL 'EM TWO LANE ROADS, BUT THAT'S BEING GENEROUS. UM, THEY'RE PROBABLY LIKE A LANE, UM, ASPHALT AND, UM, THEY'RE, THEY'RE NOT TRAVELED A LOT. UH, IN FACT, I, I'VE BEEN TO THAT DALLAS POWER AND LIGHT BUILDING SEVERAL TIMES, AND, UH, I DON'T THINK I'VE EVER SEEN A CAR ON ONE OF THOSE ROADS EXCEPT FOR THE PERSON THAT WAS ALSO AT THE, THE POWER LIGHT BUILDING. UM, AND SO THEY'RE ABANDONING THOSE AS PART OF THE OVERALL SITE PLAN, AND THAT'S AN ADDITIONAL $1.2 MILLION THAT'S GOING TO THE CITY TO, FOR THAT ABANDONMENT. UH, SO THERE ARE OVER AND OVER AND OVER AGAIN, THESE NEW PARCELS ARE CREATING VALUE FAR BEYOND EVEN THE HOUSING THAT'S BEING GENERATED. THEY'RE ECONOMIC CATALYSTS, UM, AND, AND, UH, AND HELP WITH INFRASTRUCTURE SIGNIFICANTLY. UM, SO THAT'S, UM, THAT'S KIND OF THE, THE PROGRAM STATEMENT ITSELF. WE HAD ANOTHER GOVERNANCE COMMITTEE ON MARCH 21ST, 2024, UM, AGAIN ON THE 15TH, AND THEN THE FINAL ONE ON THE 20TH. NOW, DURING THAT TIME, OF COURSE, EVERY ONE OF THE GOVERNANCE COMMITTEES HAVING PHONE CALLS WITH BOARD, OTHER BOARD MEMBERS, UM, WITH COUNCIL MEMBERS, UM, WITH, UH, CITY STAFF. SO THERE [00:55:01] ARE A LOT OF CONVERSATIONS GOING ON THAT LEAD INTO THAT. THEN ON SEPTEMBER 24TH, WE BRIEFED THE BYLAWS TO, TO THE FULL BOARD. AND ON OCTOBER 22ND OF THAT YEAR, WE APPROVED THOSE BYLAWS. UM, THAT QUICKLY TURNED TO LOOKING AT THE PROGRAM STATEMENT. UM, ON OCTOBER 22ND, WE APPROVED THE BYLAWS. AND THEN ON OCTOBER 29TH, A WEEK LATER, WE HAD OUR FIRST, FIRST SPECIAL CALL MEETING OF THE CITY COUNCIL HOUSING AND HOMELESSNESS SOLUTION.
