WHEN WE TALKED ABOUT THE CURRENT CONDITIONS, THE DEFERRED MAINTENANCE, OUR THREE PRONGED APPROACH AND THE FIRST 90 DAYS DURING TRANSITION. NEXT SLIDE. WE RETURN TO THE BOARD ON OCTOBER 27TH OF 2025, AND WE BROUGHT THE SAME BRIEFING TO THIS COMMITTEE ON DECEMBER 1ST, WHERE WE DISCUSSED THE OPERATIONS MODEL AND REVITALIZATION STRATEGIES, WHERE WE ALSO TOUCHED ON THE FIVE PILLARS FOR FAIR PARK. AND ON DECEMBER 1ST, THE COMMITTEE DIRECTED PARKS DEPARTMENT TO RETURN WITH AN UPDATE ON FAIR PARK OPERATIONS AND ONGOING COLLABORATION EFFORTS WITH OTHER CITY DEPARTMENTS. NEXT SLIDE. IN THAT BRIEFING, WE HAD SEVERAL NEXT STEPS. AND THIS A QUICK SNAPSHOT OF THOSE NEXT STEPS IN THE CURRENT STATUS. EVERY SINGLE ONE OF THEM IS CURRENTLY IN PROGRESS. AND THE SECURING THE SHORT TERM CONTRACTS HAS NOW BEEN COMPLETED. NEXT SLIDE. SO WHAT HAVE WE DONE? I'M NOT GOING TO READ THESE WORD FOR WORD, BUT SINCE WE TOOK OVER, WE COMPLETED NUMEROUS REPAIRS TO FOUNTAINS THROUGHOUT THE PARK. WE'VE DONE EXTENSIVE HVAC REPAIRS AND REPLACEMENTS, INCLUDING AUTO, CENTENNIAL COLISEUM AND AFRICAN AMERICAN MUSEUM. WE'VE ASSIGNED COSTS TO OUR DEFERRED MAINTENANCE LIST, AND THAT ALLOWS US TO ACTUALLY DEVELOP A CAPITAL IMPROVEMENT PLAN. AND WE'VE ESTABLISHED A PREVENTATIVE MAINTENANCE SCHEDULE SO WE CAN AVOID SOME OF THE ISSUES THAT WE INHERITED. NEXT SLIDE. IN OUR PARK BOARD BRIEFING BACK IN AUGUST, I PRESENTED SEVERAL PICTURES OF BEFORE AND AFTER PICTURES WITH THE AFTER IS THE CONDITION OF THE PARK THAT WE INHERITED. HAPPY TO SAY SEVERAL OF THOSE PICTURES ARE NOW THE. BEFORE, WHEN WE TOOK CONTROL OF THE PARK AGAIN LAST FALL. [00:05:05] THAT WAS THE CONDITION OF THE ESPLANADE. NEXT SLIDE. AND THIS IS WHAT IT LOOKED LIKE DURING THE STATE FAIR WHEN WE GOT IT FULLY OPERATIONAL. NEXT SLIDE. HVAC UNITS. THERE WERE THREE PORTABLE CHILLER UNITS ON PROPERTY COSTING ROUGHLY $12,000 A MONTH. AND IF YOU LOOK TO THE RIGHT, THAT WAS A CONDITION OF SOME OF THE COILS IN OUR COLISEUM, WHICH IS WHY THAT SYSTEM HAD TO BE BROKEN DOWN, CLEANED OUT AND REBUILT. NEXT SLIDE. AS PRETTY AS YOU CAN MAKE HVAC UNITS LOOK, THIS IS THE CURRENT STATUS OF AUTO VISITOR CENTER AND THE AFRICAN AMERICAN MUSEUM. BRAND NEW SYSTEMS. IN THE GREAT PART IS IF THESE ARE MAINTAINED CORRECTLY WITH A PREVENTATIVE MAINTENANCE SCHEDULE, THESE SHOULD LAST DECADES. NEXT SLIDE. OUR GROUNDS AGAIN, I WON'T GO THROUGH THESE LINE BY LINE, BUT IT MIGHT SOUND SIMPLE. WE FORMALIZED A WEEKLY MAINTENANCE SCHEDULE. THERE WAS ZERO EVIDENCE THAT TOOK PLACE BEFORE WE CAME BACK. THERE IS NUMEROUS REPLANTING AND LIFTINGS OF CANOPY THROUGHOUT THE PARK, IMPROVED DRAINAGE IN AREAS OF POOLING. AND PROBABLY MOST IMPORTANTLY, WE'VE DONE EXTENSIVE IRRIGATION REPAIRS. WITHOUT THE IRRIGATION, YOU CAN'T GET ANYTHING TO LIVE. SO THAT'S WHERE WE STARTED. WE STILL HAVE A WAYS TO GO ON THAT EFFORT, THOUGH. NEXT SLIDE. JUST A FEW BEAUTIFICATION PICTURES FROM OUR GROUNDS MAINTENANCE TEAM. NEXT SLIDE. SECURITY. FIRST AND FOREMOST, WE HAD TO GET THE AGREEMENT WITH OUR THIRD PARTY SECURITY PREVENTER IN PLACE FOR CONTINUITY OF OPERATIONS, AND THAT COVERAGE IS A SIGNIFICANT INCREASE FROM WHAT THE PREVIOUS OPERATOR WAS CONDUCTING. AND IT ALSO INCLUDES OVERNIGHT SECURITY. AND WE'RE NO LONGER FINALIZING. WE'VE ACTUALLY IMPLEMENTED THE 24/7 SOFTWARE, WHICH IS OUR INCIDENT COMMAND, OUR INCIDENT MANAGEMENT SYSTEM. IT ALSO HAS A CENTRAL COMMAND CENTER, WHICH IS LOCATED INSIDE THE COLISEUM, AND THAT HELPS US TO STREAMLINE COMMUNICATIONS. IT ALSO GIVES US ACCESS TO ALL THE CAMERAS THROUGHOUT THE PARK, AND THAT IS MONITORED AROUND THE CLOCK BY OUR SECURITY PROVIDER, ANDY FRAIN. NEXT SLIDE. ADMINISTRATION AND EVENTS. SO WHEN WE STARTED THIS VENTURE BACK LAST SUMMER, LAST FALL, WE HAD A SEVEN PERSON TRANSITION TEAM. WE'RE NOW UP TO 31 FULL TIME STAFF WITH A FEW MORE HIRES PENDING. WE'VE SECURED SEVERAL KEY CONTRACTS THAT I'VE TOUCHED ON. WE'VE REINTRODUCED HIGH SCHOOL FOOTBALL TO THE COTTON BOWL. WE ALSO LAUNCHED A WEEKLY MARKET, AND WE'VE ESTABLISHED REOCCURRING MEETINGS WITH KEY DEPARTMENTS TO COLLABORATE ON PLANS OUTSIDE THE GATES. NEXT SLIDE. THESE ARE JUST A FEW PICTURES FROM OUR SUNDAY WEEKLY MARKET. ALSO, WHEN WE WERE HERE LAST TIME, WE WERE ASKED ABOUT SWAN BOATS OR DRAGON BOATS AND GETTING THEM OPERATING DAILY. THOSE DO OPERATE DAILY, NOT JUST AT THE MARKET, BUT THE DRAGON BOATS OPERATE DAILY THROUGH THE CHILDREN'S AQUARIUM. NEXT SLIDE. SO THIS IS WHERE I JUMP IN. SO AS BRETT MENTIONED IN THAT DECEMBER PRESENTATION TO THIS COMMITTEE, WE HAVE BEEN AGGRESSIVELY RESEARCHING AND PURSUING NONTRADITIONAL REVENUE OPPORTUNITIES. YOU WILL RECALL PARQUE LA MEXICANA, WHICH IS THE, THE PARK IN MEXICO CITY THAT HAS A LOT OF RETAIL INTEGRATED INTO THE PARK, INCLUDING A COSTCO [LAUGHTER], WHICH IS KIND OF NOTEWORTHY. BUT WHAT I'M SHOWING YOU HERE TODAY IS BROOKLYN BRIDGE PARK. AND Y'ALL WILL REMEMBER THAT THIS IS THE PARK ON THE WATERFRONT IN BROOKLYN THAT'S APPROXIMATELY 90 ACRES. AND THEY PARCELED OFF 10% OF THAT PROPERTY FOR DEVELOPMENT OPPORTUNITIES. AND, YOU KNOW, THESE DEVELOPMENT OPPORTUNITIES NOT ONLY SPIN OFF A SIGNIFICANT AMOUNT OF REVENUE, BUT THEY ALSO SERVE AS ACTIVATIONS FOR THE PARK. SO THAT 10% DEVELOPMENT, WHICH INCLUDES THINGS LIKE RESTAURANTS AND RETAIL AND HOTEL, ETC. THAT IS GENERATING NOT ONLY THE AMOUNT OF MONEY IT COSTS TO OPERATE THE PARK, WHICH IS $15 MILLION, BUT IT BRINGS IN ANOTHER $15 MILLION THAT THEY PLACE INTO A CAPITAL RESERVE FUND, SO THAT 10% OF THE PARK IS GENERATING $30 MILLION A YEAR, WHICH IS THE FUNDING THAT THEY UTILIZE TO KEEP THE PARK IN TIP TOP CONDITION. [00:10:06] OBVIOUSLY, CONDITIONS ARE DIFFERENT IN NEW YORK FROM A REAL ESTATE PERSPECTIVE, BUT THERE ARE LESSONS TO BE LEARNED. NEXT SLIDE. A FEW OF THE IMAGES OF BROOKLYN BRIDGE PARK. IT'S IT'S A HIGHLY ACTIVE SPACE. LOTS OF LOTS OF RESTAURANTS, LOTS OF RETAIL. THE IMAGE THERE ON THE RIGHT IS THE HOTEL. AND THE INTERESTING THING ABOUT A LOT OF THE THE DEVELOPMENT OPPORTUNITIES ARE THAT THEY REALLY BLEND INTO THE PARK IN A WAY THAT DOESN'T DETRACT FROM THE FUNCTIONALITY OF THE PARK. THE OTHER PARTS OF THE PARK HAVE VERY TRADITIONAL RECREATIONAL ELEMENTS BASKETBALL COURTS, OPEN SPACES. BOATING OPPORTUNITIES, ETC. NEXT SLIDE. SO PIVOTING TO FAIR PARK. SO THIS MAP HERE DESCRIBES THE WAY THAT THE CAMPUS IS ORGANIZED. AND IT'S REALLY ORGANIZED BY DISTRICTS. AS WE ALL KNOW, THERE'S A LOT OF THINGS GOING ON IN FAIR PARK ALL THE TIME, BUT IT'S ORGANIZED IN A WAY THAT IS PRETTY LOGICAL. THE, THE GREEN DOWN THERE OFF OF CULLUMN IS REALLY KIND OF THE CULTURAL MUSEUM DISTRICT. YOU KNOW, THAT'S WHERE AFRICAN AMERICAN MUSEUM IS, MUSIC HALL, TEXAS DISCOVERY GARDENS, OCEANARIUM, THE LAGOON, ETC. THE, THE PURPLE DISTRICT TO THE RIGHT, KIND OF OFF OF PARRY. THAT'S, THAT'S THE EXHIBIT HALL DISTRICT. YOU KNOW, THAT'S WHERE ALL OF OUR AUTO, CENTENNIAL, EMBARCADERO FOOD AND FIBER, THAT'S WHERE ALL THE, THE BIG EXHIBIT HALL SPACES, WE HAVE ABOUT 520,000FT². KIND OF MOVING AROUND THE ORANGE IS OUR AG DISTRICT, AND THAT'S WHERE OBVIOUSLY THE CATTLE BARNS ARE AND PAN AM ARENA, ETC. THE MIDWAY DISTRICT IS THERE JUST ADJACENT TO THE COTTON BOWL, AND THE AREA THAT I WANT TO CALL TO YOUR ATTENTION IS THE PINKISH COLOR THERE ON THE TOP RIGHT OF THE MAP. AND THAT'S REALLY WHERE WE HAVE A BUNCH OF PARKING LOTS. AND THAT'S REALLY ALL IT IS. AND IT'S THOSE PARKING LOTS ARE HIGHLY UNDERUTILIZED. THE MAJORITY OF THE YEAR, OBVIOUSLY, 24 DAYS DURING THE STATE FAIR OF TEXAS, THEY ARE UTILIZED. BUT THE MAJORITY OF THE YEAR THEY'RE JUST SITTING THERE SITTING VACANT. WE'VE ALSO IDENTIFIED THE LOCATION OF THE COMMUNITY PARK, WHICH FALLS WITHIN THE THE PINK. AND THAT TOTAL AREA IDENTIFIED IN THE PINK IS APPROXIMATELY 45 ACRES. APPROXIMATELY TEN OF WHICH WOULD BE THE COMMUNITY PARK. AND THIS IS THE AREA, THIS, THIS PINK AREA IS THE AREA THAT WE WILL BE TALKING ABOUT IN THE NEXT COUPLE SLIDES. THIS REPRESENTS THE OPPORTUNITY FOR A NONTRADITIONAL REVENUE OPPORTUNITY AT FAIR PARK. NEXT SLIDE. WE KNOW THERE IS SIGNIFICANT DEVELOPMENT INTEREST IN FAIR PARK. THINGS THAT COULD BE APPROPRIATE THAT COULD COMPLEMENT THE, THE CURRENT CAMPUS PARTNERS AND THE CURRENT EVENT MIX AT FAIR PARK ARE THINGS LIKE HOTELS, RESTAURANTS, RETAIL SPORTS VENUES, MULTI-PURPOSE ENTERTAINMENT FACILITIES, AND STRUCTURED PARKING. YOU KNOW, AND THE THING ABOUT PURSUING A, YOU KNOW, A LEISURE AND LODGING DEVELOPMENT OPPORTUNITY, IT COULD YIELD SIGNIFICANT REVENUE TO THE PARK. THAT WOULD BE CRITICAL PART OF THE PUZZLE TO GENERATE THE REVENUE THAT WE NEED FOR THE PRESERVATION OF OUR HISTORIC BUILDINGS, THE ONGOING MAINTENANCE OF THE GROUNDS AND THE AND THE FACILITIES. AND THIS COULD BE ACCOMPLISHED EITHER THROUGH A LEASE PAYMENT OR SOME OTHER SIMILAR MECHANISM. MECHANISM, REVENUE SHARE, ETC. AND NOT ONLY WOULD IT BRING IN FUNDING, WHICH IS, AS WE ALL KNOW, IS REALLY DESPERATELY NEEDED AT FAIR PARK, BUT IT COULD ALSO SERVE AS THAT ACTIVATION OPPORTUNITY. IT'S BRINGING FOLKS INTO THE CAMPUS THROUGH THESE NEW ATTRACTIONS THAT WOULD ALSO BENEFIT THE CAMPUS PARTNERS THAT ARE IMMEDIATELY ADJACENT AND CONTAINED WITHIN THE CAMPUS. AND WE FEEL THAT IF WE CAN IDENTIFY THE RIGHT PARTNER THAT COULD, THAT ENTITY COULD ALSO BE THE FOLKS THAT OPERATE THE NEW COMMUNITY PARK. AND THAT COMMUNITY PARK COULD REALLY BE FORTUITOUS BECAUSE THAT COULD SERVE AS THE, THE FRONT YARD, SO TO SPEAK, OF, OF A POTENTIAL DEVELOPMENT OPPORTUNITY. NEXT SLIDE. SO TO, TO REALLY KIND OF FULLY EXPLORE THIS OPPORTUNITY WE INTEND TO SEEK PROPOSALS FROM FOLKS THAT WOULD BRING THOSE TYPES OF. THAT TYPE OF MIX OF DEVELOPMENT OPPORTUNITIES TO THE CAMPUS. BUT THERE ARE A FEW THINGS THAT, THAT WE HAVE TO HAVE AT FAIR PARK WITH ANY CHANGE AND WITH ANY PROPOSAL. WE WANT SIGNIFICANT REVENUE. THE DEVELOPMENT WOULD NEED TO BE IN ALIGNMENT WITH THE EXISTING USES OF THE PARK. [00:15:03] IT REALLY NEEDS TO COMPLEMENT, NOT CONTRAST WITH THE PARK. IN OTHER WORDS, WE DON'T WANT TO SEE A BUNCH OF GLASS AND STEEL BUILDINGS AT FAIR PARK THAT REALLY WOULDN'T BE APPROPRIATE TO THE CHARACTER OF THE CAMPUS. OBVIOUSLY IT WOULD NEED TO COMPLY WITH ALL THE ORDINANCES ON THE BOOKS, ALL THE HISTORIC PRESERVATION STANDARDS, ETC. AND THE OTHER REALLY IMPORTANT THING TO US IS WE EXPECT REPORTING ON THE BENEFITS FROM THE DEVELOPMENT RELATED TO THE COMMUNITY. SO WE WOULD BE VERY INTERESTED IN THE DEVELOPMENT ENTITY HAVING A LOCAL HIRING POLICY. FOR FOLKS THAT LIVE IN THE THAT LIVE IN THE COMMUNITY, WE WOULD BE VERY INTERESTED IN A WORKFORCE DEVELOPMENT PROGRAM. AND WE'RE INTERESTED IN ENCOURAGING SMALL BUSINESS OPPORTUNITIES IN THIS NEW POTENTIAL DEVELOPMENT OPPORTUNITY FROM FOLKS THAT HAVE SMALL BUSINESSES IN THE NEIGHBORHOOD AND ENCOURAGE THEM TO, TO BE SUCCESSFUL WITHIN THE DEVELOPMENT. IT'S NOT A ONE TIME FAIR PARK FALLS UNDER CENTRAL PATROL AND SOUTHEAST PATROL. SO I'VE REACHED OUT TO BOTH OF MAJOR QUINLAN AND DEPUTY CHIEF MOREAU. THE OPERATION THAT WE HAVE IN OUR DART TEAMS, THEY'RE GOING TO BE COLLABORATING WITH ALL THOSE UNITS TO MAKE SURE THE AREAS AROUND FAIR PARK ARE. THOSE ALL CAMERAS ARE CLEANED UP, READY TO GO. OUR CRT TEAM'S OUR VICE UNIT'S DEPLOYMENTS WILL ALSO BE IN THAT UNIT, AN AREA TO MAKE SURE THAT ALL INDIVIDUALS, CRIME ARE ADDRESSED IN THOSE EFFORTS. AND ONE OF IT IS GOING TO BE THE RECONFIGURATION OF THE HASKELL GRAND AVENUE INTERSECTION AND TRY TO HAVE AN ALTERNATE ENTRY OFF OF HASKELL INTO FAIR PARK IN THAT AREA. CERTAINLY PART OF OUR HIGHWAY SAFETY IMPROVEMENT PROGRAM. THE MLK, ROBERT B CULLUM INTERSECTION TRAFFIC SIGNAL WILL BE COMPLETELY UPGRADED AND REDONE. AND CURRENTLY WE'RE ALSO WORKING ON THE CROSSWALKS IMPROVEMENTS AT FITZHUGH AND J.B JACKSON, WHICH WE HOPE AND WE PLAN ON AT LEAST COMPLETING THE BULK OF THE WORK BEFORE THE FIFA WORLD CUP STARTS BEFORE FAN FEST IN THAT AREA BECAUSE THAT IS IT IS NEEDED TO GET TRAFFIC, PEDESTRIAN TRAFFIC, IF YOU WILL, SAFELY IN AND OUT OF THE FACILITY. SO GIVEN THE FACT THAT THE COUNCIL HAS RECENTLY ADOPTED THE SOUTH DALLAS FAIR PARK AREA PLAN AND IS LOOKING TO ALSO UNDERTAKE A SERIES OF MODIFICATIONS TO THE ZONING. PD 595 THE SPECIAL PURPOSE DISTRICT. THE OTHER PIECE OF THE PUZZLE, IN ORDER TO MAKE THE AREA REALLY READY AND RIPE, FULLY RIPENED FOR REDEVELOPMENT IS TO ASSESS THE INFRASTRUCTURE NEEDS WE HAVE. WE ARE CONSTANTLY SEEKING AND TRYING TO ATTRACT PRIVATE DEVELOPMENT. WE'RE IN COMMUNICATION WITH LOTS OF PROPERTY OWNERS IN THE AREA, LOTS OF LOTS OF PROSPECTIVE DEVELOPERS. AND SO WE, WE ARE HOPEFUL THAT DART WILL SEE THE MLK STATION, ALTHOUGH IT, IT IS QUITE SMALL. WE SEE IT AS A KEY CATALYTIC OPPORTUNITY. SO I KNOW THE TUNNELS JUST ARE AN INTERESTING CURIOSITY FOR ME. HOW THEY WERE PUT IN FOR X REASON, DISCOURAGED FOR Y REASON. AND NOW WE'RE ON TO ANOTHER REASON WHY WE SHOULD POTENTIALLY USE THEM. JUST AN UPDATE ON THE CITY OF DALLAS ENVIRONMENTAL MANAGEMENT SYSTEM AND HOW IT'S SOMEWHAT IN A TIME OF TRANSITION. SO WITH THAT, I WILL GET STARTED. OH, AND WITH ME, I ALSO HAVE SARAH VIDRINE, WHO IS OUR INTERIM MANAGER FOR EMS AND LEAD ENVIRONMENTAL COORDINATOR FOR THE PROGRAM. SO NEXT SLIDE PLEASE. SO JUST A QUICK SLIDE ON WHERE WE'RE GOING TODAY COVERING THE HISTORY OF THE CITY OF DALLAS ENVIRONMENTAL PERFORMANCE. IN INTRODUCTION TO WHAT THE ENVIRONMENTAL MANAGEMENT SYSTEM IS AND THE ISO CERTIFICATION THAT THE CITY HOLDS THEN GOING THROUGH SOME OF THE BENEFITS OF THE EMS AND HOW WE ARE LOOKING FORWARD IN NEXT STEPS. NEXT SLIDE PLEASE. SO WE WILL BEGIN WITH HISTORY. NEXT SLIDE. SLIDE, PLEASE. SO IN JUST A LITTLE HISTORY LESSON FOR THOSE THAT ARE UNAWARE. IN 2003, FOX FOUR RELEASED AN INVESTIGATIVE NEWS STORY ABOUT THE CITY OF DALLAS TITLED DIRTY WATER, DIRTY SECRETS. AS IMPLIED BY THE STORY'S TITLE, IT DID NOT SHINE A FAVORABLE LIGHT ON THE CITY AT THAT TIME. [01:15:06] THE NEWS CAMERAS CAUGHT PETROLEUM PRODUCTS DISCHARGING FROM CITY FACILITIES AND FLOWING INTO STORM DRAINS, WHICH WAS A VIOLATION OF THE CITY'S MUNICIPAL SEPARATE STORM SEWER SYSTEM, OR MS4 PERMIT. AS PART OF THE FEATURE, REPORTERS NOTED AN APPARENT DOUBLE STANDARD THAT THE CITY ITSELF WAS IN VIOLATION WHILE CITY INSPECTORS WERE PURSUING ENFORCEMENT ACTIONS WITH HEFTY FINES AGAINST PRIVATE COMPANIES WITH SIMILAR VIOLATIONS. SOON AFTER THE NEWS REPORT, THE EPA INVESTIGATED AND THE CITY BEGAN TO QUICKLY ADDRESS THE CRITICAL AND SYSTEMATIC ISSUES THAT WERE IDENTIFIED. IN FEBRUARY 2004, THE EPA ISSUED THE CITY OF DALLAS A COMPLIANCE ORDER ALLEGING THAT THE CITY FAILED TO ADEQUATELY IMPLEMENT, FUND AND STAFF THE CITY'S STORMWATER MANAGEMENT PROGRAM. IN RESPONSE TO THE COMPLIANCE ORDER THE OFFICE OF ENVIRONMENTAL QUALITY WAS ESTABLISHED AND IMMEDIATELY BEGAN CONDUCTING AUDITS TO DETERMINE THE ROOT OF ENVIRONMENTAL AND COMPLIANCE ISSUES. THE VIOLATIONS DISCOVERED THROUGH THESE AUDITS WERE THEN REPORTED TO THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY TCEQ UNDER THE AUDIT PRIVILEGE ACT. IN 2005 THE CITY MANAGER'S OFFICE ANNOUNCED THAT THE CITY WOULD IMPLEMENT THE ENVIRONMENTAL MANAGEMENT SYSTEM IN 11 CITY DEPARTMENTS TO BE COMPLETED BY APRIL 2007. THIS WAS THE FIRST AND LARGEST EFFORT OF ITS KIND IN THE NATION AT THE TIME. IN 2006, THE CITY OF DALLAS ENTERED INTO A CONSENT DECREE, WHICH IS A SETTLEMENT AGREEMENT BETWEEN THE CITY AND THE DEPARTMENT OF JUSTICE, ACTING ON BEHALF OF THE EPA TO RESOLVE THOSE OUTSTANDING VIOLATIONS. NEXT SLIDE PLEASE. INITIALLY, DOJ AND EPA ASSESSED $8 MILLION IN CIVIL PENALTY. THROUGH NEGOTIATIONS, THE CITY OF DALLAS REACHED AN AGREEMENT WITH THE FEDERAL GOVERNMENT REQUIRING THE CITY TO SPEND IN EXCESS OF 3.5 MILLION IN A COMPREHENSIVE EFFORT TO DECREASE THE AMOUNT OF POLLUTION ENTERING THE CITY'S STORMWATER SYSTEM AND TO ENSURE THE CITY'S COMPLIANCE GOING FORWARD. NEXT SLIDE, PLEASE. THE SETTLEMENT REQUIRED THE CITY TO CONSTRUCT TWO WETLANDS AT AN ESTIMATED COST OF 1.2 MILLION, ONE ALONG THE TRINITY RIVER AND ONE ALONG CEDAR CREEK NEAR THE DALLAS ZOO, AND ALSO TO PAY A CIVIL PENALTY OF $800,000. UNDER THE CONSENT DECREE, THE CITY WAS REQUIRED TO HAVE AT LEAST 36 PEOPLE WORKING IN THE CITY STORMWATER MANAGEMENT SECTION, WHICH WAS A 25% INCREASE OVER THE NUMBER OF PEOPLE ON STAFF WHEN EPA ISSUED ITS COMPLIANCE ORDER. THE CONSENT DECREE ALSO REQUIRED THE CITY TO INSPECT AT LEAST 500 STORMWATER DISCHARGE PIPES EACH YEAR. 500 INDUSTRIAL FACILITIES EACH YEAR AND LARGE CONSTRUCTION SITES EVERY TWO WEEKS. PURSUANT TO THE SETTLEMENT, THE CITY CREATED A FORMAL ENVIRONMENTAL MANAGEMENT SYSTEM FOR 12 CITY RUN FACILITIES, INCLUDING THE CITY'S SERVICE CENTERS, AND HAD THIRD PARTY AUDITOR REVIEW THE MANAGEMENT SYSTEMS. THE OFFICE OF ENVIRONMENTAL QUALITY WAS CREATED TO OVERSEE ALL OF THESE ACTIVITIES. NEXT SLIDE. ON OCTOBER 5TH, 2023, THE US DISTRICT COURT FOR THE NORTHERN DISTRICT OF TEXAS APPROVED THE JOINT STIPULATION AND CONSENT MOTION FOR THE FINAL TERMINATION OF THE CONSENT DECREE AND DETERMINE THAT FINAL AND COMPLETE TERMINATION WAS WARRANTED. THE TERMINATION OF THE CONSENT DECREE SPEAKS TO THE HARD WORK OF CITY STAFF, SUCCESSFULLY ENSURING COMPLIANCE WITH THE CITY'S ENVIRONMENTAL OBLIGATIONS, CREATING A CULTURE OF MANAGING AND REDUCING ENVIRONMENTAL RISKS, AND IMPROVING THE CITY'S ENVIRONMENTAL PERFORMANCE. NEXT SLIDE. LOOKING BEYOND THE TERMINATION OF THE CONSENT DECREE, THE CITY OF DALLAS REMAINS COMMITTED TO CONTINUING TO COMPLY WITH ENVIRONMENTAL REGULATIONS, MANAGING ENVIRONMENTAL RISKS FROM CITY OPERATIONS AND IMPROVING ENVIRONMENTAL PERFORMANCE THROUGH EXISTING SYSTEMS AND PROGRAMS LIKE THE EMS. THE CITY'S EMS ADVANCES REGULATORY COMPLIANCE PROGRAMS ACROSS MULTIPLE ENVIRONMENTAL MEDIA. THE EMS IS NOT ONLY REQUIRED BY THE CITY'S MS4 STORMWATER PERMIT, BUT IT ALSO SUPPORTS ADVANCEMENT OF ENVIRONMENTAL AND CLIMATE GOALS UNDER THE CITY'S COMPREHENSIVE ENVIRONMENTAL AND CLIMATE ACTION PLAN, OR CECAP. THE OBJECTIVES AND TARGETS SET BY CITY DEPARTMENTS AS PART OF EMS WASTE MINIMIZATION, JUST AS ONE EXAMPLE, OFTEN SUPPORTS CECAP GOALS OF MITIGATING CLIMATE CHANGE IMPACTS BY REDUCING GREENHOUSE GASES, [01:20:01] ENHANCING RESILIENCE TO EXTREME WEATHER EVENTS, AND PROMOTING SUSTAINABILITY THROUGHOUT THE CITY. NEXT SLIDE PLEASE. SO HERE I JUST WANT TO COVER A LITTLE BIT ABOUT DESCRIBING WHAT AN ENVIRONMENTAL MANAGEMENT SYSTEM ENTAILS. NEXT SLIDE. THE INTERNATIONAL ORGANIZATION FOR STANDARDIZATION, OR ISO, IS A WORLDWIDE FEDERATION OF NATIONAL STANDARDS BODIES, OR ISO MEMBER BODIES. PRIMARILY WORKING THROUGH ITS TECHNICAL COMMITTEES THE ISO CREATES INTERNATIONAL STANDARDS ON A WIDE RANGE OF TOPICS. ISO 14001 IS THE INTERNATIONALLY RECOGNIZED STANDARD FOR ENVIRONMENTAL MANAGEMENT SYSTEMS. IT PROVIDES A FRAMEWORK FOR ORGANIZATIONS TO DESIGN AND IMPLEMENT AN EMS, WITH THE OBJECTIVE OF CONTINUALLY IMPROVING THEIR ENVIRONMENTAL PERFORMANCE. THE NUMBER AFTER THE COLON, IN THIS CASE 2015, IS THE PUBLICATION DATE OF THE STANDARD. 2015 IS THE MOST CURRENT VERSION OF THE STANDARD, ALTHOUGH, AS I WILL DISCUSS LATER IN THIS PRESENTATION, PUBLICATION OF AN UPDATED VERSION OF THE STANDARD IS EXPECTED LATER THIS SPRING. ONCE PUBLISHED, CERTIFIED ENTITIES HAVE THREE YEARS TO IMPLEMENT THE NEW STANDARD. THE SUCCESS OF AN ENVIRONMENTAL MANAGEMENT SYSTEM DEPENDS ON COMMITMENT FROM ALL LEVELS AND FUNCTIONS OF THE ORGANIZATION, LED BY TOP MANAGEMENT. ORGANIZATIONS CAN LEVERAGE OPPORTUNITIES TO PREVENT OR MITIGATE ADVERSE ENVIRONMENTAL IMPACTS AND ENHANCE BENEFICIAL ENVIRONMENTAL IMPACTS, PARTICULARLY THOSE WITH STRATEGIC IMPLICATIONS. IN IMPLEMENTING THIS STANDARD, THE CITY OF DALLAS CAN ENSURE WE ARE TAKING PROACTIVE MEASURES TO MINIMIZE OUR ENVIRONMENTAL FOOTPRINT, COMPLY WITH RELEVANT LEGAL REQUIREMENTS, AND ACHIEVE OUR ENVIRONMENTAL OBJECTIVES. NEXT SLIDE. THE LEVEL OF DETAIL AND COMPLEXITY OF THE ENVIRONMENTAL MANAGEMENT SYSTEM WILL VARY DEPENDING ON THE CONTEXT OF THE ORGANIZATION, THE SCOPE OF THE ENVIRONMENTAL MANAGEMENT SYSTEM AND ITS COMPLIANCE OBLIGATIONS IN THE NATURE OF ITS ACTIVITIES, PRODUCTS, AND SERVICES. NONETHELESS, UNDERLYING THE APPROACH OF AN ENVIRONMENTAL MANAGEMENT SYSTEM IS THE CONCEPT OF PLAN, DO, CHECK, ACT. THE PLAN DO CHECK ACT MODEL PROVIDES ORGANIZATIONS A PROCESS TO ACHIEVE CONTINUAL IMPROVEMENT AND IN THE CASE OF EMS, TO ACHIEVE CONTINUAL IMPROVEMENT IN THE MANAGEMENT OF ENVIRONMENTAL ISSUES. THROUGHOUT THE EMS THE CITY ASSESSES ITS ACTIVITIES. THE POTENTIAL AND ACTUAL ENVIRONMENTAL IMPACTS OF EACH ACTIVITY PROVIDES GUIDELINES SUCH AS BEST PRACTICE, BEST MANAGEMENT PRACTICES, WORK INSTRUCTIONS, AND ADMINISTRATIVE DIRECTIVES THAT REDUCE ENVIRONMENTAL IMPACTS. NEXT SLIDE. SO THIS FIGURE ILLUSTRATES THE CYCLICAL NATURE OF THE PLAN-DO-CHECK-ACT SYSTEM IN ACHIEVING CONTINUAL IMPROVEMENT. PLANNING ESTABLISHES ENVIRONMENTAL OBJECTIVES AND PROCESSES NECESSARY TO DELIVER RESULTS IN ACCORDANCE WITH THE ORGANIZATION'S ENVIRONMENTAL POLICY. THIS INCLUDES IDENTIFYING ACTIVITIES ASSOCIATED WITH THE ENVIRONMENTAL IMPACTS AT THE DEPARTMENT AND FACILITY LEVELS. DO, FOR THE IMPLEMENTATION OF THE PROCESSES AS PLANNED, SUCH AS CREATING OPERATIONAL CONTROLS LIKE THE BEST MANAGEMENT PRACTICES AND WORK INSTRUCTIONS TO MITIGATE RISK AND ADDRESS LEGAL AND COMPLIANCE REQUIREMENTS. CHECKING, MONITORING AND MEASURING PROCESSES AGAINST THE ENVIRONMENTAL POLICY, INCLUDING ITS COMMITMENTS, ENVIRONMENTAL OBJECTIVES, OPERATING CRITERIA AND REPORTING RESULTS AND ACT. FINALLY, TAKING ACTIONS TO CONTINUALLY IMPROVE THE FEEDBACK IS INCORPORATED INTO THE PLANNING, WITH ADJUSTMENTS AND UPDATES INITIATED BASED ON THE OUTPUTS OF THIS PROCESS. THIS FIGURE ALSO SHOWS HOW VITAL LEADERSHIP IS TO THE EFFECTIVENESS AND SUCCESS OF AN EMS SYSTEM. NEXT SLIDE. AN IMPORTANT ASPECT OF PLANNING IS THE CITY'S ENVIRONMENTAL POLICY. THIS POLICY PROVIDES A FRAMEWORK FOR SETTING ENVIRONMENTAL OBJECTIVES. THE POLICY COMMITS THE CITY TO THE OBJECTIVES OF EDUCATION POLLUTION PREVENTION. ENVIRONMENTAL COMPLIANCE AND CONTINUAL IMPROVEMENT. IT IS THE RESPONSIBILITY OF EVERY CITY EMPLOYEE TO UNDERSTAND AND UPHOLD THIS POLICY. NEXT SLIDE. AN EXAMPLE OF HOW THE DO PHASE IS IMPLEMENTED ARE THE CITY'S ADMINISTRATIVE ADMINISTRATIVE DIRECTIVES. THERE ARE TWO ENVIRONMENTALLY RELATED ADMINISTRATIVE DIRECTIVES THAT HELP ENSURE THE CITY MITIGATE RISK AND MEET LEGAL AND REGULATORY COMPLIANCE REQUIREMENTS. AD 3-73 ESTABLISHES A POLLUTION PREVENTION SYSTEM INTENDED TO ELIMINATE OR MINIMIZE ENVIRONMENTAL [01:25:10] INCIDENTS, AND ASSIGNS RESPONSIBILITY IN CASES WHERE THE INCIDENT WAS PREVENTABLE. AD 3-74 ENUMERATES THE CITY'S POLICIES REGARDING SPILL RESPONSE TO ENSURE COMPLIANCE WITH ALL FEDERAL, STATE AND LOCAL REGULATIONS FOR SPILLS THAT OCCUR OR MAY ENTER ONTO CITY PROPERTY. NEXT SLIDE. THE EMS AND INTERNAL AUDIT TEAM PROVIDES EMS REGULATORY AND ENVIRONMENTAL CONSULTING SERVICES TO CITY DEPARTMENTS. ENGAGE WITH THE ISO 14001. THIS SLIDE PROVIDES DATA ON THE NUMBER OF ASSESSMENTS AND AUDITS PERFORMED FOR THE LAST TWO FISCAL YEARS. IN FISCAL YEAR 24-25, THE INTERNAL AUDIT TEAM CONDUCTED 125 COMPLIANCE ASSESSMENTS TO DETERMINE IF FACILITIES WERE COMPLYING WITH LEGAL OBLIGATIONS, AND 156 EMS INTERNAL AUDITS TO VERIFY CONFORMANCE TO THE ISO 14001 STANDARD AN INTERNAL CITY OF DALLAS EMS REQUIREMENTS. THESE HELP US MAINTAIN OUR CERTIFICATION UNDER ISO 14001. IN ADDITION TO THESE AUDITS AND ASSESSMENTS, EXTERNAL THIRD PARTY AUDITS ARE CONDUCTED TO VERIFY THAT THE CITY OF DALLAS EMS MEETS THE REQUIREMENTS OUTLINED IN ISO 14001 IN ORDER TO MAINTAIN THE CERTIFICATION. AND I'M SURE YOU'VE NOTICED THAT THERE'S A SLIGHT DIFFERENCE IN THE NUMBER OF ASSESSMENTS AND AUDITS BETWEEN THE TWO YEARS. ONE OF THE REASONS FOR THAT DIFFERENCE IS THAT THE CONSENT DECREE, WHICH TERMINATED IN CALENDAR YEAR 2023, INCLUDED 80 LOCATIONS THAT HAD TO BE AUDITED ANNUALLY. NOW THAT THE CONSENT DECREE HAS BEEN TERMINATED, WE ARE ABLE TO SCHEDULE COMPLIANCE ASSESSMENTS BASED ON ENVIRONMENTAL RISK. THE HIGHER THE RISK, THE MORE FREQUENT THE AUDIT. NEXT SLIDE. AS AN EXAMPLE OF ACT CITY DEPARTMENTS SET FISCAL YEAR OBJECTIVES AND IDENTIFY TARGET GOALS FOR CONTINUALLY IMPROVING ENVIRONMENTAL PERFORMANCE, THESE OBJECTIVES CAN BE BROAD AND WIDE REACHING. TO GIVE YOU JUST A FEW EXAMPLES, FACILITIES AND REAL ESTATE MANAGEMENT IS COMMITTED TO REDUCING ITS R 22 REFRIGERANT. TRANSPORTATION AND PUBLIC WORKS IS EXPLORING WAYS TO REPURPOSE WASTE, ASPHALT AND CONCRETE TO REDUCE IMPACTS ON LANDFILLS, AND PARK AND RECREATION HAS A GOAL OF ESTABLISHING POLLINATOR HABITATS FOR MONARCH BUTTERFLIES AT CITY GOLF COURSES. AND SINCE THIS IS PT, I THOUGHT I WOULD SHARE A SHORT VIDEO OF ANOTHER PARK AND RECREATION ACTION. I'M TOLD THAT WE OFTEN RUN INTO TECHNICAL DIFFICULTIES WHEN ATTEMPTING TO PLAY VIDEOS, SO I WILL JUST BRIEFLY DESCRIBE IT AND LET Y'ALL WATCH IT ON YOUR OWN. WITH AN INVESTMENT OF APPROXIMATELY $250,000 PARK AND RECREATION TRANSITION TO ELECTRIC ZERO EMISSION EQUIPMENT AT KIEST SOFTBALL COMPLEX. THIS INVESTMENT NOT ONLY MAKES LANDSCAPING ACTIVITIES GREENER AND QUIETER BY REDUCING EMISSIONS, BUT IT ALSO ELIMINATES OPPORTUNITIES FOR SPILLS SINCE GAS, DIESEL, AND OIL AREN'T REQUIRED. INVESTMENT IN THIS EQUIPMENT ENHANCES BOTH THE CITY'S EMS AND CECAP FOR THAT REASON. NEXT SLIDE. SO CURRENTLY THERE ARE 13 CITY DEPARTMENTS THAT PARTICIPATE IN THE CITY'S EMS. WHEN REFERENCING THE CITY FACILITIES THAT ARE INSPECTED AND AUDITED, THEY ARE FACILITIES THAT ARE UNDER THESE DEPARTMENTS. NEXT SLIDE. AND ONCE AGAIN, BY ADOPTING AND MAINTAINING THE ISO 14001 CERTIFICATION, THE CITY OF DALLAS COMMITS NOT ONLY TO REGULATORY COMPLIANCE BUT ALSO TO ONGOING ENVIRONMENTAL IMPROVEMENT. THIS PROACTIVE APPROACH TO ENVIRONMENTAL MANAGEMENT CAN YIELD TANGIBLE BENEFITS, INCLUDING REDUCED WASTE, ENERGY CONSERVATION AND COST SAVINGS. FURTHERMORE, IT ENHANCES AN ORGANIZATION'S REPUTATION, FOSTERS STAKEHOLDER TRUST, AND OFTEN CONSTITUTES A CRITICAL STEP FOR ENGAGING AND SUPPORTING SUSTAINABLE GOODS AND SERVICES. NEXT SLIDE. SO NOW I'D LIKE TO COVER SOME DIRECT BENEFITS THAT WE'VE SEEN HERE AT THE CITY OF DALLAS FROM IMPLEMENTING THE EMS SYSTEM. NEXT SLIDE PLEASE. NUMBER ONE ENHANCED ENVIRONMENTAL PERFORMANCE. ADOPTING THE ISO 14001 CAN LEAD TO NOTICEABLE REDUCTION IN WASTE RESOURCE CONSUMPTION AND POLLUTANT EMISSIONS, WHICH ULTIMATELY RESULT IN A SMALLER ENVIRONMENTAL FOOTPRINT. NEXT SLIDE. ALL CITY DEPARTMENTS WERE REQUIRED BY THE CONSENT DECREE TO COLLECT AND REPORT DATA TO THE EPA. THIS CHART SHOWS THE GENERATION OF HAZARDOUS WASTE AND UNIVERSAL WASTE FROM THE START OF THE ISO 14001 ADOPTION IN 2007 THROUGH THE [01:30:10] 2022, WHICH WAS THE LAST FULL CALENDAR YEAR OF REPORTING DATA THAT WAS PROVIDED TO EPA. IN THIS CHART POUNDS OF HAZARDOUS WASTE IS REPRESENTED BY THE GREEN LINE, AND POUNDS OF UNIVERSAL WASTE IS REPRESENTED BY THE BLUE LINE. AS YOU CAN SEE, THERE HAS BEEN A SIGNIFICANT DROP IN BOTH HAZARDOUS WASTE AND UNIVERSAL WASTE GENERATION AS A RESULT OF THE ISO 14001 EMS. NEXT SLIDE. IN ADDITION TO THE REDUCED HAZARDOUS WASTE AND UNIVERSAL WASTE, THERE HAS BEEN A SIGNIFICANT REDUCTION IN OVERALL WASTE DISPOSAL AT THE CITY. THIS LEADS TO AN OVERALL REDUCTION IN WASTE SENT TO LANDFILLS AND COST SAVING IN WASTE DISPOSAL. I WANT TO POINT OUT THAT THE JUMP THAT YOU SEE IN 2013 WAS PRIMARILY DUE TO A PROCESS CHANGE THAT RESULTED IN AN INCREASE IN NON-HAZARDOUS WASTE THAT YEAR, BUT ALSO A SIGNIFICANT DECREASE IN HAZARDOUS WASTE THAT YEAR. NEXT SLIDE. THIS CHART SHOWS THE IMPACT OF ADOPTING ISO 14001 ON THE RECYCLING OF USED OIL.
