AND WE INITIATED, UH, THE REDEVELOPMENT OF BEAR STREET. LET ME GET STARTED ON THE, IF WE CAN, UH, GO TO PAGE ONE. SO, THE CITY OF DALLAS BEGAN REDEVELOPING THE BEAR STREET CORRIDOR AND SOUTH DALLAS IDEO ROCHESTER PARK NEIGHBORHOODS 20 YEARS AGO THROUGH ITS NEIGHBORHOOD INVESTMENT PROGRAM. THE NIP WAS AUTHORIZED BY THE DALLAS CITY COUNCIL IN 2003. THE FOCUS CITY RESOURCES AND TARGETED CDBG AREAS, AND THE TARGET NEIGHBORHOOD PLANNING DIVISION OF THE HOUSING DEPARTMENT OVERSAW THE IMPLEMENTATION OF THE DEBT. AND THE TOP FIVE CENSUS TRACKS WITH THE HIGHEST POINT RATE WHERE DESIGNATED AS NIP TARGET NEIGHBORHOODS. CENSUS TRACK 39 0 2, WHERE IDEAL NEIGHBORHOOD IS LOCATED WAS ONE OF THE INITIAL FIVE CENSUS FUNDS. UM, THIS AREA WAS COMBINED WITH AN ABUTTING TRACK, UH, CENSUS TRACK ONE 15 ROCHESTER PARK TO LEVERAGE PROPOSED INVESTMENTS AT HS. THOMPSON ELEMENTARY SCHOOL AND THE DALLAS HOUSING AUTHORITIES ROADS TERRACE AND TURNER PORTS DEVELOPMENTS OR COMMUNITIES. UM, THE NEXT PAGE, YOU'LL SEE A MAP OF, UM, OF THE TARGET AREA. IDEAL NEIGHBORHOOD, UM, IS UH, WAS FORMALLY KNOWN AS LINCOLN MANOR, THAT'S NORTH OF SEATTLE FREEWAY. AND TO THE SOUTH WE HAVE ROCHESTER PARK. BEAR STREET IS COMMERCIAL CORRIDOR THAT BISECTS THE NEIGHBORHOOD. IT STARTS AT PATCHER OR LC FAY HIGGINS, AND GOES DOWN TO THE, UH, TO THE DEAD END. UNDER THE LEADERSHIP OF MICHAEL FECHNER AND BONTON RESIDENT, THELMA MITCHELL WORKED IN PARTNERSHIP WITH THE DALLAS HOUSING AUTHORITY. THEY WERE ACTUALLY DOING PROGRAMMING THERE WITH THEM. AND SHERRY AND JACKIE NIXON WERE WORKING IN THE AREA AS IDEAL NEIGHBORHOOD ASSOCIATION, WHICH EVENTUALLY BECAME T WERE CDC. UM, IN 2003, THE PRIMARY RATES IN ROCHESTER PARK WERE AMONGST THE CITY'S HIGHEST. UH, THE NEIGHBORHOOD WAS CLASSIFIED AS A HUD RECAP AREA. 50% OF THE POPULATION WAS NON-WHITE, AND THE POVERTY RATE IN THE AREA IS ABOUT 44% MEET IN THE NEW CAP CLASSIFICATION GUIDELINES, WHICH ARE THAT A TARGET AREA. IT'S GOTTA HAVE A NON-WHITE POPULATION OF 50 CENT OR MORE, AND THE POVERTY RATE HAS TO BE 40% OR HIGHER. UM, NEW SINGLE FAMILY CONSTRUCTION WAS LIMITED AND MOST BUILDING PERMITS AT THAT TIME WERE FROM MINOR HOME REPAIRS. TR HOOVER AND HABITAT FOR HUMANITY WERE THE ONLY ORGANIZATIONS DOING BUILDING AFFORDABLE HOUSING AT THAT TIME. TR HOOVER IN THE IDEAL NEIGHBORHOOD AND HABITAT FOR HUMANITY, MOSTLY IN, UH, ROCHESTER PARK BONDON. THE NEXT SLIDE SHOWS YOU WHERE, UM, NEIGHBORHOOD BUSINESSES WERE PRIMARILY LOCATED ALONG BEAR STREET WHEN WE ARRIVED IN 2000, EARLY 2000. UM, THE CORRIDOR ITSELF, UH, WAS REPLETE WITH VACANT AND DE COMMERCIAL PROPERTIES ALONGSIDE LONGSTANDING BUSINESSES THAT HAD SERVED AT NEIGHBORHOOD FOR MANY YEARS, IF NOT DECADES. AND SOME OF THE BUSINESSES THAT WERE THERE AT THAT TIME INCLUDED HATCHETT FOOD STORE, TC GROCERY, BIG DADDY'S CONVENIENCE STORE, JBC MARKET. THOSE STORES ACTUALLY ARE STILL THERE. IN ADDITION, WHEN WE WERE THERE, THERE WAS A CAR WASH BARBERSHOP, TEXT PREP SERVICE, LAUNDROMAT, BOOK STORE, BEAUTY SALON, AND THE HISTORIC LINK THEATER AMONG OTHERS. UH, THE LINCOLN THEATER WAS OPEN IN 1947. IT'S, UH, WAS PATRONIZED LARGELY BY AFRICAN AMERICANS. AND IT, IT WAS UNFORTUNATE WHEN WE GOT THERE, THE DE WAS VACANT AND ALREADY IN A STATE OF DISREPAIR. UM, WE HAD HOPED TO BE ABLE TO DO SOME KIND OF ADAPTIVE REUSE PROJECT. UM, BUT THAT WASN'T THE BE UNFORTUNATELY. IT WAS CONDEMNED AND EVENTUALLY DEMOLISHED IN 2009, 2010. THE NEXT PICTURE, UM, JUST KIND OF GIVES YOU A FEEL FOR WHAT THE LANDSCAPE WAS, WHAT THE AREA LOOKED LIKE AT THAT TIME. THIS IS BEAR STREET AT MACON. UM, LOOKING SOUTH, UM, A LOT OF THE BUILDINGS THERE AGAIN, WERE VACANT AND, AND NOT IN VERY GOOD CONDITION. THE NEXT LINE IS JUST AN EXAMPLE OF SOME OF THE EXISTING BUSINESSES THAT WERE THERE. I THINK THAT WAS A BARBER SHOP, IF I REMEMBER CORRECTLY, NEXT TO THE LIQUOR STORE. AND THEN THE FOLLOWING SLIDE, BIG DADDY'S AND ANOTHER CONVENIENCE STORE THAT'S PROBABLY BEEN THERE FOR 30 YEARS, STILL THERE TO THIS DAY. UM, AND THEN IN, UM, IN, UM, [00:15:03] DHA HAS, UH, HAD TWO OR HAS TWO COMMUNITIES IN ROCHESTER PARK. UM, RHODES TERRACE, THIS IS THE PICTURE OF GROSS TERRACE BEFORE WAS DEMOLISHED IN TURNER COURTS. UM, THESE DEVELOPMENTS WERE BUILT IN THE FIFTIES, UM, AND BY THE NINETIES HAD BECOME PRIME INFESTED DRUG INFESTED AND WERE SEVERELY DISTRESSED, DHA WOUND UP, UH, DEMOLISHING THESE, UM, THESE DEVELOPMENTS. BY MID 2000, MID TO LATE TWO THOUSANDS, THEY WERE DEMOLISHED AND WILL SPEAK TO THE REPLACEMENT OF THOSE BUILDINGS. THE NEXT SLIDE SHOWS BON ON FLOODING ROCHESTER PARK PARK'S NAME FOR FLOODING. AND, UM, THAT'S ONE SLIDE OVER. AND WHEN THEY BUILT C FON FREEWAY, UM, IN THE SIXTIES, IN THE EARLY SIXTIES, THEY CONSTRUCTED THIS REALLY HUGE CONCRETE WALL THAT I THINK WAS SUPPOSED TO PREVENT, UM, FLOODING FROM BONTON INTO THE IDU NEIGHBORHOOD ASSOCIATION. I'M NOT QUITE SURE HOW THAT WORKED OR IF IT EVER WORKED, BUT, UH, THE ROCHESTER PARK LEVY WAS CONSTRUCTED AND WAS COMPLETED RATHER IN THE EARLY NINETIES. UM, AND THAT, UM, TOOK CARE OF THE FLOODING IN THE, IN THE NEIGHBORHOOD. SO WHAT WAS OUR REDEVELOPMENT STRATEGY WHEN WE, WE LANDED ON BEAR STREET, UH, MIDDLE IN 2003, WE SOUGHT TO REDEVELOP THE BEAR STREET CORNER WITH A MIX OF RESIDENTIAL AND NEIGHBORHOOD SERVING COMMERCIAL RETAIL BUSINESSES. AND THEN IN THE NEIGHBORHOOD, UH, WE WANTED TO STABILIZE EXISTING RESIDENTIAL, UH, AREAS THROUGH TARGETED HOME REPAIR, UH, LAND BANKING, INFIELD DEVELOPMENT, UM, SIDEWALK STREET INFRASTRUCTURE IMPROVEMENTS, ENFORCEMENT. UM, AGAIN, WE SOUGHT TO LEVERAGE CORE ASSETS, IDHA AND UH, AND, UM, AND DISD AS WELL AS OTHER NON-CITY INVESTMENTS. AND ALWAYS, YOU KNOW, OUR GOAL IS ALWAYS TO IMPROVE THE QUALITY OF LIFE FOR EXISTING RESIDENCES. UM, BY SUPPORTING BRIDGE BUILDERS AND DALLAS POLICE DEPARTMENT, THE BETWEEN 2003 AND 2016, THE NEIGHBORHOOD INVESTMENT PROGRAM, WHICH FUNDED, UM, THE REDEVELOPMENT OF BEAR STREET, UM, HAD BEEN ALLOCATED THE, UH, CDBG PUBLIC IMPROVEMENT ALLOCATION. UM, SO WHAT WE DID WAS, UM, BEAR STREET ITSELF, WE'VE, UH, DEVELOPED PHASES. WE HAD THREE, THREE PHASES. PHASE ONE WAS BRIGHAM TO CFI, FREEWAY, PHASE TWO CFI, FREEWAY TO THE DEAD END TO THE LEVY, AND THEN PHASE THREE, BRIGHAM TO FAYE HIGGINS. AND WHENEVER WE WOULD GET A FUNDING ALLOCATION, WE WANT TO BE REAL METHODICAL AND STRATEGIC IN WHAT WE DID. SO AS TO, YOU KNOW, TO MAKE AN IMMEDIATE IMPACT IN FUNDING. SO AS OPPOSED TO, UM, TO, UM, FUNDING A PROJECT, YOU KNOW, ONE BLOCK AND THEN FUNDING ANOTHER PLOT AS OPPOSED TO PIECEMEALING, UH, WHAT WE WERE DOING, WE DEVELOPED A BLOCK BY BLOCK APPROACH WHEREBY WE WOULD DO MAYBE THE 400 BLOCK, 500 BLOCK OF ANN STREET, AND THEN GO TO THE BLOCK, YOU KNOW, IN FRONT OF IT AND DO THE 500 BLOCK, 400 BLOCK, 500 BLOCK OF THAT, OF THAT STREET. UM, IF YOU SEE YOUR BLOCK SIDEWALKS ARE BEING DONE AND YOU JUST SEE ONE BLOCK, YOU KNOW, IT DOESN'T DO MUCH FOR YOU. BUT WHEN YOU BEGIN TO SEE, YOU KNOW, THE ENTIRE BLOCK IN FRONT OF YOU, AND I MEAN, ENTIRE BLOCK IN DCA VIEW, YOU KNOW, IT, IT, IT JUST CREATES A, I THINK, UH, IT HELPED US TO GARNER, UH, NEIGHBORHOOD SUPPORT AND MAXIMIZE THE IMPACT THAT WE WERE TRYING TO MAKE. WE WANTED TO MINIMIZE INVOLUNTARY DISPLACEMENT, UM, LEVERAGE CITY AND NIP INVESTMENTS TO STRATEGICALLY CONNECT THE REDEVELOPMENT EFFORTS OR DOTS. AND THAT BLOCK BY BLOCK APPROACH IS SAMPLE OF THAT, UM, ALWAYS PROVIDING FOR NEIGHBORHOOD PARTICIPATION IN THE [00:20:01] PLANNING PROCESS AND THEN PROMOTE QUALITY DESIGN AND DEVELOPMENT PROJECTS TO SUPPORT DESIGN, EQUITY AND SUSTAINABILITY. THE NEXT SLIDE IS, UM, SHOWS THE, THE CONCEPT PLANS FOR PHASE ONE AND TWO, UM, ALONG BEAR STREET, THE CORRIDOR. SO THERE WERE, YOU WANT ME TO DO AGAIN, THERE WOULD FOUR MORE YEARS OF FUNDING, UM, YEAR, BUT THE TOTAL INVESTMENT, UM, COMES TO ABOUT 31, 31 $0.5 MILLION. AND THAT WAS TO THE, AND ALTHOUGH THERE WEREN'T OTHER FUNDING, FUNDING SOURCES, UM, TWO PROGRAMS THAT I, UM, BRING TO YOUR ATTENTION THAT WE CREATED TO KIND OF COMPLIMENT AND ENHANCE WHAT WE WERE DOING. ONE WAS, AND THAT'S UTILIZING CDBG FUNDS. ONE WAS A NEIGHBORHOOD ENHANCEMENT PROGRAM, AND THAT ALLOWED US TO DO LANDSCAPE AND BEAUTIFICATION AND PUBLIC ART. AND THEN THE OTHER WAS A BUSINESS INCENTIVE PROGRAM. WE USE THAT TO, FOR WORKING CAPITAL AND SENT BUSINESSES AND THE GET THAT TO COME ON BEAR STREET AND, UH, AND SPACE THERE. SO, UM, I'M REAL EXCITED. I THINK ON THE 11TH, YOU GUYS ARE GONNA TAKE A TOUR OF THE CORRIDOR. CENSUS WRAP, ONE 15, UM, WHERE ROCHESTER PARK IS LOCATED WAS NO LONGER CLASSIFIED AS A RECAP AREA, UH, POVERTY RATE IS STILL HIGH, BUT BELOW 40%, PROBABLY MAYBE 35%. TODAY, A BUILDING PERMITTIVITY HAS INCREASED TWO TO THREEFOLD OVER THE PAST DECADE BETWEEN 2015 AND 2025, AVERAGING ABOUT 25 30 PERMITS A YEAR. AND DHAS TURN PORTS COMMUNITY, UM, EDIT THERE, UM, HAS BEEN RECONSTRUCTED AS BUCKEYE TRAIL COMMONS. AND PART OF, UH, THE RHODES TERRACE COMMUNITY IS CURRENTLY BEING DEVELOPED INTO 364 NEW AFFORDABLE INDEPENDENT LIVING UNITS FOR SENIORS THAT'S SUPPOSED TO OPEN SUMMER OF 2020 SEVENTH AND IS BEING NAMED IN HONOR OF, UH, DHA BOARD CHAIR BETTY BOROUGH. HS THOMPSON. NEXT SLIDE. HS. UM, IT WAS A CHALLENGE TO, TO, TO GET TENANTS IN THERE, WHICH IS WHY WE CREATED THAT, UM, BUSINESS, UH, BUSINESS INCENTIVE PROGRAM TO INCENT UH, BUSINESSES TO, TO LEASE THERE. UM, 52 10 BEAR STREET, WHICH IS ON THE WEST SIDE, WAS, UM, PURCHASED BY BRIDGE BUILDERS IN 2010. UM, SO THEY NOW OCCUPY, I BELIEVE, UM, THAT THE, THE RETAIL PORTION OF THAT BUILDING AND USE IT AS THEIR HEADQUARTERS AND THEIR RENTAL USE UNITS ABOVE IT. UM, I'M NOT QUITE SURE WHO THE RETAIL TENANTS ARE ACROSS THE STREET. THERE WERE TWO LARGE MIXED USE BUILDINGS THAT WE DID, UH, RENTALS ON THE TOP AND RETAIL AT THE BOTTOM. UM, BUT BRIDGE BUILDERS COMING IN AND OCCUPYING THAT SPACE, UM, WAS A BIG HELP FOR THAT, THAT MY, WELL, MY RECOLLECTION IS IN THE 20 TEENS THAT THERE WERE TENANTS AND THEN FOR A VERY LONG PERIOD OF TIME THERE WERE NOT. AND THAT SOME OF THE FOLKS WHO HAD BOUGHT CONDOS, 'CAUSE I'M A REAL ESTATE ATTORNEY, UM, WERE HAD PURCHASED AND THEN THERE WERE CHALLENGES WITH RESALE. SO I'M JUST ASSUMING THAT ST UM, BOTH COMMERCIAL AND RESIDENTIAL STABILITY IS, IS, UH, BEEN ADDRESSED. WELL, I'M JUST GONNA SHARE THIS. I WILL SHARE THAT WE'VE BEEN IN TOUCH WITH A REPRESENTATIVE WHO WILL BE ON THE TOUR WITH US ON THE SATURDAY, AND HE HAS BEEN THE MORE CURRENT AND HE'S BEEN SHARING SOME OF THE THINGS THAT THEY'LL BE TALKING ABOUT.
