AND I THINK, UH, THERE ARE MANY GOOD STORIES LIKE THAT, UH, COMING INTO THE END OF TAX SEASON, WHICH HOPEFULLY EVERYONE'S BEEN ABLE TO GET THOSE DONE BY NOW.

AND LASTLY, WE ALSO HAVE GROUPS FOCUSED ON HOUSING THAT ARE ADDRESSING DIFFERENT AREAS OF THE ISSUE.
THOSE ARE ADVOCACY, ANTI DISPLACEMENT, CAPACITY BUILDING, COALITION BUILDING, AND POLICY CHANGE.
SO WHY DO WE DO WHAT WE DO? A 2025 RENTAL HOUSING NEEDS ASSESSMENT BY THE CHILD POVERTY ACTION LAB FOUND THAT DALLAS HAS A 46,000 UNIT GAP IN RENTAL HOUSING FOR ITS LOWEST INCOME HOUSEHOLDS MAKING AT OR BELOW 50% AREA MEDIAN INCOME, WHICH IS 52,000 FOR A FAMILY OF FOUR WITHOUT ACTION.
THIS GAP WILL GROW TO APPROXIMATELY 76,000 UNITS BY 2035, AND IT WILL BEGIN TO AFFECT HIGHER INCOME HOUSEHOLDS WITH A GAP OF APPROXIMATELY 63,000 UNITS PER HOUSEHOLDS EARNING UP TO 80% OF A MI.
THIS WILL NO LONGER BE AN ISSUE THAT IS SOLELY FOCUSED OR SEEN AS SOMETHING THAT IMPACTS LOWER INCOME HOUSEHOLDS.
IN JUNE OF 2023, BUILDING COMMUNITY WORKSHOP RELEASED THE STATE OF DALLAS HOUSING FIVE YEAR COMPARISON REPORT.
THIS REPORT FOCUSED ON HOW DALLAS'S HOUSING LANDSCAPE CHANGED OVER FIVE YEARS FROM THE YEARS 2016 TO 2021.
DALLAS HAS 38,642 FEWER HOMES VALUED AT OR AROUND A HUNDRED THOUSAND DOLLARS WHEN COMPARED TO 2016, REPRESENTING THE LOSS OF HOUSING STOCK AFFORDABLE TO HOME BUYERS MAKING BETWEEN 25 TO 35,000 A YEAR, WE HAVE A 16,000 HOME DEFICIT.
DALLAS IS ALSO BECOMING UNAFFORDABLE.
THE MEDIAN INCOME IN DALLAS IS 58,200, AND THE AVERAGE HOME PRICE IS 405,000.
THAT'S SIX TIMES THE MEDIAN INCOME.
ACCESS TO HOUSING IS THE GREATEST REASON PEOPLE MOVE.
AND WHERE PEOPLE MOVE, COMPANIES MOVE.
AND THAT'S NOT GOOD FOR EITHER DALLAS OR ITS RESIDENTS OR ITS GROWTH.
DALLAS NEEDS 100,000 NEWER REFURBISHED HOMES BY 2033 TO MEET THE HOUSING DEMAND.
WE KNOW THAT CITIES TO FAIL, THAT CITIES THAT FAIL TO OFFER AFFORDABLE HOUSING SOLUTIONS WILL ULTIMATELY DRIVE OUT RESIDENTS, WHICH WILL LEAD TO SHORTAGES IN WORK, UM, WORKFORCE.
IT WILL LEAD TO NEGATIVE HEALTH OUTCOMES FOR ITS RESIDENTS, AND IT WILL INEVITABLY, UM, DISCOURAGE GROWTH WITHIN THE ECONOMY.
OVERALL, THE NEXT FIVE YEAR PROJECTIONS FOR DALLAS LOOK POSITIVE.
HOWEVER, WE'RE SEEING AN INCREASE IN POPULATION OF APPROXIMATELY 450,000 AND AN INCREASE IN JOBS AND AN INCREASE OF 387,000, AN INCREASE IN REGIONAL OUTPUT OF 85 BILLION, AND AN INCREASE IN RETAIL SALES OF 13.1 BILLION.
THIS IS IN LIGHT OF PROJECTED POPULATION GROWTH FROM 1.3 TO 1.7 MILLION PEOPLE BY 2045.
THAT IS AN INFLUX OF A POPULATION THE SIZE OF MINNEAPOLIS.
SO WHAT ARE SOME OF THE CHALLENGES AND CONSEQUENCES THAT EXIST AS A RESULT OF LACK OF AFFORDABILITY? NEXT SLIDE, PLEASE.
HOMELESSNESS IS INCREASING A HUNDRED DOLLARS INCREASE IN THE MEDIAN RENTAL PRICES ASSOCIATED WITH A 9% INCREASE IN HOMELESSNESS.
WE TALKED TO TENANTS AND RENTERS, UM, AS WE'RE DOING OUR ORGANIZING WORK, AND THEY HAVE VOICED TO US THAT THEIR RENTS ARE GOING UP BY 100 TO $200 WITHOUT PRIOR NOTICE ALMOST EACH YEAR.
RACIAL SEGREGATION THROUGH HOUSING CONTINUES.
THE GROWING GAP IN ACCESS TO AFFORDABLE HOUSING AND HIGH QUALITY NEIGHBORHOODS IS REINFORCING LONGSTANDING PATTERNS OF RACIAL SEGREGATION AND CREATING NEW ONES.
THERE ARE SUPPLY CONSTRAINTS, ZONING LAWS IN LAND USE REGULATIONS THAT SOMETIMES DON'T EXACTLY MAKE SENSE.
THERE'S LIMITED LAND AVAILABILITY.
THIS IS RESULTING ALSO IN FAMILIES SPENDING LESS ON BASIC NEEDS.
THEY ARE FOREGOING HEALTHCARE AND THEY LACK TRANSPORTATION.
RENTERS ARE NOT SAVING ENOUGH MONEY TO PREPARE FOR EMERGENCIES OR RETIREMENT.
THERE'S AN INCREASED DEMAND FOR AFFORDABLE HOUSING.
WE'RE EXPERIENCING A POPULATION GROWTH AS MENTIONED, AND MILLENNIALS ARE THE LARGEST GENERATION IN US HISTORY.
INTEREST RATES ARE HIGH AND LAGGING WAGES ARE FAILING TO CATCH UP WITH THE COST OF IN THE INCREASED COST OF HOUSING.
SO AS WE MOVE FORWARD, WE WOULD LIKE TO HIGHLIGHT SOME OF DHCS

THERE WAS A PARKING CODE REFORM IN 2025, WHICH ALLOWED FOR FLEXIBLE PARKING CODE UPDATES, UM, PARKING CODE UPDATES WITH FEWER MINIMUMS REQUIRED, SAVING PEOPLE MONEY.
AND OUR ONGOING CAMPAIGN IS THE DALLAS ZONING CODE UPDATE, WHICH IS FOCUSED ON MORE ATTAINABLE HOME CHOICES, INCONVENIENT CONNECTED COMMUNITIES.

THESE ARE THE TOP FIVE THAT WE'RE, UM, MOST FOCUSED ON, UH, ENHANCING LEGAL PROTECTIONS FOR TENANTS, CREATING AN AFFORDABLE HOUSING PRESERVATION NETWORK WHERE PEOPLE CAN GO AND GET FREE, UH, TITLE CLEARING ASSISTANCE OR HOMESTEAD EXEMPTION FILING ASSISTANCE, HAVING A DISPLACE DISPLACEMENT MITIGATION ZONING OVERLAY, UH, SO THAT THERE'S LIKE A RIGHT OF, UH, SLOWING DOWN HEIGHTS OR, UH, DEVELOPMENT THAT DOESN'T FIT INTO THE CONTEXT OF A NEIGHBORHOOD.

THIS IS SOMETHING, UH, OTHERWISE KNOWN AS COMMUNITY LAND TRUSTS, OR WAYS THAT COMMUNITIES CAN SET ASIDE HOUSING FOR LONG-TERM REPORTABILITY, UH, AND ALSO INCREASE THEIR, UH, GENERATIONAL WEALTH OVER TIME.
UH, THIS IS SOME BACKGROUND ON OUR PARKING REFORM EFFORTS.
I DID WANT TO HIGHLIGHT THAT WHEN, UH, PARKING REFORM DID PASS IN MAY OF LAST YEAR, UH, THERE WERE, UH, REQUIREMENTS REMOVED FOR NON-RESIDENTIAL DEVELOPMENT.
SO RETAIL, UH, AND OFFICE SPACES.
IF THOSE DEVELOPMENTS WERE TO DECIDE NOT TO PROVIDE, UH, PARKING OR, UH, THOSE DEVELOPMENTS THAT, UM, NO LONGER HAVE TO HAVE A STANDARD AMOUNT OF PARKING THAT THEY HAVE TO PROVIDE, THEY ARE STILL REQUIRED TO PROVIDE A DA PARKING ON SITE ACCESSIBLE WITHIN 200 FEET OF THE ACCESSIBLE DOOR.
AND SO BEFORE ANY DEVELOPER COMES TO, UH, CREATE A NEW PROJECT, A NEW BUILDING, A NEW HOME, THEY MEET WITH THE PLANNING AND DEVELOPMENT STAFF AT THE CITY OF DALLAS AND DISCUSS WHERE A DA PARKING AND IF THEY PROVIDE ANY OTHER PARKING, IS SUPPOSED TO BE LOCATED IN COMPLIANCE WITH FEDERAL, STATE, AND, UH, CITY OF DALLAS LAW.
SO I DID WANT TO MENTION THAT, UH, AS A NOTE ON PARKING.

QUADS OF FOUR, UH, UP TO EIGHT, CAN NOW BE BUILT UNDERNEATH AN INTERNATIONAL RESIDENTIAL CODE

UH, HOME BUILDING HAS DECREASED IN LA AS THEY'VE RUN OUT OF LAND TO BUILD ON NEXT SLIDE, PLEASE.
AND THAT HAS LED TO HIGHER PRICES IN LA MUCH EARLIER THAN OTHER MARKETS.
BUT AS YOU CAN SEE, UH, ON THIS GRAPH, IT'S A LINE GRAPH.
UH, IT'S INCREASING UPWARDS WITH SOME, UH, PEAKS AND VALLEYS AROUND 2008 OF A BIG PEAK, AND THEN A BIG, UH, DOWNWARD SPIRAL AFTER THE FINANCIAL RECESSION AND THEN SLOWLY INCREASING BACK UP.
THE CITY OF LOS ANGELES IS MUCH HIGHER THAN, UH, OTHER CITIES THAT ARE SHOWN ON THIS MAP.
UH, BUT EACH OF THE TRENDS ARE SIMILAR IN THE DIRECTION THAT THEY'RE GOING.
AND THIS, UH, NEXT GRAPH SHOWS HOW HOME BUILDING HAS CONSISTENTLY DECLINED IN THE DALLAS AND US, UH, SINCE IT WAS AT ITS HIGHEST IN THE 1950S AND SIXTIES.
AND, UH, SLOWLY OVER TIME, WE'RE BUILDING LESS AND LESS, WHICH IS CAUSING OUR HOUSING SHORTAGES.
UH, WE DID DO A GOOD JOB ALONGSIDE THE CITY OF ATLANTA AND MEETING THAT DEMAND IN TWO THOUSANDS.

WE'LL ALSO CONTINUE TO PURSUE, UM, THE NEW CONSTRUCTION AND REHABILITATION OF EXISTING AFFORDABLE HOUSING AND, UH, CREATE AND BUILD NEW HOUSING, UH, THAT WILL PREVENT MORE PEOPLE, UH, FROM LIVING PAYCHECK TO PAYCHECK AS THEIR RENT GOES UP, OR BEING AT RISK OF, UH, DISPLACEMENT BECAUSE WE KNOW THAT HOMELESSNESS IS AN AFFORDABLE HOUSING PROBLEM.

IT'S MORE FINANCIALLY, UH, LUCRATIVE FOR DEVELOPERS TO PURSUE ONE OF THOSE, UM, ENDS OF THIS SPECTRUM, UH, BECAUSE WE'VE MADE IT SO DIFFICULT AND DON'T ALLOW ENOUGH, UH, POTS OF LAND WHERE YOU CAN BUILD WHAT'S NEEDED IN THE MIDDLE.

UH, IT WILL STILL HAVE A POSITIVE IMPACT BECAUSE IN ORDER TO, FOR EXAMPLE, BRING A NEW GROCERY STORE, UH, TO YOUR DISTRICT, YOU NEED TO HAVE RESIDENTS, UH, ENOUGH RESIDENTS IN A CIRCULAR AREA RADIUS AROUND THAT TO SUPPORT THE GROCERY STORE.
UM, SO, YOU KNOW, I WOULD ENCOURAGE PEOPLE TO THINK, YOU KNOW, BEYOND JUST THE,

THE HOUSING ALONE AND, AND HOW IT MIGHT, UH, AND, AND HOW DATA DOESN'T SHOW THAT IT'S NEGATIVELY IMPACT, UH, THEIR PROPERTY VALUE, BUT ALSO WHAT OTHER AMENITIES IT WILL BRING, UH, WHEN THAT NEW HOUSING IS BUILT.NEW RESIDENTS WHO CAN USE THE PARKS, THE ARTS, FACILITIES, UH, ALL THE OTHER AMENITIES AND LIBRARIES THAT DALLAS HAS TO OFFER BENEFIT.
AND OUR PROPERTY TAX BASE WILL ACTUALLY INCREASE, UH, OVER TIME, WHICH NOW I BELIEVE IT'S MORE SOLELY NEEDED THAN EVER, UH, BUT TO HELP THE PEOPLE WHO BUILD THE HOUSING, UM, IN OTHER WORDS, THE DEVELOPERS, WE NEED TO MAKE IT EASIER TO DO BUSINESS IN THE CITY OF DALLAS.
AND OUR ZONING CODE SHOULDN'T BE SO COMPLICATED THAT, UH, IT TAKES YEARS TO NAVIGATE AND, UH, GET THROUGH THE PERMITTING PROCESS FROM, UH, YOUR FIRST REZONING IF YOU ARE SEEKING A REZONING OR IF YOU JUST NEED A BUILDING PERMIT.
UH, I THINK THE DEPARTMENT OF PLANNING DEVELOPMENT HAS DONE A GREAT JOB IN TERMS OF, UH, DOING WHAT THEY CAN TO SPEED UP PERMITTING, BUT THERE ARE SOME STRUCTURAL ISSUES IN OUR ZONING CODE, UH, BECAUSE IT'S SO COMPLICATED, BECAUSE IT WAS WRITTEN, UH, IN THE 1960S AND LAST UPDATED IN THE 1980S, UH, THAT NOW IT DOESN'T WORK.
AND IF WE WANT IT TO WORK FOR SMALL SCALE DEVELOPERS, PEOPLE WHO WANT TO REINVEST IN THEIR NEIGHBORHOODS, UH, OR OPEN UP A COFFEE SHOP THAT THEY USED TO RUN OUT OF THEIR FRONT YARD, UH, LIKE IN PLEASANT GROVE, THEN WE NEED TO MAKE IT EASIER.
SO THAT, I THINK, UH, IS SOMETHING THAT WE HEAR.
UH, BUT THE SEA OF DALLAS, I THINK HAS BEEN RECEPTIVE TO SAYING, NO, LET'S DO EVERYTHING WE CAN, UM, TO WORK WITH YOU, HAVE A WHITE GLOVE SERVICE AND, UH, PROMOTE DEVELOPMENT.

I DON'T SEE WHY WE CAN'T DO IT FOR PEOPLE WITH ACCESSIBILITY, BUT THE MARKET DOESN'T PRODUCE AFFORDABLE HOUSING ON ITS OWN.
THERE HAS TO BE SOME SORT OF FINANCIAL SUBSIDY OR REGULATORY RELIEF BEING PROVIDED TO THOSE DEVELOPERS TO RENT THEM AND KEEP THOSE UNITS AND HOMES, UH, RESTRICTED FOR LONG-TERM AFFORDABILITY OVER TIME.
SO IT'S A BOTH AND, UH, FOR US AT THE DALLAS HOUSING COALITION, WE NEED MORE HOUSING SUPPLY FOR PEOPLE OF ALL AGES AND ALL STAGES OF LIFE AND INCOMES.

UM, NECESSARY REPAIRS CAN INCLUDE MECHANICAL, ELECTRIC, PLUMBING, STRUCTURAL REPAIRS, AND YOU CAN GET ASSISTANCE OF UP TO 10,000, $10,000.

AND JUST TO PIGGYBACK OFF OF WHAT JASMINE WAS SAYING, UM, WITH THE THIRD PARTY VENDOR, THEY, UH, PART OF WHAT WE ASK, AND PART OF THEIR ONBOARDING IS PUTTING TOGETHER THE PLAN FOR, UH, COMMUNITY ENGAGEMENT AND, UM, JUST MEDIA MATERIALS LIKE FLYERS, THINGS LIKE THAT, TO GET KNOWLEDGE THAT A, THEY'RE COMING ONLINE WITH THE CITY AND ABOUT THE PROGRAM, GET IT OUT TO THE PUBLIC.
I WANNA ALSO ADD HERE, UM, A LITTLE CAVEAT OR A PLUG FOR WHAT THOSE DRIVERS OF OPPORTUNITY WILL FEEL LIKE.

WE'RE HAPPY TO REPORT THAT WE'RE GONNA BE ISSUING A MEMO THAT'S GONNA GO BEFORE QUALITY OF LIFE, ARTS AND CULTURE.

IN ADDITION TO BUILDING GENUINE RESPECT IN THE UNITED STATES, IT IS ESTIMATED THAT ONE IN 31 CHILDREN ARE IDENTIFIED AS SUCH.
AND TWO, IN 21% OF ADULTS, ROUGHLY 5.4 MILLION ADULTS ARE ON THE SPECTRUM.
REGARDLESS OF AGE, ANY INDIVIDUAL CAN BE IMPACTED BY AUTISM DURING THIS TIME OF REFLECTION.
THIS DURING THIS TIME OF REFLECTION, IS ABOUT HONORING DURING THIS TIME OF REFLECTION, IT IS ABOUT HONORING THEIR LIVED EXPERIENCES, BREAKING DOWN MISCONCEPTIONS, AND RECOGNIZING THEIR CONTRIBUTIONS TO SOCIETY.
