SPECIAL RECOGNITION WHERE MS. RENEE JOHNSON HAS DEDICATED MORE THAN 35 YEARS OF EXCEPTIONAL PUBLIC SERVICE AND TRANSFORMATIONAL LEADERSHIP TO THE FIELD OF PARKS AND RECREATION, LEAVING A LASTING IMPACT ON COMMUNITY ACROSS FOUR MUNICIPALITIES. THROUGH HER VISION, INNOVATION, UNWAVERING COMMITMENT TO EXCELLENCE. MS. JOHNSON CURRENTLY SERVES AS DEPUTY DIRECTOR FOR THE CITY OF DALLAS PARK AND RECREATION DEPARTMENT, WHERE SINCE MAY, 2020 HAS PROVIDED EXECUTIVE LEADERSHIP OVER ART MAINTENANCE OPERATION, OVERSEEING MORE THAN 420 PARKS TRAILS, RECREATIONAL ASSETS, SERVING OVER 1.3 MILLION DALLAS RESIDENTS. WHEREAS THROUGHOUT HER DISTINGUISHED CAREER WITH THE CITY OF DALLAS, MS. AND JUST LIKE I THOUGHT, JOHN, YOU BUILT A TEAM OF EXCELLENCE FOR RYAN AND CRYSTAL AND THE AD'S AND THIS, THIS PARK DEPARTMENT. IT'S ALL THAT I THOUGHT IT WOULD BE. AND SO I JUST WANT TO THANK YOU FOR GIVING ME THIS OPPORTUNITY TO COME HOME AND FINISH MY GOVERNMENT SERVICE IF MY SERVICE IS NOT OVER. AND YOU GOT LOTS OF CALLS FROM, UM, BECAUSE THE COMMUNITY CALLED ME BECAUSE I TRY TO NOT CALL, BUT WHEN THE COMMUNITY CALLS, I CALLED BECAUSE I SHOULDN'T BE THE ONLY ONE THAT SHARED THAT LOAD. UM, SO THANK YOU FOR TAKING THOSE CALLS. 'CAUSE FACILITIES, FIELDS, PARKS, PLAYGROUNDS, ALL THOSE THINGS THAT ARE FREE TO OUR PUBLIC, MAJORITY OF THEM THAT ARE FREE TO OUR PUBLIC, I SHOULD SAY. THAT'S THE THING WE SHOULD FOCUS ON. OUR, OUR, OUR GREAT PARK BOARD LEADER, UH, POST SLAUGHTER ONCE SAID THAT OUR PLAYGROUNDS, OR SOME PEOPLE'S DISNEY WORLDS. DISNEY LANDS. AND IF WE KEEP THEM GREAT, LIKE YOUR DEPARTMENT HAS TRIED TO DO EVERY YEAR THAT YOU'VE BEEN IN PART, THAT'S GONNA MAKE, THAT'S, THAT'S GONNA BE YOUR LEGACY. WHEN I JOINED THE PARK BOARD SIX YEARS AGO, SEVEN YEARS AGO, THE PMO DEPARTMENT WAS VERY DIFFERENT THAN IT'S TODAY. RENEE CAME IN, BROUGHT STRUCTURE, ACCOUNTABILITY, DISCIPLINE AND PROCESS. AND WHAT SHE DID SO WELL WAS WRAP HER ARMS AROUND HER PEOPLE, PROVIDE CLARITY, GIVE THEM CONFIDENCE, AND TRANSFORM THE MAINTENANCE DIVISION AS SOMETHING COMPLETELY DIFFERENT THAN IT WAS BEFORE. NOT REPLACING PEOPLE, BUT ELEVATING THEM. AND WHAT ALWAYS STOOD OUT TO ME WAS THAT SHE MANAGED TO DO THAT RARE THING IN LEADERSHIP. SHE WAS WARM AND RELATIONAL WHILE ALSO BEING COMPLETELY A KNOWN NONSENSE. THOSE TWO THINGS DON'T OFTEN LIVE IN THE SAME PERSON, BUT WITH RENEE, THEY DID. IF THERE WAS AN ISSUE, SHE HANDLED IT QUICKLY. THERE WAS AN A CHALLENGE. SHE ALREADY HAD A FRAMEWORK FOR SOLVING IT. AND IF THERE WAS WORK TO BE DONE AFTER HOURS, SHE WAS THERE. THERE'S A PHRASE THAT GETS, THROWS, GETS THROWN AROUND A LOT IN BUSINESS. IT'S PEOPLE, PROCESS AND PRODUCT. RENEE EMBODIED ALL THREE. SHE CARES DEEPLY ABOUT PEOPLE. SHE BUILT PROCESS THAT MADE THE DEPARTMENT STRONGER. AND THE PRODUCT OF THE WORK IS SOMETHING THE PUBLIC EXPERIENCES EVERY SINGLE DAY ACROSS THE CITY. THESE OVERCHARGES HAS RESULTED IN OVER $500 IN THIS SEASONAL, LONGER IMPACT HAS BEEN CHARGING ADMIN TEAM FEES AND A MINIMUM OF $25 FOR EACH TEAM THAT PLAYS IN ONE OF THEIR FACILITIES. THESE FEES TOTAL OVER $1,600. IMPACT FORCES SOME TEAMS TO TAKE WEEKLY TENNIS LESSONS AND $200 A WEEK, THAT'S $1,800 FOR NINE WEEKS OVER THE COURSE OF ONE SEASON. THAT'S 50 GRAND. THE OUTRAGEOUS FEES THAT IMPACT CHARGING WILL CONTINUE TO INCREASE ON A WIN. AS A MATTER OF FACT, THE ADMIN FEE IS SET TO INCREASE BY 80% IN THIS FALL. IMPACT ACTIVITY. UM, ALSO GIVING THEM A HEADS UP THAT THEY WERE GONNA SUBMIT A PROPOSAL ONCE THE RFP UM, WAS OUT BID. UM, OVER THE LAST SEVERAL MONTHS, ONCE, UM, THE SCORING HAD BEEN COMPLETED, AND, UM, WE KNEW WHO WAS THE MOST ADVANTAGEOUS PROPOSER TO THE CITY. UM, IMPACT ACTIVITIES AND DALLAS TENNIS ASSOCIATION HAVE HAD, UM, SEVERAL TALKS ABOUT WHAT A PARTNERSHIP COULD LOOK LIKE. OKAY. EVEN WITHIN THE LAST WEEK, UM, THEY'VE PROBABLY MET, I THINK THREE TIMES I SAT IN ON ONE AND ON BOTH SIDES. THEY HAVE BOTH BEEN, UM, VERY, UM, VERY EAGER TO TRY TO GET TO AN AGREEMENT THAT WOULD BENEFIT BOTH PARTIES. AND I HAVE SEEN, YOU KNOW, COORDINATION AND, UM, KIND OF THINKING OUT OF THE BOX ON WHAT CAN WORK, UM, THROWING OPTIONS OUT THERE. SO, UM, NOTHING CAN BE FINALIZED UNTIL, YOU KNOW, WE HAVE, WE KNOW IF IMPACT ACTIVITIES IS GONNA MANAGE THAT LOCATION, BUT [00:40:01] BOTH SIDES REALLY DO WANT TO COME TO A PARTNERSHIP IN AN AGREEMENT TO WHERE EITHER THEY CAN BOTH, UM, OPERATE OUT OF, UM, KEYS OR SET CERTAIN COURTS ASIDE, UM, DO SOMETHING. I JUST THINK THAT TO BE FAIR, AND SO THAT ALL PARTIES CAN, UH, BE COMFORTABLE WITH THE, UH, UH, CONTRACT THAT, YOU KNOW, IT, THERE NEEDS TO BE SPECIFIC LANGUAGE IN THE CONTRACT ABOUT HOW IMPACT ACTIVITIES IS GOING TO ACCOMMODATE KEYS. WELL, I HAVE TO CLEAR UP ON THAT BECAUSE THIS WAS BIDED OUT AS A CONCESSIONS CONTRACT. OKAY. LINING THAT CONTRACT, THAT IS WHAT PROCUREMENT GRADES THEM ALL. AND SO WHAT WE CAN'T DO IS GO BACK AFTER THE RP AND SAY, WE WANT TO CHANGE THE TERMS, BECAUSE ONCE AGAIN, THEY WERE, THE IMPACT WAS THE SUCCESSOR BID. OKAY. THE ONLY OPTION FOR THE BOARD AND THE COUNCIL IS MM-HMM . TO EITHER REJECT THE PROPOSALS OR ACCEPT THEM. AND SO WITH THAT SAID, I DON'T KNOW IF THE COMMUNITY IS GOING TO BE EXCITED ABOUT THE CONTRACT UNLESS THERE'S SPECIFIC LANGUAGE IN THE CONTRACT. SO IF I MAY CHECK, HOW CAN WE SAFEGUARD WHICH MS. OLANDS IS SAYING THROUGH OUR WHATEVER SITE CONTRACT OR WHERE THE OUTREACH TO THE COMMUNITY IS THERE AND SOMETHING WE CAN SAY, BUT I KNOW YOU CAN'T AMEND THE CONTRACT. THAT THAT'S CORRECT. INTEREST SHEET. THEY WERE SUCCESSFUL. WHAT, ONCE AGAIN, AS MELISSA MENTIONED, AT THIS POINT, IT REALLY IS VOLUNTARY FROM THE SUCCESSFUL BID. MM-HMM . HOWEVER WE CAN PUT PERFORMANCE METRICS IN IT. SO, UM, AS WE GET READY TO TALK ABOUT THIS, UM, THIS SUBJECT, WHICH OBVIOUSLY IS VERY IMPORTANT, I WANTED TO MAKE SURE THAT WE SHARED WITH THE BOARD, UM, SOME OF THE COMMENTS THAT WERE, THAT WERE SHARED WITH CITY COUNCIL YESTERDAY BECAUSE THE, THE CHIEF FINANCIAL OFFICER OF THE CITY WENT THROUGH A LOT OF DETAILED INFORMATION WITH THE CITY COUNCIL AND WE WANTED TO MAKE SURE THAT THAT SAME TYPE OF INFORMATION WAS CONVEYED TO THE BOARD. AND WHAT WAS, UM, WHAT WAS IMPORTANT TO UNDERSTAND, UH, AND I CERTAINLY TOOK NOTE OF THIS, A LOT OF THE PRESSURES THAT THE GENERAL FUND IS EXPERIENCING THAT ARE KIND OF NEW AND UNIQUE, UM, SPECIFICALLY, UH, MR. IRELAND TALKED ABOUT, YOU KNOW, THE, THE CHANGES THAT HAVE BEEN MADE AT THE STATE LEVEL RELATED TO AVALOR TAXES, WHICH ARE A BIG COMPONENT OF OUR GENERAL FUND BUDGET. UM, ALSO THERE'S SOME, YOU KNOW, UH, PENSION, UH, OBLIGATIONS AND SOME EXPENSES RELATED TO THAT. UM, WE ALSO HAVE SALES TAX CHALLENGES, UM, AND THEN WE ALSO HAVE, YOU KNOW, THE VOTER REFERENDUMS THAT WERE APPROVED A FEW YEARS AGO THAT, THAT CREATE OBLIGATIONS FOR THE CITY TO ENSURE THAT WE'RE, UH, HAVING APPROPRIATE NUMBERS OF OFFICERS WHICH COST MONEY. SO, SO ALL OF THAT HAS CREATED AN ENVIRONMENT WHERE THE GENERAL FUND IS EXPERIENCING PRESSURE [01:00:01] AND IT'S, IT'S PROBABLY GONNA CONTINUE, PARTICULARLY KNOWING THAT THE STATE LEGISLATURE WILL LIKELY REVISIT, UM, THE ISSUE OF TAXATION AGAIN IN THE NEXT LEGISLATIVE SESSION. SO WE JUST WANTED, AT A HIGH LEVEL THE BOARD TO UNDERSTAND THAT THERE ARE SOME NEW CHALLENGES, UH, THAT WE'RE EXPERIENCING AT CITI AND, AND IT'S AFFECTING REALLY ALL DEPARTMENTS. THE OTHER THING I WANTED TO SHARE WITH THE BOARD IS, UM, WE HAVE, OVER THE PAST SEVERAL YEARS, WE'VE BEEN, UH, REALLY GOOD AT LOOKING AT EFFICIENCIES. AND WE'VE TAKEN A SIGNIFICANT NUMBER OF EFFICIENCIES, UM, THAT HAVE ALLOWED US TO CONTINUE TO DELIVER SERVICE AT A HIGH LEVEL, BUT NOT REALLY, UH, HAVE ANY IMPACT TO, TO THE FOLKS THAT USE OUR PARK SYSTEM. BUT NOW WE'RE AT A POINT GIVEN THE REQUEST, UH, FROM THE CITY MANAGER'S OFFICE AND THE FACT THAT WE HAVE TAKEN A LOT OF THESE EFFICIENCIES ALREADY, THAT WE FIND OURSELVES IN A PLACE WHERE WE'RE HAVING TO TAKE A HARD LOOK AT FOR THE FIRST TIME IN A LONG TIME, UM, SERVICE CUTS. AND SO I, I ALSO WANTED TO SAY THAT WE ARE AT THE BEGINNING OF THE BUDGET PROCESS. THE BUDGET PROCESS IS, IT IS A LONG PROCESS. IT HAS A LOT OF UPS AND DOWNS AND WE'LL CONTINUE TO HAVE THESE CONVERSATIONS THROUGH THE SUMMER, BUT I WANTED TO SHARE THAT THAT'S WHERE WE ARE AT THIS PARTICULAR POINT IN TIME, THAT WE REALLY DO HAVE TO START TAKING A LOOK AT, UM, OUR SERVICES AND POTENTIAL IMPACTS. SO WITH THAT, I'D LIKE TO HAND IT OFF TO RACHEL, WHO WE'LL GO THROUGH THE SLIDE DECK AND THEN WE'LL BE AVAILABLE TO ANSWER QUESTIONS. OKAY. UM, IN THIS PRESENTATION, WE DID WANT TO GO AHEAD AND HAVE A DISCUSSION ABOUT WHAT OUR 20 YEAR FUNDING HISTORY HAS TO LOOK LIKE. UM, OF COURSE, WE'RE LOOKING AT, AS WE MENTIONED, WE'VE DONE AS MANY EFFICIENCIES AS WE HAVE BEEN ABLE TO, SO WE'RE GONNA MOVE TO THE SERVICE LEVEL CUTS. UM, WE DO WANNA HAVE A, A DISCUSSION ABOUT WHAT WE'RE PROPOSING AS OUR, UM, BUDGET REDUCTIONS, ANY OTHER, UM, BUDGET OPTIONS THAT WE HAVE. THEN OF COURSE, OUR NEXT STEPS. SO TAKING A LOOK AT OUR 20 YEAR FUNDING HISTORY, UM, YOU CAN, YOU CAN SEE FROM THIS GRAPHIC THAT, UM, YES, YOU KNOW, THERE ARE YEARS WE BUDGET IS CONTRACTED. THERE ARE QUITE A FEW YEARS WHERE , UM, SPECIFICALLY YOU SEE A LOT OF GROWTH. AND IF WE LOOK AT THAT, WE HAVE RECEIVED IN THE PAST QUITE A BIT OF PROGRAMMING MONEY, ALMOST $2 MILLION TOWARDS OUR RECREATION SERVICES. UM, AND AS YOU NOTE, YOU KNOW, RECREATION AND PARK MAINTENANCE ARE OUR CORE SERVICES. SO THAT IS WHERE THE MAJORITY OF THE FUNDING HAS BEEN RECEIVED. AND OF COURSE, WE'VE HAD SECURITY ENHANCEMENTS OVER THE YEARS AND THOSE HAVE TOTALED ABOUT $5 MILLION ALSO. SO WHEN YOU SEE OUR GROWTH ON THIS CHART, THAT'S ACTUALLY WHAT YOU'RE LOOKING AT IS GROWTH IN THOSE TWO, UM, LOCATIONS. SO, YOU KNOW, THAT HAS HAPPENED TO US, BUT NOW WHEN WE DO THIS, YES, WE CREATED THINGS LIKE WE WERE ABLE TO HAVE FUNDING FOR DEDICATED FRAIL TEAMS, UM, SENIOR DIVISIONS, YOUTH PROGRAMS, ALL THOSE THINGS COMING FROM THAT FUNDING THAT WE HAVE RECEIVED. BUT NOW WE'RE ENTERING THIS, YOU KNOW, REALLY CHALLENGING BUDGET ENVIRONMENT. SO NOW WE'RE HAVING TO LOOK BACK AT CHANGING THE WAY WE DO BUSINESS AGAIN, JUST CONTRACTION AND, YOU KNOW, IN THE ECONOMIES OF HOW WE'RE RUNNING OUR PROGRAMS. SO THAT'S WHAT WE'RE LOOKING AT. SO THIS 20 YEAR FUNDING HISTORY WAS JUST TO LET YOU KNOW WHERE WE STAND AT THE MOMENT. AND BEFORE WE LEAVE THAT PAGE, I JUST WANTED TO EMPHASIZE THAT POINT AND YOU CAN REALLY SEE PRETTY CLEARLY WHERE THOSE DIPS ARE. YOU KNOW, A STRATEGY THAT WE'VE USED IN THIS PARK SYSTEM OVER MANY YEARS IS WE, WE SPECIALIZE, WE, WE GROW CERTAIN SERVICES IN THE GOOD TIMES. AND AS WE GET TO THOSE PLACES WHERE, UM, THE BUDGET BECOMES TIGHT OR THERE ARE OTHER EXTERNAL FACTORS WE, WE CONTRACT, YOU KNOW, WE BRING A LOT OF THOSE SPECIALIZATIONS BACK WITHIN THE DIVISIONS OR BACK WITHIN THE DISTRICTS. AND YOU CAN REALLY CLEARLY SEE ON THAT CHART WHERE THOSE, WHERE THOSE OCCURRED. IT WAS IN 2012, IT WAS 21. SO YOU CAN SEE THE, THE DIPS. AND THAT'S EXACTLY WHAT WE DO. WE SPECIALIZE, WE EXPAND, WE CONTRACT AS NEEDED. UM, SO THEN JUST TALKING A LITTLE BIT FROM OUR TRANSITION FROM OUR EFFICIENCIES TO OUR SERVICE LEVELS, UM, CUTS THAT WE'RE ACTUALLY LOOKING AT THE PROPOSED THAT WE'RE LOOKING AT RIGHT NOW. UM, IF YOU LOOK AT OUR FISCAL YEAR, 22, 23, WE WERE CONTINUING IMPROVEMENTS. WE KNEW WE WERE STREAMLINING SOME OF OUR OPERATIONS, UM, AND AT THAT SAME TIME WE WERE LOOKING AT OUR REDUNDANCIES. THIS IS NOT SOMETHING NEW TO US, IT'S JUST PROBABLY NOT AS IMPACTFUL AS WE ARE DOING IT NOW. UM, WE'VE LEVERAGED SOME TECHNOLOGIES AND WE DID GO THROUGH AND LOOK AT SOME OF OUR CONTRACTS. WE CONTINUE GOING THROUGH OUR CONTRACTS. [01:05:01] UM, AND THEN IF YOU'LL LOOK AT 23, 24, WE DID SOME POSITION REALIGNMENT, UM, TO DO SOME LOWER COSTS PROCESSES AND ALL WHILE MAINTAINING OUR CORE SERVICES. THAT HAS BEEN KEY THROUGHOUT THIS PROCESS. UM, AS WE MOVE FORWARD, OF COURSE WE'VE MAXIMIZED OUR EFFICIENCIES. UM, SO WE'VE LOOKED AT THE PROGRAM, SO WE'VE LOOKED AT EVERYTHING THAT WE CAN DO, AND NOW WE ARE AT THAT POINT WHERE WE'RE JUST, YOU KNOW, HOLDING THE LINE ON OUR SERVICE FELLOWS. BUT THIS, YOU KNOW, ASPECT IS COMING, MOVING FORWARD IS GONNA BE SOMETHING THAT IS GONNA REQUIRE SOME REDUCED COSTS, UM, AND STILL PROTECTING OUR CORE SERVICES. SO WHAT THAT'S GONNA LOOK LIKE, UM, FOR US TO BE EFFICIENT, WE'RE GONNA HAVE TO DO SERVICE LEVEL, UM, IMPACTS JUST FOR US TO REMAIN WITHIN THE BUDGET THAT WILL BE GIVEN, UM, IN THE EVEN NOW EXPERIENCING THAT. NOW THIS YEAR, AS YOU KNOW, THE BUDGET OFFICE HAS SAID WE ARE ALREADY EXPERIENCING, UM, SHORTFALLS THIS YEAR. SO WE ARE LOOKING AT THAT THIS YEAR, MOVING FORWARD. NEXT SLIDE. SO, UM, THIS IS TO KIND OF GIVE YOU A ROUGH IDEA OF HOW WE'VE DONE THESE EFFICIENCIES. UM, 2324, IT WAS POSITION DELETION. UM, WE'VE LOOKED AT THINGS THAT STAYED VACANT FOR TOO LONG AND THOSE WERE THE CUTS THAT YOU SEE THERE. UM, NOT QUITE HALF A MILLION, BUT IT WAS STILL SUBSTANTIAL FOR THE DEPARTMENT WHEN YOU'RE LOOKING AT CUTTING, UM, POSITIONS NOT FILLED. UM, THE 24, 25 EFFICIENCIES, OF COURSE WE HAD RECEIVED PROGRAMMING FOR OUR YOUTH PROGRAMS, BUT THEN, YOU KNOW, WE DID GIVE SOME OF THAT BACK. UM, BECAUSE, AND IF YOU'LL LOOK AT THAT, DON'T LOOK AT THE ELIMINATION BONUSES FOR SEASONAL. THAT'S JUST BECAUSE WE REACHED THE POINT IN THE LIVING WAGE WHERE WE NO LONGER NEEDED THAT BONUS. UM, BECAUSE WE HAD THE STAFF THAT WE NEEDED COMING TO US BECAUSE OF THAT LIVING WAGE PAYMENT. UM, AND THEN OF COURSE WE, YOU KNOW, WE CHANGED OUR COMMUNITY POOL SCHEDULES. WE'VE DONE, YOU KNOW, THE SPOT MOWING EFFICIENCY, WHICH IS NOT REDUCING THE MOWING, IT'S JUST LOOKING AT HOW WE DO THE MOWING PROGRAM. UM, AND THEN OF COURSE WE ASKED OUR PARTNERS IF WE TAKE A CUT. THEY CAME RIGHT ALONG WITH US AND, UM, THEY CAME A CUT. THEY RECEIVED A CUT, ALSO A REDUCTION. AND THEN OF COURSE WE JUST WENT, ONCE AGAIN, WE DID A REALIGNMENT WITH SOME PETITIONS. IT WASN'T A, A QUITE A BIT OF MONEY AT THIS POINT THAT IT IS. WE HAVE HISTORICALLY CONTINUED TO LOOK AT OUR POSITIONS AS WE MOVE FORWARD. SO IF WE LOOK AT THE 25, 26 EFFICIENCIES WHERE THAT IS AFFECTING US THIS YEAR, UM, WE DID HAVE THE LEGACY POOL REALIGNMENT AND OF COURSE WE DID, YOU KNOW, CHANGE SOME OF OUR REC CENTER HOURS. UM, JUST TRYING TO BE, YOU KNOW, OPTIMIZE OUR SAVINGS THERE. WE'VE LOOKED AT DEPARTMENT-WIDE EFFICIENCIES AND SAVINGS, AND THESE WERE JUST A LOT OF SMALL LITTLE THINGS THAT WE DID THAT, UM, TOTALED THAT 1.1 MILLION. WE'VE LOOKED AT THE KEY SOFTBALL RESTRUCTURE, UM, THROUGH DELL. WE CLOSED THE FACILITY, BUT WE WERE STILL MAINTAINING THE UTILITIES ON THAT. THAT IS GOING BACK OUT TO THE DEPARTMENT THAT IS USING THAT FACILITY. UM, WE'RE LOOKING AT THE SOUTHERN GATES PRIVATIZATION, AND OF COURSE WE DID SOME SPORTS MANAGEMENT EFFICIENCIES AND WE ELIMINATED A POSITION, UM, FOR THIS YEAR TRYING TO CONTROL SOME OF THOSE CONTRACTS AND TRYING TO, OF COURSE, DO A LITTLE BIT MORE, HAVING ONE PERSON MAYBE MANAGE ADDITIONAL CONTRACTS INSTEAD OF HAVING ONE PER EACH CONTRACT. IT WAS JUST AN EFFICIENCY FOR US. AND THEN OF COURSE, ONCE AGAIN, WE'RE CONTINUING THAT PARK MAINTENANCE CONTRACT EFFICIENCY, HAVING THEM THROUGH THERE AND, YOU KNOW, IS THERE ANOTHER CYCLE THAT WE CAN CHANGE? AND WHEN WE SAY CYCLES, WE'RE NOT CHANGING THE ENTIRE CYCLE, IT'S JUST A CERTAIN LOCATION MIGHT NOT NEED A FULL MOWING CYCLE. SO THEY'VE BEEN GOING THROUGH THERE AND CHECKING ALL OF THOSE TO SEE WHAT THAT NEEDS. AND SO YOU'RE LOOKING AT A $2.9 MILLION CUT. SO IF YOU'RE LOOKING AT OUR TOTAL REDUCTIONS OVER THE THREE YEARS, IT'S $5.4 MILLION. AND WE'RE NOT PRESENTING THIS INFORMATION TO . OH, LOOK AT ALL THE . WE'RE WANNA SHOW YOU THAT WE HAVE DONE EFFICIENCIES, UM, AS WELL AS WE COULD TO THE TUNE OF $5.4 MILLION. AND THAT'S WHY WE ARE AT THE LOCATION THAT WE ARE, WHERE WE'RE TALKING SERVICE LEVEL US. YES. UM, SO IN THAT, WE'RE LOOKING FOR, THE DEPARTMENT HAS BEEN REQUESTED TO SUBMIT A 15% BUDGET REDUCTION. UM, AND SO THE REQUEST WAS $13.1 MILLION IS, UM, THE 15% REDUCTION ON THIS DEPARTMENT. UM, AND THEN IF YOU'LL REMEMBER, LAST YEAR WE HAD A ONE-TIME ARPA FUNDING, UM, OFFSET THAT IS AFFECTING US THIS YEAR. AND I WANNA DO, WANNA MAKE A NOTE [01:10:01] THAT IT IS OFFSET GENERAL FUND AQUATIC EXPENSES PLUS OTHER EXPENSES IN THE DEPARTMENT. IT IS NOT JUST AQUATICS, BUT THAT TOTAL IS GONNA HIT US FOR 935, UM, THOUSAND DOLLARS. SO IF YOU ADD THAT HIT, BECAUSE WE ARE TAKING THE ONE TIME FUNDING THAT WE RECEIVED THIS YEAR, IT GOES AWAY NEXT YEAR. SO IN ADDITION TO LOOKING AT 13 MILLION, THEN WE'RE ALSO SHORT THE 9 35, UM, SOME OF THAT, IF IT'S BASED TOWARDS THE AQUATICS, WE ARE PLANNING IT, WE CAN LIVE WITH IT. THE REST OF THE FUNDING IS NOT SOMETHING THAT WE HAD PLANNED ON, AND THAT'S OVER HALF A MILLION. SO THAT IS GONNA AFFECT US IF WE HAVE TO DO THIS $13 MILLION CUT ALSO. SO IF YOU LOOK AT THAT TOTAL COMBINED, YOU'RE LOOKING AT $14 MILLION, IT'S ABOUT 16%, UM, BUDGET CUT FOR US IF THESE PROPOSED REDUCTIONS ARE TAKEN. SO, UM, LOOKING AT THESE PROPOSED SERVICE LEVEL IMPACTS, UM, THESE ARE JUST PROPOSED. WE ARE LOOKING TO SEE WHAT, UM, OR WOULD LIKE TO DISCUSS ON THESE. UM, SO WE ARE LOOKING AT AN ACCESS REDUCTION. SO THIS IS JUST YOU BEING ABLE TO GO TO A PARTICULAR FACILITY. SO WE'RE LOOKING AT CLOSING, UM, FOUR SMALL COMMUNITY CENTERS. THE CENTERS THAT STAYED OPEN, THEY HAVE TO BE, UM, OPERATED AT REDUCED SCHEDULE. AND THEN OF COURSE WE'RE LOOKING AT REDUCING THE OPERATION OF TIC FACILITIES. ALSO, UM, IF YOU'RE LOOKING AT PARK MAINTENANCE, WHICH WE DO UNDERSTAND THIS IS A POOR SERVICE, BUT, YOU KNOW, LOOKING FOR SUCH A LARGE NUMBER, WE WOULD LOOK, BE LOOKING AT THE MOWING AND LITTER CYCLES BEING REDUCED, UM, KIND OF ELIMINATING SOME KEY MAINTENANCE FUNCTIONS AND KIND OF REDUCING STAFFING, UM, CAPACITY FOR THE REPAIRS THAT WE CAN DO. UM, AND THEN WE'RE ALSO LOOKING TO SHIFT FROM POLICE OVERTIME TO SOME CONTRACTED SECURITY, UM, WHICH WE HOPE WOULD BRING US TO SAVINGS. UM, JUST SOMETHING THAT WOULD MAYBE LESS IMPACTFUL TO OUR CORE, UM, FRIENDS. SO THAT WOULD BE TECHNICALLY EVENTS. AND THEN, UM, WE WOULD BE LOOKING ALSO AT ELIMINATING, UM, 20 VACANT POSITIONS. AND THEN ONCE WE DO THE, UM, ELIMINATION CHECKING TO SEE IF WE CAN READDRESS, UM, SOME OF THOSE STAFF MAKING SOME REALIGNMENTS INTO THAT NOTE. YOU'LL SEE THAT THIS YEAR WE'RE ALREADY PLANNING ON DOING THE DEPARTMENT REALIGNMENT AND THAT WOULD BE ABLE TO FACILITATE THIS, UM, REALIGNMENT OF SERVICES. SO THAT IS, UM, AND IT'S NOT, IT MAY IMPACT PROGRAMMING, BUT UM, HOPEFULLY IT WOULD, UH, UM, KIND OF, UM, DO MORE OF ADMINISTRATIVE IMPACT. SO THEN, UM, SYSTEM IS STRATEGIC. OF COURSE, WE WILL REACH OUT TO OUR PARTNERS AND HISTORICALLY THEY ARE FUNDED BASED ON HOW MUCH MONEY WE HAVE IN OUR BUDGET. SO WE ARE LOOKING TO THEM TO HELP US IN THIS, YOU KNOW, CRUCIAL MOMENT WHERE WE'RE HAVING TO TAKE SUCH A, YOU KNOW, LARGE BUDGET CUT AND THEN OF COURSE JUST THE SERVICE DELIVERY. UM, WE'LL JUST HAVE TO DO A LITTLE BIT DIFFERENTLY. AND THIS DOES, UM, SLOW OUR CAPACITY TO DELIVER ON CAPITAL PROJECTS. UM, AND WHEN I THINK THAT, I MEAN, THE ONES THAT WE DO THAT ARE FUNDED THROUGH THE OPERATING BUDGET AND NOT OUR BOND PROJECTS. UM, SO WHILE WE'RE LOOKING AT THIS, WHEN WE WERE TALKING ABOUT THIS AS WE MOVE FORWARD, WE KNOW THAT WE DO HAVE SOME, UM, KEY EXPENSE DRIVERS. SO WE'VE DONE AS MUCH AS I MENTIONED, OPERATIONAL, UM, EFFICIENCIES AS WE CAN. UM, WE STILL HAVE SOME THINGS THAT WE NEED TO MAINTAIN, UM, AND NEED ADDITIONAL INVESTMENTS, YOU KNOW, FOR THE SAFETY OF OUR PARK SYSTEM, UM, AND TO KEEP THAT GOING. AND THEN OF COURSE, YOU KNOW, WE'RE TRYING TO ADDRESS CRITICAL NEEDS OF THE DEPARTMENT. UM, SO THAT BECOMES INCREASE FOR US. UM, I KNOW THAT WE ARE NOW HANDLING OUR OWN AND KEEPING IN MIND WHEN WE LOOK AT THIS REC CENTER MAINTENANCE, WHILE WE DID RECEIVE, UM, THE REC CENTERS FOR US TO MAINTAIN FROM, UM, THE FACILITIES OF REAL ESTATE MANAGEMENT, THIS WAS TO HELP THEM BETTER MANAGE THEIR ESCALATING, UM, PORTFOLIO OF, OF ITEMS TO MAINTAIN. AND THEN FOR US, BECAUSE THESE ARE FRONT FACING, YOU KNOW, THE PUBLIC SEES OUR REC CENTERS, WE WANTED TO BE SURE THAT WE COULD DO SOMETHING THAT WOULD MAKE US DIRECTLY RESPONSIBLE FOR MAINTAINING THEM. WE ALREADY KNOW THAT'S NOT SUFFICIENT FUNDING AND IT IS SOMETHING THAT HAS, YOU KNOW, HISTORICALLY THIS MAYBE THE CITY IN GENERAL, BUT THE PARK SYSTEM INCLUDED WITH THAT. UM, OUR MAJOR MAINTENANCE ITEMS. SO WE DO NEED THAT TO, UM, IS THE KEY EXPENSE DRIVER. OUR PARK SECURITY, WE DO HAVE THINGS THAT WE NEED TO ADDRESS THERE. UM, WE'D LIKE ADDITIONAL CAMERAS, OF COURSE, WE'D WANT TO HAVE SUPPORTIVE PRO PROACTIVE PATROLS, UM, BECAUSE SAFETY IS A KEY COMPONENT IN OUR, IN OUR PARK SYSTEM. UM, WE NEED TO BE ABLE TO ADDRESS THE HOMELESS ENCAMPMENTS. BUT WE DID RECEIVE SOME FUNDING, BUT NOT SUBSTANTIAL TO ADDRESS ALL OF THE, UM, ENCAMPMENTS INSIDE OF THE PARK SYSTEM, WHICH IS ALSO A, YOU KNOW, HELP AND SAFETY CONCERN. AND THEN JUST INCREASED USAGE. UM, AS THE CITY IS BECOMING DENSE, WE HAVE MORE MAINTENANCE OBLIGATIONS, UM, ON OUR, NOT JUST OUR URBAN PARKS, BUT ON OUR PARK SYSTEM IN GENERAL. SO THOSE RIGHT THERE ARE KEY EXPENSE DRIVERS. SO IF WE GO TO THE NEXT SLIDE, AS WE WERE LOOKING AT THIS, WE WANTED TO SHOW YOU HOW THE BUDGET IS ACTUALLY SITTING RIGHT NOW, WHAT YOU SEE AND WHAT WE'RE ACTUALLY GOING TO NEED, UM, MOVING FORWARD FOR THE PARK SYSTEM TO BE ABLE TO CONTINUE ITS GROWTH AND CONTINUE ITS OPERATIONS WITHOUT, UM, US RELYING ON THE GENERAL FUND, WHICH MEANS THAT WE WILL NEED TO GROW, UM, OUR REVENUE TO MEET THE OBLIGATIONS AS WE MOVE FORWARD. AND AS YOU SEE THERE, THE GAP IN RED IS THE REVENUES THAT WE WILL BE NEEDING TO MOVE THE DEPARTMENT FORWARD. UM, AND JUST TO STAY ON THE TRAJECTORY THAT WE ARE NOW BECAUSE THIS CUT COULD TECHNICALLY IMPACT US AND MOVE US BACK TO THE POST, YOU KNOW, 22, 23 FISCAL YEARS. SO IT WOULD BE A HUGE, YOU KNOW, CUT FOR THE DEPARTMENT. SO WE'RE JUST GONNA HAVE TO LOOK AT ANOTHER WAY TO FUND OURSELVES. UM, AND THAT BRINGS US TO THE NEXT SLIDE, WHICH ARE OTHER BUDGET OPTIONS FOR CONSIDERATION. WHILE WE BROUGHT YOU SERVICE LEVEL CUTS, THEN WE DO HAVE SOME OPTIONS THAT WE CAN DO, UM, FOR CONSIDERATION THAT WE CAN DO TO MOVE THE PARK SYSTEM FORWARD. WE'RE LOOKING AT HEAVILY PURSUING A VERY AGGRESSIVELY OUR NON-TRADITIONAL REVENUES. THERE ARE SOME THINGS THAT IN THE PAST MAYBE NOT HAVE BEEN SO PALATABLE TO THE PURPLE BOARD THAT MAYBE WE NEED TO CONSIDER NOW, UM, MOVING FORWARD. AND THIS IS, YOU KNOW, EXPANDING PARTNERSHIPS, SPONSORSHIPS ON GRANTS PHILANTHROPIES, UM, MAYBE NAMING RIGHTS AND, UM, OTHER, YOU KNOW, REVENUE OPPORTUNITIES THAT MIGHT BE OUT THERE FOR US. UM, OR DEVELOPING NEW PROGRAMS AND SERVICES. SO WE HAVE TO ESTABLISH FEES THAT, YOU KNOW, GENERALLY REVENUE. SO WE DO KNOW THAT WE HAVE CORE PROGRAMS, BUT THERE ARE OTHER PROGRAMS THAT WE PROVIDE THAT WE CAN LOOK, TAKE A LOOK AT THOSE REVENUES AND SEE WHAT THOSE COULD BRING INTO THE PARK SYSTEM. UM, WE COULD JUST ADVOCATE FOR A STATUS QUO, UM, WHICH MEANS THAT Y'ALL PARK BOARD WOULD NEED TO WORK WITH CITY COUNCIL TO, UM, FIND US ANOTHER WAY TO MAINTAIN OUR SERVICE LEVELS, UM, WITH ONGOING INVESTMENTS AND SUPPORTS. UM, ALSO LOOKING AT PERHAPS PURSUING A DEDICATED PERCENTAGE OF THE GENERAL FUND, UM, BY ESTABLISHING A, YOU KNOW, A FUND FOR US THAT PROVIDES SUSTAINABLE FUNDING FOR THE PARK SYSTEM IN THE FUTURE. AND THEN, UM, GOING BACK TO PURSUING A TAXI DISTRICT. UM, THOSE ARE ALL OPTIONS THAT COULD BE OUT THERE FOR CONSIDERATION THAT WE WILL PUT OUT THERE TO THE PARK BOARD, UM, FOR Y'ALL TO THINK ABOUT. UM, AND THEN BASICALLY OUR NEXT STEPS IS WE GONNA CONTINUE TO DEVELOP THIS WITH PARK BOARD SO THAT WE CAN HAVE AN APPROVED PLAN THAT CAN BE CONSIDERED BY CITY COUNCIL. AND SO IN CLOSING, UH, MR. I CAME TO THE SYSTEM IN THE LATE NINETIES AFTER WE [01:20:01] HAD JUST WENT THROUGH THE SNL BUST AND THE PARK SYSTEM WENT FROM BEING ONE OF THE BEST RECOGNIZED PARK SYSTEMS IN THE COUNTRY TO ONE OF THE WORST PARK SYSTEMS IN THE COUNTRY IN THE LATE NINETIES. AND I SAW US COME OUT OF THAT. BUT WE CAME OUT BRUISED UP BEAT BECAUSE WE MADE CUTS THAT DIDN'T ALLOW US TO RECOVER AFTER YOU GO THROUGH CYCLES. THEY WEREN'T STRATEGIC, IT WAS JUST GETTING TO A NUMBER. AND I WANT US TO BE CAUTIOUS ON THAT BECAUSE YOU AS BOARD MEMBERS, COUNCIL MEMBERS, STAFF, WE HAVE A RESPONSIBILITY TO BE VERY STRATEGIC AS WE GO THROUGH TOUGH FINANCIAL TIMES. NOT TO MAKE SURE WE DON'T CUT AWAY OUR FOUNDATION. AS MS. BARRY MENTIONED, WHEN WE GET IN TOUGH TIMES, WE CONTRACT. WHEN WE GET IN THE FINANCIAL TASK, WE EXPAND OUR SERVICES, BUT WE GOTTA PROTECT THE FOUNDATION THAT ALLOWS US TO DO THAT. AND THAT IS WE HAVE TO PROTECT OUR CORE SERVICES. I WAS AROUND WHEN WE WENT THROUGH THE, THE.COM BUBBLE BUS IN 2001. IN 2002. ONCE AGAIN, THE DEPARTMENT HAD TO CONTRACT. I WAS AROUND IN THE 2010 WHEN THE CITY FACED A $200 MILLION DEFICIT. ONCE AGAIN, WE PROTECTED OUR CORE SERVICE, WE CONTRACTED AND THEN THE GOOD TIMES FOR THE LAST 12 YEARS. THAT'S WHY I HAD TO EXPLAIN TO MY STAFF, Y'ALL BEEN IN GOOD TIMES. Y'ALL DON'T KNOW WHAT IT, WHAT IT'S LIKE TO GO THROUGH BUDGET CUTS AND HAVE TO ISSUE RIFTS. 'CAUSE I GOT A, A WHOLE GROUP OF NEW EMPLOYEES THAT AIN'T EXPERIENCED NO CONTRACTION. AND I AM MENTALLY GETTING THEM READY TO UNDERSTAND IN ORDER TO BE A SUCCESSFUL ORGANIZATION GOING FORWARD. YOU ARE GOING TO HAVE TIMES WHEN YOU EXPAND AND YOU CONTRACT. UM, SO WHEN WE LOOK AT PARTNERSHIPS, I WOULD REALLY LIKE TO LOOK AT A PARTNERSHIP WITH DPD ABOUT HOW WE CAN REDUCE OUR BURDEN AND SECURITY FOR PAYING FOR THAT, FOR THE PARKS. UM, HOW THEY CAN CONTRIBUTE TO THAT WITH, THEY NEED TO EXPAND THE NUMBER OF OFFICERS AND THE FOCUS OF THOSE OFFICERS AND ALSO LOOK AT WHAT ARE THE CORE SERVICES AND FUNCTIONS OF THE POLICE DEPARTMENT THAT WE ARE ALREADY DOING OR COULD DO BETTER THAN THEY DO IF THAT'S COMMUNITY OUTREACH OR YOUTH PROGRAMMING, THINGS OF THAT NATURE. FROM A, FROM A HIGH LEVEL PERSPECTIVE, UM, MEMBER DEL MADE THE POINT I WOULD EMPHASIZE THAT, YOU KNOW, CUTTING AFTER SCHOOL PROGRAMS, CLOSING RECREATION CENTERS, PUTTING PEOPLE OUT ON THE STREET AND UNMAINTAINED PARKS WITH NOTHING TO DO IS GOING TO INCREASE THE SECURITY BURDEN OF THE POLICE SIGNIFICANTLY. WE HAVE ALREADY RUN SOME DATA ON THAT WHEN IT COMES TO THE TEAM ALL ACCESS PASS. THAT DATA, I THINK COULD BE GATHERED IF WE MADE, IF WE WANNA MAKE THE STRONGER CASE TO HOW ARE WE MAKING THE CITY A SAFER PLACE AND REDUCING THE POLICING BURDEN AS A RESULT OF THAT AND MAKE THE CASE TO THE DEPARTMENT, UM, THAT WE NEED THEIR HELP AND PARTNERSHIP TO REDUCE THE IMPACT OF THESE BUDGET CUTS TO OUR CORE SERVICES.
