CLASS 407 GRADUATED. WE HAVE 47 NEW OFFICERS IN THE FTO PROGRAM.

WE CURRENTLY HAVE 265 RECRUITS IN THE ACADEMY, AND WE WILL GRADUATE CLASS 408 IN JULY.SO IN APRIL WE DID HAVE 806. IT WAS 607 THIS TIME LAST YEAR, OUR APPLICANT PROCESSING UNIT, OUR RECRUITING TEAM AND OUR BACKGROUND TEAM HAS HAD A HEAVY WORKLOAD. AND THEY CONTINUE. IT SEEMS LIKE WE PUT A CLASS IN ITS, YOU KNOW, FULL THROTTLE THE VERY NEXT CLASS. SO THEY'RE DOING A REALLY GOOD JOB GETTING THEM IN. AND IN THE ACADEMY. WE'VE HIRED 225 SO FAR THIS FISCAL YEAR, AND THAT GETS US 125 SHORT OF OUR YEARLY GOAL OF 350, WITH THREE CLASSES REMAINING.
NEXT SLIDE PLEASE. SO RECRUITING ATTENDED 36 EVENTS TOTAL FOR THIS MONTH OF APRIL AND THEY MAINTAIN A CONSISTENT MARKETING PUSH. WE RECRUIT. WE'RE FOCUSING OUR RECRUITING EFFORTS ON OUR BREAD AND BUTTER, OUR MILITARY, OUR HIRING EVENTS AND OUR COLLEGES. BUT WE'RE TRYING TO HIT UNTAPPED MARKETS LIKE JUNIOR COLLEGES THROUGHOUT NORTH TEXAS AND SOUTH TEXAS.
THAT'S, THAT'S GIVEN US A LOT, A LOT OF SUCCESS. WE BELIEVE IN THE FUTURE THAT COULD BE A PIPELINE THAT WE DEVELOP WITH THESE JUCOS. SO CURRENTLY, WE DO HAVE A REIMBURSEMENT PROGRAM WHERE FIRST DAY OF THE ACADEMY, OUR TEAM GOES THERE AND TELLS THEM EXACTLY WHAT THEY NEED TO DO RECEIPT WISE, MOVING EXPENSE WISE TO PRESENT AND THE TIME FRAME THEY NEED TO GET EVERYTHING IN SO WE CAN GET THAT REIMBURSEMENT.

SO YES, THIS CLASS WAS ACTUALLY REALLY EFFICIENT. WE SENT OUR TEAM.
THEY TALKED. DAY ONE ABOUT HOW TO GET THE REIMBURSEMENT FROM OUT OF TOWN. AND THE OTHER THING I WAS GOING TO SAY IS, YOU SEE, NOTE THAT THERE ARE 26 EVENTS FOR THE COLLEGES AND UNIVERSITIES.

THERE ARE THREE PHASES TO IT. AND SO THERE'S A PAYOUT AT EACH OF THE THREE PHASES, BUT IT DOES REQUIRE THEM TO COMPLETE THE ACADEMY. AND THEN WHEN THEY COMPLETE FTO AND THEN WHEN THEY'RE ON THE FORCE A NUMBER OF YEARS IS I THINK THE THIRD PAYOUT.
SO THERE ARE THREE STAGES TO THAT, WHICH MIGHT BE HELPFUL FOR, FOR ME AT LEAST, IS TO HAVE A NUMBER ON THESE UPDATES ON HOW MANY OFFICERS HAVE ACTUALLY BEEN RECRUITED. OKAY. THAT WOULD BE HELPFUL. THANK YOU.

IT'S NOT NECESSARILY A GROWING PAIN, FOLKS TRYING TO DO THE RIGHT THING, BUT A LOT OF THESE RECRUITS, THEY'RE PUTTING MULTIPLE OFFICERS DOWN, WHICH WE CAN ONLY HAVE ONE THAT RECRUITED YOU IN TO BECAUSE THEY, YOU KNOW, THEY GET IN THERE AND THEY'VE TALKED TO MULTIPLE PEOPLE. THEY JUST NEED TO PUT ONE NAME THIS GUY. THIS IS THE LADY OR GENTLEMAN THAT GOT ME IN THIS CLASS.
DOES IT WORK FOR THE OFFICER AS WELL THOUGH? IF THEY IF THEY'RE PUTTING DOWN A NAME SAYING, HEY, I RECRUITED THIS INDIVIDUAL OR IS IT ONLY THE RECRUIT THAT'S PUTTING THE NAME DOWN? THE RECRUIT HAS PUT THE NAME DOWN. BUT YES, IT DOES HELP. SO IT REMINDS US, HEY, WE LOOK AT THIS FILE, BUT THEN THAT'S WHAT WE'RE SAYING. WE'RE LOOKING AT THE APPLICATION AND IT HAS MULTIPLE NAMES. I'D LIKE TO REALLY ENCOURAGE YOU ALL AS PART OF THE RECRUITMENT EFFORT TO COME TO, TO COORDINATE WITH THOSE DEVELOPERS AND, AND THE HFC AND THE PFC ABOUT MAKING SURE THAT THE RECRUITS AND ALSO CURRENT OFFICERS ARE, ARE, ARE AWARE OF THE, OF THE HOUSING OPPORTUNITIES THAT WE'RE, THAT WE'RE MAKING AVAILABLE TO THE GENERAL COMMUNITY. THESE 162 PEOPLE WERE RESPONSIBLE FOR OVER 590 ARRESTS. AND THEN THERE IS THE FIRST OFFENDER PROGRAM RUNAWAY AND AT RISK INITIATIVE WHICH ADDRESSES FACTORS BEFORE SITUATIONS ESCALATE.OUR STAFF COMES FROM A VARIETY OF BACKGROUND AND BRINGS EXTENSIVE EXPERIENCE WORKING WITH YOUTH AND FAMILY, WHICH IS ESSENTIAL. AS OUR AREAS OF EXPERTISE INCLUDE CHILD ABUSE INVESTIGATIONS, TRAFFICKING, MENTAL HEALTH, FORENSIC INTERVIEWING, EDUCATION SYSTEMS, AND COMMUNITY ENGAGEMENT.
SO BEING TRAUMA INFORMED IS VERY IMPORTANT. STANDARD FOP ADDRESSES BEHAVIOR AFTER AN OFFENSE.
THE RUNAWAY AND AT RISK INITIATIVE ADDRESSES RISK BEFORE ESCALATION.

YOUTH ARE REFERRED DIRECTLY BY DALLAS POLICE AND DALLAS INDEPENDENT SCHOOL DISTRICT POLICE AS WELL.
PARTICIPATION FROM BOTH YOUTH AND PARENT IS MANDATORY.
IT'S IF SUCCESSFULLY COMPLETED, THE YOUTH AVOIDS A CRIMINAL RECORD AND NO COURT INVOLVEMENT.

WITHOUT INTERVENTION THEY RE-OFFEND AT A SIGNIFICANTLY HIGHER RATE.

WE PROVIDE EDUCATION REFERRALS BASICALLY A WAY FOR THE FAMILIES TO UNDERSTAND WHAT IS OUT THERE AND HOW WE CAN HELP THEM OR UNDERSTAND OUR OWN SYSTEMS WITHIN DALLAS POLICE DEPARTMENT AS WELL AS WITHIN THE SCHOOL SYSTEMS. BASICALLY, EDUCATION. NEXT, PLEASE. THANK YOU.
AS YOU CAN SEE, 61% OF THOSE YOUTH ARE FIRST TIME OFFENDERS.
OUR FIRST TIME RUNAWAYS. PARDON ME. SO THOSE ARE THE ONES THAT WE KIND OF FOCUS ON.
AND WE HAVE AN AGE RANGE, A RACE AND GENDER. AS YOU CAN SEE, A LOT OF PEOPLE ASSUME THAT ONLY FEMALES RUN AWAY, BUT THERE IS MALES AS WELL. RUNAWAY. THE WHICH ONE ARE WE ON.
SO NEXT SLIDE PLEASE. SO THESE ARE SUCCESS STORIES IN REAL TIME.
THERE'S EXAMPLES OF SITUATIONS THAT WE ENCOUNTER.
MANY OF THE YOUTHS ARE STRUGGLING WITH SCHOOL ATTENDANCE, PEER PRESSURE TRAUMA AND AN UNSTABLE SUPPORT SYSTEMS. IN THESE EXAMPLES, EARLY INTERVENTIONS, FAMILY ENGAGEMENT, AND RESOURCE CONNECTION HELPED IMPROVE OUTCOMES FOR BOTH YOUTH AND FAMILY.
CAN YOU SWITCH TO THE NEXT SLIDE? THIS IS A CONTINUATION OF THAT.
A COMMON THEME THAT WE SEE IS BASICALLY UNTREATED MENTAL HEALTH.
I WOULD SAY ABOUT 48% OF THOSE HAVE MENTAL HEALTH ISSUES, MENTAL HEALTH.
WE'RE SEEING ANXIETY, DEPRESSION. I DO SEE LIKE 20% ARE PROBABLY ALREADY INVOLVED WITH PROBATION.

SO A LOT OF IT IS THAT WHOLE ADDICTION TO THE CELL PHONE.SO WE TRY TO TEACH, WE TRY TO HAVE CONVERSATIONS WITH FAMILIES ABOUT THAT.
SO THOSE ARE KIND OF THE EXAMPLES OF WHAT WE HAVE TO ENCOUNTER.
WE DO PARTNER WITH LIKE YOUTH 180 AND NEW FRIENDS, NEW LIFE IN REGARDS TO REFERRALS, FOR COUNSELING, FOR DRUGS. NOW, DRUGS IS ONE OF THE BIGGEST THINGS RIGHT NOW THAT WE'RE SEEING IS THE TREND IS VAPING AND MARIJUANA MORE VAPING.
WE HAVEN'T SEEN A LOT OF PILLS OR COCAINE OR IT'S NOT REPORTED, YOU KNOW, AND ANYTHING WE DO IS THERE'S AN UNDERLYING, AN UNDERREPORTING, I'D SAY ABOUT 25% IS UNDERREPORTING.
BUT THAT'S THE NEXT SLIDE PLEASE. SO THAT'S PRETTY MUCH THE OUTCOME OF WHAT FOP DOES.
THE FIRST OFFENDER PROGRAM DOES WITHIN THE POLICE DEPARTMENT.
SO ONE OF THE THINGS THAT THE DALLAS POLICE DOES, AND WE DON'T SPEAK ABOUT IT, IS MY PROGRAM IN THE SENSE THAT WE TRY TO GET TO THE YOUTHS AS SOON AS WE CAN WHEN WE ENCOUNTER. BUT AS YOU KNOW, THE AVERAGE AGE OF RUNAWAYS IS 14 TO 16.
THAT'S YOUR BARRIERS. BUT BY THE TIME YOU HIT 14 AND 16, IT'S VERY HARD TO GET USED TO DO STUFF.
SO AS A POLICE AGENCY, HAVING THIS TYPE OF INITIATIVE AND DOING THE RUNAWAY AND AT RISK THAT WE STARTED IN 2021, LATE 2021 WHEN I ARRIVED, IT HAS HELPED CRIME AND YOU SEE A DISPARITY WITH HOW CRIME, THE LOWER NUMBERS WERE LOWER LEVEL CRIMES THAN YOU GET THE WEAPONS AND THINGS LIKE THAT.
UNFORTUNATELY, THOSE ARE SOCIOECONOMIC ISSUES THAT HAVE ARISED AND WE CAN'T ACCOUNT FOR WHY WE TRY TO, AND WE TRY TO EDUCATE AND EXPLAIN AND BE PROACTIVE.
THERE'S JUST THOSE THINGS THAT YOU CAN'T, YOU KNOW, DO THAT MUCH.
BUT WE DO DO PROACTIVELY. AND CHIEF SHAD ALWAYS TRIES TO COMMUNICATE WITH, YOU KNOW, CHIEF, ABOUT WHAT WE CAN DO MORE FOR THE CHILDREN AND THE YOUTH, ESPECIALLY WHEN WE'RE GETTING INTO THAT THING.
THE FIRST OFFENDER PROGRAM IS CIVIL CIVIL CODE.
SO IT'S UNDER CHAPTER 52 OF THE FAMILY CODE. HOWEVER, THE RUNAWAY AND AT RISK INITIATIVE IS JUST SOMETHING THAT ONLY THE DALLAS POLICE DEPARTMENT HAS TO COMBAT THIS BECAUSE WE DO HAVE A POPULATION IN THE CITY, ABOUT 1.3 MILLION.

AND SO A LOT OF MENTAL HEALTH GOES TIED IN TIME WITH SOME TYPES OF SUBSTANCE ABUSE.
AND, YOU KNOW, RUNAWAYS IS A TRAUMA TRAUMA RESPONSE.
AND MOST OF THAT TRAUMA IS FROM SOME TYPE OF NEGLECT, NOT TO THE STATUE OF FAMILY CODE OR CRIMINAL, BUT IT'S ENOUGH TO NEGLECT TO SAY, HEY, THIS IS WHY I'M GOING TO DO THIS BEHAVIOR AND STUFF LIKE THAT.
SO TO ANSWER YOUR QUESTION, WE DO GIVE AS MUCH INFORMATION WE CAN ON THESE AGENCIES.
I'M WELL AWARE OF WHAT CHILDREN'S DOES. I KNOW THE REACH TEAM CLOSELY.
WHEN I USED TO WORK WITH THEM A FEW YEARS BACK.

PLUS, PARENT PARTICIPATION IS ALWAYS A MUST IN ORDER FOR US TO WORK WITH YOU.
PARENT PARTICIPATION IS EXTREMELY IMPORTANT, WHICH IS DIFFERENT FROM JUVENILE, WHICH IS WHY SUCCESS LONG TERM IS 92%, BECAUSE WE MAKE THE PARENT CHANGE BEHAVIOR AND WE DO A WHOLE PERSON CONCEPT.

IS THERE, IS THERE ANY RESOURCES THAT YOU ALL HAVE TO SORT OF ADDRESS THAT? OR IS THAT EVEN A, A VALID SOURCE OF POTENTIAL? I WOULD SAY CURRENTLY WHEN GANGS IS NOT THE TERM I LIKE TO USE, I KNOW YOU HAVE CLIQUES AND EVEN THE, I THINK IT'S JUST WHO YOU ARE BASED ON THE AREA OF WHERE YOU'RE LIVING AND WHAT YOU'RE DOING, WHICH IS GOES BACK TO THOSE GRIDS, RIGHT. SO ONE OF THE THINGS THAT WE DO DO WITH SCHOOLS, AND I DO A LOT OF PUBLIC SPEAKING BECAUSE TURNAROUND RATES IN SOCIAL WORK AND ANY TYPE OF FIELD IN CASE MANAGEMENT IS VERY HIGH, THAT IT DOESN'T ALLOW SOMEBODY TO BE ABLE TO EXPLAIN THE EXTENT OF WORK THAT CAN BE DONE BY DIFFERENT AGENCIES.

WE ALSO EXPLAIN WHAT OPTIONS LIKE THEY DON'T KNOW DRUG COURT EXISTS.
THEY DON'T KNOW MALE DIVERSION COURT EXISTS. SOMETIMES THAT PROBATION OFFICER WILL BE LIKE, WHAT ARE YOU TALKING ABOUT? AND YOU WORK THERE, SIR, YOU SHOULD KNOW.
