NOW WE ARE BEING ASKED TO LIVE BY A 25-STORY SKYSCRAPER 500 FEET FROM OUR HOUSE IN OUR NEIGHBORHOOD. YEARS OF CONSTRUCTION ALONE WILL BE OVERWHELMING. CONSTANT NOISE, VIBRATION, LANE CLOSURES, HUNDREDS OF TRUCKS, MOVING DIRT FOR UNDERGROUND [00:15:02] PARKING GARAGES. I HAVE ASTHMA AND BRONCHIECTASIS. STATISTICS SHOW THAT AIRBORNE PARTICLES FROM DIGGING A PARKING GARAGE IS VERY DANGEROUS TO ANYONE WITH LUNG ISSUES AND EVEN SMALL CHILDREN. TRAFFIC AT PRESTON AND ROYAL IS NOW THE FIFTH MOST DANGEROUS INTERSECTION IN DALLAS. ADDING THOUSANDS MORE CARS WILL MAKE IT WORSE FOR RESIDENTS, FOR STUDENT DRIVERS TO THE SCHOOLS THAT ARE NEARBY, FOR CAR POOLS AND EMERGENCY VEHICLES. WE DO WANT DEVELOPMENT. THAT LOT HAS BEEN SITTING THERE FOR SEVEN YEARS WITH NOTHING ON IT. BUT WE WANT ONE THAT RESPECTS THE EXISTING ZONING AND NEIGHBORHOOD SCALE. PROPERTY TAX GROWTH THAT WOULD NORMALLY HELP STABILIZE THE CITYWIDE BUDGET INSTEAD BECOMES RESTRICTED TO ONE GEOGRAPHIC AREA FOR YEARS OR DECADES. AND CAN YOU JUST REMIND US OF HOW WE ACCRUED THE DOLLAR AMOUNTS IN THESE TIF DISTRICTS. WELL THAT GOES BACK TO THE MECHANICS OF WHAT A TIF IS IT'S A BOUNDARY DRAWN AROUND A GEOGRAPHIC AREA IT ESTABLISHES A BASE VALUE THE BASE VALUE IS SET AND THE TAX INCREMENT THAT FLOWS FROM THAT BASE VALUE STILL RUNS TO THE GENERAL FUNDS IT'S ANYTHING INCREMENTAL THAT IS DERIVED FROM FUTURE DEVELOPMENT ABOVE THAT BASE VALUE THAT STARTS TO CHURN NEW TAXABLE VALUE AND NEW TAXES AND ONLY A CERTAIN PERCENTAGE OF THAT GOES TO THE DISTRICT THE GENERAL FUND DOES SHARE IN IN THE BENEFITS AS WELL MOST DISTRICTS HAVE PARTICIPATION BY THE CITY BETWEEN 70 TO 90% AND SO THAT'S HOW IT WORKS. I KNOW WE HAVE WAITED A LONG TIME FOR THERE TO BE SOME SORT OF VIABILITY IN THE GRAND PARK SOUTH TIF SPECIFICALLY, AND THANKFULLY WITH PARTNERSHIP WITH THE DEEP ELLUM TIF AND LOOKING AT A TRAJECTORY THAT'S VERY POSITIVE, I KNOW THAT WITHOUT THIS TIF AND THIS PARTICULAR ECONOMIC DEVELOPMENT TOOL, THE FUTURE DOESN'T LOOK NEAR AS BRIGHT IN SOUTH DALLAS. AND SO, I THINK THAT WE SHOULD BE VERY COGNIZANT OF LOOKING AT AND TAKING A SHORT-SIGHTED APPROACH AND JUST TRYING TO FILL IN GAPS IN THE MOMENT, BECAUSE I BELIEVE WE WOULD BE DOING SO AND COMPROMISING A LOT OF MOMENTUM THAT WE'VE ALREADY BUILT UP IN OTHER PLACES. WHEN WE LOOK AT SOME OF THE MOST SUCCESSFUL ECONOMIC ENGINES THAT WE HAVE IN OUR CITY AND HOW IT'S LEVERAGED THESE TOOLS THAT ARE ON THE BOOKS, WE CAN SAFELY SAY THAT THEY WOULDN'T HAVE HAPPENED. NEAR AS SUCCESSFUL OR IN A TIMELY MANNER IN WHICH THEY DID WITHOUT THIS TIF FUNDING. SO, TO SAY THAT WE COULD FILL IN GAPS IN OUR SHORTFALL AND IN A, I GUESS, TIGHT BUDGET SEASON THAT WE ARE APPROACHING, IT SOUNDS GOOD IN THEORY, BUT I THINK THAT WE WOULD END UP COMPROMISING A LOT THAT WE WILL NOT BE ABLE TO FURNISH IN OUR GENERAL FUND BUDGET. AND SO, THEY'RE ALREADY GETTING A SPECIAL BENEFIT THAT FRANKLY NO OTHER PART OF THE CITY IS GETTING. WHEN WE'RE TALKING ABOUT BUDGET CONSTRAINTS AND FISCAL DECISIONS, IT'S VERY HARD TO TALK ABOUT TRYING TO CARVE THIS OUT AND SEND IT BACK TO JUST CERTAIN SPECIFIC PARTS OF THE CITY WHEN, AGAIN, THE ENTIRE PLAN IS MANAGED BY ALL THE TAXPAYERS. SO THAT'S ONE PART. I WANT TO SKIP THROUGH A COUPLE OF THINGS THAT I HAVE HERE. THE IDEA OF THIS, I THINK, HAS BEEN TO HAVE BETTER CURB MANAGEMENT, AND WE DEFINITELY NEED THAT.
