UM, BLUES IN THE BOTTOM IS PART OF OUR ARTS BRIDGE PROGRAM, WHICH IS SUPPORTED BY BMO AND IT CELEBRATES LEGENDARY BLUES GUITARIST T-BONE WALKER, WHO ONCE LIVED IN THE HISTORIC TENDS STREET NEIGHBORHOOD WHOSE INFLUENCE HELPED SHAPED MODERN BLUES AROUND THE WORLD. UH, THE IDEA FOR THIS EVENT CAME TO US BY WAY OF A CERTAIN COMMISSIONER AT LARGE MM-HMM . I'M HERE REGARDING KAMIA THEATER AND DEATH OF DALLAS' RESIDENCY AGREEMENTS AT THE LATINO CULTURAL CENTER. OUR RESIDENCY HAS ALLOWED KAMIA TO GROW INTO THE LARGEST LATINX THEATER IN TEXAS. WE TOUR INTERNATIONALLY, USED THE LARGEST LATINX THEATER FESTIVAL IN THE SOUTHWEST AND SERVE THOUSANDS OF STUDENTS EACH YEAR. WE OWE THIS GROWTH TO OUR RESIDENCY AND WE BELIEVE THE BENEFIT IS MUTUAL. TOGETHER, OUR ORGANIZATIONS HAVE HELPED RAISE MORE THAN $500,000 TO PURCHASE EQUIPMENT FOR THE LCC BLACK BOX. FOR THE PAST SEVERAL YEARS, OUR ORGANIZATIONS HAVE BEEN WORKING WITH THE CITY TO UPDATE AND AMEND OUR RESIDENCY AGREEMENTS. I'M HERE TODAY WITH A SIMPLE REQUEST. WE ARE ASKING FOR THE SUPPORT OF THE OAC [00:10:01] DIRECTOR AND THE COMMISSION IN HELPING FACILITATE A FORMAL MEETING BETWEEN CITY STAFF, CITY ATTORNEYS, ACADEMY OF THEATER AND TARO DALLAS. THESE AMENDMENT DISCUSSIONS HAVE BEEN ONGOING SINCE 2022. IN 2024 AND EARLY 2025. CITY STAFF, OEC LEADERSHIP ACADEMY OF THEATER IN DEATH OF DALLAS MET REPEATEDLY SPECIFIC AMENDMENT. TERMS WERE AGREED ON. ON MARCH 31ST, 2025, WE FINALIZED A CONSENSUS DOCUMENT WITH OAC. LEADERSHIP STAFF TOLD US CITY ATTORNEY'S OFFICE WAS PREPARING AMENDMENTS BASED ON THE CONSENSUS DOCUMENTS. SINCE THEN, WE STILL HAVE NOT RECEIVED DRAFT AMENDMENTS OR FORMAL MEETING. THIS HAS HAD REAL WORLD IMPACT. IF THE CITY'S POSITION HAS CHANGED SINCE MARCH 31ST, 2025, WE HAVE NOT RECEIVED FORMAL NOTICE. THE DALLAS THEATER CENTER'S RESIDENCY AMENDMENTS MOVING FORWARD DURING THE SAME TIME PERIOD. MEANWHILE, OUR TWO THEATERS HAVE CONTINUED WAITING ON AMENDMENTS DISCUSSED FOR YEARS. I DO WANT TO THANK THE DIRECTOR AND THE CHAIR AND THE COMMISSION FOR HEARING ME THIS THIS EVENING. IT IS A TOUGH, TOUGH BUDGET HERE, BUT WE ARE FIGHTING TO KEEP OAC FUNDING FLAT YEAR OVER YEAR FOR THE LAST FEW MONTHS AT BUDGET TOWN HALLS AND IN MEETINGS, WE'VE BEEN MAKING THE CASE FOR THE ARTS THAT IT GENERATES ECONOMIC IMPACT SUPPORTS JOBS, CULTURAL TOURISM GENERATES TAX REVENUE. BUT A FEW WEEKS AGO, THE COMMITTEE ON GOVERNMENT EFFICIENCY HAD A BRIEFING THAT YOU MIGHT HAVE MISSED. ESSENTIALLY, IT WAS LAYING OUT A ROADMAP TO CUT ARTS FUNDING. THEY WERE LABELING COP PROGRAMS AS STIPENDS, LIKE A LUNCH OR A MILEAGE REIMBURSEMENT. THESE AREN'T STIPENDS, THEY'RE CONTRACTS FOR SERVICES. THIS LANGUAGE DIMINISHES THE IMPORTANCE OF THIS FUNDING AND OF OUR WORK LANGUAGE MATTERS. CUTTING A STIPEND SOUNDS HARMLESS. CUTTING CRITICAL ARTS FUNDING SOUNDS WORSE. LET'S KEEP THEM HONEST. ALSO, THEY SUGGESTED STOPPING UTILITY AND MAINTENANCE SUPPORT AT CITY OWNED VENUES RUN BY PARTNERS. THESE INCLUDE THE AT AND T PERFORMING ARTS CENTER, SALMON CENTER FOR THE ARTS, DALLAS BLACK DANCE THEATER, BROADWAY, DALLAS. AS PARTNERS, THE CITY COVERS A SMALL PORTION OF THE ACTUAL CARE COST OF CARING AND MAINTAINING THEIR BUILDINGS. AS PARTNERS, WE RAISE THE REST OF THE MONEY. THESE ARE CONTRACTS AND THESE PARTNERSHIPS ONLY WORK. IF THE CITY HOLDS UP ITS END OF THE BARGAIN. TELL YOUR COUNCIL MEMBERS, THE CITY CANNOT WALK AWAY FROM THESE COMMITMENTS. AND DURING THIS BRIEFING, THEY ALSO QUESTION FUNDING FOR ARTS EDUCATION PROGRAMS. OUTSIDE OF PRACTICING OUR ARTS. EDUCATION IS AT THE CORE OF WHAT ALL OF US DO. YES, ARTS EDUCATION SUPPORTS THE WORK OF THE SCHOOLS, BUT IT STRENGTHENS OUR CITY AS A WHOLE. IT'S HOW WE TAKE THE ARTS TO EVERY SINGLE COUNCIL DISTRICT IN OUR CITY, NORTH TO SOUTH, EAST TO WEST. AND WE HAVE NEVER BEEN ABLE TO DO THAT IN THE PAST. WE'VE TRIED AND WE'VE ALWAYS BEEN TOLD THERE'S NO MONEY IN THE BUDGET FOR IT. SO, UM, MY QUESTION IS, ARE WE ACTUALLY GONNA BE ABLE TO DO THIS? BECAUSE THERE ARE LOTS OF SPACES THAT NEED UPGRADES, THAT NEED HELP. A LOT OF THEATER GROUPS THAT ARE WORKING HARD TO KEEP THEIR, THEIR DOORS OPEN AND PAY THEIR BILLS AND THEY DON'T GET, AND IF IT'S THEIR OWN SPACE, THEY DON'T GET ANY CITY SUPPORT FOR UTILITIES OR ANYTHING ELSE. SO MY QUESTION IS, ARE WE ACTUALLY GONNA BE ABLE TO DO THIS? AND YOU HAD INDICATED THAT YOU THOUGHT WE WERE, WELL, I, WHAT I INDICATED IS THAT IT IS A PRIORITY, UM, BECAUSE SPACE HAS BECOME ONE OF THE KEY PRIORITIES IN THE CULTURAL PLAN NOW. AND LIKE EVERY OTHER THING IN THE CULTURAL PLAN THAT WE'VE HAD TO WORK TOWARDS, UM, WE WILL BE WORKING TOWARDS THAT GOAL. UM, WHEN IT WILL BE ACCOMPLISHED. I'M NOT GONNA SAY PUT A DATE ON IT, BUT THE OTHER THING THAT THAT IS MAYBE A LITTLE DIFFERENT WITH THIS IS THAT WE'VE ALSO TALKED ABOUT HAVING SOME PARTNERSHIPS WITH SOME PRIVATE ENTITIES AND, AND LOOKING AT A WAY TO HAVE, UM, THAT BEING ONE OF THE WAYS WE, WE, WE DEAL WITH THE SPACE ISSUE AS OPPOSED TO IN THE PAST WE DID REIMBURSEMENTS, YOU KNOW, ALL KINDS OF RIGHT. WE'VE, WE'VE HAD CONVERSATIONS ABOUT THIS IN THESE MEETINGS AND, UM, I WILL SAY GLEN IS A GENIUS AND WE, WE DRILLED DOWN OUR GOALS AND WE WANNA BE ABLE TO SEE HOW WE CAN MEASURE THE GOALS. UH, GLEN CREATED A SYSTEM AND I THINK DREA AND, UH, ADRIANA WAS INVOLVED IN THAT. UM, I'M GONNA TURN IT OVER TO GLEN. WE'VE GOT A TRACKING SYSTEM THAT HE'S CREATED, THEY'VE CREATED AS A TEAM AND, UH, IT WILL MAKE LIFE EASIER FOR ALL OF US WHERE WE CAN ALSO, UH, SUBMIT, UM, OUR, OUR REPORTS AS LIAISON REPORTS. NUMBER TWO IS ACCESS TO FACILITIES AND RESOURCES. SO THIS IS ACTUALLY IN COMPANY HANDY FROM THE CONVERSATION THAT WAS HAPPENING BEFORE, EARLIER IDENTIFYING SPACES AND OR VENUES FOR ARTISTS AND ORGANIZATIONS ACROSS ALL CITY COUNCIL DISTRICTS TO MAINTAIN AND EXPAND A LIST OF SPACES, COMMUNICATION AND COLLABORATION TO MAINTAIN REGULAR ENGAGEMENT WITH CITY COUNCIL MEMBERS, UH, REGARDING PUBLIC ART PROJECTS AND OTHER ARTS AND CULTURAL EVENTS IN THEIR DISTRICTS. COMMITTEE PARTICIPATION ATTENDING, UM, A STANDING OR AN A HOC COMMITTEE MEETING OTHER THAN THE ONES THAT YOU ARE ASSIGNED TO TO STAY ENGAGED WITH ALL COMMISSION ACTIVITIES. AND THEN ORGANIZATION LIAISON AND ENGAGEMENT. THIS IS YOUR LIAISON REPORTS, RIGHT? UH, IMPROVED COMMUNICATION WITH ASSIGNED LIAISON REPORTS SUBMITTED TO OAC ON A QUARTERLY BASIS, RIGHT? ALL AS A MEANS TO ALSO TRY TO REACH THOSE GOALS THAT YOU'VE SET FOR YOURSELVES AS A COMMISSION. PLEASE NOTE THAT INDIVIDUAL PROGRESS TOWARD YOUR GOALS ARE NOT PUBLIC REPORTED. AND INSTEAD THE EFFORTS TO MEASURE OUR OVERALL GROUP PROGRESS TOWARDS THOSE GOALS. THAT THIS IS A FRAMEWORK DESIGNED TO BE A TOOL TO HELP INFORM COMMISSION'S FUTURE ANNUAL CORE GOALS AS WELL, RIGHT? OUR OFFICE, THE BUNDLE CONSTRUCTION MANAGEMENT WAS PUT, WAS ESTABLISHED TO OVERSEE THE CITY'S BOMB PROGRAMS AND CAPITAL IMPROVEMENT ACTIVITIES OR INITIATIVES. OUR RESPONSIBILITY IS TO HELP ENSURE PROJECTS ARE DELIVERED EFFICIENTLY, EQUITABLY, TRANSPARENTLY, WHILE MAINTAINING ACCOUNTABILITY ON BOTH CITY LEADERSHIP AND RESIDENTS OF DALLAS. NEXT SLIDE. AS IT RELATES TO CRITICAL FACILITIES, THIS TABLE PROVIDES A HIGH LEVEL OVERVIEW OF THE LAST SIX BOND PROGRAMS AND THEIR RESPECTIVE FUNDING ALLOCATION. IT IS IMPORTANT TO NOTE THAT THE 2024 BOND PROGRAM INCLUDED THE LARGEST ALLOCATION TO DATE TOTALING 75.2 MILLION, WHICH REPRESENTS 6% OF THE OVERALL ONE PROGRAM ALLOCATION. ADDITIONALLY, THE 75.2 MILLION IS SPECIFICALLY DEDICATED TO ADDRESSING EXISTING DEFERRED MAINTENANCE NEEDS OF THE CITY'S CULTURAL FACILITIES. NEXT SLIDE. ALRIGHT, SO NOW I'LL GIVE A A LITTLE OVERVIEW OR HIGHLIGHTS FROM YEAR ONE. SO YEAR ONE WAS AT, BY ENDING 2025. SO WE COMPLETED THE OAK OAKLAND CULTURAL CENTER PARKING LOT, UM, SURFACE FOR, UM, RE STRIPING AND REDOING THE, SOME OF YOU HAD SOME THE OAKLAND CULTURAL CENTER PARKING LOT, IT REALLY WAS A WRECK. AND SO WE WERE ABLE TO ACTUALLY ERECT THE FENCE AND GET THAT PROJECT COMPLETED AND DONE ON TIME. BY OCTOBER OF 2025, WE ALSO SWITCHED OUT THE ELECTRICAL PANEL SWITCH GEAR AT THE BATHHOUSE CULTURAL CENTER. THAT PANEL SWITCH GEAR HAD BEEN THERE PROBABLY SINCE THE SEVENTIES, AND SO WE WERE VERY EXCITED. WE WERE ALSO ABLE TO SWITCH OUT THE WIND SPEAR OPERA HOUSES TO COOLING TOWER REPLACEMENTS. MOVING ON TO THE NEXT SLIDE. I'M MOVING QUICKLY BECAUSE THEN HOPING FOR SOME Q AND A. ONE OF THE HIGHLIGHTS IS ALSO THAT ONE OF THE MOST IMPORTANT TWO THE IMPORTANT THINGS THAT WE'LL TALK ABOUT SHORTLY IS THAT WE, UH, COMPLETED THE FIFTH AMENDMENT TO THE USE AGREEMENT FOR THE DALLAS CENTER FOR THE PERFORMING ARTS. AS SOME OF YOU MAY RECALL, THE ORIGINAL MODEL FOR THE D-C-P-A-F, WHICH IS THE STEWARDSHIP MODEL, IS THAT THEY ACTUALLY MANAGED, UM, THEIR BOND PROJECT WHEN THE CITY STARTED THE PROJECT BACK WITH 20 MILLION IN 2003 AND, UH, ROUGHLY ANOTHER, UH, ONE OR TWO 40 MILLION IN 2006. SO NOW D-C-P-A-F IS ABLE TO MATCH THE BOND PROJECTS. THEY'LL BE ALSO RESPONSIBLE FOR DESIGNING CONSTRUCTION DOCUMENTS FOR MAKING VESTED INTEREST IN THEIR OWN BOND PROJECTS THAT WILL BE DONATED TO THE CITY. AND THEN THE BOND OFFICE WILL HANDLE PUBLIC PROCUREMENT FOR CONSTRUCTION CONTRACTS, D-C-P-A-F WORK APAC, AS WE KNOW THEM, WILL THEN BE ASSIGNED AND MANAGE THOSE CONSTRUCTION PROJECTS. AND AS I HAD MENTIONED EARLIER, IT REESTABLISHES THE ORIGINAL PROCESS FOR THE CONSTRUCTION DELIVERY METHOD FOR DCP TO BACK FROM 2005. GOING ON TO THE NEXT SLIDE, HIGHLIGHTS FROM THIS YEAR. SO, SO FAR WE ARE THE PROCUREMENT PROCESS FOR THE ELEVATOR MODERNIZATION PROJECT AT THE WILEY THEATER THAT IS RIGHT NOW AN OPEN PROCUREMENT. SO WE CAN'T GO FURTHER TO DISCUSS TO SAY THAT THE BUDGET IS ROUGHLY 2.5 MILLION. I CAN SAY TO UM, APEX CREDIT, IT IS WONDERFUL THAT THE O'DONNELL GAVE THEM A GRANT IN ORDER TO ENCLOSE THE ELEVATORS, WHICH HAD ALWAYS BEEN AN ISSUE AS WE KNOW. 'CAUSE THE ELEVATORS FROM COOLHOUSE DESIGN ARCHITECTS HAVE, DON'T ALWAYS NECESSARILY HAVE THE DESIGN ARCHITECTS DESIGN BEAUTIFUL BUILDINGS. THEY EVEN ALSO SEEMS TO BE THE MOST FUNCTIONAL BUILDINGS OUTSIDE. UM, ELEVATORS TO THE ELEMENTS ARE NOT THE BEST GOING ON. THE MEYER AND SYMPHONY CENTER, WHICH WE ALL KNOW IS THE CROWN JEWEL OF THE ARTS DISTRICT. AND COMPLETED IN 1989, WE WERE ABLE TO FINISH DESIGN FOR, UM, DESIGNATED ROOF AREAS, UH, TO BE FIXED, INCLUDING THE HIGH ROOF, WHICH WAS IN DIRE NEED OF REPAIR. THAT DESIGN CONTRACT IN THE AMOUNT OF 390,000 WAS ALLOCATED LAST OCTOBER. AND WE'RE CURRENTLY IN AN UN OPEN PROCUREMENT FOR THE CONSTRUCTION PORTION THAT WE WILL, SORRY, MOVING ON TO OUR BELOVED CULTURAL CENTER, SOUTH DALLAS CULTURAL CENTER AND BATHHOUSE CULTURAL CENTER.
