FIRSTLY, DON'T GET ME WRONG, I SUPPORT OUR MEN AND WOMEN IN BLUE, KEEPING THE COMMUNITY SAFE.
HOWEVER, SOMETHING I BELIEVE THAT NEEDS TO BE ADDRESSED IS THAT SURVEILLANCE IS NOT SAFETY.
ON JUNE 15TH, 2025, CITY COUNCIL AUTHORIZED A CONTRACT WITH FOX SAFETY THAT IS COSTING US AS TAXPAYERS AN AMOUNT NOT TO EXCEED $5.7 MILLION.
NOW, TO THOSE UNINFORMED, WHAT IS FOX SAFETY? FOX SAFETY CLAIMS TO BE A PUBLIC SAFETY TECHNOLOGY COMPANY, WHICH INSTALLS CONNECTED VIDEO, AUDIO, AND INVESTIGATIVE TECHNOLOGIES POWERED BY AI WHILE IT DOES INSTALL CAMERAS, THE LAST THING ON ITS MIND IS PUBLIC SAFETY.
AFTER TAKING ALMOST 6 MILLION OF OUR ATTACK DOLLARS, FOX SAFETY HAS PROVEN TIME AND TIME AGAIN THAT THEIR CAMERAS ARE NOT ONLY UNTRUSTWORTHY, SEEING AS THEIR CAMERA CAMERAS DATA HAS BEEN ACCESSED BY UNAUTHORIZED PARTIES, BUT ALSO, IT IS ALSO KNOWN THAT POLICE DEPARTMENTS SUCH AS THE DALLAS POLICE DEPARTMENT, CAN SHARE THEIR DATA WITH FEDERAL PARTIES SUCH AS ICE.
AND WE ALL KNOW WHAT ICE HAS DONE.
AND EVEN WITHOUT YOUR PERMISSION, ICE HAS BEEN KNOWN TO ILLEGALLY GAIN ACCESS TO THESE FORK CAMERAS.
POLICE DEPARTMENTS HAVE ALSO FALSELY ACCUSED INNOCENT PEOPLE OF COMMITTING CRIMES BECAUSE AN AI POWERED FLOCK CAMERA THOUGHT IT SAW SOMETHING, IT DIDN'T.
NOW, HOW DO I PROPOSE WE GO ABOUT SOLVING THIS? I BELIEVE THE GOAL SHOULD BE TO TAKE DOWN ALL FLOCK CAMERAS CONTROLLED BY THE DALLAS POLICE DEPARTMENT, AND WE NEED MORE TRANSPARENCY AND OVERSIGHT INTO THE FORK LOGS.
AND WE NEED A CITYWIDE PAUSE OF FORK USAGE TO TAKE AN INFORMED COMMUNITY SURVEY TO SEE WHAT THE COMMUNITY ACTUALLY WANTS.
AT THE END OF THE DAY, NONE OF THIS SHOULD BE NECESSARY, AND NONE OF THIS WOULD HAPPEN IF THE COMMUNITY WAS PUT FIRST.

WHEN THE, UM, SUPERVISOR COMPLETES THE DIVISION REFERRAL, I'M SORRY.
WHEN THE INVOLVED EMPLOYEE'S DIVISION COMMANDER IS ASSIGNED THE DIVISION REFERRAL, THEY THEN DELEGATE IT TO THE SUPERVISOR.
THE SUPERVISOR COMPLETES THE DIVISION REFERRAL, AND THEN THAT CHAIN OF COMMAND DETERMINES WHAT FOLLOW-UP ACTION, IF ANY, IS TO BE TAKEN OR WHAT DISCIPLINE IS TO BE TAKEN.
UM, THE DIVISION COMMANDER THEN MAKES THE FINAL APPROVAL OF THE DIVISION REFERRAL, AND THEN IT IS FORWARD BACK TO INTERNAL AFFAIRS, UM, TO BE COMPLETED.
JUST A FEW NOTES ABOUT THIS STRUCTURE IS THAT THE PROCESS CAN CREATE SOME VARIABILITY IN INVESTIGATIVE FINDINGS AND IT CAN ALSO LEAD TO, IN SOME CASES, UM, A DELAY IN CASE COMPLETION.
THROUGH THIS PROCESS, WE IDENTIFIED AN OPPORTUNITY FOR GREATER CONSISTENCY, ACCOUNTABILITY, AND EFFICIENCY.
THE DEPARTMENT RECEIVES APPROXIMATELY 150 TO 200 DIVISION REFERRALS EACH YEAR.
UM, BUT BECAUSE THESE REVIEWS ARE CONDUCTED BY THE INDIVIDUAL'S SUPERVISOR, UM, ACROSS MULTIPLE DIVISIONS, INVESTIGATIVE APPROACHES AND DOCUMENTATION STANDARDS CAN VARY SIGNIFICANTLY.
WHY DOES THIS MATTER? SIMILAR INCIDENTS MAY HAVE DIFFERENT FINDINGS.
INDIVIDUAL FIELD SUPERVISORS, THIS IS NOT A ROUTINE TASK THAT THEY DO EVERY DAY.

UM, AND INCONSISTENT FINDINGS CAN REDUCE CONFIDENCE IN THE PROCESS.IT'S ALSO IMPORTANT TO NOTE THAT THIS PROCESS CAN TAKE HOURS TO COMPLETE FOR THAT INDIVIDUAL SUPERVISOR.
AND THAT'S TIME AWAY FROM THE FIELD THAT WE ARE TAKING AWAY OUR FIELD SUPERVISOR.
UM, WE ALSO TOOK A LOOK AT HOW OFTEN INDIVIDUAL SUPERVISORS WERE COMPLETING DIVISION REFERRALS.
AND WHAT WE FOUND IS THAT THEY CAN TAKE YEARS IN BETWEEN HAVING TO DO ONE.
SO THEY'LL GET ASSIGNED ONE THIS YEAR, AND IT MAY BE A YEAR OR TWO UNTIL THEY'RE ASSIGNED ANOTHER ONE.
HISTORICALLY, DIVISION REFERRALS HAVE TAKEN APPROXIMATELY TWO MONTHS TO COMPLETE THE MEDIAN COMPLETION TIME, UM, IN THE PAST FIVE YEARS HAS BEEN 59 DAYS.
OBVIOUSLY, THIS HAS DELAYED CLOSURE FOR THE RESIDENTS THAT ARE COMPLAINING.
IT'S DELAYED RESOLUTIONS FOR OUR EMPLOYEES, AND IT IS AN INCREASED ADMINISTRATIVE BURDEN ON OUR FIELD SUPERVISORS.
OUR GOAL OF THE NEW MODEL IS TO CREATE A MORE EFFICIENT, FAIR, AND ROBUST REVIEW PROCESS.
WHEN WE TAKE A LOOK AT THE DIVISION REFERRALS BY ALLEGATION, THE MOST COMMON DIVISION REFERRAL ALLEGATION IS GONNA BE DISCOURTESY AND UNPROFESSIONALISM.
AND WITH THAT ALLEGATION, WITHOUT STANDARDIZED INVESTIGATIVE PRACTICES, SIMILAR INCIDENTS MAY RECEIVE DIFFERENT FINDINGS.
OUR NEW MODEL IS INTENDED TO IMPROVE THE EFFICIENCY OF THE INVESTIGATIVE STANDARDS, TO STANDARDIZE OUR DOCUMENTATION, TO CREATE MORE CONSISTENCY IN OUR FINDINGS, AND TO KEEP THE CHAIN OF COMMAND REVIEW PROCESS.
SO WE CREATED THE NEW PROFESSIONAL STANDARD REVIEW MODEL.
THE PROFESSIONAL STANDARDS REVIEW UNIT CONDUCT FAIR, EFFICIENT AND THOROUGH REVIEWS OF MINOR PROCEDURAL VIOLATIONS USING STANDARDIZED INVESTIGATIVE PROCESSES.
OUR GOALS ARE TO PROMOTE CONSISTENCY, ENSURE ACCURACY AND COMPLETE FACT GATHERING, IMPROVE ACCOUNTABILITY AND DOCUMENTATION, QUALITY SUPPORT, TIMELY RESOLUTIONS OF COMPLAINTS, MAINTAIN TRANSPARENCY AND OVERSIGHT ACCESS, AND STRENGTHEN THE PUBLIC CONFIDENCE IN THE ADMINISTRATIVE REVIEW PROCESSES.
THIS IS A WORKFLOW OF OUR NEW PROCESS.
AND SO INTERNAL AFFAIRS WILL RECEIVE THE INTERNAL OR EXTERNAL COMPLAINT.
THE INTERNAL AFFAIRS DIVISION WILL MAKE THE DETERMINATION THAT IT NEEDS TO BE INVESTIGATED AS A PROFESSIONAL STANDARD REVIEW, AGAIN, USING THAT SAME, UM, THRESHOLD OF THE POTENTIAL DISCIPLINE.
THE PROTE, THE PROFESSIONAL STANDARD REVIEW, WILL BE CONDUCTED BY OUR NEW UNIT.
AND I DO WANT TO ADD THAT THE EXPERIENCE AND QUALIFICATIONS OF THESE INDIVIDUALS IS SECOND TO NONE.
I AM TRULY IMPRESSED WITH THE CALIBER OF INVESTIGATORS THAT WE HAVE, UM, THAT ARE GONNA BE ASSIGNED TO THIS UNIT, THAT ARE ASSIGNED TO THIS UNIT.
SO ONCE THEY COMPLETE THE INVESTIGATION, MAJOR CANDELARIA, UH, WILL BE THE APPROVAL OF THE PROFESSIONAL STANDARD REVIEW.
AT THAT POINT, THE INTERNAL AFFAIRS DIVISION ROLE IS COMPLETED, UM, WITH THE PROFESSIONAL STANDARD REVIEW.
IT WILL THEN BE SENT OUT TO THE EMPLOYEE'S CHAIN OF COMMAND FOR ANY FOLLOW UP DISCIPLINE, ACTIONS, RECOMMENDATIONS, UM, IF THAT IS TO BE ISSUED, AND THEN THAT DIVISION COMMANDER WILL SEND IT BACK TO INTERNAL AFFAIRS.
I DO WANT TO EMPHASIZE AN IMPORTANT SAFEGUARD IN THIS PROCESS.

AND ONE OF THE ADVANTAGES OF THIS MODEL IS THAT WE'RE ABLE TO PROVIDE SUPPLEMENTAL TRAINING TO OUR INVESTIGATORS, UM, THAT NORMALLY WOULDN'T BE AVAILABLE TO FIELD SUPERVISORS.

UM, WE HAD A ESCAPE FROM CUSTODY CRITICAL INCIDENT ON MAY 30TH, 2026.
THIS OCCURRED APPROXIMATELY 6:10 PM UH, OFFICERS WERE TRANSPORTING AN ARRESTEE TO JAIL.
THEY WERE TRAVELING ON THE I 35 FREEWAY NEAR ILLINOIS AVENUE.
UM, DURING THAT TRANSPORT, THE ARRESTEE SLIPPED OUT OF HIS HANDCUFFS.
UH, THE OFFICER STOPPED TO PUT THE HANDCUFFS BACK ON, AND DURING THAT TIME, THE ARRESTEE JUMPED INTO THE DRIVER'S SEAT OF THE PATROL VEHICLE AND STARTED TO DRIVE AWAY WITH ONE OF THE OFFICERS IN THE BACKSEAT.
THE OFFICER USED HIS TASER IN ATTEMPT TO SUBDUE THE, THE ARRESTEE, BUT THAT WAS INEFFECTIVE.
UM, THE ARRESTEE DROVE A SHORT WAY ON THE FREEWAY BEFORE HE JUMPED OUT OF THE DRIVER'S DOOR.
UM, AND THE OFFICER WHO WAS IN THE BACKSEAT WAS ABLE TO MAINTAIN CONTROL OF THE VEHICLE AND, AND BRING IT TO A STOP.
UM, BOTH THE ARRESTEE AND THE OFFICER WERE TRANSPORTED TO THE HOSPITAL.
UM, I DON'T HAVE THE CONDITION OF THE ARRESTEE, BUT THE OFFICER WAS RELEASED.

IN MAY, I ATTENDED THE 2026 PSET CONFERENCE IN DALLAS, WHICH IS PROFESSIONALIZING LAW ENFORCEMENT COMMUNITY ENGAGEMENT TRAINING.THIS CONFERENCE BROUGHT TOGETHER LAW ENFORCEMENT PROFESSIONALS, COMMUNITY LEAD LEADERS, AND PUBLIC SAFETY STAKEHOLDERS FROM ACROSS THE REGION SESSIONS FOCUSED ON EMERGING TRENDS IN COMMUNITY ENGAGEMENT, PUBLIC SAFETY, LEADERSHIP DEVELOPMENT, AND STRATEGIES FOR STRENGTHENING RELATIONSHIPS BETWEEN LAW ENFORCEMENT AGENCIES AND THE COMMUNITIES THEY SERVE.
PARTICIPATION IN THE CONFERENCE ALLOWED OCPO TO EXTEND ITS NETWORK OF COMMUNITY PARTNERS AND GATHER BEST PRACTICES THAT WILL SUPPORT OUR SUPPORT, OUR OUTREACH AND ENGAGEMENT EFFORTS IN DALLAS.
UM, FOR THE MONTH OF JUNE, UM, ON SATURDAY JUNE 6TH, OCPO PARTICIPATED IN THE BLESSED DALLAS COMMUNITY BABY SHOWER AND RESOURCE FAIR AT CONCORD CHURCH.
THE EVENT SERVED APPROXIMATELY A HUNDRED EXPECTANT AND NEW MOTHERS, CONNECTING THEM WITH VALUABLE RESOURCES FROM NONPROFIT ORGANIZATIONS AND GOVERNMENT AGENCIES, INCLUDING DALLAS COUNTY HEALTH AND HUMAN SERVICES, PARKLAND HEALTH, AND MANY OTHER COMMUNITY PARTNERS.
OCPO CONTRIBUTED TO THE EVENT BY DONATING THREE BABY BASKETS AND TWO MOM CARE BAGS AS RAFFLE PRICES.
THIS GATHERING PROVIDED A MEANINGFUL OPPORTUNITY TO ENGAGE WITH FAMILIES AND SHARE INFORMATION ABOUT THE ROLE OF OCPO AND THE COMMUNITY POLICE OVERSIGHT BOARD.
LOOKING AHEAD, OCPO STAFF WILL CONTINUE OUTREACH EFFORTS THROUGHOUT JUNE BY PARTICIPATING IN JUNETEENTH EVENTS IN DISTRICT TWO, WHICH WILL BE THE SATURDAY AND DISTRICT 10 NEXT SATURDAY.
A COMMUNITY ENGAGEMENT EVENT LOG IS INCLUDED IN YOUR BINDERS FOR YOUR REVIEW THROUGH PARTICIPATION IN THESE EVENTS.
OCPO CONTINUES ITS MISSION OF EDUCATING RESIDENTS ABOUT POLICE OVERSIGHT, PROMOTING TRANSPARENCY AND ACCOUNTABILITY, AND FOSTERING MEANINGFUL DIALOGUE BETWEEN THE COMMUNITY AND PUBLIC SAFETY STAKEHOLDERS.

AND THEN ON THE LAW ENFORCEMENT SIDE, IT'S ENGAGING WITH THE COMMUNITY, RIGHT? BUT ESPECIALLY LIKE PATROL OFFICERS, THERE'S ALREADY BEEN ENGAGEMENT IN THOSE COMMUNITIES BEFORE YOU EVEN COME TO THAT CALL.
SO IT'S, YOU KNOW, GETTING TO KNOW THOSE COMMUNITIES AND YOU KNOW, WHAT ATTITUDES ARE TOWARDS POLICE, HOW YOU CAN BETTER THAT, HOW WE CAN WORK WITH LAW ENFORCEMENT TO BETTER THOSE, UM, RELATIONSHIPS.
IT WAS A LOT, IT WAS A LOT OF REALLY GOOD INFORMATION.

AND I CAN SAY THAT THIS IS, UM, I'VE NEVER SEEN THE OFFICE HEALTHIER THAN IT IS NOW.
I'VE NEVER SEEN A BETTER BOARD THAN WE HAVE NOW.
AND I'M SO THANKFUL FOR EACH AND EVERY ONE OF YOU, UM, AND, UH, THE WORK THAT YOU'RE DOING.
AND JUST WANNA SAY, UH, WE STAND ON THE SHOULDERS OF HEROES WHO HAVE CREATED THIS OPPORTUNITY.
A LOT OF PEOPLE, UH, IN THIS CITY HAVE WORKED REALLY HARD FOR THIS BOARD TO EXIST.
UH, A LOT OF BLOOD, SWEAT AND TEARS.
AND IT'S A HUGE HONOR THAT WE ARE ABLE TO REPRESENT THE CITY.
AND IT'S A HUGE RESPONSIBILITY, UH, THAT WE STAND ON THEIR SHOULDERS.
IT'S OUR RESPONSIBILITY TO TAKE THAT BATON AND MOVE IT FORWARD.
AND THERE IS STILL WORK TO BE DONE.
WE'RE ALL ABOUT, UH, AUTHENTICITY.
AND, UH, THERE IS STILL SOME ROOM FOR THIS BOARD, UH, TO DO MORE WORK.
THERE'S STILL ROOM FOR THIS OFFICE, UH, TO DO, TO DO MORE.
WE'RE WILLING, UH, AND I BELIEVE WE HAVE THE RIGHT TEAM IN THE OFFICE AND THE RIGHT PEOPLE HERE ON THIS BOARD TO MAKE THAT THAT HAPPEN.
SO THAT ONE DAY IN 10, 15 YEARS, THIS BOARD WILL BE HEALTHIER, STRONGER, AND THEY CAN SAY THAT THEY STAND ALSO ON YOUR SHOULDER, SHOULDERS AND THE HARD WORK THAT YOU PUT IN.

BUT, YOU KNOW, IT HAS TURNED INTO, I THINK, ONE OF THE PLACES IN THE CITY WHERE PEOPLE FEEL, CAN COME AND FEEL SEEN, CAN FEEL HEARD.
AND I THINK THAT, YOU KNOW, WE HAVE DONE OUR JOB AND, UM, YOU, YOU HAVE, YOU CHAIR AND DR. GILBERT SMITH HAVE BEEN INSTRUMENTAL IN MAKING SURE THAT THIS CITY AND, AND, AND, AND THE POLICE DEPARTMENT FEELS A LITTLE BIT MORE, UM, TRANSPARENT, UM, ACCOUNTABLE.
AND THAT, UM, YOU KNOW, EVERYDAY FOLKS FEEL LIKE THEY HAVE SOMEWHERE THEY CAN GO TO HAVE A VOICE.
AND, AND I THINK IN OUR, IN OUR WORK IN THE PAST YEAR AND SOME OF THE TOPICS AND THINGS THAT WE BROUGHT UP AND BROUGHT TO THE FOREFRONT AND THE CONSCIOUSNESS OF THE CITY RIGHT NOW IS, IS A TESTAMENT TO YOUR LEADERSHIP AND TO THE WORK THAT THIS BOARD IS DOING.
