AND WE'RE HERE TO SHARE AN UPDATE ON THE CITY'S DRIVERS OF OPPORTUNITY FRAMEWORK AND MORE SPECIFICALLY TO HELP TO BEGIN A CONVERSATION ABOUT HOW THIS FRAMEWORK CAN SUPPORT THE WORK OF THE VETERANS AFFAIRS COMMISSION.

UH, WE KNOW THAT THIS COMMISSION PLAYS AN IMPORTANT ROLE IN ELEVATING ISSUES, NEEDS, AND PRIORITIES, AS WELL AS THE LIVED EXPERIENCES OF MILITARY VETERANS IN OUR COMMUNITY.

UM, AND OUR GOAL TODAY IS NOT JUST TO PRESENT THE FRAMEWORK, BUT TO ALSO EXPLORE HOW THE FRAMEWORK CAN HELP MOVE FROM ALIGNING NEEDS AND TO CITY SERVICES AND RESOURCES.

UH, THIS INCLUDES LOOKING AT HOW THE SNU VETERANS NEEDS ASSESSMENT CAN HELP IDENTIFY VETERAN NEEDS, HOW THOSE NEEDS CONNECT TO THE DRIVERS OF OPPORTUNITY, AND HOW THE COMMISSION CAN HELP AND ADVISE OFFICE OF HOUSING AND COMMUNITY EMPOWERMENT ON GAPS, BARRIERS,

PRIORITIES MOVING FORWARD.

AND BEFORE WE GET TO THE FRAMEWORK ITSELF, I WANNA START WITH SOME CONTEXT AND BACKGROUND ON HOW IT WAS DEVELOPED.

UH, SO AGAIN, UH, AS IT RELATES TO THIS DISCUSSION, UM, ONE OF THE AREAS OF FOCUS FOR OUR OFFICE OF HOUSING AND COMMUNITY EMPOWERMENT IS AROUND HELPING RESIDENTS ACCESS HOUSING STABILITY, COMMUNITY RESOURCES, ECONOMIC OPPORTUNITY, AND LONG-TERM PATHWAYS TO WELLBEING.

UH, THAT INCLUDES SUPPORTING VETERANS, OLDER ADULTS, RESIDENTS WITH DISABILITIES, FAMILIES EXPERIENCING HOUSING INSTABILITY, YOUTH, UH, AND YOUNG, UH, CHILDREN, FAMILIES, AS WELL AS RESIDENTS WHO MAY NEED HELP NAVIGATING THE CITY SERVICES AND RESOURCES.

AND THE VETERANS AFFAIRS COMMISSION, OF COURSE, IS A CRITICAL PARTNER IN THAT WORK BECAUSE OF YOUR DIRECT EXPERIENCE AND KNOWLEDGE OF VETERANS EXPERIENCES, COMMUNITY NEEDS AND SERVICE GAPS.

TODAY'S PRESENTATION IS INTENDED TO BE A STARTING POINT FOR THAT CONVERSATION.

SO, STARTING IN JANUARY OF 2025, OUR CITY MANAGER AT ADVISORY TOLBERT AND CITY LEADERSHIP BEGAN CONVENING DALLAS ANCHOR INSTITUTIONS TO CONNECT, COMMUNICATE, AND COLLABORATE AROUND BROAD PRINCIPLES FOR ADVANCING ECONOMIC OPPORTUNITY AND MOBILITY ACROSS DALLAS.

THE THOUGHT PARTNERSHIP WAS IMPORTANT BECAUSE OPPORTUNITY IS NOT CREATED BY CITY GOVERNMENT ALONE.

IT IS SHAPED BY SCHOOLS, BY EMPLOYERS, BY HEALTH SYSTEMS, HOUSING PROVIDERS, NONPROFIT ORGANIZATIONS, PHILANTHROPY, COMMUNITY INSTITUTIONS, ADVISORY BODIES LIKE THIS, COMMISSION, AND OF COURSE RESIDENTS THEMSELVES.

FOR VETERANS, THIS POINT IS ESPECIALLY IMPORTANT.

VETERANS MAY INTERACT WITH FEDERAL SYSTEMS, LOCAL GOVERNMENTS, NONPROFIT PROVIDERS, HEALTHCARE INSTITUTIONS, WORKFORCE PARTNERS, HOUSING PROVIDERS, AND PEER NETWORKS.

AND IF THOSE SYSTEMS AREN'T CONNECTED, OUR VETERANS MAY EXPERIENCE BROADB AND SUPPORT THE DRIVERS OF OPPORTUNITY.

FRAMEWORK IS A WAY FOR THE CITY TO WORK TOWARDS CREATING A SHARED LANGUAGE FOR ALIGNMENT ACROSS THOSE SYSTEMS. NEXT SLIDE.

IN ADDITION TO THOSE ANCHOR CON, UH, CONVERSATIONS THAT WERE TAKING PLACE IN 2025, THE CITY BEGAN CONDUCTING COMMUNITY ENGAGEMENT SESSIONS FROM ABOUT AUGUST TO NOVEMBER OF 2025.

THAT ENGAGEMENT INCLUDED PUBLIC FORUMS, UH, COMMISSION PRESENTATIONS, BILINGUAL OUTREACH ACROSS ALL 14 COUNCIL DISTRICTS, ONLINE ENGAGEMENT SURVEYS, QUESTIONS AND COMMENTS.

THE PURPOSE WAS TO UNDERSTAND WHAT RESIDENTS SEE AS THE MOST IMPORTANT CONDITIONS AFFECTING OPPORTUNITY.

IN DOUBT.

WE HEARD THAT OUR RESIDENTS DO NOT EXPERIENCE THESE ISSUES AND CHALLENGES AND ISOLATED CATEGORIES.

HOUSING, EMPLOYMENT, HEALTH, SAFETY, TRANSPORTATION, EDUCATION, AND COMMUNITY ENGAGEMENT ARE CONNECTED.

THAT'S ALSO CONSISTENT WITH HOW WE WOULD THINK ABOUT VETERANS' NEEDS.

A VETERAN MAY NOT COME TO THE CITY WITH AN ISOLATED ISSUE.

THEY MAY NEED HELP WITH HOUSING STABILITY, BENEFITS, NAVIGATION, EMPLOYMENT, TRANSPORTATION, BEHAVIORAL HEALTH, SOCIAL CONNECTION, DISABILITY ACCESS, OR OTHER SUPPORTS ALL AT THE SAME TIME.

THAT'S WHY THIS GREEN FOR IS USEFUL.

IT HELPS US MOVE FROM THE INDIVIDUAL PROGRAM TO A BROADER UNDERSTANDING OF CONDITIONS.

SO, THE RESULT OF THESE CONVERSATIONS IS THE DRIVERS OF OPPORTUNITY FRAMEWORK.

THE FRAMEWORK, AGAIN, PROVIDES SHARED LANGUAGE FOR UNDERSTANDING AND EXPANDING OPPORTUNITY ACROSS DALLAS.

IT'LL HELP US TO ORGANIZE PROGRAMS, SERVICES, PARTNERSHIPS, DATA AND POLICY DECISIONS AROUND THE OUTCOMES THAT ACTUALLY AFFECT RESIDENTS AND THAT RESIDENTS ACTUALLY CARE ABOUT.

YOU ALL HAVE WITH YOU AT HANDOUT, OR YOU SHOULD HAVE WITH ME THE HANDOUT THAT YOU CAN HELP FOLLOW ALONG THE PRESENTATION AS WE WALK THROUGH THE INDIVIDUAL DRIVERS.

SO, THE FRAMEWORK BEGINS WITH THREE RESIDENT CENTERED SYSTEM LEVEL OUTCOMES.

UH, THESE ARE UPWARD ECONOMIC MOBILITY, PUBLIC SAFETY, AND COMMUNITY EMPOWERMENT.

THEY REPRESENT WHAT WE ULTIMATELY WANT FOR OUR DALLAS RESIDENTS AND WHAT THEY HAVE TOLD US THAT THEY WANT FOR VETERANS.

THESE OUTCOMES ARE, OF COURSE, HIGHLY RELEVANT AS WELL.

UPWARD ECONOMIC MOBILITY MAY MEAN ACCESS TO STABLE EMPLOYMENT, FINANCIAL SECURITY, ENTREPRENEURSHIP, EDUCATION, OR BENEFITS THAT CAN HELP SUPPORT AND SUSTAIN LONG-TERM STABILITY.

OUR PUBLIC SAFETY OUTCOMES INCLUDE PHYSICAL SAFETY, BEHAVIORAL HEALTH, CRISIS RESPONSE, DOMESTIC STABILITY, UM, AND THE ABILITY TO LIVE IN COMMUNITIES WHERE VETERANS FEEL SECURE AND SUPPORTED.

OUR COMMUNITY EMPOWERMENT OUTCOMES MAY MEAN THAT OUR VETERAN COMMUNITY AND OUR RESIDENTS ARE CONNECTED TO INFORMATION SERVICES, CIVIC

PARTICIPATION AND ENGAGEMENT, PEER NETWORKS AND OPPORTUNITIES TO SHAPE THE DIVISIONS DECISIONS THAT AFFECT THEM.

THE POINT IS THAT THE FRAMEWORK BEGINS WITH OUTCOMES, NOT WITH PROGRAMS THAT MATTERS BECAUSE OUR VETERANS SHOULD NOT HAVE TO NAVIGATE THOSE CONNECTED PROGRAMS TO ACHIEVE STABILITY AND OPPORTUNITY.

SO THE DRIVERS ARE THE BROAD CONDITIONS AND INFLUENCE WHETHER OUR RESIDENTS AND COMMUNITIES CAN THRIVE.

THE FRAMEWORK IDENTIFIES FIVE DRIVERS.

THEY ARE GAIN EMPLOYMENT, HIGH QUALITY EDUCATION OPPORTUNITY, RICH NEIGHBORHOODS, HEALTHY ENVIRONMENT, AND ACCESS TO HEALTHCARE AND PUBLIC SAFETY AND WELLBEING.

EACH OF THESE DRIVERS, OF COURSE, CAN CONNECT TO VETERAN NEEDS.

GAINFUL EMPLOYMENT MAY CONNECT TO WORKFORCE PATHWAYS, CAREER TRANSITIONS, FINANCIAL SECURITY.

HIGH QUALITY EDUCATION, OF COURSE, CONNECTS TO HIGH HIGHER EDUCATION LEVELS, CREDENTIALING, TRAINING AND SUPPORT FOR VETERANS TRANSITIONING INTO CAREERS.

OPPORTUNITY RES RICH NEIGHBORHOODS CAN CONNECT TO STABLE HOUSING, TRANSPORTATION, ACCESS TO SERVICES, AND THE NEIGHBORHOOD CONDITIONS.

OUR HEALTHY ENVIRONMENT AND ACCESS TO HEALTHCARE MAY CONNECT TO PHYSICAL AND MENTAL HEALTH, DISABILITY ACCESS AND NAVIGATION OF CARE SYSTEMS. PUBLIC SAFETY AND WELLBEING MAY CONNECT TO CRISIS RESPONSE, VIOLENCE PREVENTION, BEHAVIOR, HEALTH SUPPORT, AND SOCIAL CONNECTION.

THE VALUE OF THE FRAMEWORK IS THAT IT HELPS US SEE RESIDENTS AND VETERANS, NOT THROUGH A SINGLE SERVICE CATEGORY, BUT THROUGH THE FULL SET OF CONDITIONS THAT SHAPE THOSE OPPORTUNITIES.

ANOTHER THING THAT CAME THROUGH THESE CONVERSATIONS WITH OUR POLICY MAKERS AND COMMUNITY IS THAT THE CITY DOES NOT PLAY THE SAME ROLE IN EVERY ISSUE.

THERE ARE AREAS WHERE THE CITY LEADS BECAUSE WE HAVE A DIRECT RESPONSIBILITY, WE HAVE AUTHORITY, WE HAVE FUNDING, IMPLEMENTATION, CONTROL, OR A POLICY MAKING RESPONSIBILITY.

THERE ARE AREAS WHERE THE CITY COLLABORATES BY ALIGNING SERVICES, INVESTMENTS, POLICY, OR IMPLEMENTATION WITH KEY PARTNERS.

AND THERE ARE AREAS WHERE THE CITY IS BEST SUITED TO SUPPORT THE WORK LED BY OTHERS THROUGH CONVENING DATA VISIBILITY, REFERRALS, OR TECHNICAL ASSISTANCE.

THE ROLE MATRIX THAT WE PRESENT IS IMPORTANT FOR THE VETERANS AFFAIRS COMMISSION AS WELL, BECAUSE IT SHOWS THAT NOT EVERY VETERAN NEED WILL FALL UNDER THE DIRECT CONTROL OF THE CITY.

FOR EXAMPLE, SOME OF THOSE NEEDS ARE FEDERAL HEALTH SERVICES MAY BE PROVIDED WITH THE VA OR HEALTHCARE PARTNERS.

EMPLOYMENT SERVICES MIGHT INVOLVE WORKFORCE COMMISSION, UH, EMPLOYERS, WORKFORCE BOARDS, AND EDUCATIONAL INSTITUTIONS.

BUT EVEN WHEN THE CITY IS NOT A LEAD AGENCY, THEY CAN STILL HELP TO CONVENE, ALIGN, ELEVATE, AND CONNECT.

THE COMMISSION CAN HELP OUR DEPARTMENT TO REALLY UNDERSTAND WHERE THE CITY SHOULD LEAD, COLLABORATE, AND WHERE IT SHOULD SUPPORT WORK ALREADY HAPPENING IN THE COMMUNITY AS IT RELATES TO SERVING VETERANS.

SO THE NEXT SLIDE BRINGS US TO OUR CALL AND CENTRAL QUESTION FOR TODAY, AND THAT IS, HOW CAN WE EXPAND OPPORTUNITY FOR MILITARY VETERANS IN DALLAS USING THE DRIVERS OF OPPORTUNITY FRAMEWORK? ? OH, SORRY.

THIS SMU VETERANS MEET ASSESSMENT HELPS US TO IDENTIFY THE NEEDS, EXPERIENCES AND BARRIERS FACING VETERANS IN DALLAS.

IT GIVES US DATA THAT IS HELPFUL FOR UNDERSTANDING THE GAPS THAT EXIST IN DALLAS.

SECOND, WE LOOK AT ALIGNMENT.

WE CAN CONNECT WITH THOSE NEEDS TO THE DRIVERS OF OPPORTUNITY AND TO RELEVANT CITY SERVICES, PROGRAMS AND PARTNER RESOURCES.

AND THEN THIRD IS COORDINATION, OFFICE OF HOUSING AND COMMUNITY EMPOWERMENT AND THE VETERANS AFFAIRS COMMISSION WHO WORK TOGETHER TO BETTER LINK THAT RESOURCES AND VETERANS TO COMMUNITY PARTNERS, CITY PROGRAMS, AND OTHER RESOURCES.

FOURTH IS FEEDBACK.

THE VETERANS AFFAIRS COMMISSION CAN ADVISE US ON THE GAPS, BARRIERS, PRIORITIES, AND OPPORTUNITIES FOR STRONGER COORDINATION.

AND THIS IS WHERE THE COMMISSION'S ROLE IS ESPECIALLY IMPORTANT.

IT CAN HELP US TO VALIDATE OR TO COURSE CORRECT WHETHER CITY'S FRAMEWORK REFLECTS THE REAL MILITARY VETERAN EXPERIENCES.

AND IT CAN HELP US SHAPE HOW OUR DEPARTMENT AND THE CITY THINKS ABOUT FUTURE PARTNER ENGAGEMENT, SERVICE ALIGNMENT, AND RESOURCE NAVIGATION.

SO UP TO THIS POINT, WE'VE TALKED ABOUT THE FRAMEWORK THAT'S BEEN, UM, ADOPTED BY CITY COUNCIL AND HOW WE HAVE BEEN, UM, THINKING ABOUT HOW IT HELPS ORGANIZE OUR CITY'S APPROACH, ESPECIALLY WITH OUR INTERNAL CITY DEPARTMENTS, UM, AND SERVICES.

BUT NOW WE WANNA SHIFT THE CONVERSATION TO THE VETERANS AFFAIRS COMMISSION, ALL OF YOU AS COMMISSIONERS, UM, THROUGH YOUR ROLE WITH THIS COMMISSION.

BUT I KNOW ALL OF YOU ALSO WEAR MANY HATS, UM, IN THE CITY.

UM, AND SO THIS IS ALSO AN OPPORTUNITY FOR YOU TO EXPRESS INPUT IN, IN THAT WHATEVER ROLE YOU THINK IS A, IS APPROPRIATE.

UM, AND SO THE, ULTIMATELY THE DRIVERS OF OPPORTUNITY FRAMEWORK WAS NOT DESIGNED TO BE A CITY OWNED FRAMEWORK, IS INTENDED TO HELP US COMMUNICATE WITH PARTNERS, UM, GROUPS LIKE THE COMMISSIONS THAT WE SUPPORT INSTITUTIONS, COMMUNITY STAKEHOLDERS TO SEE WHERE THEY FIT IN THE BROADER SYSTEM.

AND THE WAY THAT THE CITY IS, IS PROMOTING OPPORTUNITY.

SO FOR THE VETERANS AFFAIRS COMMISSION, THE QUESTION IS NOT WHETHER YOU CONNECT TO THE FRAMEWORK.

I THINK THAT THERE IS A CLEAR CONNECTION TO THE WORK THAT YOU ALL DO.

THE QUESTION IS ABOUT HOW, SO WHERE DOES THE COMMISSION SEE VETERANS NEEDS SHOWING UP? MOST CLEARLY ARE THERE ARE THE MOST URGENT ISSUES RELATED TO HOUSING, EMPLOYMENT, HEALTHCARE.

THIS IS WHERE, UM, WE WOULD APPRECIATE YOUR FEEDBACK TO BETTER UNDERSTAND HOW TO USE THIS FRAMEWORK IN A WAY THAT'S RELEVANT TO VETERANS.

SO WE HAVE BEEN GOING THROUGH SINCE THE ADOPTION IN DECEMBER BY CITY COUNCIL OF THE DRIVER'S OPPORTUNITY FRAMEWORK.

THIS PAST COUPLE MONTHS, WE'VE BEEN, UM, UNDERSTANDING WHERE WE LEAD, WHERE WE COLLABORATE AND SUPPORT THIS CONVERSATION TODAY IS, UM, WANTED TO GIVE THE OPPORTUNITY TO HEAR HOW THE VETERANS AFFAIRS COMMISSION SEES HOW THEY FIT IN RELATION TO THIS FRAMEWORK.

SO THERE ARE A FEW AREAS WHERE WE'RE NOT JUST ENGAGING THE VETERANS AFFAIRS COMMISSION, WE'RE ENGAGING SEVERAL OTHER GROUPS.

UM, WE WANNA ASSESS FIRST, WHAT IS THE CURRENT CAPACITY OF OUR PARTNERS, UM, EVEN FROM THE PERSPECTIVE OF COORDINATION NEEDS.

UM, WE KNOW WE HAVE THE ASSESSMENT THAT HAS IDENTIFIED WHERE SERVICES ARE BEING PROVIDED, EXCUSE ME.

UM, BUT THEN WE ALSO KNOW THAT, UM, THERE'S STILL OPPORTUNITIES FOR ALIGNMENT.

AND SO THAT'S WHERE WE WANNA HEAR FROM YOU.

WHERE COULD CITY DEPARTMENTS, COMMUNITY PARTNERS AND COMMISSION WORK MORE EFFECTIVELY? AND THEN ALSO, WHAT ARE SOME OPPORTUNITIES FOR FUTURE ENGAGEMENT? ENGAGEMENT? WE'VE HEARD FROM PREVIOUS CONVENINGS THAT THERE IS A DESIRE TO HAVE DIFFERENT GROUPS COME TOGETHER AND HAVE MORE OPPORTUNITIES TO CONNECT, TO COMMUNICATE WHAT THEY'RE SHARING AND WHAT CHALLENGES THAT THEY'RE FACING.
