THIS DEMONSTRATION ALIGNS WITH OUR CITY'S CECAP, THE COMPREHENSIVE ENVIRONMENTAL AND CLIMATE ACTION PLAN, AND WITH OUR COMMITMENT TO SUSTAINABILITY, CLEANER AIR AND QUIETER MAINTENANCE, WE ARE LOOKING FORWARD TO SEEING THIS EQUIPMENT IN ACTION AFTER THIS MEETING AND TO DISCUSSING THE BENEFITS IT WILL BRING TO OUR GREEN SPACES AND TO OUR SURROUNDING COMMUNITIES.

GOAL THREE. WE'LL DISCUSS THE CURRENT ELECTRIC VEHICLE TRENDS WITHIN THE CITY OF DALLAS.
WE'LL HAVE PARTNERS HERE DISCUSSING THE EFFORTS ACROSS THE GREATER NORTH TEXAS REGION.
AND WHAT'S OUR PLAN FOR THIS UPCOMING FISCAL YEAR? NEXT SLIDE PLEASE. SO, IN OUR CECAP, OUR GOAL THREE IS FOCUSED AROUND TRANSPORTATION.
IT'S THE DALLAS COMMUNITIES HAVE ACCESS TO SUSTAINABLE, AFFORDABLE TRANSPORTATION OPTIONS.
THERE ARE FOUR MAIN OBJECTIVES IN THIS IN THIS OVERALL GOAL.
THIS IS THE MAIN FOCUS OF OUR INFRASTRUCTURE PLAN WITHIN THE CITY AND KEY WEST.
AND WE HAVE SOME DATA INFORMATION TO DISCUSS WITH YOU TODAY.

LAST FIVE YEARS.ON THE MAP TO THE RIGHT SHOWS THE DISTRIBUTION OF THOSE ELECTRIC VEHICLE REGISTRATIONS ACROSS THE CITY, AND ALSO DETAILED IN THIS MAP ARE COORDINATES OF THE EXISTING CHARGING STATIONS ACROSS THE CITY, FROM LEVEL TWO TO PUBLIC AND PRIVATE, TO MANY DIFFERENT DEMOGRAPHICS THAT SUPPORT THE EV STRUCTURE. INFRASTRUCTURE DEMAND WITHIN THE CITY AT THIS CURRENT MOMENT.
SO NOW I'LL PASS IT TO LORI TO TALK ABOUT THE REGIONAL EFFORTS.

OKAY. ON THIS MAP TO THE LEFT, YOU SEE A MAP OF EV REGISTRATION ACROSS THE ENTIRE STATE OF TEXAS.
THERE ARE VERY FEW COUNTIES THAT THAT DON'T HAVE ANY REGISTERED ELECTRIC VEHICLES.
AND THEN ON THE RIGHT HAND SIDE, THE TABLE SHOWS YEAR OVER YEAR FROM OCTOBER TO OCTOBER.
WHAT THE INCREASE IN EV REGISTRATION IS.
AS YOU CAN SEE, DFW AS A REGION HAS INCREASED 34% YEAR OVER YEAR, JUST A SMIDGE BEHIND THE STATE.
USUALLY, DFW IS KIND OF THE LEADING REGION IN THE STATE.
BUT AUSTIN SEEMS TO BE IN HOUSTON.
SEEMS TO BE PICKING UP A LITTLE BIT, BUT I'M JUST GOING TO ASSUME THAT THAT'S TEMPORARY.
NEXT SLIDE. SO WE UNDERSTAND THAT YOU KNOW, WHILE WE DO HAVE EV ADOPTION AND A REALLY WIDESPREAD WAY, IT IS DEFINITELY HIGHER IN AREAS WHERE THERE IS MORE INFRASTRUCTURE.
AND SO WE AT [INAUDIBLE] WE'RE VERY AGGRESSIVE ABOUT A YEAR AGO IN PURSUING SOME DISCRETIONARY FEDERAL GRANTS AND WE WERE SUCCESSFUL. TO BRING DOLLARS TO THE REGION FROM THE BIPARTISAN INFRASTRUCTURE LAW TO BUILD UP THE AMOUNT OF EV CHARGING.
AND THEN, OF COURSE, TXDOT IS IMPLEMENTING THE TEXAS EV CHARGING PLAN OR TEXAS INFRASTRUCTURE PLAN.
SO OUR TASK IS TO LOOK AT THE MAP ON THE RIGHT.
WE HAVE THE OPPORTUNITY TO BUILD ACROSS ALL 16 COUNTIES WITH $15 MILLION THAT WE HAVE.
WE HAVE THE OPPORTUNITY TO STEER TXDOT INVESTMENTS IN THE DARKER BLUE COUNTIES, BUT WE WANT TO STAY AWAY FROM THE RED AREAS, WHICH ARE THE AREAS WHERE TXDOT HAS ALREADY SAID THAT THEY ARE GOING TO ADD CHARGING STATIONS.
AND SO WE'VE GOT A LOT OF LAYERING TO DO TO KIND OF ADD THESE PROGRAMS TOGETHER.
AND THEN THE TOP PROGRAM ON THE LEFT IS TO REPAIR EXISTING CHARGERS THAT ARE NOT WORKING.
NEXT SLIDE. SO IN ORDER TO ACHIEVE THAT COMPLEMENT AND NOT DUPLICATE TYPE OF GOAL, I'M REALLY JUST TRYING TO LAY ALL THESE PROGRAMS OUT NEXT TO EACH OTHER AND DELINEATE HOW THEY ARE SLIGHTLY DIFFERENT.
THERE ARE SOME WITHIN THE CITY OF DALLAS, BUT WE'RE JUST BASICALLY TAKING THE EXISTING CHARGING STATION, LEAVING OUR OLD EQUIPMENT THAT'S NOT FUNCTIONAL AND PUTTING IN NEW EQUIPMENT AND MOVING ON.
SO PROPERTY OWNED BY THE CITY, THE COUNTY TRANSIT AGENCIES, WHAT HAVE YOU.
THERE'S A LOT OF FLEXIBILITY WITH THIS PROGRAM.
HOW DO WE FILL THOSE? LOOKING AT SOME OF THESE EMPHASES THAT YOU SEE ON THE BOTTOM.
A LOT OF MULTIFAMILY PLACES THAT COULD ALSO BE CHARGING HUBS, LIKE FOR FIRST LAST MILE CONNECTION FOR RIDESHARE, FOR EXAMPLE, OR OUR THOUGHTS ON DEMAND TRANSIT PARTNERS OR MOBILITY PARTNERS, AND THEN IN RURAL AREAS.

AND WITH THAT, WE'RE GOING TO BE LOOKING PRIMARILY AT PRIVATE SECTOR PROPERTIES.BECAUSE WE'VE BEEN LOOKING AT LOCATIONS ALONG THE HIGHWAY.
SO AS WE GET AWAY FROM THOSE HIGHWAYS, THEY'RE STILL LOOKING AT PRIVATE SECTOR PROPERTIES.
SO WHAT ARE THE REALLY GOOD USE CASES WHERE THERE'S A GOOD BUSINESS RETURN ON INVESTMENT? AGAIN, TAKING INPUT FROM THE PUBLIC PAIRED WITH THAT TOP DOWN ANALYSIS AND THEN KIND OF FUNNELING THAT INPUT INTO THIS AS A PUBLIC SECTOR PROPERTY VERSUS A PRIVATE SECTOR PROPERTY AND KIND OF STEERING PROJECTS THAT WAY.
NEXT SLIDE. THERE ARE SO MANY PROJECTS WE INTERPRET, AND THIS WAS REALLY FOR OUR OWN BENEFIT.
AND OF COURSE, DALLAS DOES VERY WELL.
AND SO WE WANTED TO JUST ACKNOWLEDGE THAT BRIEFLY.
RIGHT NOW WE HAVE A LITTLE OVER 300,000 ELECTRIC VEHICLES REGISTERED STATEWIDE.
THAT'S ABOUT 1% OF TOTAL EV OR TOTAL VEHICLE REGISTRATIONS ACROSS THE STATE.
WE'VE LOOKED AT A LONG RANGE PLANNING REPORT THAT ERCOT HAS DONE, AND BY 2029, ERCOT IS PROJECTING THAT THE LOAD ASSOCIATED WITH ELECTRIC TRANSPORTATION WILL GROW FROM WHERE IT IS RIGHT NOW, WHICH IS ABOUT 0.2% OF TOTAL ERCOT LOAD WILL GROW UP TO 1.25%.
AND SO THAT'S A DECENT INCREASE.
BUT BY COMPARISON, DATA CENTERS ARE GOING TO BE ALMOST 10%.
I AND SOME OF THE OTHER MAJOR LOAD DRIVERS.
SO JUST WANTED TO PUT THAT IN CONTEXT.
I THINK WITH THAT OUR CURRENT FOCUS RIGHT NOW IS REALLY LOOKING AT GETTING THAT PUBLIC INPUT.
SO WE HAVE THIS PUBLIC INPUT WEBSITE.
TO THEN LAYER THAT IN WITH OUR TECHNICAL ANALYSIS AND OUR HOPE IS TO HAVE OUR SITING RECOMMENDATIONS BY MARCH, MARCHED TO SCHOOL, AND THEN WE'LL BE TAKING UP THROUGH OUR NCC CAUCUS, THE SURFACE TRANSPORTATION COMMITTEE AND REGIONAL TRANSPORTATION COUNCIL IN THAT TIMEFRAME.
AND WITH THAT, I'M HANDING IT OVER TO US.
SO WITH ALL THESE EXCITING PROGRAMS COMING TO THE NCC, I THINK I FAILED TO SAY NEXT SLIDE.
THANK YOU. SO AS NCC BEGINS TO DEPLOY THESE EXCITING PROGRAMS WITH EV CHARGING INFRASTRUCTURE EPS HAS BEEN DEPLOYING A BIT OF HOMEWORK ON OUR SIDE TO PREPARE FOR THESE OPPORTUNITIES.
THE FIRST ONE BEING THAT WE CONTRACTED WITH MODERN GEOSCIENCES TO ASSIST IN A SCIENTIFIC STUDY TO HELP US IDENTIFY SUITABLE LOCATIONS FOR EQUITABLE DEPLOYMENT OF PUBLIC FACING EV CHARGING STATIONS.
SO TO ACCOMPLISH THIS STUDY, THE DATA WAS GATHERED FOR CITY OWNED PROPERTIES, INCLUDING FACILITIES, PARKS, PAVILIONS AND RIGHT OF WAYS, AND ALSO EXISTING EV CHARGING INFRASTRUCTURE.
DEMOGRAPHICS AND SURROUNDING LAND USE.
SO SOME INSIGHTS FROM THIS DATA.
WE DEVELOPED ANY SITING CRITERIA AND A WEIGHTED MODEL TO PRIORITIZE WHERE THE CITY USES SUPPORT CHARGING INFRASTRUCTURE DEPLOYMENTS.
SO ONCE THE SITES WERE RANKED ACCORDING TO THE MODEL, MODERN GEOSCIENCES DID SOME SEGMENTATION.
THEY WENT OUT TO LOOK AT PHYSICAL SITE CHARACTERISTICS, AMENITIES, ACTIVITY LEVEL.
PARKING LOT. DISTANCE TO THE BUILDING OR ELECTRICAL PANEL.
AND THEN ALSO ROADWAY VISIBILITY FOR SECURITY PURPOSES.
AND I WOULD ALSO LIKE TO HIGHLIGHT THAT IN THE DASHED LINE.
WE DO WANT THIS TO BE AN EQUITABLE DEPLOYMENT OF CHARGING INFRASTRUCTURE.

NEXT SLIDE PLEASE. SO THIS IS A BIT OF A DEEP DIVE INTO THE SITE LOCATION AND DEMOGRAPHIC CHARACTERISTICS.LOOKED AT MULTIFAMILY HOUSING KNOWING THAT THERE IS A NEED FOR CHARGING INFRASTRUCTURE.
ALSO LOOKED AT THE PROXIMITY TO A HIGHWAY OR MAJOR CORRIDORS.
LOOKING AT DIFFERENT CLUSTERS WITH HOMES THAT WERE BUILT BEFORE 1940 AND KNOWING THAT THEY MIGHT NOT HAVE ANY INFRASTRUCTURE WITHIN THE HOME TO ITS GOAL OF CHARGING STATION THERE AND LOOKING AT THE PROXIMITY TO ELECTRICAL INFRASTRUCTURE AND ALSO CURRENT CHARGING STATIONS. SO WE SEE A CLUSTER WITHIN THE CITY THAT ALREADY HAS THE DEPLOYMENT OF EV CHARGING STATIONS.
WE DON'T REALLY WANT TO COMPETE WITH THAT.
SO KIND OF LOOKING AT THAT WITH AND WHAT WOULD BE BEST FOR THE CITY AND THE DIFFERENT TYPES OF FACILITY USES THAT WE LOOKED AT WAS LIBRARIES, MUSEUMS, RECREATION FACILITIES, MUNICIPAL COURTS.
THAT WAY, AS THE RESIDENT WAS IN, THEY HAVE SOMETHING TO DO FOR ABOUT A 30 MINUTE OR HOUR TIME SPAN.
SO THE CITY OF DALLAS IS ALSO EXPLORING FUNDING OPPORTUNITIES.
IN THE FIRST ROUND THE CITY APPLIED AND THEY WERE AWARDED $15 MILLION.
SO NOW WE WANT TO BRING THOSE A BIT MORE LOCAL TO OUR CITY.
WE APPLIED FOR THE GRANT IN SEPTEMBER OF THIS YEAR, AND JUST ANTICIPATING THAT THE SCHEDULE WOULD BE SUBMITTED TO ROUND ONE OF AWARD ANNOUNCEMENTS WILL LIKELY BE IN JANUARY OF 2025.
AND ON OUR END WE HAVE APPLIED TO ONE GRANT, BUT IF MORE BECOME AVAILABLE AND IF YOU QUALIFY, WE WILL DEFINITELY LOOK INTO THAT AND TRY TO LEVERAGE THOSE FEDERAL DOLLARS.

EVEN THE APARTMENT COMPLEXES I LIVE IN DIDN'T HAVE IT.
AND THEN THE NEW ONES, OF COURSE, THEY ALREADY HAVE A [INAUDIBLE] BUILDING THERE.
AND I FOUND OUT A LOT MORE INFORMATION AS I WAS RESEARCHING THIS PERSON.
BUT ANYWAY ONE OF THE COOLEST THINGS ABOUT ELECTRIC VEHICLES FOR THE BUSSES THAT DART WAS ABLE TO RECEIVE IS THAT THEY SAVED ABOUT $160,000 A YEAR ON FUEL.
AND SO JUST RIGHT THERE, IT'S JUST A SAVINGS.
AND THEN YOU START ADDING IT UP, RIGHT.
AND THEY'LL GET CHEAPER AS TIME GOES ON.

BUT THOSE ARE SOME OF THE THINGS THAT ARE REALLY IMPORTANT IS FOR PEOPLE TO UNDERSTAND IT'S GOING TO BE CLEANER.THE STATISTIC I HADN'T FOUND THAT YET, BUT THE 1%, 1 TO 2% IN DATA CENTERS OR 10% OF THE GRID.
BUT IF YOU THINK ABOUT IT, IF PEOPLE HAVE ELECTRIC VEHICLES THAT ARE NOT PLUGGING IN SOME TIME OR PLUGGING THEM IN AS THEY THINK THAT LOOKS KIND OF LIKE WHEN PEOPLE THINK OF MULTI-FAMILY MOVING INTO THEIR NEIGHBORHOOD AND SAYING, OH, IT'S GOING TO BE SO MUCH TRAFFIC.
SO BUT THANK YOU ALL FOR THAT.

SO THE COST IS VERY MUCH DEPENDENT ON THE TYPE OF CHARGING STATION YOU'RE LOOKING AT.
SO, ON THE LEVEL TWO CHARGING STATION.
SO THAT'S THE KIND WHERE YOU'RE GOING TO BE THERE FOR A FEW HOURS.
IT'S ABOUT $20,000 PER LEVEL TWO SITE.
AND THAT'S FOR THE FULL REPLACEMENT.
SO THAT COST TENDS TO BE SPLIT ABOUT 5050.
IT'S ABOUT 10,000 ON THE EQUIPMENT ITSELF.
AND THEN ANOTHER 10,000 ON ALL THE LABOR CONSTRUCTION AND INSTALLATION, THOSE TYPES OF COSTS.
WE HAVE ASKED THE COMPANIES THAT PROVIDE QUOTES TO DOUBLE CHECK ALL OF THE FEDERAL REQUIREMENTS ASSOCIATED WITH THAT PARTICULAR FUNDING PROGRAM.
THE COST GENERALLY IS GOING TO BE IN THE 100 TO $150,000 PER SITE RANGE.
MAINTENANCE COST IS SOMETHING THAT WE DON'T HAVE A REALLY GREAT HANDLE ON RIGHT NOW.
BUT THE OPERATING COSTS IN TERMS OF ELECTRICITY DART IS CHAIR.
I SAID DART HAS A COUPLE SITES AT SOME OF THEIR PARK AND RIDES, AND I THINK THE MORE EXPENSIVE OF THE TWO RAN ABOUT $3,000 FOR THE COURSE OF THE YEAR IN TERMS OF ELECTRICITY CONSUMPTION THAT DART HAD TO PAY FOR.
AND THE OTHER LOCATION WAS ABOUT 1500 OF EXTRA ELECTRICITY COSTS.
SO NOT TERRIBLY TOO MUCH FROM THEIR PERSPECTIVE.
SO THAT HAS NOT PARTICULARLY BEEN A PROBLEM.
WE KNOW THAT THERE'S A RISK OF VANDALISM AT THESE LOCATIONS.
AND I KNOW TXDOT IS VERY SENSITIVE TO SECURITY.
AND THANK YOU FOR THAT LAST PART.
BUT YEAH, I THINK THAT'S REALLY BEING MINDFUL OF WHERE WE'RE PLACING THEM.
THAT YOU HAVE EYES ON THESE SO THAT THEY'RE NOT BEING TAMPERED WITH.
SO UNDER THE $15 MILLION PROGRAM THAT WE'RE GOING TO BE OFFERING, THAT IS SOMETHING WHERE WE.
SO, THE GRAND PLAN IS THAT WE WILL SUBAWARD TO LOCAL GOVERNMENTS THAT ARE INTERESTED IN ADDING CHARGERS TO THEIR PROPERTIES, AND THEN WE WILL PUT OUT AN RFP ON BEHALF OF THAT GROUP OF LOCAL GOVERNMENTS TO SELECT THE VENDORS.
AND IN THAT RFP, WE'LL DETERMINE WHAT IS THE LONG TERM OPERATIONS AND MAINTENANCE LOOK LIKE.

IS THAT SOMETHING WHERE THE LOCAL GOVERNMENTS ARE CONTRACTING THAT OUT, AND THE PRIVATE SECTOR IS DEVELOPING AN OPERATIONS AND MAINTENANCE PLAN FOR PLAN.THAT PARTICULAR GRANT IS UNIQUE RELATIVE TO MOST FEDERAL PROGRAMS. IT SPECIFICALLY ALLOWS FOR A RETURN ON INVESTMENT TO BE RECOVERED UP TO A REASONABLE THRESHOLD.
SO WE'LL BE NAVIGATING ALL OF THAT.
BUT I THINK A LOT OF A LOT OF PARTNERSHIPS HAVE SEEN THAT THAT OPERATIONS AND MAINTENANCE, GENERALLY, YOU'RE GOING TO CHARGE A FEE TO THE END USER, AND THE IDEA IS TO CHARGE THAT FEE TO ACHIEVE COST RECOVERY.

SO REALLY, WE HAVEN'T HAD AN ENTIRE FULL YEAR OF THE HEART TEAM OPERATING.
AND SO WE MADE GOOD NUMBERS LAST YEAR.
AND SO WHEN I SAY THE DISTRICTS, I'M, I'M, I'M SPEAKING OF THE MAINTENANCE DISTRICTS.
