WHEN WE LAST BRIEFED YOUR COMMITTEE, WE TALKED ABOUT WHAT WE WERE DOING FOR THE YEAR AND THINGS THAT WERE OUR PRIORITY.

THE COMMUNITY PARK IS A IS MISSION PRIORITY FOR THE ORGANIZATION IS ALSO A CONTRACTUAL AGREEMENT WITH THE CITY THAT WE BUILD THIS COMMUNITY PARK, AND THAT WE WOULD NOT RECEIVE CITY FUNDING SPECIFICALLY FOR THE PARK.

WE HAVE A COMMITTEE THAT IS WORKING ON IT.

WE HAVE WORKED THROUGH A NUMBER OF THE ARCHITECTURAL ISSUES, MANY OF OUR PUBLIC MEETINGS, AND YOU'RE GOING TO LEARN MORE ABOUT THAT THIS MORNING.

HE IS ALSO THE COMMITTEE CHAIR OF THE COMMUNITY PARK AND A SOUTH DALLAS SOUTH BOULEVARD RESIDENT.

TO HER RIGHT IS ALYSSA ARNOLD, WHO IS OUR CEO AND ACTING CEO AND EXTREMELY KNOWLEDGEABLE IN PARK ACTIVATION AND PLANNING.

SO WITH THAT, WE WILL BEGIN THE BRIEFING.

GOOD MORNING. FIRST, I'D LIKE TO JUST SAY IT'S AN HONOR TO BE IN FRONT OF YOU GUYS TODAY, NOT ONLY AS A RESIDENT OF SOUTH DALLAS FAIR PARK, BUT ALSO AS YOU GUYS VICE CHAIR OF FAIR PARK FIRST.

SO TODAY WE'RE HERE TO TALK ABOUT OUR PROMISE THAT WE MADE IN FRONT OF YOU GUYS.

THIS PARK HAS BEEN VERY CRITICAL TO NOT ONLY THE NEIGHBORHOOD, BUT TO OUR CITY.

SO OVER THE DURATION, SINCE WE'VE BEEN INVOLVED WITH ESTABLISHING THE PLAN FOR THE COMMUNITY PARK, WE'VE HAD COUNTLESS MEETINGS NOT ONLY WITH OUR DONORS, BUT THE COMMUNITY.

OUR PLAN IS MOVING FORWARD IS TO UTILIZE THE FUNDS AND RESOURCES THAT WE ACTUALLY HAVE IN HAND TODAY.

STAYING ON TOP OF OUR SCOPE.

SOME OF THE THINGS THAT WE THAT KIND OF GOT AWAY WAS WE HAD SCOPE CREEP, WHICH ZAIDA WOULD KIND OF TOUCH ON A LITTLE BIT AFTER ME.

AS IT RELATES TO WE TALKED ABOUT THIS PARKING GARAGE THAT KIND OF GOT OUT OF CONTROL.

IT TURNED INTO NOT BEING A PARKING FACILITY, BUT ACTUALLY BEING A COMMERCIAL COMPONENT TO OUR PARK, WHICH TAKE AWAY WHICH WAS TAKING AWAY SOME OF THE COMMUNITY EFFORTS THAT WE HAD IN PLACE.

WE WANT TO BE ABLE TO SHOW PROGRESS QUICKLY.

WE'LL BE ABLE TO TALK ABOUT TIMELINES AND THINGS LIKE THAT LATER ON IN THE PRESENTATION.

THE MOST IMPORTANTLY, JUST EXECUTE DELIVER ON WHAT WE'VE BEEN TALKING ABOUT THAT WE'RE GOING TO DO AND BRING THIS PARK TO LIFE.

THROUGHOUT THE COURSE, WE'VE BEEN VERY CRITICAL WITH THE COMMUNITY ENGAGEMENT.

ONE THING I WANT TO POINT OUT HERE IS THAT WE HAD OVER 130 DIFFERENT NEIGHBORHOOD MEETINGS AND EVENTS, AND WE'RE TALKING ABOUT NEIGHBORHOODS WE'RE TALKING ABOUT COMMUNITY INVOLVEMENT DIRECTLY AROUND FAIR PARK.

SO NOT JUST STAKEHOLDERS THROUGHOUT THE CITY, BUT RESIDENTS IN 75210 AND 75215 ZIP CODES.

WE HAVE PUBLIC WORKSHOPS, OPEN HOUSES AND SURVEYS.

AND THAT'S WHAT LED US TO THE PARK LOCATION, WHICH ULTIMATELY LANDED AT LOT 10 A, 10 B RESIDENTS VOTED IN FAVOR OF LOT 11, BUT A LOT 11 IS A LITTLE BIT FURTHER OUT.

IT WOULD HAVE CREATED A GAP BETWEEN FROM THE DOS EQUIS .

SO LOT 10 A IS AND WE'LL SHOW THAT ON THE MAP AS WELL WHERE WE ULTIMATELY LANDED AT AND THEN ALSO WHEN WE TALK ABOUT THE AMENITIES AND SURVEYS, WHAT LANDED ON IT.

WI-FI SPLASH PADS.

ACCESSIBLE PLAY.

PICNIC SHELTERS. GAME TABLES.

DOG PARKS. PERFORMANCE STAGES.

CANOPY TREES.

FITNESS TRAILS.

AND WE HAVE THOSE THINGS IN THE PARK.

WHEN WE TALK ABOUT TEAM THE LEAD IS ALYSSA.

WE HAVE THE COMMUNITY PARK SUBCOMMITTEE THAT WAS RECENTLY FORMED TO MANAGE THE OVERSIGHT AND DELIVERY AND EXECUTION OF THE PARK.

CHAIRED BY MYSELF AND CO-CHAIRED BY ZAIDA.

WE HAVE OUR FACILITIES COMMITTEE, WHICH IS ALSO A COMMITTEE THAT'S BEEN STAND UP, THAT IS FULL OF COMMERCIAL REAL ESTATE PROFESSIONALS THAT UNDERSTAND PUBLIC PRIVATE FINANCING STRUCTURES, THAT UNDERSTANDS HOW TO OVERSEE AND CREATE MAINTENANCE PLANS FOR THESE BUILDINGS.

WE HAVE NEWLY BROUGHT ON BOARD MEMBERS, JON, WHICH HAS A LONG STANDING HISTORY IN THE NONPROFIT FINANCE SPACE AND NONPROFIT OVERSIGHT.

A NEW FUNDS MANAGER, DALLAS FOUNDATION.

WE HAVE A NEW PROJECT MANAGER ON THE TEAM, NORMAN, AND MOST IMPORTANTLY, OUR CAMPAIGN STRATEGIST WITH RISE360 AND THEN OUR CONSTRUCTION TEAM, AND THEN ALSO WITH THE BOARD MEMBER.

WE WENT OUT WHEN WE TALKED ABOUT, YOU KNOW, SOME OF THE THINGS THAT HAPPENED.

WE WENT OUT AND DID A BOARD RESET.

AND WE HAVE PROFESSIONALS THAT ARE HAVE A LOT OF EXPERIENCE WITH THIS TYPE OF STRUCTURE AND FINANCING.

AND THEN MOST IMPORTANTLY, OUR COMMUNITY MEMBERS, WE WENT OUT AND WE ADDED LINCOLN STEPHENS AND LUBBOCK SMITH TO THE ADDITION TO THE BOARD AND THEN ALSO COMMUNITY MEMBERS.

THANK YOU. SO AS JASON SAID, WE'VE BEEN WORKING OVER THE LAST COUPLE OF MONTHS TO REFINE THE PARK ITSELF.

AS YOU CAN SEE ON THE SLIDE IN FRONT OF YOU.

ALL OF THE REQUESTED AMENITIES HAVE BEEN INCLUDED.

THERE ARE NO CHANGES IN THOSE REQUESTED AMENITIES AND DONOR FUNDED COMPONENTS OF THE PARK.

SO WE'RE DELIVERING 100% ON THE OF ALL THE PROMISES AND COMMITMENTS MADE FOR THE COMMUNITY PARK.

IF YOU CAN SEE THAT, THERE'S THE PLAYGROUNDS, THE MARKET GROWTH, THE LAWN, THE STAGE, ALL OF THOSE AMENITIES THAT THAT WERE REQUESTED.

YOU CAN SEE A DIFFERENT VIEW OF THE PARK.

AND WHAT I WANT YOU TO NOTE IS THAT, YOU KNOW, WE ARE WE HAVE REFINED THE SCOPE TO INCLUDE ALL OF THE AMENITIES THAT WERE REQUESTED, BUT IN A SMALLER FOOTPRINT.

SO WE ARE USING 10.7 ACRES OF THE SITE OF THE PARK.

AND THAT IS BECAUSE, AS YOU KNOW, THE PARKING GARAGE WILL NOT BE BUILT.

SO WE'RE MAKING ROOM FOR PARKING THAT WE HAD ALSO.

THERE ARE PARKING OBLIGATIONS TO OUR FRIENDS AT STATE FAIR OF TEXAS AND DOS EQUIS PAVILION.

SO WE HAVE THIS IS ALMOST LIKE A PUZZLE, RIGHT? ALL OF THESE AMENITIES ARE AT THE SIZE THAT THEY NEED TO BE.

THEY'RE JUST FITTING SLIGHTLY DIFFERENTLY IN A REFINED SCOPE FOR THE PARK.

NEXT SLIDE.

WE HAVE ALSO LOOKED AT THE TIMELINE A REVISED TIMELINE FOR THIS PROJECT.

AND SO WE ARE CURRENTLY IN DESIGN DEVELOPMENT.

AND WE HOPE TO HAVE THAT COMPLETED IN THE SPRING OF 2025 AND THEN START RIGHT ON TO CONSTRUCTION DOCUMENTS TO FINISH THOSE BY THE SUMMER, WITH THE GOAL OF STARTING CONSTRUCTION MOBILIZATION RIGHT AFTER THE STATE FAIR CLOSES IN 2025.

WE HAVE A LOOK AT OUR CONSTRUCTION TIMELINE OF 12 MONTHS.

SO WE SHOULD BE DOING THE RIBBON CUTTING IN THE WINTER OF 2026.

SO AFTER THE FAIR NEXT YEAR, AND KEEPING IN MIND THAT WE'RE LOOKING AT WORKING AROUND THE FAIR NEXT YEAR AND AROUND THE FAIR IN 2026, IN ADDITION TO THE WORLD CUP.

RIGHT. THE FIFA, THAT WILL BE WE'RE USING SOME OF THESE FACILITIES DURING THAT IN 2026.

REGARDING THE BUDGET, WE'RE LOOKING AT A FINALIZED TURNKEY PROJECT BUDGET OF 39.1 MILLION.

THE ORIGINAL BUDGET WAS 35 MILLION.

WE ALREADY HAVE 30 MILLION SECURED BETWEEN PUBLIC AND FUNDING AND PLEDGES FROM DONORS. SO WE HAVE ABOUT $9.7 MILLION TO RAISE, AND WE'RE CONFIDENT THAT WE CAN DO THAT IN THE NEXT 12 TO 18 MONTHS.

OKAY. TO SUMMARIZE, WE HAVE RESCOPED THIS PROJECT.

WE DID THAT LARGELY BECAUSE IN MANY OF THE MEETINGS, IN THE BEGINNING WITH THE ARCHITECTS, OVG HAD REQUESTED A LARGE COMMERCIAL STAGE WITH DRESSING ROOMS, ETC., THAT WERE PRETTY EXPENSIVE AND UNNECESSARY FOR THE COMMUNITY. THEY HAD ALSO ASKED ON THE PARKING GARAGE THAT IT INCLUDE TWO ITEMS. AND SINCE WE DON'T HAVE THE PARKING GARAGE, ONE OF THOSE ITEMS, THEY WANTED ANOTHER EVENT SPACE, AND THE OTHER ITEM WAS A BERM THAT WOULD HOUSE A MAINTENANCE FACILITY UNDERNEATH IT.

BOTH OF THOSE ARE GONE.

THE PARKING GARAGE IS GONE FOR A COUPLE OF REASONS.

NUMBER ONE, THE COMMUNITY DID NOT WANT SOMETHING SORT OF IN YOUR FACE THAT CLOSE TO THEM.

SO THEY HAVE REQUESTED THAT WE NOT NOT DO THAT.

IT ALSO TOOK UP MORE PARKING.

WE ARE SENSITIVE TO THE STATE FAIR OF TEXAS AND DOS EQUIS AND THEIR PARKING NEEDS.

SO WE ARE IN FREQUENT CONVERSATIONS RELATIVE TO THAT FOR THEM.

THIS PARK, AS YOU REMEMBER IN THE STATED LOCATION, IS THE LOCATION FROM WHERE HOUSES WERE TAKEN BY EMINENT DOMAIN IN THE 60S AND 70S.

SO THIS WILL BE RESTITUTION IN MANY WAYS.

PART OF THE THINGS THAT WE WANT TO INCLUDE THAT ARE NOT LISTED.

NUMBER ONE, SOME INTERPRETATION AND HISTORICAL INTERPRETATION OF WHAT DID EXIST ON THE PROPERTY, AND ALSO PROGRAMING RELATED TO THAT HISTORIC ASPECT.

THE COMMUNITY DOES NOT WANT A FENCE AROUND IT, SO A FENCE WOULD BE THE FENCE THAT EXISTS AND IS NEEDED FOR THE STATE FAIR WOULD BE MOVED TO THE INSIDE SO THAT YOU COULD EASILY ACCESS THE PARK FROM THE STREET.

WE DO HAVE A LOT OF NEED FOR ENSURING THAT THE COMMUNITY CAN CROSS INTO THIS SPACE, AND ALYSSA HAS WORKED ON A TRAFFIC STUDY WITH KIMLEY-HORN TO ENSURE THAT NEIGHBORS CAN WALK ACROSS THE STREET BECAUSE THEY WANT TO REMEMBER.

I WANT YOU TO REMEMBER THERE ARE PEOPLE BOTH LIVING OVER THERE, AND PEOPLE MAKE SOMEWHAT OF THEIR LIVING THROUGH PARKING LOTS THAT EXIST ACROSS THE STREET. SO WE'LL NEED A FAIRLY SOPHISTICATED PEDESTRIAN CROSSING ELEMENT TO THIS, WHICH WE WILL NEED TO WORK ON.

AND KIMLEY-HORN, AS I SAID, HAS STUDY, BUT THAT WILL BE AN IMPORTANT FEATURE TO THIS THAT'S NOT REALLY LISTED BUT IS IMPORTANT TO ASPECTS OF THIS.

ONE THING THAT WE MIGHT CONSIDER AND HAS NOT BEEN DISCUSSED TO DATE IS EMPLOYING SOMEONE IN THE ARCHEOLOGY SPACE AS WE DO.

THE EXCAVATION, AS I SAID THIS, THERE WERE HOMES HERE.

YOU WOULD ONLY NEED TO DO IT ON A SMALL SPACE.

BUT AS SOMEONE WHO REPRESENTED UPTOWN I WOULD FREQUENTLY ASK FOR AN ARCHEOLOGIST CLOSE TO CEMETERIES.

THERE ARE NO CEMETERIES CLOSE HERE, BUT THERE COULD BE INTERESTING HISTORIC DETRIS UNDERNEATH THIS SITE THAT WE MIGHT WANT TO CAPTURE. IT DOESN'T NEED TO BE A LARGE SPACE.

SO THOSE ARE KIND OF THE BASICS OF THIS PARK.

AND WE WILL COME BACK TO YOU ONCE THE FINAL DESIGN HAS BEEN COMPLETED,

THAT'S WHAT I WAS HOPING TO SEE THIS MASTER PLAN CHANGE THE MINDSET OF, HEATHER YOU'VE DONE AN AMAZING JOB OF GETTING THE PHILANTHROPY COMMUNITY INVOLVED AND GETTING A BUY IN FROM PARTS OF OUR CITY THAT HAVE NEVER INVESTED IN THIS AREA.

BUT ALSO JUST TO BE ABLE TO HIGHLIGHT THIS IS 100% A CROWN JEWEL OF OUR CITY.

SO I AM EXCITED TO SEE THAT WE'RE ACTUALLY BEING A LITTLE BIT MORE AGGRESSIVE IN TAKING STANCES LIKE THIS MASTER PLAN THAT'S GOING TO REMOVE SOME OF THIS SURFACE PARKING THAT DOES NOTHING FOR THE COMMUNITY MOVING FORWARD, THAT WE'RE GOING TO LEAN ON OUR PARTNERS WHO ACTUALLY DO NEED THOSE SPACES, AND THEY'RE GOING TO HAVE TO GENERATE REVENUE AND MAINTAIN THEIR OWN ASSETS TO ACCOMMODATE FOR THIS PARKING, INSTEAD OF IT FALLING ON THE BACKS OF THE CITY ON THE BACKS OF THE RESIDENTS OF SOUTH DALLAS.

SO I JUST WANT TO ADDRESS SOME OF THE THINGS THAT I HEARD TODAY, BECAUSE I THINK THAT YOU ALL ARE APPROACHING THIS VERY CONSCIOUS OF NOT ONLY HISTORIC CONTEXT, BUT HOW WE CAN MAKE THIS SUCCESSFUL MOVING FORWARD.

AND I DON'T THINK THAT IT IS AN APPLES TO APPLES COMPARISON TO EVEN THROW ANY OTHER PARK IN OUR CITY TO TO WHAT IT IS THAT WE SHOULD BE DOING.

IN FACT, WHEN WE APPROVE, HOPEFULLY SOON, THE AUTHORIZED HEARING FOR PD 595, WE'RE ACTUALLY GOING TO BE KIND OF SPEARHEADING AND PIONEERING REMOVING PARKING REQUIREMENTS ALL AROUND SOUTH DALLAS.

AND SO I THINK THIS IS RIGHT IN LINE WITH WHAT THE COMMUNITY HAS ALREADY SHOWN A LOT OF SUPPORT FOR IN NEIGHBORING PARCELS AS WELL.

SO JUST WANTED TO ADD SOME CONTEXT TO THAT.

AND I THINK IT'S GREAT FEEDBACK THAT WE NEED TO GET VERY PROACTIVE ON THE FEE STRUCTURE AND MAKING SURE THAT WE HAVE SOME SORT OF SUSTAINABLE REVENUE THAT'S STAYING INSIDE OF THE PARK.

WE ALSO HAVE THE POTENTIAL OF A HOTEL BEING BUILT THERE.

RIGHT. AND SO LOOKING AT THAT POTENTIAL LEGISLATION THAT'S A LITTLE BIT UNCONVENTIONAL SINCE WE ARE SITTING ON PARK LAND AND MAKING SURE THAT THERE'S A RECAPTURE AND THAT WE'RE NOT GOING TO SEE THE SAME THING HAPPEN AGAIN, THAT WE'RE GOING TO GENERATE REVENUE, AND IT'S GOING TO GO ALL OUTSIDE OF THE PARK AND THE NEIGHBORHOOD.

THAT SHOULD BE THE BIGGEST FOCUS MOVING FORWARD, IN MY OPINION.

AND ARE THOSE DOLLARS SITTING IN SECURELY IN THE DALLAS FOUNDATION ACCOUNT NOW? THE PLEDGES THAT COME IN GO TO THE DALLAS FOUNDATION.

THE PUBLIC FUNDING IS DISPERSED IN THE WAY THAT'S APPROPRIATE WITH EACH GRANT.

AND SO THE ANSWER IS YES.

HAVE WE DONE A STUDY ON ANY POTENTIAL NAMING RIGHTS AND WHAT THAT WOULD BRING IN IN REVENUE? THAT'S HEATHER'S AREA OF EXPERTISE IN TERMS OF NAMING.

THIS CHALK HILL TRAIL IS A GREAT CONNECTIVITY PROJECT AS WE DO WORK ON MANY MULTIMODAL TRAILS AT DALLAS COUNTY. WE ALWAYS CHECK ON OUR REGIONAL MOBILITY WITH COG AND MAKE SURE THAT THE OVERALL CONNECTIVITY IS HAPPENING THROUGH THE CHALK HILL TRAIL IS REGIONAL CONNECTIVITY.

SO THIS PROJECT, AS YOU CAN SEE ON THE MAP, IS DIVIDED INTO MULTIPLE PHASES STARTING FROM SOUTH, THAT IS STARTING AT THE WESTMORELAND DOT STATION, GOING NORTH TO THE DAVIS STREET AT CHALK HILL. AND THE ENTIRE CORRIDOR IS CHANGING A GREAT ELEVATIONS THROUGHOUT.

AND I REMEMBER BEING INVOLVED IN THE [INAUDIBLE] CORRIDOR.

IT HAS A GREAT RESEMBLANCE WITH THIS CORRIDOR.

SO THE PHASES THAT WE HAVE IS BECAUSE OF THE CORRIDOR CHALLENGES AND THE BUDGET CONSTRAINTS THAT I'LL GET INTO FURTHER.

SO BUT I WANTED TO POINT OUT, AS I MENTIONED, ABOUT THE REGIONAL CONNECTIVITY AT THE SOUTH, IT WILL EVENTUALLY CONNECT TO THE FIVE MILE CORRIDOR, WHICH IS UNDER EARLY PHASES OF PLANNING.

AND ON THE NORTH SIDE, IT WILL EVENTUALLY CONNECT TO THE COOMBS CREEK TRAIL.

AS I MENTIONED ABOUT THE REGIONAL CONNECTIVITY, THIS TRAIL, AS YOU CAN SEE IN RED, IT WILL EVENTUALLY CONNECT TO THE FIVE MILE CORRIDOR, WHICH IS IN LIGHT BLUE, WHICH CONNECTS NORTH TO THE HONEY SPRINGS TRAIL ON THE EASTERN SIDE, IT IS OVERALL CONNECTING TO THE LOOP TRAIL AND ON THE SOUTH SIDE, WHERE COG STUDIED THE REGIONAL RAILWAY CONNECTION FROM MULTIPLE CITIES, STARTING WEST FROM GRAND PRAIRIE TO GOING EAST TO LANCASTER AND EVENTUALLY CONNECTING TO THE RUNYAN TRAIL GOING TOWARDS THE FIVE MILE CORRIDOR.

SO JUST LOVE THIS MAP THAT SHOWS A GREAT CONNECTIVITY AND MODEL BEING INTO THE REGIONAL MOBILITY IN COMPLIANCE WITH 2045 COG MOBILITY.

SO AS WE STARTED ON THIS PROJECT THE PROJECT WAS IN THE TAP PROGRAM AT THE DALLAS COUNTY, AND IT WAS UNDER PLANNING AND DESIGN PER THE LOCAL DESIGN STANDARDS.

AND DALLAS COUNTY WAS WORKING CLOSELY WITH THE CITY OF DALLAS HAVING THE INTERLOCAL AGREEMENT.

AS WE ADVANCED INTO THE PROJECT, THE PROJECT DID NOT HAVE THE FULL FUNDING

AVAILABLE. AND ALSO THE CORRIDOR HAD MANY CHALLENGES.

SO IN ORDER TO STRATEGICALLY DIVIDE THE TRAIL INTO MULTIPLE PHASES AND ADDRESS EACH PHASE WITH ADDITIONAL FUNDING AVAILABLE FROM, FROM THE FUTURE OR FROM THE FEDERAL FUNDING.

WHAT WE DID, WE DIVIDED INTO THREE PHASES, AS I MENTIONED EARLIER.

AND THE FIRST PHASE FROM COCKRELL HILL TO GINGER AVENUE THAT WE APPLIED FOR THE FEDERAL GRANT IN 2022, WE RECEIVED THE TRANSPORTATION ALTERNATIVE PROGRAM GRANT FROM COG.

AND THE WAY THAT THEY LOOKED AT THIS TRAIL THAT THIS TRAIL DID NOT HAVE THE RIGHT OF WAY CHALLENGES.

AND ALSO THE OTHER RISKS THAT THAT WERE ABLE TO BE MITIGATED.

SO THE GRANT WAS APPROVED AND WE ENTERED INTO THE ADVANCED FUNDING AGREEMENT WITH TXDOT AFTER THE RTC APPROVAL.

SO THE THAT'S WHEN WE ALSO APPLIED FOR THE ARP FUNDING AVAILABLE AND THAT ARP FUNDING WAS VERY HELPFUL TO CONVERT THE DESIGN FROM LOCAL STANDARDS TO FEDERAL STANDARDS IN COMPLIANCE WITH WHAT THE TASA SET ASIDE GRANT APPROVED.

ONE ONE ASPECT OF IT WITH THE TASA SET ASIDE THAT HAD COME WITH THE CONSTRUCTION LEARNING REQUIREMENT, THAT HAS TO BE BY 2025 DECEMBER.

SO WE ARE WELL INTO THE DESIGN RIGHT NOW.

WE HAVE CONSULTANTS ON BOARD.

KICKOFF HAS HAPPENED AND WE ARE MAKING GREAT PROGRESS, AND WE ARE WELL INTO INTO THE OVERALL TIMELINE THAT WE HAVE SET BY DECEMBER 2025.

BUT THESE ARP FUNDS HAS ALSO HELPED US TO SECURE THE DESIGN WORK ORDER WITH THE CONSULTANT.

NOT ONLY THAT, WITH THE PHASE ONE, BUT AT THE SAME TIME, PHASE TWO THAT WE ALSO HAVE SECURED THE ARP FUNDING, WHICH REALLY HELPED US TO OR HELPING US TO MAKE THIS SEGMENT SHOVEL READY FOR THE FUTURE AVAILABLE FEDERAL GRANT OPPORTUNITIES.

AND THEN THE LAST SEGMENT THAT WAS OR THAT IS STILL UNDER THE RIGHT OF WAY, ACQUISITION BY THE CITY OF DALLAS.

AND OVERALL, WE APPRECIATE THE CITY OF DALLAS TAKING THE LEAD ON THE RIGHT OF WAY AND THE ENVIRONMENTAL ASSESSMENT, BECAUSE THIS HAD A LOT OF RIGHT OF WAY CHALLENGES AND THE ENVIRONMENTAL CHALLENGES TO BE IN COMPLIANCE WITH THE TCEQ.

AND WE'LL CONTINUE TO MAKE SURE THAT ALL THOSE CRITICAL ITEMS THAT WE DEFINE INTO OUR PSA DOCUMENTS, SO WE CONTINUE TO STAY IN COMPLIANCE THROUGHOUT THE PROJECT DEVELOPMENT.

THE ONE THAT'S IN THIS AREA INCLUDES ABOUT HALF OF THAT RED LINE FROM THE STATION HEADING BACK TO THE WEST TO COOMBS CREEK DRIVE.

THAT'S WHERE THE TRAIL TURNS AND GOES SOUTH.

SO PART OF THAT WILL BE FUNDED THROUGH THE FIVE MILE CREEK PROJECT.

SO WE'LL NEED TO GET THOSE THE PROPERTY ISSUES WORKED OUT OR LOOK AT A REALIGNMENT.

BUT THAT WILL HAPPEN THROUGH THE FIVE MILE CREEK PROJECT.

SO I GUESS MY QUESTION IS, IS ON THIS CONNECTIVITY THAT WE'RE GETTING SO CLOSE THAT WE'VE GOT AN ENTIRE RIVER AND FREEWAY SYSTEM WITH 30 ON THE SOUTH, AND THEN YOU HAVE THE LEVEES ON THE EAST, WHICH IS BASICALLY 35.

WHAT IS THE POSSIBILITY OR CHANCES TO GETTING SOMETHING THAT ACTUALLY CONNECTS TO WEST DALLAS? AND YOU LOOK AT WEST DALLAS, IT'S A HUGE SWATH OF LAND WHEN YOU'RE GOING FROM THE IRVING BORDER ON THE WEST, YOU HAVE I-30, ON THE SOUTH, YOU HAVE THE LEVEES ON THE EAST AND ALL THE WAY THROUGH THE NORTHERN PART OF WEST DALLAS.

WHAT IS THE GOAL OR HOW CAN WE GET CONNECTIVITY? BECAUSE, YOU KNOW, WE HAVE TO LOOK AT A DIFFERENT FORM OF MOBILITY OR MICRO MOBILITY FOR WEST DALLAS SIMPLY IN, IN IN THAT DART CONNECTS THROUGH BUSSES.

WE DON'T HAVE WE DON'T HAVE TRAINS, WE DON'T HAVE LIGHT RAIL, WE DON'T HAVE ANYTHING THAT'S A LITTLE BIT BIGGER THAN THAT.

WE MAY BE LOSING OUR PEOPLE MOVER.

WE WITH HIGH SPEED RAIL POSSIBLY MOVING.

WE ALSO HAVE TO LOOK AT WHAT YOU ALL EXPECT OR WHAT WE LOOK AT, YOU KNOW, WHETHER IT'S COG, WHETHER IT'S THROUGH YOU KNOW, THE COUNTY AND DR.

GARCIA AND I'VE HAD PLENTY OF CONVERSATIONS ON THIS AND SHE UNDERSTANDS AND KNOWS AND THIS IS A WAY THAT WE CAN DO IT.

I DON'T KNOW WHAT THESE LITTLE SPURS WOULD LOOK LIKE OR WHAT THESE CONNECTIONS WOULD LOOK LIKE EVENTUALLY, BUT HAS ANYBODY GOT THIS ON THEIR RADAR BECAUSE THE DESIGNS ARE STILL BEING WORKED ON.

HOW DO WE GET THAT CONNECTION? AND YOU CAN'T JUST SAY THE LEVEES, BECAUSE THE LEVEES ARE ON THE EASTERN SIDE FOR ALL THE TRAIL SYSTEMS ON THE EASTERN LEVEE, NOT ON THE WESTERN LEVEE.

AND I THINK THAT THERE'S A WAY THAT WE COULD CONNECT EITHER TO THE CHALK HILL BIKE TRAIL OR CONNECT TO THE LEVEES OR LOOK AT HOW CAN WE CONNECT TO THE GATEWAY, WHICH IS OF THE OF THE HAROLD SIMMONS PARK.

THEY FOLLOW DART OR ENCORE, SOMETIMES CREEKS AND OUR RIVERS WHEN WE CAN.

ANY TYPE OF OPEN SPACE, USUALLY LINEAR, THAT'S CRISSCROSSING THE CITY, OLD RAIL LINES, WHATNOT.

WHAT IS CHALLENGING IN WEST DALLAS AND IN OTHER PARTS OF THE CITY IS WE DON'T HAVE A LOT OF THOSE CORRIDORS.

OR IF YOU DO HAVE A RAIL LINE, IT'S ACTIVE FREIGHT AND THEY DON'T ALLOW TRAILS PARALLELING OR BEING WITHIN.

SO THAT'S ONE ISSUE.

THERE ARE PROJECTS IN THE WORKS TO CONNECT.

YOU'RE PROBABLY FAMILIAR WITH THE PROJECT THROUGH THE LOOP TO TO REDO THE SYLVAN AVENUE BRIDGE OVER THE TRINITY, TAKING IT FROM SIX LANES DOWN TO FOUR, PUTTING IN FULL CONCRETE PROTECTED WIDE BIKE LANES ON BOTH SIDES TO GET FROM THE TRINITY STRAND AND THE DESIGN DISTRICT ACROSS THE RIVER DOWN TO THE SKYLINE TRAIL, AND THEN TO THE BIKE LANES THAT ARE BEING WORKED ON WITH OUR TRANSPORTATION DEPARTMENT THAT CONTINUES SOUTH ON SYLVAN.

THERE IS ALSO A PROJECT THAT WAS IN THE 2024 BOND, ACTUALLY THROUGH THE TRANSPORTATION DEPARTMENT, LOOKING AT BERNAL DRIVE FROM ABOUT, I THINK IT'S SINGLETON HEADING BACK TO THE NORTHEAST, HEADING BACK INTO THE NEIGHBORHOOD.

I THINK THERE'S A FAIRLY WIDE STREET WITH A VERY WIDE MEDIAN, THEY'RE PROPOSING A QUOTE UNQUOTE, A TRAIL ON IT.

SO THAT WILL HELP WITH EXPANDING THE TRAIL SYSTEM WITHIN THAT PART OF WEST DALLAS.

AND THEN I THINK WE ALSO NEED TO LOOK AT THE BIKE PLAN UPDATE THAT TRANSPORTATION IS WORKING ON, TO SEE HOW THE STREET SYSTEM CAN BE MODIFIED TO ALLOW THIS CONNECTIVITY, EITHER WITH BIKE LANES OR NARROWING THE ROADWAY TO PUT TRAILS ON IT LIKE WE'VE DONE.

BUT THE PRIMARY ISSUE IS WE DON'T HAVE A LOT OF JUST OBVIOUS RIGHTS OF WAY TO PUT THESE LINEAR TRAILS, BUT I'D BE HAPPY TO SPEAK WITH YOU WITH THAT FURTHER AND KIND OF GET INTO THE WEEDS ON IT. THANK YOU.

AND I REALLY GREATLY APPRECIATE THAT.

AND THAT'S WHY I SAID I DIDN'T WANT IT TO YOU KNOW, I DON'T WANT THIS TO SOUND NEGATIVE AT ALL BECAUSE IT'S NOT.

WENT INTO MOVING A CONCRETE WALL ON IT THAT'S ON A BRIDGE, AND WE DON'T WANT TO HAVE TO REDO THE BRIDGE COMPLETELY BECAUSE WE ALREADY WENT THROUGH IT ONCE, AND WE DON'T HAVE THE TIME OR MONEY TO BUILD A WHOLE BRAND NEW ONE.

SO THAT ONE, IT'LL BE INTERESTING HOW WE COME UP WITH, WITH A PLAN TO GET THAT CONNECTION.

IN 2018, THEY CONSTRUCTED A STORAGE FACILITY TO STORE THEIR ROW EQUIPMENT.

THEY'RE REQUIRED TO MAINTAIN THAT FACILITY AS WELL AS PROVIDE PROGRAMS FOR YOUTH AND ADULT ROWERS.

AND THEY ARE ALSO RESPONSIBLE FOR ALL OF THEIR UTILITIES.

THEY ALSO MAINTAIN AND OPERATE THE FILTER BUILDING, THE BOATHOUSE AND THE BOOMERANG, WHICH ARE ALL CITY OF DALLAS ASSETS.

THEY BUILT THE BOATHOUSE, WHICH IS NEXT TO THE FILTER BUILDING.

IT HOLDS 120 RACING SHELLS FOR THEIR PROGRAMS. ADDITIONALLY, WITH PRIVATE, PRIVATELY RAISED FUNDS, THEY RESTORED THE FILTER BUILDING, WHICH IS USED AS A RENTABLE EVENT SPACE FOR BOTH PRIVATE AND PUBLIC EVENTS. THE BOOMERANG HOLDS LAUNCHES AND OTHER ROWING OR OTHER EQUIPMENT FOR THEIR ROW PROGRAM, AS WELL AS A FEE BASED STORAGE FOR THE KAYAKS AND CANOES.

AND THE CITY RECEIVES 10% OF GROSS REVENUE FROM THE FILTER BUILDING AND BOOMERANG.

BUT HOW DO WE WORK TO MAKE SURE THAT WE'RE GETTING THE CITY IS GETTING WHAT IT IS EXPECTED, EITHER VIA CONTRACT OR JUST BECAUSE, I MEAN, THIS IS A COMMUNITY ASSET, SO EVERYBODY IN THE COMMUNITY SHOULD BE ABLE TO ACCESS IT.

SO I'M LOOKING AT, YOU KNOW, FROM BOAT STORAGE TO ADULT PROGRAMS TO AND HOW ARE THESE STREAMS BEING USED IN WHAT CITY MONEY IS BEING USED COMPARED TO THAT? ALSO LOOKING AT THE FINANCIAL AID OF EACH GROUP.

WE WOULD HAVE TO GET BACK TO YOU WITH THAT NUMBER, BECAUSE TECHNICALLY, THAT'S BUILT INTO THE BUDGET OF A DISTRICT AS A WHOLE, AND NOT SPECIFICALLY FOR WHITE ROCK LAKE.

I THINK THAT WOULD BE HELPFUL WHEN WE'RE LOOKING AT CONTRACTS, BECAUSE I'M GOING BACK TO THE 2017 WORK PLAN AND THEN EVEN THE 2021 STRATEGIC PRIORITIES.

YOU KNOW, IN 2017, THE PARK BOARD WAS AND THE STAFF WAS TO FOCUS ON ACTIONS THAT IMPACT REVENUE OPPORTUNITIES OR OFFSET OPERATING COSTS. AND THEN IN 2021, THAT KIND OF SEEMED TO TAKE THE SHAPE OF ONLY SPONSORSHIPS.

AND SO WHAT I'M GETTING AT IS THIS COST RECOVERY THAT COUNCIL MEMBER BLACKMON REFERRED TO.

AND I'M SEEING A LITTLE BIT OF APPLES TO APPLES OR ORANGES WHEN I LOOK AT HOW THIS IS FRAMED, YOU KNOW, SOME IS TIED TO REVENUE, WHICH I THINK IS A GOOD IDEA.

THERE'S THE THIS IS A HOBBY OR AN ATHLETIC SPORT ASPECT.

BUT I THINK THAT WHEN I SEE THESE ANNUAL PAYMENTS, IT'S PRETTY LOW CONSIDERING THE BENEFIT.

INSTEAD, WHAT IT WAS THAT THOSE PRIVATE PARTNERS WERE LOOKING TO ACCOMPLISH.

SO WHEN I LOOK AT THESE NUMBERS, JUST AS MENTIONED.

I MEAN, WE'RE TALKING NOMINAL.

I MEAN, WHEN YOU'VE GOT HUNDREDS OF DOLLARS COMING TO US ANNUALLY, WHAT'S THE POINT? WHAT'S THE POINT FOR THE CITY? SO WE'VE GOT TO DO SOMETHING BETTER THAN THIS.

AND WHEN I LOOK AT WHAT YOU ALL ARE PUTTING BACK INTO, I THINK IT'S VERY LOOSELY SAID THAT YOU ALL ARE PUTTING BACK INTO THE ASSET.

BECAUSE THE ONLY THINGS THAT I SEE ACTUALLY BEING REPAIRED ARE TO HELP FURTHER YOU ALL'S OPERATIONS.

IT'S NOT ASSET.

IN FACT, HERE WE ARE WITH A COUNCIL MEMBER FOR FIVE YEARS, HAS BEEN SCREAMING LOUD AND PROUD ABOUT HAVING TO GET THIS LAKE DREDGED.

MEANWHILE, WE'VE HAD OPERATORS ON THIS LAKE WHO IT PROBABLY IS GOING TO BENEFIT MORE THAN ANYONE TO HAVE IT DREDGED.

WHAT HAVE YOU ALL PUT TOWARDS THAT? BECAUSE WE'RE KNOCKING ON THE DOORS OF LEGISLATORS AT ALL LEVELS OF GOVERNMENT ASKING FOR THIS TO GET DONE.

WHY DO WE NOT HAVE AN ONGOING CONTRIBUTION FROM THESE PARTNERSHIPS ON THE LAKE, SO THAT THIS IS A SUSTAINABLE VENTURE AND WE'RE NOT LOOKING 20 YEARS FROM NOW IN TRYING TO LOOK UNDER ALL OF THE SEAT CUSHIONS TO, TO TO GET THIS LAKE DREDGED AGAIN.

THIS SHOULD BE SOMETHING THAT IS BUILT IN TO MAKE SURE THAT THIS IS A PART OF NORMAL MAINTENANCE.

THE STRUCTURES THAT WE HAVE NOW WITH THESE DEALS ARE NOT KEEPING THIS SUSTAINABLE MOVING FORWARD.

AND SO WE'VE GOT TO PARKS DEPARTMENT.

AND PARTNERSHIPS MEAN THAT BOTH OF US ARE GETTING SOMETHING OUT OF THE DEAL.

I DON'T LOOK AT THESE AS PARTNERSHIPS, NOT THE WAY THAT THEY'RE STRUCTURED, NOT IN THE WAY THAT WE'RE MOVING FORWARD.

I WANT TO I WANT TO SEE THE SAME EMPHASIS PUT ON WHAT WE HAVE WITH OUR OTHER PARTNERS, SO THAT THIS IS ACTUALLY A LEVERAGED TOOL AND WE'RE NOT JUST BREAKING EVEN, IN FACT, COMING INTO THE RED EVERY YEAR JUST TO MAINTAIN THESE ASSETS.
